Academic scholarship analyses how citizenship law reforms such as longer residency requirements and tougher language tests reinforce culturally exclusionary national narratives. Citizenship ceremonies however, have largely escaped scholarly attention. Drawing on Australia as a case study, this article addresses that gap. After examining how Australian citizenship is performed at ceremonies, this article argues that although the government states that citizenship ceremonies should welcome new citizens, deep suspicions about the cultural diversity of migrants are also conveyed. This paper contributes to an understanding of how citizenship ceremonies reinforce culturally exclusionary national narratives, even where the legal criteria for acquiring citizenship status is non-discriminatory. China does not permit dual nationality, meaning migrants in Australia must evaluate the benefits of Chinese versus Australian citizenship. Decisions about competing citizenship statuses are informed not only by this prohibition of dual nationality but also by individuals' classed positions. By comparing the choices of trade skilled migrants from different backgrounds in China, this paper shows that homeland social class is a key factor in decision-making processes, particularly the uniquely Chinese spatial expression of class manifested through the hukou system and the differential local citizenship this entails. An analysis of representative cases illustrates the complexities of evaluating memberships acquired through migration and nested memberships resulting from local citizenship with China. People from different backgrounds and, importantly, different places in China's socio-spatial hierarchy value their Chinese legal status differently. The differential effects, both material and symbolic, of membership in or exclusion from urban centres in China form a critical part of individuals' calculations, over and above the national-level membership within which local hukou citizenship is nested. This paper explores the influence of political traditions on policymaking at the interface of national and transnational governance. It uncovers various dimensions of influence on boundary-setting through policy change, derived from a case study examining how Australia reconceptualised longstanding freedom of residential movement and equal treatment for citizens across the Tasman. These policymaking activities spanned boundaries across policy subsystems at the interface of both domestic and transnational arenas, in response to perceived dilemmas. This paper focuses on the enabling role of neoliberal ideations to effect an agenda driven by more covert motives. In context of bilateral economic integration, conflicting traditions created a dilemma for Australia, which sought to maintain the advantages of the free labour-market whilst minimizing the problem of granting access to social security and citizenship to those perceived to be unsuitable. I find that Australia, in resolving this dilemma, allowed neoliberal conceptions of labour as a commodity, thereby enabling traditions of exclusion and border control, to override longstanding trans-Tasman traditions. Asylum-seeking women's liminal citizenship in home countries is a contributing factor to their irregular migration. In this paper, we examine how conditions of gendered citizenship, specifically family violence, exert additional pressures on women to undertake irregular journeys. In examining the narratives of refugee and asylum-seeking women from Iran and Afghanistan, women spoke of multiple instances of family violence in home countries, in addition to the more traditionally understood factors of insecurity associated with irregular migration, such as conflict, torture and war. Using the concept of lived citizenship to examine women's experiences, we contribute to the nexus of knowledge on global mobility, gender and family violence. These findings are important to ensure women who seek asylum have supports and services tailored to them that address these issues within the broader family violence schema in affluent host nations, including within the Australian context. This paper examines how the 'ideal' refugee is conceptualized in discussions about Australia's humanitarian policies. Critical Discourse Analysis of semi-structured interviews with 24 Western Australians revealed strong themes of assimilation alongside the neoliberal concept of 'market citizenship', where the 'ideal' refugee is positioned as achieving economic success through contributions to Australia's labour market. These discourses served competing ends—they were voiced both in support of, and opposition to, Australia's acceptance of refugees. I argue that by constructing refugees' deservingness of protection along market citizenship lines, their belonging becomes contingent upon their adherence to a narrowly defined ideal. Consequently, refugees who do not fit within this ideal face continued exclusion, with their 'human capital' prioritized over their safety and human rights. This article calls for a reconsideration of arguments that focus on refugees' capacity to 'fit in' and 'give back' as these narratives may exacerbate their experiences of exclusion and stigmatization. Using Australian census data, the paper examines the incidence of poor English competency in Australia from 1981 onwards. The paper examines English competency in relation to various characteristics such as sex, age, language spoken, visa type, citizenship, duration of residence and location. It