1. How 'Good' Is 'Good Enough'? Exploring Fidelity of Implementation for a Web-Based Activity and Testing System in Developmental Algebra Instruction

Abstract

A web-based activity and testing system (WATS) has features such as adaptive problem sets, videos, and data-driven tools for instructors to monitor and scaffold student learning. Central to WATS adoption and use are questions about the implementation process: What constitutes "good" implementation and how far from "good" is "good enough"? This proceedings paper reports on and illustrates work to provide structure for such examination. The context is a study about implementation that is part of a state-wide randomized controlled trial examining student learning in community college algebra when a particular WATS suite of tools is used. Discussion questions for conference participants dug into the distinctions among intended, enacted, and achieved curriculum and the processes surrounding these as well as the challenges and opportunities in researching fidelity of implementation in the community college context, particularly the role of instructional practice as a contextual component of the research. 2. Process Models in E-Learning--Bottom-Up or Top-Down?

Abstract

In the paper, different approaches of process modelling in e-learning system development are investigated. We provide a look at the DIN PAS 1032-1 and in the process model ROME, which is a derivation of the DIN PAS 1032-1. ROME has been extended by several pattern approaches. However, after several years of using ROME, we found out that ROME has some major flaws, which can be traced back to the so-called top-down approach. In ROME, the decision for a certain type of e-learning system is the first step. After this, the process model is used to structure the development process. In reality, in most cases a bottom-up approach would be better suited: centred around the learner and focused on the learner's needs, a content reduction and development should take place, and later, as second level step in the process, a decision for a certain e-learning type can take place. 3. The Effectiveness of SDMs in the Development of E-Learning Systems in South Africa

Abstract

E-learning systems, or learning management systems, as it is known in the field, sit at the heart of educational systems and are used to systematically deliver on-line content and facilitate the learning experience around that content. It becomes essential to ensure that Learning Management Systems of a high standard are being developed. In the field of Systems Development Methodologies (SDMs), much research has been done and the value of SDMs is proven and documented. To ensure that e-learning systems of outstanding quality are being developed, it is crucial that systems development methodologies are being used as they can have a significant impact on the development process. The main focus of this study was to determine if systems development methodologies are being utilised in the development of electronic learning systems in South Africa and if these methodologies are being applied effectively. By utilising a survey as the main research method and statistically analysing the dataset, meaningful results were obtained. Some of the findings were that academic institutions are clearly using open-source LMSs more than proprietary LMSs. The LMS platform had a moderate effect on the success of the LMS. Open-source LMS users were very satisfied with their LMS platform and not inclined to consider a proprietary LMS for future projects. Proprietary LMS users may be inclined to consider an open-source LMS for future projects. It was found that a very strong relationship exists between respondents that indicated that they use RAD as SDM and the impact this SDM had on the quality and productivity of the development process. It was found that a very strong relationship exists between the perceived support that the SDM provides and the impact of the SDM on the quality and productivity of the development process. This in turn has a strong influence on the impact systems development methodologies have on the quality of learning management systems. [For full proceedings, see ED557189.]

4. Using REU Projects and Crowdsourcing to Facilitate Learning on Demand

Abstract

With the increasing complexity of technology and large quantities of data in our digital age, learning and training has become a major cost of employers. Employee competence depends more and more on how quickly one can acquire new knowledge and solve problems to meet pressing deadlines. This paper presents a practical method to use REU (Research Experience for Undergraduates) projects and crowdsourcing to help students learn complex content as needed. The major question addressed in this work is to find ways to reduce the cost of learning for both the learners and their mentors. As a work-in-progress, we would like to share our preliminary design in using natural language processing (NLP) and data mining tools to retrieve and structure instructional materials semi-automatically. Abstract

