Improvements in workforce skills are essential for European countries to attain higher economic growth and to compete effectively on product markets. Literature indicates a positive relationship between levels of education and productivity growth. This report builds on and expands this body of research in two ways: (1) It investigates the differential impact of various skill types--higher (academic), upper-intermediate vocational, lower-intermediate vocational, lower-intermediate general, and low--on labour productivity; and (2) It accounts for the stock of uncertified skills (i.e. those built through training). The analysis is carried out in six European Union Member States--Denmark, Germany, France, the Netherlands, Sweden, and the United Kingdom--representing different modes of vocational education and training (VET) and those for which data were available. The analysis suggests that general and vocational skills complement each other and that the effect of certified skills on productivity is stronger when certified skills are reinforced by training. This study underlines that learning in the workplace, both in initial and continuing VET, makes a fundamental contribution to productivity, and comes to support policy efforts to develop apprenticeship and adult learning. Taking a gap year--a break between high school and university--is becoming increasingly popular with Australian students. In terms of length and purpose, the traditional notion of a gap year being a year off between school and university has expanded considerably over time. For the purposes of the analysis reported in this paper, a person who takes a gap year is defined as "an individual who commenced university one to two years after completing Year 12. This includes those who accept and defer their university placement for one to two years" (Curtis, Mlotkowski & Lumsden 2012). Highlights of this report include: (1) In Australia the incidence of taking a gap year has increased from 10% in the period 1999-2000 to 24% in 2009-10; (2) The top four primary activities undertaken by gap students in 2009-10 were work (51%), full-time study leading to a non-university qualification (10%), other study (6%), and travel (6%); (3) Characteristics of gap-takers include: (a) being academically less inclined than non-gap-takers; (b) living in regional locations when at school; (c) having English speaking backgrounds; (d) being employed when in Year 12 at school; and (e) being less likely to receive Youth Allowance payments while at school; (4) In their first year of university, gap-takers are more likely to study in the areas of education and creative arts; and (5) Those who don't take a gap year are substantially more likely at age 24 to be employed full-time and to work in professional occupations than gap-takers. Much of this difference can be attributed to the fact that, in terms of their careers, gap-takers are a year or two behind those who don't take a gap year. The data do not allow the authors to measure the longer-term outcomes of both groups because the Longitudinal Surveys of Australian Youth (LSAY) stops at age 25. This report reviews the use of loans for learning in 33 European countries and analyses the schemes in eight selected Member States: France, Hungary, the Netherlands, Austria, Poland, Finland, Sweden and the UK. The analysis shows that loan schemes vary considerably across Europe in terms of types and levels of learning covered, conditions of access, repayment and governance. Some loans aim to increase participation in learning in general, while others are designed to promote equity. The report attempts to assess the selected loans and discusses their strengths and weaknesses and determinants of performance, while considering if a given scheme operates on a large scale or targets niche groups. The evaluation results provide a basis for identifying good practice principles for designing and implementing loans. Policy recommendations are formulated based on these findings. The question of whether inequality in skills explains inequality of earnings across advanced countries was examined through a review of data from the International Adult Literacy Survey (IALS), which examined the prose, document, and quantitative literacy skills of adults in 12 member countries of the Organisation for Economic Cooperation and Development. In all countries, jobless individuals tended to have lower skill levels than workers. The distribution of earnings and the distribution of skills varied widely among advanced countries, with the major English-speaking countries, the United States, the United Kingdom, and Canada, having much greater inequality in both earnings and skills than continental European Union countries. According to data from the IALS, skill inequality explains only approximately 7% of the cross-country difference in earnings inequality. The dispersion of earnings in the United States was found to be larger in narrowly defined skill groups than was the dispersion of earnings for European workers overall. In the United States, IALS test scores rose substantially with movement up the income scale, with the increase in scores averaging 17 points per income quintile. The bulk of cross-country differences in earnings inequality were found to occur within skill groups rather than between them. (The bibliography contains 20 references. This paper discusses activity analysis and the identification of options as the first two stages of a structured approach to achieving budget savings at postsecondary institutions, focusing on schools and practices in the United Kingdom. It presents five checklists of opportunities for reducing spending and controlling costs. The checklists cover: (1) management staff costs; (2) other staff costs (including staff changes, resignations and dismissals, new appointments, and