finds that there was a sharp rise in the numbers of people not speaking English well between the 2011 and 2016 Censuses and special attention is given to this rise in the paper. Recently, the Australian Government unsuccessfully legislated for the introduction of a requirement of English competency at the level of IELTS 6 (the commonly used university entrance level) as a condition for the award of Australian citizenship. The paper argues that this test would have led to a very large number of disenfranchised Australian permanent residents and this would be a highly undesirable result. Nevertheless, employment and social participation are strongly influenced by English competency and residents with poor English are disadvantaged. The policy suggestion is made that participation in a course of English language training for those without functional English skills could be made a precondition of the award of permanent residence—without the application of a passing grade. This paper connects two seemingly distinct categories of subjects—Indigenous people and asylum seekers and refugees—of the Australian state. In our analysis, Indigenous people and refugees and asylum seekers remain disparate subjects that are yet connected through the violent operations of the Australian biopolitical settler state and its 'liberal art of government', premised in Foucauldian terms, on the 'interplay of freedom and security'. The biopolitical caesura upon which citizenship is predicated enables the rationalisation of the violence that is exercised by the liberal state in order to exclude those subjects deemed as 'enemies of the state' and as threats to the health, wealth, freedom and security of its citizens. We examine the operations of this biopolitical caesura in the context of the Australian settler-colonial state and its tradition of liberal governance in order to bring into focus both its racialised dimensions—what we term its white racial logic—and its ongoing violent effects on both Indigenous people and asylum seekers and refugees. Increasing migration regulation affects long‐term resident non‐citizen populations. Using New Zealanders living in Australia as an example, this paper explores the effect increasing migration regulation has had on this population and their ability to obtain Australian citizenship. Results from an online survey found that although 44.7% of respondents want to become a citizen, the eligibility requirements, cost and the application process were the main barriers to them doing so. The idea that the citizen owes allegiance to his or her state has long historical roots, and has been repeatedly affirmed in theory and in law. Revocation of citizenship has a long history, too. The most recent Australian example is the 2015 amendment to the Australian Citizenship Act (2007) which provides for the citizenship revocation of terrorists who have demonstrably 'repudiated their allegiance to Australia.' Further Australian examples include the constitutional disqualification from parliament of MPs who hold dual citizenship, and proposed tightening of the eligibility criteria for naturalisation to include enhanced affirmations of allegiance, and to associate allegiance with national 'values'. The meaning of allegiance remains, nevertheless elusive, but such examples reveal that the core idea that allegiance to the state must be single and undivided has endured, despite the modern tolerance of dual citizenship. Similarly, the idea that conduct is relevant to citizenship is not new. It is, furthermore, encouraged by many normative theories of citizenship. Within the Australian context physical education (PE) and more recently health and physical education (HPE) have long been ascribed utilitarian value for producing healthy citizens. Whilst this has not been a linear progression over time, traces from the past do inform current assumptions about this utilitarian role. Of consequence are historical contingencies and responses to societal problems around health-related conduct and capabilities of the nations' citizens. In this paper a genealogical approach is adopted to explore discourses and power relations that have framed the contribution of PE and HPE in shaping students for healthy citizenship. Disciplinary technologies associated with military-style physical training, civilising technologies of game play and responsibilising governmental technologies of contemporary policies will be explored. I conclude in arguing that if HPE is to prepare all students for equitable, inclusive citizenship what is required is the adoption of curricula and pedagogies that counteract hegemonic notions of individual responsibility for healthy citizenship. This paper challenges the tendency among contemporary historians and political scientists to read secularism and religion in Australian political history in binary terms. It is argued that this framework is anachronistic, creating a barrier to a proper appreciation of religion in Australian political history. In keeping with much British Enlightenment thinking, religion through much of Australia's history was deemed to have great social utility and its promotion was of central secular significance. This understanding framed the education debates of the second half of the nineteenth century as well as the social welfare reforms and institution building around the Federation period. Across international university contexts, on-campus physical learning spaces are increasingly implemented with the aim of fostering active, collaborative, and