Advanced information, communication, computation and collaboration technologies, known as "cyberinfrastructure," have become essential elements for research, education, and innovation in the 21st century. A major challenge confronting the United States today is how to ensure that all colleges and universities, including those that have not traditionally benefited from leading-edge research infrastructure, can participate seamlessly in national and multinational cyberinfrastructure-enabled efforts. The minority-serving-institution community has unique expertise, knowledge, and resources to share. Western leaders from the fields of science, education and cyberinfrastructure recognize an urgent need for action. Participants in the 2006 "Lariat Summit on Minority Institutions and Cyberinfrastructure in the West" gathered in Bozeman, Montana to develop strategies and recommendations for connecting minority-serving institutions in the West to national advanced cyberinfrastructure. This document is a first step towards developing both the will and the resources to ensure that minority-serving institutions are among the "connected" institutions in the Western states of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, and Washington. 7. Building an Organization's Evaluation System: A Case Example of Using Appreciative Inquiry

This paper describes how Appreciative Inquiry was used to design an organization's evaluation system that would contribute to the staff's capacity to engage in evaluation and to think evaluatively. By building on participants' peak evaluation experiences, their values and wishes with regard to evaluation, and what is commonly accepted as "good" evaluation practice, a comprehensive evaluation system was developed. Abstract

Information and Communication Technology in education is changing the way we teach, learn and conduct research. Today we have WIRE, WEB and WINDOWS leading to CONNECTIVITY, NETWORKING and APPLICATIONS. Not surprisingly the National Council of Teacher Education, (NCTE) India, decided to make ICT Literacy a compulsory part of the Pre-service course at the Secondary level. For any new programme to be of value, quality assurance should be ensured through appropriate steps right from the planning stage till the feed back stage. Unlike developed nations, India which cannot afford to invest heavily in ICT literacy for Pre-service courses. The paper suggests that networking of Teacher Education institutions can play a crucial role in maintaining quality. But what should he the nature of the input, process and output of ICT enabled Teacher Education? What involves in the Planning, Implementation, Monitoring, Supervising and Evaluation of an ICT integrated Teacher Education programme where Networking plays a key role? The author proposes a CCC formula (Creativity, Collaboration and Cooperation) to approach these questions. He also draws up a feasible plan for integrating ICT in Teacher Education programmes and goes on to suggest ways of drawing the rewards of Networking.

9. Four Methods of Judging School Quality and Progress.

Abstract

This paper is meant to help designers of educational accountability systems think more critically about the questions they want to ask schools and the kinds of analyses that best answer these questions. There are two essential questions in school evaluation: how good is this school, and is it getting better? Each of these questions then can be subdivided into achievement level status and achievement level change. These four questions can be examined in a two-by-two matrix that results in quadrants with questions: (1) what is the achievement level of students in this school (quadrant A, question 1a); (2) is the achievement level of this school improving (quadrant B, question 2a); (3) is this an effective school (quadrant c, question 1b); and (4) is this school becoming more effective (quadrant d, question 2b). 10. Can You See Me? Exploring Co-Visiting between Physical and Virtual Visitors.

Abstract

This paper explores issues of social context and interaction between digital and physical museum visitors, using as a focus of discussion the "City" project, itself set within a larger interdisciplinary project called "Equator." The paper looks at collaborative environments that span different media, in particular handheld mobile devices, Web-based hypermedia, and 3D virtual environments. Two main research strands are discussed: the methods and results of two pilot visitor studies in two cultural institutions in Glasgow (Scotland)--the Lighthouse and the House for an Art Lover--and the development of a prototype system that establishes three-sided collaboration between physical, Web, and virtual environment visitors. Preliminary results and issues arising from the on-going system development and user trials are then presented. Future plans for further system evaluation and deployment are addressed. 11. Systems Design: An Analysis of the Implementation Process of Taiwan's Constructivist-Approach Elementary Mathematics Curriculum.

Abstract

The implementation of Taiwan's nationwide constructivist-approach elementary mathematics curriculum has been ongoing for 5 years. From the perspective of systems thinking, Taiwan elementary educational system's mindset as a whole is troubled, and is unable to coordinate with the surrounding community in order to better educational standards. The purpose of this paper is to analyze the implementation process of Taiwan's constructivist-approach elementary mathematics curriculum in terms of Reigeluth's guidelines for the system design process. The paper begins with a brief introduction on the new trend in Taiwan's elementary constructivist mathematics curriculum. It then discusses the difficulties associated with implementation, and the problems caused by those persons in the education community who have a distorted perspective on the reform. Finally, it examines these problems utilizing Reigeluth's guidelines for the system design process for more comprehensive and systemic understanding of the situations. (Contains 14 references.) Abstract