contractual changes); (3) capital assets costs; (4) non-staff recurrent costs (including security, insurance, utilities, catering services, professional services, finance and contract management, purchasing, examinations and validation, publicity and marketing, staff development, expense accounts, and hospitality); and (5) costing and pricing. The paper concludes that postsecondary institutions can eliminate waste and better utilize their limited resources through an analysis of their activities that focuses on the identification of possible budget savings. This paper examines methods that postsecondary institutions can use to cope with faculty and staff incapability, focusing on schools and practices in the United Kingdom. It first discusses the nature and scale of faculty/staff incapability in the United Kingdom, reviewing relevant court decisions. It then examines administration responses to incapability that may result from incompetence, short-term sickness, and long-term illness. The paper suggests that administration responses to incapability need to address the purpose of action, coverage, stages, time limits, appeals, sanctions, and records. It also discusses the conduct of review panels, investigations, and hearings, as well as the relevance of communication, training, and collective bargaining agreements. Appendices offer guidelines and procedures for decision-making in determining incapability. (Contains 15 references.) (MDM)

This combination report/guide summarizes practical "how-to" information on the development and operation of national training boards that was gathered in a series of case studies of the effectiveness of national training boards in Canada, Singapore, Sweden, and the United Kingdom and in studies of training boards in Australia, Brazil, Colombia, Germany, and South Africa. The introductory chapter describes the research on which the guide is based, discusses common themes affecting the quality of training in the countries studied, and examines the rationale for training programs. Chapter 2 summarizes the subsequent discussion of the effectiveness of national training boards in the form of a checklist and guidelines for use by countries considering establishing a national training board. Chapters 3-9 synthesize research findings into practical recommendations dealing with the following aspects of initiating and operating national training boards: enabling legislation, training board composition, training board structure, financial resources, delivery of training, institutional planning and operations, and testing and certification. Chapters 10 and 11, which are more analytical than the chapters preceding them, examine the perception and images of national training boards and lessons learned from the case studies. Intended to introduce educators in secondary schools and colleges to discussion promoting economic literacy for all students, this paper offers a critique of the typical economics curriculum, a rationale for economics education, and a working definition of economic literacy. The first section reviews and critiques current curriculum planning in the United Kingdom's secondary schools, questioning the basis on which some writers have justified the inclusion of economics in the curriculum. In the second section, it is argued that inclusion of economics understanding in "core" curriculum would be too overwhelming, based on the rationale that it is only through an economics perspective that students can achieve sufficient objectivity to ensure realistic scrutiny and evaluation of economic issues, problem experiences, and policies that confront individuals and nations. The third section translates themes from this argument into a working definition of economic literacy. Appendices containing examples of economics reasoning conclude the publication. (LH)

This paper presents a short outline for evaluating the curriculum of post-16 noncompulsory education in the United Kingdom. The first, introductory section establishes a rationale for curriculum evaluation. The second section discusses a manageable sequence events for curriculum evaluation. It points out that the curriculum should only offer courses that meet the needs of clients and posits the basic questions of curriculum evaluation: (1) How well are courses being run? (2) What is missing the courses being run? and (3) Are the right courses being run? The third section explains data collection, according to the work of R. E. Challis. It suggests collecting data under the headings of context, activities, and outcomes. The final section of the paper discusses converting curriculum evaluation into an improved curriculum and provides a framework diagram, taken from Elizabeth Whale's work for Birmingham Local Education Agency, for program evaluation and review. Individual lifelong learning accounts (ILLAs) promise to improve the way postschool education and training is financed in the United Kingdom. ILLAs should comprise three distinct functions: save to learn (all individuals would be allowed to save into a special account dedicated to learning); borrow to learn (account holders could borrow for learning through overdrafts or medium-term loans); and credit to learn (account holders would be allowed to gather vouchers or credits to buy or partially pay for specified learning). ILLAs would be held and operated by individuals on a lifelong basis, and only the individual ILLA holder would have the authority to use the account for spending on learning. The proposed model for ILLAs would allow single learning transactions to be financed with funds from savings, loans, and vouchers/credits. The proposed ILLA system would encourage individual commitment to learning, support the development of social commitment to learning, and give lifelong learners a long-term stable financial context in which to