student-centred learning. This paper theorises learning environments as complex sociomaterial assemblages of pedagogic approaches, material spaces and technologies, teachers, and learners that shift and flow in synergy to enact and refine students' dispositions for reflective practice. The article presents data from pre-service teachers and teacher educators as part of a broader case study investigating the pedagogic enactment of an innovative learning space in a regional Australian university. Sociomaterial studies of learning spaces are under-represented in understanding reflective practice. Staff and student narratives of practice illustrate processes of negotiating meaning and critical reflection within an embodied learning community. The findings illustrate the ways both social and material actors work in conjunction to enable learners' knowledge negotiation and reflective practices, and foster the dispositions and skills important for collaborative active citizenship. Australia has formally recognized the importance of digital identity and has raised the issue of reciprocal rights and duties between the government and its citizens. Australia is the first country to articulate digital citizenship in these terms. This paper considers the respective rights and duties of government and citizens that could be included in a digital citizenship charter, and the likely legal implications. The paper explores these aspects in relation to digital identity because of its increasing commercial and legal importance. The author argues that considering the consequences for individuals, the right to identity, as an international fundamental human right, should now be recognized and protected in relation to digital identity. The argument is presented that recognition and protection of this right is an essential component of a model of accountable and responsible digital citizenship. While the paper uses the Australian concept of digital citizenship as the basis for the discussion, the issues are relevant to all jurisdictions implementing e-government initiatives that require an individual to use digital identity for transactions. This paper seeks to analyze a particular form of noncitizenship – arising from legal long-term temporary migration – that is increasingly significant to the contemporary Australian context and to understand some of its consequences. It argues that traditional pathways of permanent settlement and full citizenship are being disrupted by new temporary migration schemes that create ‘middling’ noncitizen subjects who experience ‘patchwork’ rights and statuses across complex and diverse migration pathways. Through a close analysis of policy narratives and discourses, as well as of the existing literature on the social conditions and emerging solidarities of these noncitizens, the paper shows the various ways that noncitizenship is depoliticized and citizenship contractualized in Australia. These entwined processes of depoliticization and contractualization have intimate effects on the lives of noncitizens, and also limit and constrain the emerging solidarities that seek to challenge their exclusion. The expansion of halal commodities globally reveals how Muslims are an object of increasing commercial interest. In Australia, despite a hostile political context, the recognition of Muslims as consumers, captured by the growing availability of halal goods, is providing alternate modalities of belonging. Drawing on fieldwork from Melbourne, Australia, this paper illustrates the ways halal consumption works to produce local, national and global orientations in citizenship and belonging for Australian-Muslims. By paying close attention to ethnographic encounters, the paper demonstrates how participation in the research process played a significant role in shaping the way participants defined, delimited and expanded the meanings of halal and its relationship to identity claims and ethical consumption. The paper argues that the concept of consumer-citizenship offers an important prism for understanding these experiences and for challenging prevailing binaries of minority and mainstream belonging in a consumer society. Since 11 September 2001 Muslim Diasporas have emerged as objects of anxiety in Western societies. Underlying this (in)security-driven problematisation is the question of whether Muslims living in the West have the capacity to become fully active citizens while maintaining their religious beliefs, rituals and practices. This apprehension has prompted reactionary government programmes, particularly targeting young Muslims. Such responses fail to recognise the societal capacities that practising Muslims possess, including those informed by the ethical precepts of Islamic faith. This paper argues that it is timely to explore expressions of Islamic religiosity as they are grounded in everyday multicultural environments. The paper draws on survey data and interviews conducted with Muslims living in Melbourne, Australia. We take into consideration key variables of age and generation to highlight how young, practising Muslims enact citizenship through Islamic rituals and faith-based practices and traditions. The paper will draw from key findings to argue that these performances provide a foundation for exploring ways of ‘living’ together in a manner that privileges ethics central to Islamic faith traditions. This paper traces complex negotiations of multiraciality in the context of transgenerational genealogy work in the wake of historical