The field of instructional technology is rich with models and systems for planning or designing that are particularly useful for planning a program for faculty development because the intent of such a program is to be instructional. A process for implementing a faculty development program is described in this paper. The goals are integrating instruction with technology and professional development. The model is based on systems planning and draws together learning factors and implementation strategies. Outcomes include understanding the feasibility and critical concerns of this initiative. The discussion is organized into five parts: (1) Developing a Vision; (2) Looking at Successful Practice; (3) Implementing the Vision; (4) Realities; and (5) The Future. 14. Integration of Information Services in the Parliament of Zimbabwe.

Abstract

This paper discusses the integration of information services in the Parliament of Zimbabwe (PoZ). An organizational chart of the information systems at PoZ in 1999 is provided, and each of the four departments managing information services are described, i.e., the library, the research department, public relations, and information technology. An organizational chart of the new integrated information service is then shown, consisting of the library, research department, and information technology all headed by the Director of Information Services. Several advantages of the integrated system coordinating services through one head are listed, including: transformation of the splintered efforts of the various units into a coherent whole; productive cooperation with other professional support services; improved administrative efficiency; improved acquisition process of the library; improved teamwork ethos; enhanced communication; and reduction of the hierarchical structure and unnecessary delays. 15. Multilingual Access for Information Systems.

Abstract

With the rapid growth of the global information society, the concept of library has evolved to embrace all kinds of information collections, on all kinds of storage media, and using many different access methods. The users of today's information networks and digital libraries, no longer restricted by geographic or spatial boundaries, want to be able to find, retrieve, and understand relevant information wherever and in whatever language it may have been stored. For this reason, much attention has been given over the past few years to the study and development of tools and technologies for multilingual information access (MLIA). This paper provides an overview of some of the issues that must be considered when building a system that provides access and retrieval functionality for document collections in multiple languages. The following topics are covered: (1) multilingual text processing, including language recognition, character encoding, language specific tokenization, and word normalization; (2) approaches to cross-language text retrieval, including machine translation, multilingual thesauri, using dictionaries, and corpus-based techniques; and (3) cross-language system evaluation campaigns, including the TREC (Text Retrieval Conference Series), CLEF (Cross Language Evaluation Forum, and NTCIR (NACSIS Test Collection for Information Retrieval). 16. Knowledge Management at the Finnish Government: Now, Never or Later.

Abstract

In this paper, knowledge management is seen as an element of strategic management for which the highest level of the organization is responsible. Knowledge management is discussed in the framework of the current reform of the central government in Finland. The main goals of the reform are to strengthen the cooperation in the central government, to develop strategic planning and its tools, and to develop cooperation among the Ministries. Knowledge management has explicitly been taken as part of the reform in order to analyze the role of the Ministries in guiding the administrative sector of the Ministry, to improve the confidence of the citizens and civil servants toward the administration, and to empower the citizens in public affairs. The government's intranet as a tool for knowledge management is discussed. The intranet creates a common information portal for user organizations, i.e., the Ministries, the Chancellor of Justice, the Cabinet of the President, and the Parliament. The aim of the intranet is to support the working processes and the culture of interaction, learning, and cooperation. It is planned to be based on user-friendly technology and common standards. 17. A Distance Ecological Model for Individual and Collaborative-Learning Support.

Abstract

Under the concept of lifelong education, many people from many parts of the social environment will need to be trained and learn about IT (Instructional Technology). The authors have started building a framework for such people, as a distance educational model of self/collaborative learning support. The purpose of this study is to propose and develop a distance educational model as a school-based curriculum development and training system. In this environment, a teacher can learn via an Internet-based self-training system about subject content, modern teaching know-how, and students' learning activities evaluation methods. This paper describes the structure, functions, and mechanism of the distance educational model. The educational meaning of this model is then discussed in consideration of the new learning ecology, which is based on multi-modality and new learning situations and forms, and some tests and evaluation are reported. 18. Explor@ Advisory Agent: Tracing the Student's Trail.

