11. Do Socially Responsible Firms Pay Taxes? CSR and Effective Tax Rates.

Abstract

The social responsibilities of for-profit corporations have gained importance recently, and CSR has become both a goal and a set of guidelines for various corporate activities. CSR encompasses a number of dimension, typically including environmental impacts, treatment of employees, and relations to local communities. Here we consider the relationship between CSR and corporate taxes: do firms that are "good citizens" also pay higher taxes? Is it the social responsibility of firms to help pay for public services? Focusing on the percentile rank of effective tax rates, and using random effects panel regression of a data set of publicly-traded U.S. firms that includes measures of CSR and many financial variables, we find that the relationship between CSR and taxation is a complicated one that warrants further investigation. However, strong corporate governance, a typical component of CSR, is associated with lower tax rates, suggesting that responsibility to shareholders conflicts with broader social responsibilities. 20. Comparing World-Systems: Semiperipheral Development and Empire Upsweeps Since the Bronze Age.

Abstract

This paper tests one of the implications of the hypothesis of semiperipheral development: that major increases in the sizes of polities have been accomplished mainly by the conquests carried out by semiperipheral marcher states. We use the comparative worldsystems perspective to frame our study of twenty-two upward sweeps (upsweeps) of the largest polities in four regional world-systems and in the expanding Central interpolity system since the Bronze Age. We seek to determine whether or not these upsweeps were or were not instances in which a semiperipheral marcher states produced a large polity by means of conquest. The hypothesis of semiperipheral development holds that polities that are in between the core and periphery (semiperipheral polities) have been, and continue to be, unusually fertile locations for the implementation of organizational and technological innovations. This is because semiperipheral polities have less invested in older institutional structures and than do core societies and they have greater incentives to take risks on new technologies, ideologies and ventures. One important manifestation of this tendency is the semiperipheral marcher state: a recently founded sedentary polity out on the edge of an older core region that is able to conquer the older core polities and to create a core-wide empire. This phenomenon has occurred repeatedly, but it is not the only way in which large empires have been created.