seek guidance and pursue a progressive learning plan. Britain's government has shown considerable interest in the potential of voluntary ILLAs and will likely develop a three-function prototype ILLA infrastructure aimed at people in the workplace. The challenge of funding a high quality higher education system, ensuring it has the capacity to help meet the increasing demand for high level skills in our economy and the aspirations of our students, has been an ongoing concern for successive Australian governments over many years. This paper reviews the findings and recommendations of significant reviews of Australia's higher education funding system from the 1988 Dawkins white paper through to the 2014 "Review of the Demand Driven Funding System." It summarises the challenges identified and responses proposed across that period as well as some recent international literature about higher education reform. What is clear from the survey of major reviews from 1988 to the present is the similarity of issues that were of concern to governments of the day. Successive governments have sought to build and fund a higher education system to meet the need for high level skills and innovative research for the Australian economy. The challenge for all governments has been how to enable greater numbers of students to access the benefits higher education offers--in terms of employment, earnings, social and cultural opportunities--while ensuring the system remains fair, high quality and affordable for both individuals and taxpayers. The number of domestic higher education students has more than doubled since 1989, reaching just over a million in 2014. International students comprised another 350,000 students in 2014. As student numbers have grown, they have come from more diverse social, economic and academic backgrounds. The number of providers and their diversity has also grown, with around 20 new public universities since the late 1980s and the emergence of significant numbers of non-university providers. The proportion of the Australian working age population with a bachelor degree or higher qualification has tripled since 1989 to just over 25 per cent. Direct Australian Government funding for teaching, learning and research has grown both in absolute and real terms, rising from $3.2 billion in 1989 to $15.4 billion in 2014, more than doubling when adjusted for inflation. Australia is not unique in facing this growth and higher education systems around the world are increasingly moving from elite to mass systems, and beyond to universal systems.

Taking a break between completing high school and entering university is common overseas, and is becoming more popular in Australia. There are many reasons why young people take a gap year. It may be to travel, to take a break, to study, or to work. The authors' definition of a "gapper" is a young person who commenced university one to two years after completing Year 12. While the concept of a gap year is related to the deferral of a university offer, it is different. Some gappers have deferred, others decide to enrol during their gap year, not beforehand. Similarly, some who defer a university offer subsequently do not take up a place and are thus not defined as gappers. This report was prepared for the Department of Education, Employment and Workplace Relations in 2009 prior to the Australian Government's announcement of proposed changes to Youth Allowance as an initiative in the 2009-10 Budget and the subsequent reforms based on recommendations from the "Review of Student Income Support Reforms" (Dow 2011). The research uses data from three cohorts of the Longitudinal Surveys of Australian Youth (LSAY) to throw light on the incidence of gap-taking, the characteristics of those taking a gap year, the activities undertaken in the gap years, and subsequent study and employment outcomes. The report also looks at whether there is any evidence that young people were taking a gap year in order to qualify for Youth Allowance payments. This report reveals that: (1) The incidence of gap-taking has increased and it is estimated that around 20% of Australian students who complete high school will take a gap year; (2) Gap-takers tend to be weaker academically, with lower-than-average tertiary entrance rank (TER) scores, lower than average Year 9 mathematics achievement, and less favourable attitudes to school. In addition to academic factors, young people from English speaking backgrounds and from regional locations are more likely to take a gap year. Students who do not receive Youth Allowance payments while at school (and thus who were from higher socioeconomic status families) are also more likely to take a gap year; (3) The most common activities of Australian gap students are work (40%) and study or training (33%), with only 3% reporting travel as their main activity; (4) It appears that relatively few took a gap year principally to qualify for Youth Allowance: four out of 69 who deferred a university place gave "needing to qualify for Youth Allowance" as a reason for their deferral; and (5) The university completion rates of "gappers" are a little lower than "non-gappers". Is the United States getting it wrong when it comes to educating tomorrow's innovators in critical fields? It has been known for years that the only way to compete globally in information technology, engineering, nanotechnology, robotics and other fields is to give students the best educational opportunities possible. But do individuals have a successful formula when it comes to science, technology, engineering and math (STEM) education? In this report, the authors challenge the nation's approach to STEM education and argue that reforms are urgently needed to better match the talents of students, the needs of employers, and its goals. This document introduces the concept of