Switching from fossil fuels to renewable energy is key to international energy transition efforts and the move toward net zero. For many nations, this requires decommissioning of hundreds of oil and gas infrastructure in the marine environment. Current international, regional and national legislation largely dictates that structures must be completely removed at end-of-life although, increasingly, alternative decommissioning options are being promoted and implemented. Yet, a paucity of real-world case studies describing the impacts of decommissioning on the environment make decision-making with respect to which option(s) might be optimal for meeting international and regional strategic environmental targets challenging. To address this gap, we draw together international expertise and judgment from marine environmental scientists on marine artificial structures as an alternative source of evidence that explores how different decommissioning options might ameliorate pressures that drive environmental status toward (or away) from environmental objectives. Synthesis reveals that for 37 United Nations and Oslo-Paris Commissions (OSPAR) global and regional environmental targets, experts consider repurposing or abandoning individual structures, or abandoning multiple structures across a region, as the options that would most strongly contribute toward targets. This collective view suggests complete removal may not be best for the environment or society. However, different decommissioning options act in different ways and make variable contributions toward environmental targets, such that policy makers and managers would likely need to prioritise some targets over others considering political, social, economic, and ecological contexts. Current policy may not result in optimal outcomes for the environment or society.

Coastal saltmarshes provide globally important ecosystem services including ‘blue carbon’ sequestration, flood protection, pollutant remediation, habitat provision and cultural value. Large portions of marshes have been lost or fragmented as a result of land reclamation, embankment construction, and pollution. Sea level rise threatens marsh survival by blocking landward migration where coastlines have been developed. Research-informed saltmarsh conservation and restoration efforts are helping to prevent further loss, yet significant knowledge gaps remain. Using a mixed methods approach, this paper identifies ten research priorities through an online questionnaire and a residential workshop attended by an international, multi-disciplinary network of 35 saltmarsh experts spanning natural, physical and social sciences across research, policy, and practitioner sectors. Priorities have been grouped under four thematic areas of research: Saltmarsh Area Extent, Change and Restoration Potential (including past, present, global variation), Spatio-social contexts of Ecosystem Service delivery (e.g. influences of environmental context, climate change, and stakeholder groups on service provisioning), Patterns and Processes in saltmarsh functioning (global drivers of saltmarsh ecosystem structure/function) and Management and Policy Needs (how management varies contextually; challenges/opportunities for management). Although not intended to be exhaustive, the challenges, opportunities, and strategies for addressing each research priority examined here, providing a blueprint of the work that needs to be done to protect saltmarshes for future generations.

Marine spatial planning that addresses ocean climate-driven change ('climate-smart MSP') is a global aspiration to support economic growth, food security and ecosystem sustainability. Ocean climate change ('CC') modelling may become a key decision-support tool for MSP, but traditional modelling analysis and communication challenges prevent their broad uptake. We employed MSP-specific ocean climate modelling analyses to inform a real-life MSP process; addressing how nature conservation and fisheries could be adapted to CC. We found that the currently planned distribution of these activities may become unsustainable during the policy's implementation due to CC, leading to a shortfall in its sustainability and blue growth targets. Significant, climate-driven ecosystem-level shifts in ocean components underpinning designated sites and fishing activity were estimated, reflecting different magnitudes of shifts in benthic versus pelagic, and inshore versus offshore habitats. Supporting adaptation, we then identified: CC refugia (areas where the ecosystem remains within the boundaries of its present state); CC hotspots (where climate drives the ecosystem towards a new state, inconsistent with each sectors' present use distribution); and for the first time, identified bright spots (areas where oceanographic processes drive range expansion opportunities that may support sustainable growth in the medium term). We thus create the means to: identify where sector-relevant ecosystem change is attributable to CC; incorporate resilient delivery of conservation and sustainable ecosystem management aims into MSP; and to harness opportunities for blue growth where they exist. Capturing CC bright spots alongside refugia within protected areas may present important opportunities to meet sustainability targets while helping support the fishing sector in a changing climate. Global declines in pollinator populations and associated services make it imperative to identify and sensitively manage valuable habitats. Coastal habitats such as saltmarshes can support extensive flowering meadows, but their importance for pollinators, and how this varies with land-use intensity, is poorly understood. We hypothesised that saltmarshes provide important bee foraging habitat, and that livestock grazing either suppresses or enhances its value by reducing the abundance - or increasing the diversity - of flowering plants. To test these hypotheses, we surveyed 11 saltmarshes in Wales (UK) under varying grazing management (long-term ungrazed, extensively grazed, intensively grazed) over three summers and investigated causal pathways linking grazing intensity with bee abundance and diversity using a series of linear mixed models. We also compared observed bee abundances to 11 common terrestrial habitats using national survey data. Grazing reduced bee abundance and richness via reductions in the flower cover of the two key food plants: sea aster Tripolium pannonicum and sea lavender Limonium spp. Grazing also increased flowering plant richness, but the positive effects of flower richness did not compensate for the negative effects of reduced flower cover on bees. Bee abundances were approximately halved in extensively grazed marshes (relative to ungrazed) and halved again in intensively grazed marshes. Saltmarsh flowers were primarily visited by honeybees Apis mellifera and bumblebees Bombus spp. in mid and late summer. Compared to other broad habitat types in Wales, ungrazed saltmarshes ranked highly for honeybees and bumblebees in July-August, but were relatively unimportant for solitary bees. Intensively grazed saltmarshes were amongst the least valuable habitats for all bee types. The goal of ecosystem-based management (EBM) is to support a sustainable and holistic multisectored management approach, and is recognized in a number of international policy frameworks. However, it remains unknown how these goals should be linked to assessments and management plans for marine fauna, such as mammals and fish stocks. It appears particularly challenging to carry out trade-off analyses of various ocean uses without a framework that integrates knowledge of environmental, social, and economic benefits derived from nonstationary marine fauna. We argue this gap can be filled by applying a version of the ecosystem-service approach at the population level of marine fauna. To advance this idea, we used marine mammals as a case study to demonstrate what indicators could operationalize relevant assessments and deliver an evidence base for the presence of ecosystem services and disservices derived from marine mammals. We found indicators covering common ecosystem service categories feasible to apply; examples of indicator data are already available in the literature for several populations. We encourage further exploration of this approach for application to marina fauna and biodiversity management, with the caveat that conceptual tensions related to the use of the ecosystem service concept itself needs to be addressed to ensure acceptance by relevant stakeholders.

