This publication features work presented at the Second Annual Virtual Reference Desk Digital Reference Conference (October 6-17, 2000, Seattle, Washington). These proceedings include papers and presentations by conference presenters representing public, academic, and government libraries, as well as subject-specific AskA services, from the United States, Canada, Australia, Denmark, and Japan. Conference participants identified several key issues facing practitioners and researchers. The publication opens with records from plenary sessions, including the "Welcome" presentation by R. The United States Department of Education invited leading professionals who work in the library field in federal agencies, universities, associations, and foundations to a meeting in Washington, DC to explore the need for national focus on library research. Each participant suggested a research issue of particular concern to their organization and the challenges involved in supporting research on the topic. Next, the group reviewed past research related to libraries and explored several types of structures that promote quality research, including federally sponsored national research centers, multi-agency national research roundtables, and university-supported research centers. The meeting concluded with recommendations for further action. Five critical issues were revealed which were all linked by information technology: Participants raised questions about the quality of libraries and their future role, and impact on local communities, intellectual property rights and responsibilities, and the difficulties associated with the preservation of digital and printed materials. Each of these issues is discussed, as well as general library research issues. The suggestions for possible next steps and a list of meeting participants are also included. (AEF)

This booklet, which was produced as a follow-up to the Fifth International Conference on Adult Education, examines the need to establish a global community of adult learning through information, documentation, and development of a network of networks. Among the topics discussed are the following: issues and challenges emerging from uneven distribution of adult education documentation and resources in industrialized and developing countries and by geographical region (the knowledge explosion, the problem of uneven access, and the diversified nature of information); strategies for improving communication between centers; the complementary nature of electronic and conventional approaches to information dissemination; the need to strengthen collection of unpublished research papers and reports from all countries; ways of linking information dissemination and policymaking; and the role of adult learning information and documentation specialists. Concluding the booklet are the following: (1) a list of the agencies/organizations represented on the steering committee formed to guide the development of a global network of information and documentation centers that would counteract current imbalances in the collection and dissemination of literature/media and information on adult learning in different regions; and (2) suggestions for facilitating global exchange of information and documentation. Learning management systems are typically used by teacher professional development to support teachers in managing and administrating training courses. However, teacher learning management systems are rarely adaptive. With the increasing amount of training courses, course selection becomes a difficult and time-consuming problem. In this study, we focused on the design and development of an adaptive course recommender system, which was integrated into Shanghai Teacher Learning Management System. Model-based collaborative filtering recommendation techniques with machine learning and data mining methods were used. The online methods, offline methods and user studies were designed to evaluate the recommender system. Results and implications are discussed.

