The low mathematics ability of the learners makes them dislike mathematics. This problem would lead to anxiety while learning mathematics. Therefore, a qualified instrument to measure mathematics anxiety is important. This research determined the quality of the mathematics anxiety instrument quality to develop by estimating the item and ability parameters based on the unidimensional Graded Response Model (GRM) so that it can be used to measure mathematics anxiety accurately. This quantitative research applied a survey approach from April to May 2022. The learners from Junior High School in Kudus, Indonesia, became the sample of the research. 551 learners participated to fill in the questionnaire. However, the results showed only 401 respondents did it. The applied data analysis was a unidimensional GRM to determine the instrument quality with Likert-type implementation. Besides that, the researchers attempted to determine the learners' categories with empiric statistics, consisting of high, moderate, and low categories. From the research result, the researchers found the implementation of the developed mathematics anxiety instrument was excellent, proven with fitted 14 question items. All items had the discrimination and level of difficulty excellently. The highest ability category of the learners was in the moderate category. Thus, the category pattern is based on the normal curve. This matter indicates the instrument could accurately measure mathematics anxiety. [ABSTRACT FROM AUTHOR]
