2. Regional Development, Innovation, Skill Needs and Training: A Pilot Study in the Shire of Gannawarra, Victoria. Working Paper No. 55

Abstract

This project, conducted by the Centre for the Economics of Education and Training (CEET) during 2003, set out to investigate the relationship between innovation and the provision of appropriate education and training in regional Australia. The project was designed as a pilot study with two main purposes: (1) To test whether and how the issues could be investigated, with the aim of using the findings as a basis for larger and more comprehensive studies in the future; and (2) To collect and analyse information about innovation and the provision of relevant education and training in some specific regions that would advance understanding of the major concerns and issues, both within the particular area and more generally in regional Australia. The Gannawarra Shire of northern Victoria was chosen for this pilot study because contacts made in the Shire indicated considerable support for investigating the issues and offered opportunities for access to local government, enterprises and training providers. Preliminary discussions and examination of published material also indicated substantial innovation in the region. The project comprised a search for sources of information about the Gannawarra region including geography, population, industries and employment; analysis of this material to gain an understanding of the major characteristics of the region; consultations with relevant people and organisations within and outside the region; and a survey of individuals and enterprises on the Gannawarra Business Register. Opportunities for presenting the preliminary and final survey results within the Shire to local enterprises and training providers enabled the findings to be discussed and contributed to ongoing refinement of the conclusions. Key findings include: (1) Considerable innovation is occurring in the industries and enterprises of Gannawarra, contributing to changes in the types of training being sought; (2) A balance of formal and informal provision of education and training in Gannawarra, although further investigation is recommended to determine that the balance is optimal to needs; and (3) Establishment of Local Learning and Employment Networks (LLENs) by the Victorian Government has been successful in strengthening relationships between educational providers, communities and industry in Gannawarra. Two attachments are included: (1) Regional Development, Skill Needs and Training Questionnaire; and (2) Initiatives of the LLENs in Gannawarra Shire. (Contains 10 figures and 40 tables.)

3. Children's Feelings About Themselves. Unit for Child Studies Selected Papers Number 1.

Abstract

A positive self-concept is important for all children. Parents can assess their children's feelings about themselves and improve their children's self-respect. Feelings about the self are important because they affect children's success, sense of worth, ability to love others and to learn. Adults may inadvertently undermine a child's self-esteem so that he/she does not have sufficient ego strength for taking the risks inherent in learning. Questionnaires can be used by parents to gain a more detailed understanding of a child's identity. After the level of the child's self-concept has been ascertained, many types of activity can be employed to raise the self-respect of a child who has a low self-concept. In an atmosphere of trust, teachers and parents may explore the outcomes of the following games and activities: (1) providing a personal time line on which children may record personal experiences on cards clipped to the line; (2) sharing success symbols such as photos or certificates, (3) organizing games in which children detect detracting or enhancing speech; (4) emphasizing children's strengths; (5) facilitating a positive body image; (6) aiding in the setting of attainable goals; (7) becoming aware of speech habits (for example, the over use of "should,") that diminish children's sense of self-worth; and (8) increasing children's awareness of others' perspectives through role play and role reversals. 4. Literacy and Learning--The Human Factor. A Report to the Criminology Research Council of the Australian Institute of Criminology on the Literacy Needs and Abilities of Prison Inmates [and] Appendices.

Abstract

A study examined the literacy needs and activities of prison inmates in Australia. To gather data for the study, the researchers interviewed and administered questionnaires to 62 inmates from five Australian prisons. This report consists primarily of the comments and views of the individual prisoners who were clients, potential clients, and confirmed nonclients of educational classes in the five prisons included in the study. The focus of these data collection efforts was on the prisoners' appraisals of their own reading and writing abilities and the value they recognized in such activities, their opinions and suggestions on the ways in which reading and writing may be taught more effectively within the prison context, the role that reading and writing may play in individual cases of rehabilitation, and the most common requests made by inmates with reference to literacy education. The appendixes contain materials that supplement the data. The first appendix consists of a summary of the content of the interview questions used in the study, a brief sketch of the study respondents, a description of the transcripts recording the project interviews and observations, and a discussion of the methods of data analysis used in the study. Included in the second appendix are the transcript and questionnaire references used in the compilation of the first four chapters of the sutdy report. The third appendix is a recommended reading list. Concluding the volume is a paper entitled "Literacy, Literature, and Prison" that deals with the place of literature in the process of becoming and remaining literate. (MN)