As the field of public perceptions research continues to grow alongside an increasing recognition of the importance of understanding the complex interactions between society and the natural environment, this needs to consider all types of ecosystem, habitat and species. Although interest in public perceptions towards the global seas and coasts is increasing, the field is dominated by research focused on charismatic environments and species (e.g. coral reefs or marine mammals), and specific activities or human interactions with the seas and/or coasts (e. g. beach use, marine renewable energy). Whilst there has been some research on beaches and sand dunes, this is the first discrete piece of research which evaluates public views on the less ‘attractive’ coastal fringe environments, such as saltmarshes or mudflats, particularly in temperate regions. This paper presents the findings of a national survey (n ¼ 1136) that aimed to understand public awareness and attitudes towards Welsh saltmarshes, and the ecosystem services and benefits derived from such systems. Through the questionnaire, we found limited public awareness, and a high amount of uncertainty, associated with saltmarshes and their societal benefits, indicating a need to foster and enhance current levels of public knowledge and understanding of saltmarshes, and their role within the wider coastal landscape. The influence of a range of respondent characteristics on perceptions. Given the position of salt marshes at the land-sea interface, the myriad of socio-ecological interactions they experience, and ongoing efforts to develop effective complementary marine and land-based planning and management, it is increasingly apparent that understanding public perceptions towards saltmarshes is crucial. This study contributes to the evidence base of public attitudes for the more commonly under-valued coastal fringe environments, such as saltmarshes.

The term Blue Carbon (BC) was first coined a decade ago to describe the disproportionately large contribution of coastal vegetated ecosystems to global carbon sequestration. The role of BC in climate change mitigation and adaptation has now reached international prominence. To help prioritise future research, we assembled leading experts in the field to agree upon the top-ten pending questions in BC science. Understanding how climate change affects carbon accumulation in mature BC ecosystems and during their restoration was a high priority. Controversial questions included the role of carbonate and macroalgae in BC cycling, and the degree to which greenhouse gases are released following disturbance of BC ecosystems. Scientists seek improved precision of the extent of BC ecosystems; techniques to determine BC provenance; understanding of the factors that influence sequestration in BC ecosystems, with the corresponding value of BC; and the management actions that are effective in enhancing this value. Overall this overview provides a comprehensive road map for the coming decades on future research in BC science.

1. The ecosystem services approach is based on the interdependencies between nature and human well‐being. However, while the ecosystem services aspect of this approach is well‐developed, the human well‐being aspect remains unstructured and vaguely defined. 2. An integrated conceptual framework was developed by adapting and linking the UK National Ecosystem Assessment‐Follow On framework with human well‐being domains. 3. As well as benefits, the notion of disbenefits was incorporated to recognise the potentially detrimental effects from interacting with nature. Benefits and disbenefits occur at the social–ecological interface and are classified by the seven domains of human well‐being they affect. 4. The framework is applied to saltmarsh habitat as a case study, highlighting knowledge gaps and the potential applicability and usefulness of the framework. In saltmarsh, benefits mainly accrue at larger scales with a greater impact affecting local to global individuals, while disbenefits tend to occur at a smaller scale and impact in‐situ individuals. 5. The framework provides in‐depth insight into links, trade‐offs and dichotomies between benefits and disbenefits and human well‐being, and improves accessibility to the complex research area of human well‐being. 6. This research can be a useful tool to guide environmental and health policy and management, as well as stakeholder engagement.