violence, genocide and colonialism. Basing the analysis on detailed ethnographic material about Indonesian-Dutch (Indisch) genealogy and memory work, I explore how the regulation of ‘races’ [sic] during the Japanese occupation of the Dutch East Indies and under the White Australia Policy employed genealogical charts to determine freedom from imprisonment and/or rights to full citizenship for Indisch individuals, and how these feature in the genealogy work of the children and grandchildren of those subjected to racial regulatory norms. Centring the analysis on a specific family history writing project, I demonstrate how such a project is haunted by the ghostly figures of historical ‘miscegenation’ – the Indonesian foremother, and the white woman who crosses lines of respectable white femininity by marrying an Indisch man. The paper explores how narrative strategies of exclusion are used differently across generations as a way of dealing with feelings of shame, guilt and secrecy produced by institutionalised racism, historical violence and imperialism. The paper argues that genealogy work operates not only as a vehicle for self-exploration and belonging for transnational families of historical diaspora, but is also central for the collective identity formation and the production of Indisch peoplehood. This paper examines the crisis of acute and chronic illness, death, and dying in transnational families. These are the stages in the family life-course when physical co-presence is required to deliver hands-on care and intimate emotional support for the sick family member. It is a time when distant kin feel they need ‘to be there’, including for their own sense of well-being. This period of ‘crisis’ (in the anthropological sense) makes visible all of the impediments to transnational family caregiving that often remain hidden during those periods when ‘routine’ forms of distant care are adequate. Of particular relevance are the macro-level factors generated by national borders and the policies that define them, including those that govern employment, travel, visa, health, and aged care provisions. It is in these family life phases of crisis that nation-state structures can work to constrain individual agency and rights, making compellingly evident the growing need for transnational structures and policy. At issue are the largely invisible (in a policy sense) but increasingly common micro-level responses of family and individuals that characterize ‘crisis distant care’, which are characterized by the urgent need to visit and to intensify use of ICTs. Citizenship education in Australia is embedded throughout the school curriculum. Despite a coherent policy context for the inclusion of citizenship and civic education at all levels of schooling, the links between education and civic minded citizens are tenuous. This paper explores these connections by drawing on the views of participants in an international community service program between Western Australia and Tanzania. By situating the interview data in relation to the policy goals, the paper argues that the current policy framework 'sanitises' the political nature of modern citizenship. The results from this study demonstrate that students have little understanding of the connections between the civic, the social and the political realms of citizenship. South Africa is a top migrant source country in Australia and has ranked among the top 10 source countries for settler arrivals since the mid-1990s. It stands out in this list as the only country, besides New Zealand, which is not in Europe or Asia, and one that has received little research attention. Yet South Africans form a major migrant group in Australia; and the drivers of their migration and settlement experiences offer important insight into these processes. This paper presents an overview of migration from South Africa to Australia, including a profile of this migrant group. South Africans migrate to Australia for a broad range of reasons, although safety, security and crime influence a high proportion of movers. In part this explains the permanent nature of this movement, with the majority of South Africans seeking to set up new homes and lives in Australia. There has been limited sustained analysis of the lived reality of citizenship amongst Indigenous Australians exempted from protectionist legislation last century. Through examining the diaries of Daisy Smith, this paper explores how her household, exempted from such legislation in Queensland, experienced citizenship during the 1940s and early 1950s. The diaries show that Daisy Smith and her family exercised civil, political and social rights of citizenship, enjoyed meaningful lives and had a sense of belonging to the Australian nation. However, they also show that Daisy Smith constantly worked hard to uphold the conditions of exemption and protect her family's exempted Aboriginal status. These conditions required the Smith family to deny and relinquish all connection with their Indigenous heritage and embrace the dominant Anglo-Celtic culture or risk losing exemption. In this way, their inclusion in the Australian nation and enjoyment of citizenship rights were conditional upon them being manifestly normative Anglo-Celtic citizens. Natural data on the Australian Human Rights Commission’s website outlining the complaint cases generated from Disability Discrimination Act, 1992 (DDA) were used to examine the social construction of disability employment discrimination. Using a social model and human rights