5. 'Looking at the Real Thing': Young Men, Pornography, and Sexuality Education

Abstract

This article examines the sexually explicit comments and references to pornography in young men's answers to a survey about sexuality education. Instead of viewing these remarks as simply impertinent and therefore discountable, I argue that they offer insights into the constitution of masculine identity and an erotic deficit in sexuality education. Many of these comments make requests for the inclusion of enfleshed (female) bodies in sexuality programmes and the use of pornographic materials (i.e. videos, magazines). These responses can be seen to represent a challenge to school authority in the way they are laden with "shock" value and push at the discursive limits of "sexual respectability". In a school environment that seeks to deny the sexual and contain student sexuality, these statements symbolise an assertion of young men's sexual agency. Young men's remarks also offer a critique of sexuality education that is de-eroticised and which denies them as positive and legitimate sexual subjects. The implications of these comments for how sexuality education might be conceptualised are considered. (Contains 10 notes.)

15. Tertiary Education Fees Public Opinion Poll, Australia.

Abstract

The public reaction to the proposal that the Australian government should reintroduce fees for tertiary education was surveyed in 1985. The influence of the proposal on the way people would vote in a federal election was also investigated. The fee would be between $900 and $1,500 per year for full-time tertiary education. As part of a McNair Anderson survey, house-to-house interviews were conducted with 1,279 people, using a probability sample design. The respondents were distributed by state, age, and sex. The poll found that 74% of Australians opposed fees, and 21% indicated that reintroduction of fees by the federal government would affect the party they would support in voting. About 36% of 18-24 year old and about 27% of 14-17 year olds said that they would change their vote over fees. Tables show separate results by sex, five age groups, geographic region, level of education completed, four occupational categories, number of people in household, and marital status. For each questionnaire item, the percent of students who agreed/disagreed with the statement or didn't know is shown. Included is an edition of the Australian Teachers' Federation's Research Notes, which summarizes the poll's findings and implications, with attention to youth policy problems, and roles of teacher's unions. 16. A National Library Card for External Students? An Investigation into a Possible System of Borrowing Privileges for All External Students at All Tertiary Libraries. Final Report.

Abstract

Based upon the 211 usable responses received to a survey of the libraries of 68 colleges of advanced education, 19 universities, and 226 technical and further education (TAFE) colleges in Australia, this report considers the establishment of a system that would permit distance education students to borrow materials from a local academic library. Findings of the survey are reported for current policy and practice on lending to academic staff and students of other institutions (of all levels and types of course, undergraduate and higher degree, external and internal); the circumstances in which they would permit visiting external students to borrow materials (identification, authorization, sanctions, financial compensation); willingness to support their own students elsewhere; and the mechanisms of cooperation. A possible future system is recommended which includes guidelines for institution participation, and it is suggested that one library be commissioned to coordinate the new system. The text is supplemented by seven tables, a copy of the survey questionnaire and cover letter are provided, and the current borrowing privileges for external students at the institutions responding to the survey are listed. Abstract

There are currently widespread concerns around the impact of media on children's healthy development. This study investigated whether music media influences young children's gender role and self-identity. Thirty-four Grade 1 children and 38 Grade 4 children participated in an experimental study to explore their attitudes towards their own and the opposite gender, their perspectives about gender- and self-presentation, and whether a one-off exposure to music videos influenced their views. Results showed that children demonstrated attitudes consistent with gender stereotypes seen in contemporary music media. The findings indicate a need for early intervention to help children develop healthy attitudes around gender role and self-identity. [ABSTRACT FROM PUBLISHER]

21. Parents, Children and Family Relationship Centres: What's Working?

Abstract

This article reports on a study of parents’ and children's responses to the service they received at two Family Relationship Centres (FRCs) in Perth, Western Australia. Family members who had attended either the Mandurah or Joondalup FRCs sponsored by AnglicareWA between 2010 and 2012 were invited to complete a survey that asked them for their views on the services they had received. A total of 74 parents, representing 139 children, completed the survey. Findings indicated significant satisfaction with the two-hour group session that introduces the work of the FRCs, with parents reporting they could remember the main messages from the session. A surprising finding, and one that has not been reported elsewhere, is that parents expressed an unwillingness to invite their own children to participate in the work of the Centres, although the majority of the respondents agreed in principle that children should take part.
