1. Beyond ‘Gender-Specific Programs’: Girls in Trouble with the Law.

Since the first juvenile court opened its doors a century ago, gender norms have gone through immense changes. So, too, have the contours of transgressions of these norms. Juvenile justice jurisdictions nationally are responding to federally funded calls for ?gender-responsive? interventions. However, after interviewing juvenile justice officials in various locations throughout the United States, I find a tendency towards reliance upon antiquated and relatively unsophisticated notions of masculinity and femininity. This paper explores changes in norms for young women?s behaviors, and the new ?gender-specific? programs that have cropped up to address ?girls? offenses.? I argue that gender-responsivity is non-productive when drawing from outmoded notions of masculinity and femininity. ?Gender-specific? should mean challenging traditional cultural myths of masculinity and femininity, not simply talking to young women about relationships, feelings, and ?manners.? Gender-specific projects should be places where critical thinking skills are taught and stereotypes are challenged. [ABSTRACT FROM AUTHOR]