citizenship lens, some 987 complaint cases were analysed to assess the prevalence of disability discrimination in employment, and its relationship to the types of disability, gender, entity undertaking the actions and organisational context. Of all complaint cases across the Australian Human Rights Commission’s operations, by far the largest proportion involves disability discrimination. Within the disability discrimination complaint cases, employment makes up the greatest proportion of these cases. In examining the patterns of discrimination seven major themes emerged involving: distinctive patterns across disability type; access to premises; human resource mismanagement; selection of new employees; integration of assistive technology; perception of cost of disability inclusions; and inflexible organisational workplace practices. The discussion examines the underlying reasons for the emergent themes where employers misunderstood key legal concepts that underpin the DDA including: unjustifiable hardship; inherent requirements; reasonable adjustment; direct; and indirect discrimination. The paper concludes by discussing the implications of the findings as a way of understanding the social construction of disability discrimination in employment to signal ways to better develop inclusive organisational practice. This paper analyses pre-service education student perceptions and perspectives related to education for democracy in Australia. Using a critical pedagogical framework datum from an online survey, it presents both quantitative and qualitative responses of contrasting understandings of democracy. It begins by outlining the concepts of thick and thin democracy and why this is important in relation to contemporary debates about the state of civics and citizenship education, and then explains the conceptual framework of critical pedagogy and methodology. The datum analysed is discussed in relation to neoliberalism and indicates that the pre-service teachers in this study view democracy in a narrow or thin way that may impact on their classroom practice where they would be teaching about but not for democracy. This paper discusses the empirical manifestations of the notion of active citizenship in the context of the experiences of migrant youth. It focuses on the practices of active citizenship through involvement in social networks and creative civic engagement. In doing so, the article examines the complex and multi-faceted nature of social networking among migrant youth and the extent to which their approach to engagement is dependent on the specificities of the local environment, the type of social issues involved, and the cultural norms of one's own cultural heritage. Key empirical insights are derived from quantitative and qualitative research conducted among migrant youth of African, Arabic-speaking and Pacific Island backgrounds in Australia. These empirical insights are used to examine the changing perceptions of active citizenship among migrant youth, and the possibilities offered through non-traditional networks to engender civic engagement and social participation. In this paper I explore how recent public debates about Australian values impact on the everyday lives of migrants preparing to become naturalised Australian citizens. Framed through the perspective of governmentality, I combine textual analyses of government documents relating to the Australian citizenship test with ethnographies of recently-arrived migrants in order to demonstrate how political practices related to the conferral of Australian citizenship link and interconnect with the production of migrant subjectivities. In this way, I explore what aspiring citizens think about Australian values and how they contest, accept and negotiate these demands on them to adopt the Australian way of life. The analysis suggests that migrants in this study presented multiple and complex ways of being model Australian citizens. They drew on popular national myths about Australianness promoted in citizenship test resources but they also produced alternative subjectivities that promoted identification with everyday multiculturalism as central to living a happy and prosperous life in Australia. This paper is based on a study exploring the experiences of men with refugee backgrounds from Sudan, Eritrea, Ethiopia and Somalia (herein referred to as the Horn of Africa countries) during migration and on settlement in Australia. During data analyses, Plummer's concept of ‘intimate citizenship’ became a useful theoretical framework for understanding participants' experiences. Many men had migrated from traditional societies where individuals pursue intimacies within a constrained framework of acceptability dictated by collective cultures. Ravaged by civil wars, they were forced to flee their homelands and seek asylum in neighbouring countries. Eventually, these men were resettled in Australia, a society that provides a social space for individuals to exercise more choices in their personal lives. On arrival in Australia, participants in this study had to adjust to these new ways of pursuing intimate relationships. Some men found this process overwhelmingly difficult while others saw it as an opportunity to organise their intimate lives beyond the confines of traditions and cultures as well as family and community influences. Intimate citizenship helped in construing the opportunities, conflicts, tensions and ambivalences that characterised participants' experiences in Australia. [ABSTRACT FROM AUTHOR]