electronic human resources (eHR) and its application. Chapter 1 presents a brief overview of the guide's development, purpose, and structure. Chapter 2 defines the concept of eHR as "the application of conventional, Web, and voice technologies to improve HR administration, transactions, and process performance" and discusses the related concepts of "business to employee" and "business to consumer." Chapter 3 discusses the reasons organizations typically seek to adopt eHR. Chapter 4 reviews eHR's current applications and the Web-enablement of key HR processes, including e-recruitment and e-learning. Chapter 5 considers the impact of eHR on the service delivery model adopted by the HR function, its relationship to third parties, and the changes required of HR professionals own skills and capabilities. Chapter 6 discusses the following lessons learned by organizations that have implemented eHR: (1) align eHR with the organization's business strategy; (2) adopt "employee-centric" design implementation; (3) customize or personalize eHR activities whenever possible; (4) ensure sufficient access for all employees; (5) expect user resistance; (6) be realistic about what eHR can offer; and (7) develop strategies to manage change. This document is an overview of the projects conducted in England and Wales as part of the European Year of Lifelong Learning. The document begins with an overview of lifelong learning that outlines the United Kingdom's educational attainment targets for the year 2000 and the six strands of the United Kingdom's lifelong learning policy framework for the coming years: employers' investment in employee training and development; individual commitment; information, guidance, and advice; improving access to learning; basic skills; and partnerships. Presented next are the eight themes that guided the work of the European Commission and its member states as they worked to promote the advantage of lifelong learning to individuals, effective links between businesses and education providers, and the European dimension of lifelong learning. Next, U.K. priorities in the following areas are identified: adults in work; higher education; information, advice and guidance; adult education; and young people preparing for work. The remaining three sections contain the following: summaries of 16 European Year projects in the United Kingdom; guidelines for maintaining the momentum of the European Year of Lifelong Learning; and a discussion of the information and support available to those interested in promoting or pursuing lifelong learning. This paper reports that between 2008 and 2009, unemployment rates across OECD countries increased among people at all educational levels, but rose to especially troubling heights among people without an upper secondary education. In 2009, the average employment rate across OECD countries was much higher for individuals with a tertiary (i.e. higher) education--indicating a better match between the skills these people have and the skills the labour market required. Between 2008 and 2009, the earnings advantage for people with a tertiary education remained strong in OECD countries. In some countries, earnings inequality between people with a tertiary education and those without an upper secondary education widened even further.

This document is intended to help open learning and distance learning practitioners use, design, and select appropriate open and distance learning materials. The document begins with a brief overview of the following forms of open and distance learning materials: workbooks; structured materials; computer-based training materials; online materials; and audio and video materials. The next section presents series of questions for practitioners to ask themselves to address the following issues related to open and distance learning materials: intended learners; flexibility; assessment methods used; learning design; learner support; learning strategies; presentation; and differences between computer-based and paper-based learning materials. The following topics related to evaluation methods are discussed: (1) possible approaches to evaluation (independent reviews, expert review, learners' reactions); (2) elements of an evaluation (three or four learners, a single expert, and an evaluation framework to ensure a consistent and systematic approach); and (3) additional considerations when evaluating computer-based learning products. The following evaluation techniques are explained: interviewing; questionnaires; and observation. The next four sections address the following topics: (1) factors to consider when assessing materials' cost-effectiveness; (2) considerations when commissioning a third-party developer; and (3) licenses. A checklist for evaluating learning materials and lists of 12 useful contacts and 9 useful publications are included. (MN)

In partnership with the Institute of Technology in Aberdeen, the Institution of Electrical Engineers (IEE) has pioneered the development of a range of highly sophisticated simulation games and case studies based on realistic engineering scenarios for use in secondary and higher education and industrial training. The initial involvement of IEE in academic gaming through the "Power Station Game" Project is described, as well as the subsequent development of that project; the Broadcasting Game Project, in which IEE became involved in the actual development of games; and the recent expansion of publication activities with Peter Peregrinus Ltd. (PPL). A discussion of possible future developments concludes the main body of the report. More detailed information is provided in three appendices: the first describes six games published by IEE and PPL; the second lists 41 papers published on the games; and the third indicates conferences and seminars at which the games have been publicized.