Using a story told by a home visitor in a family literacy program for at-risk families, this paper illustrates issues related to building trust within among parents and the community, deciding on eligibility for services, accessing community resources, and building and maintaining strong relationships with clients. Maintaining that such stories highlight the critical issues that parents and practitioners face on a daily basis, and that it is important to hear and respect parents and professionals who are providing direct services to needy families, the paper observes that national organizations such as ERIC and the National Parent Information Network can help parents, and professionals who work with them, by supporting their information and resource needs. Parents AskERIC provides answers to parents' and professionals' questions related to parenting. A visual presentation of a parenting education spectrum included in the paper has been helpful in ensuring that responses to parenting questions remain within the scope and mission of these organizations. This spectrum graphic may also help communities identify the type of support they are providing and identify gaps in services. The spectrum identifies five types of services for parents: (1) resource and referral; (2) suggestions and strategies; (3) community programs; (4) formal instruction; and (5) counseling. The 1997 WebNet conference addressed research, new developments, and experiences related to the Internet and intranets. The 257 contributions of WebNet 97 contained in this proceedings comprise the full and short papers accepted for presentation at the conference. Included are positions papers by leading experts in the field; descriptions of ideas that are on the borderline between an idea, a prototype, and products; and reports on concrete applications of the World Wide Web, its impact on various aspects of life, and thoughts on how society might adjust to the resultant changes. This report is a summary of topics presented at the annual forum of the Federal Library and Information Center Committee (FLICC) of the Library of Congress. The first portion of the Forum examined information availability issues and reviewed government publishing and access arrangements in the United States and other democratic countries. Significant differences in public expectations, copyright authority, official secrecy practices and technology applications were discussed. Additionally, representatives from the Government Printing Office, Office of Management and Budget and National Information Infrastructure Task Force provided an update on the status of the Federal Government's traditional information dissemination programs and described what is ahead for the next century. In the second portion, the Forum turned to interests calling for protection of information and weighed important safeguarding considerations arising due to the government's possession of expansive personal, commercial and national security information. Expert panels discussed ways to counter technological intrusion through legal enforcement and technical means and examined the vulnerability/protection issues surrounding United States information systems. As a new form of infrastructure is being developed across the vast prairie of Nebraska, electronic pioneers are leading the way to the information age. This paper describes some of those pioneers and their work. The University of Nebraska has been among the leaders in developing the Internet and applications for it. The university established one of the first regional computer networks in the Midwest and developed a network of extension educators that now has Internet connections in 81 of the 93 Nebraska counties. The Nebraska State Department of Education has also been a pioneer, providing Internet training to teachers and funding for Internet access in schools. Today, about half of Nebraska school districts have direct Internet connections, with the remainder using modems for access. Nebraska Educational Telecommunications, which has provided educational television and radio for over 40 years, has created NebraskaNet, bringing together the electronic activities of state agencies, the University, schools, colleges, and communities in an Internet service that is easy to locate and navigate. In addition, three partner communities are working with NebraskaNet to pilot models of community connection to and "presence" on the Internet. An initiative of the Nebraska Department of Economic Development offers rural communities an organizational model and a basic strategic planning process that enable them to accelerate and capitalize on expanded access to information. A description of the experiences of three Nebraska communities provides a perspective on activities related to information technology occurring across the state. (SV)

This paper presents information on using the Internet (electronic mail, listservs, world wide web sites, and gopher servers) to teach English in a transdisciplinary context by linking subjects thematically. The paper discusses how the Internet allows students to compose for a real reason and for a real audience. It also discusses listservs and presents addresses and brief descriptions of 12 listservs and 14 e-mail based projects, as well as a "netiquette" primer. These papers on educational technology were presented in three workshops at the second annual conference of the Society of Information Education (GIB). Discussion includes electronic networks, CD-ROMs, and online databases in education, the quality of educational software, database services and instructional methods, and the use of the Internet in supporting research and teaching. An evaluation of the German educational literature CD-ROM, "Literaturdoijumentation CD-Bildung," is included. Specifically, the themes of the workshops were presented as follows: (1) production of electronic services, with reports on the production of databases, CD-ROMs, hypertext systems and a full-text CD-ROM; (2) evaluating database quality for content, organization and user interface with regard to a thesaurus; and (3) criteria for the selection of literature administration software and a comparative study of several popular literature administrative programs. An outline is given of a workshop session on copyright issues held at the International Federation of Library Associations and Institutions (IFLA) 1992 annual meeting. The IFLA Copyright Committee advises the IFLA on the implications of worldwide developments in copyright and related rights for the acquisition, distribution, and use of recorded knowledge by libraries, archives, and other information services. At the annual meeting, the workshop reviewed the committee's purposes and goals, and its possible future projects. Workshop questions included the copyright of IFLA's own works, significant issues to be considered, and striking a balance between international and local aspects of copyrights. Several information sheets and a committee roster are included. "Dissemination of UNESCO Databases on CD-ROM" (Denise Pelissier) is also included. UNESCO has produced a CD-ROM (optical data disk) prototype that gives access to bibliographic and referral data and makes some UNESCO databases available online. The prototype, which contains more than 84,000 references in 6 databases was sent to 267 sites in 80 countries. Returned questionnaires (97 from 46 countries) will be analyzed, but preliminary results indicate strong user interest. (SLD)