Abstract

This paper presents research and development of an adaptive World Wide Web-based system called Explor@ Advisory Agent, capable of tailoring advice to the individual student's needs, actions, and reactions toward pedagogical events, as well as according to diagnosis of content acquisition. Explor@ Advisory Agent consists of two sub-systems, the Advice Editor and the Student Advisor. The Advice Editor allows course designers to enter the instructional structure, as well as the content structure, in the form of a hierarchical tree, tagging corresponding pages, as well as entering rules (conditions and operations) for how and when advice is to appear. The Student Advisor displays the student's progression through the two structures by indicating what is achieved or completed. The system traces the student's progression according to knowledge acquisition through questions, questionnaires, and rules on a test, and according to how the student navigates through the instructional material. In this manner, the student modeling relies on both the overlay and diagnostic modeling techniques. Future research aims at introducing peer or team collaboration and assistance by allowing the agent to match learners' progress by displaying the progression bars, if the learner chooses to participate. 19. A Structured Approach To Teaching Web Development.

Abstract

This paper describes a structured methodology used in a World Wide Web development course, offered at Purdue University (Indiana), to build complete Web sites for local businesses; the methodology includes planning, analysis, design and development, usability testing, implementation, and maintenance. The Web site team project is then described, including the following components: (1) team profile/objectives; (2) company selection and client/Web site objectives; (3) project proposal; (4) site design and resources; (5) prototype I and company feedback; (6) prototype II and usability test results; (7) Web site presentation; (8) final documentation with team evaluation; and (9) individual evaluation. Based upon the written evaluations included with the final project documentation, students felt this project was the most valuable learning experience of the course. 20. Constructivism in Web Based Learning Revisited: Explorers with a Machete in a Hypermedia Rain Forest.

Abstract

This paper describes the Full-Hypermedia Educational Systems Development Model (FHESDM) for designing hypermedia systems that takes advantage (in terms of cognition and learning) of non-linear navigable structures and multimedia. The model is based on constructivist principles, including the subjectivity of the learning process, and assimilation and accommodation (i.e., blind exploration will involve a problematic situation for the student and solving it will advance the knowledge creating process), as well as some aspects of Ausubel's Significant Learning Theory. The model includes the contract concept that allows superimposing several navigation structures on an information structure to support a more customizable way of navigating through the system without taking the control from the student. 21. Creating a Framework for Academic Web Strategic Planning.

Abstract

This paper describes a World Wide Web strategic planning process at the East Tennessee State University (ETSU) College of Medicine (COM). The process began when a Web Strategic Planning Committee was charged by the Associate Dean of Academic Affairs to craft a comprehensive plan for development of the COM Web site, because the existing Web site did not serve the needs of students, faculty, staff, or the community. Elements of existing internal documents served as the foundation for developing the strategic plan. The resulting framework outlined guiding principles, current conditions, planning assumptions, and strategies. Strategies were aligned with the COM mission and goals. Recommendations and a framework for implementation were delineated. The resulting living document serves as a guide to help align the COM mission, goals, and values with the information technology infrastructure. It soon became evident that the original charge had broader implications affecting areas such as leadership, instruction, resources, training and support, content, quality control, and technology integration. Because these are common concerns in academia, this strategic planning process may serve as a framework for other institutions. (Contains 14 references.) (Author/MES)

22. Implementation of a Digital Learning Environment: The Real Results.

Abstract

At the University of Twente (Netherlands), a course management system called TeleTOP has been implemented in all faculties. This paper describes the TeleTOP system and the implementation process. In order to find out how teachers use their course environments in education, an analysis was made of 60 course environments. Results showed that these course environments were mainly used for the dissemination of information and less for interactive communication. Also, course environments help students prepare for learning and orientate on course content and practices, but are rarely used for giving feedback, monitoring, and assessment. In the last section of the paper, tips and recommendations are given for improving the use of course environments. (Contains 14 references.) (Author/MES)