Ecosystem services conceptualises the multiple interactions between ecosystems and the people and communities benefitting from their direct or indirect use, aiming to provide stakeholders and scientists with a common language. While some users appear to have adopted this language and terminology, there are concerns that the complexities associated with the concept make it inaccessible and, rather than providing stakeholders with a tool to explain complex relationships, the language and terminology itself may disengage. Through surveying UKbased coastal and marine stakeholders (n=158), this study examines stakeholders’ perceptions of the concept of ecosystem services and its role and usefulness within the marine and coastal science-policy-practice interface. Overall, stakeholders provided favourable opinions, with findings similar across respondents with the exception of industry; which used it less, was less confident with it and believed it to be less important. The results provide an evidenced argument for the benefits of the ecosystem services approach, including communication, supporting management and linking environment to humans. The analysis also details the required advancements to ensure effective future use, including improved terminology, pluralistic valuation and shared learning. Finally, the paper highlights challenges and benefits relating to the term, creating links to ongoing discussions about effective scientific communication for marine and coastal management.

An Ecosystem Service Approach (ESA) is increasingly advocated for use in both environmental management and academic applications. However, despite extensive conceptual development, there are still very few examples of the effective use of the ESA for operational management. This contribution reports on the field application of the ESA at six marine and coastal case study sites. Each case study demonstrates a variation on an interdisciplinary approach to translate complex natural science data into ecosystem service terminology, and then explores the usefulness of this information in a management context. From these experiences 6 key recommendations are made to aid the future application of the ESA: (1) Invest resources in collective planning of ESA; (2) apply dynamic and connected approaches including multiple ES; (3) undertake ESA at a local scale; (4) employ interdisciplinary research; (5) work proactively and transparently with data gaps and uncertainty; (6) record ESA and resultant impact. For each recommendation an accompanying discussion of state of the art tools and methods is provided to promote their attainment.

To predict the impacts of climate change it is essential to understand how anthropogenic change alters the balance between atmosphere, ocean, and terrestrial reservoirs of carbon. It has been estimated that natural atmospheric concentrations of CO2 are almost 200 ppm lower than they would be without the transport of organic material produced in the surface ocean to depth, an ecosystem service driven by mechanisms collectively referred to as the biological carbon pump. Here we quantify potential reductions in carbon sequestration fluxes in the North Atlantic Ocean through the biological carbon pump over the twenty-first century, using two independent biogeochemical models, driven by low and high IPCC AR5 carbon emission scenarios. The carbon flux at 1000 m (the depth at which it is assumed that carbon is sequestered) in the North Atlantic was estimated to decline between 27 and 43% by the end of the century, depending on the biogeochemical model and the emission scenario considered. In monetary terms, the value of this loss in carbon sequestration service in the North Atlantic was estimated to range between US$170–US$3000 billion in abatement (mitigation) costs and US$23–US$401 billion in social (adaptation) costs, over the twenty-first century. Our results challenge the frequent assumption that coastal habitats store more significant amounts of carbon and are under greater threat. We highlight the largely unrecognized economic importance of the natural, blue carbon sequestration service provided by the open ocean, which is predicted to undergo significant anthropogenic-driven change.

Assessments of the combined ecological impacts of ocean acidification and warming (OAW) and their social and economic consequences can help develop adaptive and responsive management strategies in the most sensitive regions. Here, available observational and experimental data, theoretical, and modelling approaches are combined to project and quantify potential effects of OAW on the future fisheries catches and resulting revenues and employment in the UK under different CO2 emission scenarios. Across all scenarios, based on the limited available experimental results considered, the bivalve species investigated were more affected by OAW than the fish species considered, compared with ocean warming alone. Projected standing stock biomasses decrease between 10 and 60%. These impacts translate into an overall fish and shellfish catch decrease of between 10 and 30% by 2020 across all areas except for the Scotland >10 m fleet. This latter fleet shows average positive impacts until 2050, declining afterwards. The main driver of the projected decreases is temperature rise (0.5–3.3 °C), which exacerbate the impact of decreases in primary production (10–30%) in UK fishing waters. The inclusion of the effect of ocean acidification on the carbon uptake of primary producers had very little impact on the projections of potential fish and shellfish catches (<1%). The <10 m fleet is likely to be the most impacted by-catch decreases in the short term (2020–50), whereas the effects will be experienced more strongly by the >10 m fleet by the end of the century in all countries. Overall, losses in revenue are estimated to range between 1 and 21% in the short term (2020–50) with England and Scotland being the most negatively impacted in absolute terms, and Wales and North Ireland in relative terms. Ecosystem services assessments are increasingly being used to inform marine policy and planning. These assessments involve significant time, effort, and expertise. It is important at the outset to determine which of many ecosystem services should be quantified and which measures of ecological output, economic impact, or value should be assessed. Furthermore, the literature shows that in practice such assessments are unevenly applied and rarely used effectively in decision-making processes. We develop a structured decision-making approach, called a triage, to assess what types of ecosystem services should be assessed to improve the uptake and usefulness of such information in marine planning. Two case studies, in France and the United Kingdom, provide examples of the application of the triage approach.