Several trends indicate that rural America can benefit from information-based and service sector job creation. Among the more significant trends are the movement of people from urban and suburban to rural areas, the decreasing importance of location due to communication technology, the growth of jobs in the service section, the growing dissatisfaction with the nation's largest cities, and the mobility of modern business. Higher education can play a role in moving rural America toward this desired future by raising the levels of higher education in the rural work force, and assisting with the enhancement of the quality of life in the communities in the school's service region. Higher education must also provide leadership for the development of a workable public policy initiative. As a regional state college, Wayne State College in Wayne, Nebraska is dedicated to student development and regional development. Four premises guide the college's work in student development: (1) students are human capital; (2) the college must reach, educate and graduate more of the potential students in its rural service region and the key to this is by remaining affordable and accessible; (3) the college emphasis is on teaching and support services in a personalized setting increases its students' likelihood for success; and (4) by addressing the traditional purpose of higher education--human resource development--the college will be able to make a major impact on the essence of rural revitalization. In terms of regional development, Wayne State College is a center for education, the arts, cultural activity, and community and economic development. The college aggressively delivers its public service program to the communities in the service region, and carries out a regional agenda for the benefit of statewide development. (KS)

This report describes the 1990 Pennsylvania Governor's Conference on Library and Information Services, which was held in September 1990 prior to the 1991 White House Conference on Library and Information Services. The report includes brief descriptions of the planning process, the governor's regional forums, the selection of delegates, and various sessions at the conference, including photographs of the conference speakers and brief highlights from their presentations. The report also provides a list of the White House Conference Delegates by region and category, a summary of the 31 resolutions adopted by the delegates to the conference, the names of the corporate sponsors of conference events, the titles of the conference exhibits, the names of committee and subcommittee members, and the names of recipients of awards presented at the conference. The purpose of the symposium reported in this paper was to forge a consensus on how federal information and intervention strategies can be improved to raise the postsecondary enrollment and persistence rates of disadvantaged and minority youth. Speakers outlined the systemic forces that forestall access and their consequences for at-risk youth. They also described powerful interventions that can help overcome some of these barriers. Following brief opening remarks, Brian K. Fitzgerald gave an overview of the analytical issues at stake. There followed four sessions each featuring a moderator and two-to-four presenters. Session titles were as follows: (1) "The Need for Information Programs and Interventions"; (2) "The Role of Information Programs and Interventions in Improving and Maintaining Access"; (3) "Model Information Programs and Interventions: Institutional, State and Federal"; and (4) "The Federal Role and Strategy in Information Programs and Intervention." The document summarizes the remarks of each presenter and sketches the issues and opinions offered in all the post-presentation discussions that occurred. An appendix contains lists of presenters and Advisory Committee Members. (JB)

An analysis of the IBM/NEA Mastery in Learning (MIL) school renewal system, an electronic network that involves school faculties in collegial interaction with researchers and other educators in school reform, is the purpose of this paper. Developed by IBM (International Business Machines) and NEA (National Education Association), the MIL is a site-based, faculty-led reform in which 26 schools participate nationwide. Although local faculties design their own agendas, the MIL project design specifies standard phases of implementation. Specific research questions are concerned with assessing changes in program use and content, the influence on interaction between research and practice, and the impact on school reform. Data were collected from computer log files, printouts of network papers, and telephone interviews with 44 focal participants. Conclusions point to the need for local support, an organized network structure, improved time and access, provision of participant incentives, and attention to substance. Computer network systems provide the "medium" for activities; however, they must meet participants' needs and support their work. Appendices include statistical tables of the data, a model of the school renewal computer network research design, and a copy of the survey instrument. (18 references) (LMI)

