Heat supplying is a daily need of many people around the world. However, at the present time there is no universal efficiency measure of heat supplying. For the consumers, mostly important are: the cost of heat supply, the optimal temperature, uninterrupted supply. For heat supply organizations the most important are the profitability and low accident rate . Indeed, the efficiency of the heat supply systems depends on a large number of different indicators, such as reliability, accident-free operation, redundancy, low cost of heat generation, optimality of thermal and hydraulic regimes, low heat loss, quality and reliability of the data collected, the rate of dispatch and other indicators. The task of optimization of the heat supply systems is to increase the efficiency of the entire system with minimal cost. Such task is a complex and multicriterial. Especially it concerns already existing heat supply systems. There are different articles and solutions for optimization of heat supply systems. Some ways of improving the design stages are suggested. Other solutions are proposed to be used for existing systems, for example, adjustment of heat-hydraulic regimes. There are a number of dispatch solutions. Generally, many of these solutions are either very expensive or inefficient. And many of the existing solutions are not even known by heat supplying organizations. Existing heat supply systems data are divided into: a heat supply system project, separate drawings, equipment passports, sales data, technical and economic indicators, dispatching data, cadastral boundaries, and others. In this paper, the authors propose a complex approach to optimizing heat supply systems as engineering communications by developing a geoinformation system module that unifies, structures and analyzing a various types of data. It necessary to collect, structure and analyze all available information in a single system. As a software platform for solving the task of optimizing the heat supply systems, data compatibility task, the QGIS open source geoinformation system was chosen. The presented work describes the stages of developing a decision making system using to design and optimization of existing heat supply systems. The system is implemented as a optimization module for the open source QGIS geoinformation system. The optimization module includes: object recognition function, a modified algorithm for tracement of heat networks with a minimum cost, a module for preliminary estimation of the estimated cost of a section of a heating network.
