- Abstract
The paper considers the issues of creating systems for monitoring and predictive modeling the state of hazardous phenomena and objects, discusses various options for their use for risk analysis. Using the example of the Covid-19 pandemic, it is shown how the discrepancy between forecast and reality leads (after a critical analysis) to the model modification or a revision of the accepted external impact scenario.

- Abstract
The experiments were performed at bremsstrahlung end-point energies of 10-23 MeV with the beam from the MT-25 microtron with the use of the {\gamma}-activation technique. The experimental values of relative yields were compared with theoretical results obtained on the basis of TALYS with the standard parameters and the combined model of photonucleon reactions. Including isospin splitting in the combined model of photonucleon reactions allows to describe experimental data on reactions with proton escape in energies range from 10 to 23 MeV. Therefore, taking into account isospin splitting is necessary for a correct description of the decay of the GDR., Comment: 22 pages, 8 figures

- Abstract
The extraction of natural resources in the mining regions causes environmental pollution, changes the landscape, and reduces biodiversity, and leads to conflicts between the local population and the mining enterprises. The paper aims to design a methodological tool for eliminating social tensions in the mining regions during field development and exploitation. The goal can be achieved by creating compensation projects that take into account the priorities assessed by the stakeholders: the population, the regional authorities and the mining enterprise. As the compensation projects strive to solve social and environmental problems in the mining regions, they include the direct financial compensation to the population, development of traditional enterprisers, reduction of environmental pollution, infrastructure development, etc. We focused on two logically connected tasks: 1) assessing the significance of compensation projects and funding by the regional budget and the mining enterprise; 2) determining the sequencing of the considered projects. For solving the first task, we proposed a method of the multi-criteria significance assessment of program projects from the perspective of the population, the regional authorities and the mining enterprise, based on a specific unified rating scale. This method uses a technique that cuts off options with low interest in the projects. Thus, it allows assessing the significance of the program projects, as well as calculating the shares of funding by the mining enterprise and the regional budget. For solving the second task, we applied the economic and mathematical model and the heuristic method, determining which projects should be implemented first. The experimental calculations showed that the developed compensation programs comply with the preferences of the stakeholders. The application of the developed approach can contribute to the balanced socio-economic development of the mining regions in conditions of intensive field deve, Добыча природных ресурсов в добывающих регионах приводит к конфликтам между местным населением и добывающими корпорациями вследствие загрязнения окружающей среды, изменения ландшафта, сокращения биоразнообразия и др. Целью статьи является разработка методического инструментария ликвидации социальной напряженности в добывающем регионе при освоении и эксплуатации месторождений полезных ископаемых. Для достижения поставленной цели необходимо создание программы компенсационных проектов с учетом оценки их приоритетов заинтересованными сторонами — населением, администрацией региона и добывающей корпорацией. Компенсационные проекты направлены на решение социальных и экологических проблем в добывающем регионе, в т. ч. прямые денежные компенсации населению, развитие предприятий традиционных отраслей, сокращение загрязнения окружающей среды, развитие инфраструктуры и др. Используемая методика включает две логически и информационно связанные задачи: 1) оценку приоритетности компенсационных проектов и долей софинансирования из бюджета региона и от добывающей корпорации, 2) формирование рациональной очередности реализации рассматриваемых проектов. Для решения первой задачи предложен метод многокритериальной оценки приоритетности программных проектов с позиции населения, администрации региона и добывающей корпорации, базирующийся на специально разработанной единой оценочной шкале. В методе многокритериальной оценки использован прием отсечения вариантов с низкой заинтересованностью в проектах. Это позволило не только рассчитать приоритеты программных проектов, но и найти долевое участие в их финансировании со стороны добывающей корпорации и бюджета региона. Решение второй задачи достигается на основе предложенной экономико-математической модели и эвристического метода, который позволил поставить в первую очередь реализации наиболее приоритетные проекты. - Abstract