23. Collaboration through Online Personal Learning.

Abstract

This paper discusses the online Personal Learning Planner (PLP) project underway at the National Institute for Community Innovations (NICI) and presents some of the details of the theory and thinking that is guiding its development. The World Wide Web-based software is part of work by NICI to develop tools for enhancing preservice teacher education and supporting increased use of technology, especially in professional development schools. The PLP is designed to assist learners through the processes of: self-assessment of strengths, interests, and aspirations; planning preservice education learning goals and projects; linking goals and projects to valued outcome standards; creating original work and sharing the work with others; receiving high quality feedback for the improvement of work; documenting and validating the achievement of learning goals; and assisting in the selection and preparation of exhibits of learning. The following basic assumptions guide the thinking behind the PLP: face-to-face as a foundation of learning; three bases for planning and action for learning (institutional, professional, and personal priorities); the learning cycle; focus on the learner's work; self-direction and making meaning; and flexible thinking tools. Abstract

This paper discusses stigmergy (i.e., the effect of communication through the environment) in relation to the Internet, especially with regard to World Wide Web-based learning. The paper begins by examining ways in which stigmergy occurs on the Web and then goes on to describe its use in the construction of a continually evolving system, CoFIND (Collaborative Filter In N Dimensions). CoFIND's purpose is to replace the role of a traditional teacher in structuring and selecting learning resources. It attempts to achieve this through a process of stigmergy and natural selection, leading to a degree of self-organization brought about through the independent actions and interactions of its individual users. Abstract

In July 2000, 16 higher education leaders gathered to participate in an invitational symposium on preserving quality in distributed education. The symposium explored the topic of quality assurance in distributed learning, focusing on college-level, credit-bearing teaching and learning experiences. The first part of this paper focuses on questions and issues of quality assurance viewed largely from the perspective of institutions and agencies. The second part focuses on quality assurance from the point of view of consumers, students, employers, and graduate and professional schools. The accreditation process and many of the quality assurance methods used in the academy predate the consumer culture widely accepted today. How consumer needs differ from those of institutions and quality assurance agencies in the distributed learning environment is discussed. Most of the participants' attention was focused on the need to create some kind of mechanism, external to institutions, that would offer comparative quality information. Many participants thought that an independent entity, neither government nor the institution, would be the best organizer of a quality assurance system. (SLD)

27. A Meta-Data Driven Approach to Searching for Educational Resources in a Global Context.

Abstract

This paper presents the design of an Internet-enabled search service that supports educational resource discovery within an educational brokerage service. More specifically, it presents the design and implementation of a metadata-driven approach to implementing the distributed search and retrieval of Internet-based educational resources and compares its performance with current search services, e.g., Internet search engines. The paper first presents a business model, identifying the possible different actors (customer, access network provider, broker, educational service provider, value added service provider, and content provider) in the context of a global educational open market. The major components of education metadata as defined by the IEEE (Institute of Electrical & Electronics Engineers) are summarized, including general, lifecycle, meta-metadata, technical, educational, rights management, relation, and annotation components). An architecture that reflects this model is then outlined. In focusing on the role of the educational broker, the current state of the art with respect to a metadata driven approach to educational content description is examined. Abstract

The Plant Information Center (PIC) is a project funded under the Institute of Museum and Library Studies that aims to provide global access to both primary and secondary botanical resources via the World Wide Web. Central to the project is the development and employment of a series of applications that facilitate resource discovery, interactive learning, and contributory opportunities within the PIC system. Initial testing of PIC will be through 6th-grade science curriculum activities involving plant identification. On a larger scale, PIC intends to promote the flow of scientific information to researchers, amateur botanists, students (elementary through higher education), and other communities interested in botanical science. This paper provides an overview of PIC, reviews the development and implementation of PIC applications, and comments on the research activities that will measure the project's overall success. Abstract