Papers delivered at the 1989 program session of the Library of Congress Network Advisory Committee (NAC) focused on ways in which newer technologies and document delivery networks are changing current practices in document delivery and information services. Charles P. Bourne, chair of the program committee, presented an overview of document delivery services and the impact of technology on the growth of these services in his paper, "A Review of Technology and Trends in Document Delivery Services." This Fourth Northumbria International Conference on Performance Measurement in Libraries and Information Services centered on the theme of "meaningful measures for emerging realities" and contributors surveyed the field of performance measurement from that perspective. The proceedings begins with seven keynote and invited papers from speakers around the world that provided the framework for the event. The seminar papers from the parallel sessions are arranged within this proceedings under the following headings related to the overall conference theme: Standard/Strategies and Policies; User-Centered Measures; and Assessing the Emerging Environment. Within these broader categories, speakers' perspectives explored a wide array of issues, ranging from report on current significant research projects such as the ARL E-Metrics Initiative and other discussions of measuring the use and extend of a library's electronic offerings; the LibQUAL+ instrument and presentations related to service quality for both internal and external customers; results of user surveys both in print and on the Web; existing and developing standards; measures for information skills instruction; the importance of impact indicators; building a culture of assessment; determining research library support of sponsored research; and designing user-framed services. This report summarizes the background and purpose of the Friedrichsdorf, West Germany UNISIST meeting and describes the principal issues which emerged from the papers presented and the accompanying discussion. Topics of discussion reported include: (1) the availability of information resources at the national level, particularly concerns of document delivery and information transfer; (2) expansion of the scope of the scientific and technological information universe to include unpublished report literature, numeric databases, and other nonconventional sources of information, as well as the extension of the UNISIST concept into more fields of knowledge than science and technology; (3) accommodation to rapid technological change in computers, computer networks, online searching, and other technologies; and (4) the interdependence of and the need for cooperation between national information systems. Background details on the 1976 UNISIST meeting and interim developments are also provided. Annexes comprise comments by the meeting rapporteur on the significance and accomplishments of the UNISIST program and a list of meeting participants, consultants, representatives, observers, and conference staff and UNESCO personnel in attendance. The objectives of this report are to briefly synthesize the communication approaches used by legislative bodies in the acquisition of scientific information, to describe the practices of the Congressional Research Service of the Library of Congress and the Office of Technology Assessment, to describe the present and proposed communication systems used by Minnesota and other state legislatures, to review the system of a typical urban decision-making body (the Twin Cities Metropolitan Council, Minnesota), and to make recommendations for research to improve communication in political decision making. This paper outlines several considerations relating to the preparation of information systems for educational managers. College and university managers must have clearly stated needs for planning and management information and the potential uses to which such information could be put. Information systems should be created to satisfy operational reporting demands placed on the institution as well as to provide knowledge of the institution to support rational decision-making. Specific suggestions include that the managerial strengths and shortcomings of institutional decision-makers be identified before the information systems are developed and implemented; the difference between operational and managerial uses of information systems must be identified; and the uses of decision information must be identified. Challenges to the system developer to better understand the information needs of the institutional decision-makers include becoming familiar with the decision-making styles of the institutional managers; helping initiate changes in operational reporting systems to enhance their utility in providing management information; and recognizing that integrating management information considerations with the needs for operational reporting systems is an inevitable compromise that causes the data system to be less than perfect for some of its users. The Library of Congress was the topic of the October, 1975, meeting of the Association of Research Libraries (ARL). Presentations were given on: (1) the future uses of automation to aid the Library of Congress in its authoritative information and bibliographic data collection and dissemination functions; (2) the progress and projections for the MARC (machine readable cataloging) distribution service and retriever; (3) the national and international automated networks of the Library of Congress; and (4) the process of transition to the Library's automated systems. The director of the research grant division of the National Endowment for the Humanities introduced the library-related programs of her division. The National Commission for Libraries and Information Science made a progress report on the development of a national information service program. Reports of ARL commissions and executives followed in the business meeting. (KB)

The focus of this Association of Research Libraries meeting was the process of scholarly communication--its costs, complexity and justification. Three speakers made first day presentations. Edward Booher reported on a study of the production and dissemination of scholarly work. He advocated the collaborative efforts of libraries and publishers. Fritz Machlup reviewed his findings on the costs of knowledge production in the United States. He proposed more precise studies of library holdings and publisher production by subject field in order to better allocate production resources. Discussion and the business meeting followed. The second day's program included a lengthy discussion of the national program statement of the National Commission on Library and Information Science. Two speakers, Basil Stuart-Stubbs and Vernon Palmour then made presentations on the need to improve interlibrary loan procedures with a national periodicals lending bank and a network for access to texts, tapes, graphics and other library materials. Appendixes to the minutes include a membership roster and reports from the Committee on University Library Standards and other ARL divisions. (KB)

Despite the frequency with which library reference services are evaluated, there is a dearth of guidelines for the operation and evaluation of reference services. An American Library Association committee investigated the issue and made recommendations for improved reference operations, but the nature of information retrieval is rapidly changing, and the information needs of library users are subject to constant modification. Work towards refining reference service standards needs to continue. (EMH)