The perturbed motion equations of a rotor in radial thrust bearings are discussed together with Reynolds equations describing pressures in the lubricant layer. The system of feeding apertures is diagrammed using the pressurization lines. It is assumed that the rate of perturbed motion of the journal are low in comparison to the longitudinal flow rates in the lubrication layer. The equilibrium stability conditions are defined in a linear approximation. Basic equations are derived which are applicable for two-journal bearings with pressurization apertures located along circular lines in the side surfaces of the supports. The study is reported of a radial gas bearing of finite length with forced pressurization. A finite-difference method of solving the Reynolds equation for the pressures in the lubricant layer is outlined. The basic equations are obtained under the usual assumptions made in isothermal lubrication theory. The feed ports are schematized by continuous pressurization line. A study is reported of the stability of the equilibrium state of a rotor in a pressurized gas bearing. The equations for the perturbed motion of the rotor are considered together with the Reynolds equations for the pressures in the lubricant layer. Let K(t,s) be the Cauchy function of the linear equation (g sup n) = Summation of ((g sub k)(t)(y sup k)). (1) It is shown that if g sub k is summable in any interval, there are found n points s sub i such that the functions (y sub i)(t) = K(t, s sub i) (i = 1,...,n) are linearly independent. If g sub k is sufficiently smooth (e.g. the equation adjoint to (1) has continuous coefficients), the points s sub i can be chosen arbitrarily within the non-oscillation interval, i.e. an interval in which any non-trivial solution of Eq. (1) has no more than n-1 zeros. The existence of the conditions of smoothness is not clarified. Criteria are given for the sign-preservation of K(t,s). Indirect evidence suggests the increased production of reactive oxygen species (ROS) in migraine pathophysiology. In the current study we measured lipid peroxidation product in the rat cortex, trigeminal ganglia and meninges after the induction of cortical spreading depression (CSD), a phenomenon known to be associated with migraine aura, and tested nociceptive firing triggered by ROS in trigeminal nerves ex vivo. Application of KCl to dura mater in anesthetized rats induced several waves of CSD recorded by an extracellular electrode in the cortex. Following CSD, samples of cortex (affected regions were identified with blood oxygen level-dependent (BOLD) functional magnetic resonance imaging (fMRI)), meninges from left and right hemispheres and trigeminal ganglia were taken for biochemical analysis. We found that CSD increased the level of the lipid peroxidation product malondialdehyde (MDA) in the ipsilateral cerebral cortex and meninges, but also in both ipsi- and contralateral trigeminal ganglia. In order to test the pro-nociceptive action of ROS, we applied the mild oxidant hydrogen peroxide to isolated rat hemiskull preparations including preserved trigeminal innervations. Application of hydrogen peroxide to meninges transiently enhanced electrical spiking activity of trigeminal nerves showing a pro-nociceptive action of ROS. In the presence of hydrogen peroxide trigeminal nerves still responded to capsaicin by burst of spiking activity indicating integrity of neuronal structures. The action of hydrogen peroxide was mediated by TRPA1 receptors as it was abolished by the specific TRPA1 antagonist TCS-5861528. Using dorsal root ganglion sensory neurons as test system we found that hydrogen peroxide promoted the release of the migraine mediator calcitonin gene-related peptide (CGRP), which we previously identified as a trigger of delayed sensitization of trigeminal neurons. © 2017 Kovac, Litvin, Aliev, Zakirova, Rutland, Kiyasov and Rizvanov. In this clinical study, for the first time we used the direct gene therapy to restore severe injuries of the suspensory ligament branch and superficial digital flexor tendon in horses (Equus caballus). We injected the plasmid DNA encoding two therapeutic species-specific growth factors: vascular endothelial growth factor 164 and fibroblast growth factor 2 at the site of injury in the suspensory ligament branch and tendon. Treatment effects were evaluated with the use of clinical observation and ultrasound imaging during a period of a few months. We showed that gene therapy used within a period of 2-3 months after the injury resulted in the complete recovery of functions and full restoration of the severely damaged suspensory ligament and superficial digital flexor tendon.