The Visual Analysis System (VAS) was developed to couple emerging successes in data mining with information visualization techniques in order to create a richly interactive environment for information retrieval from the World Wide Web. VAS's retrieval strategy operates by first using a conventional search engine to form a core set of retrieved documents. This core set is expanded by crawling from links in these documents to form a much larger set. The link topology of the larger set is then examined using data mining techniques to identify pages likely to be both relevant to the query and reliable as sources of information. Information visualization techniques are used to display the filtered set in a form amenable to the use of perceptual processes to filter and guide further user directed search. Areas of focus for future development are then highlighted, including: (1) reassessing data requirements and conventions in order to ensure that the data recorded in the catalog is adaptable to the description of those resources and that it is adequate to support the various applications that will draw on it; (2) re-examining the interfaces to ensure that the requirements and interdependencies are fully understood; and (3) repositioning the catalog to meet the needs of its users. "Using Technologies To Model Student Problem Spaces" (David Jonassen) contrasts examples of semantic network, expert system, and systems modeling representations of problems and presents a research agenda for examining the efficacy of these tools. "Millennium eLearning: The Next Killer Application: Implications for Educators and Information Professionals" (Ching-Chih Chen) describes the millennium eLearning development, particularly in the United States, and discusses related problems and issues. "Social and Technological Innovations for a Knowledge Society" (Marlene Scardamalia) discusses core facets of knowledge creation, knowledge building technology, and knowledge building social structures. 47. A New Foreign Country: The Challenges and Risks of Making History in Digital Media for Historians and Librarians.

Abstract

This paper describes and reflects on the evolution of the South Seas Project, a collaborative research venture between the National Library of Australia and the Center for Cross-Cultural Research that involves the production of World Wide Web-based hypermedia resources on the history of European exploration and cross-cultural encounter in the Pacific, between approximately 1700 and 1840. Highlights include: background on how the project came about; funding; ensuring that the digital resources created could be managed within the Library's projected framework for collecting, managing, and delivering information resources in digital forms; the importance of creating resources in forms that can be integrated with other Web-based research; comparison with print materials; accuracy of quotations and references; problems with digital resources, including fragility and the difficulty of confirming accuracy and authenticity; other digital library projects focused on the production of editions of historical texts; and development of a content management and publications system that will ensure the project's resources are produced in conformity to those modes of encoding and describing historical documents that are gaining greatest currency with major research libraries and cultural institutions. Abstract

This paper describes the basic knowledge necessary to promote the students' ability to analyze, design, and construct information systems. The curricula and the practical teaching material are proposed with which students can experience information system development by applying the basic knowledge of lectures. The subjects of the basic knowledge are programming, software design, information system development, database, and network. Retail management is taken up as one of the practical teaching materials for students to learn the relationship between basic subjects; students study the requirements of a wholesale shop and design a new system. Until now, students have stayed within the fragmentary knowledge of lectures. Yet, with this teaching material, they can acquire practical ability doing concrete analysis, design, and construction. 49. Charting the Future of Assessment in Systemic Educational Reform: Teacher and School Principal Involvement in Evaluation and Assessment Use.

Abstract

This paper presents the evolution of and the lessons learned from a research approach to assessment of student outcomes, specifically of student academic achievement, being used by the Puerto Rico Statewide Systemic Initiative (PR-SSI), which is one of the statewide systemic initiatives for science and mathematics sponsored by the National Science Foundation. A participatory-research approach was selected for the evaluation and assessment of the PR-SSI in general and for the assessment of student academic achievement in particular. Triangulation of results has been a major element of the design from the beginning of the reform. Two different versions of the PR-SSI's model were developed. The evolution of the first and second versions show that considerable organizational learning took place within the PR-SSI. The final model, which incorporates information from the Third International Mathematics and Science Study and the engagement of teachers and administrators, challenges traditional notions of participant involvement in evaluation because it requires direct contributions to use results to improve teaching and learning and the teamwork of evaluators and content specialists to lead the self-assessment process. 50. The Design and Development of an Evaluation System for Online Instruction.

Abstract

This paper describes the conceptualization and development of an evaluation system that can be used to monitor and evaluate online instructional efforts. The evaluation system addresses concerns of both program administrators and course instructors. Computer technology is used to provide partial automation to reduce respondent burden and to efficiently use evaluation resources. The activities of the project reflect major efforts to obtain information, design components of the evaluation system, and test and revise the evaluation system. The specific activities described in the paper are to: (1) develop a conceptual model for online evaluation; (2) identify specific vital signs for an online program and determine appropriate measures; (3) automate the collection and analysis of evaluation data using knowledge engineering; (4) create an electronic performance support system to assist in program evaluation; and (5) conduct a field test of the evaluation system.
