Qualis Periódicos, a journal stratification created to evaluate the publication of Brazilian postgraduate programs in a past period, includes only the journals in which faculty published in that period. However, it has been wrongly used to evaluate individuals in the present – faculty, graduate students, post-doctoral students and even graduate candidates. In the Information Science subject area, Qualis excludes the top journals in the Web of Science and Scopus rankings, voiding the value of prospective new articles in these journals. This research aims to better understand these phenomena, analyzing the evolution of journals' Qualis strata between evaluation events of two groups of information science journals: the 12 first in the Scopus and Web of Science rankings in 2017 and the 63 currently active Brazilian journals in BRAPCI. Of the 12 leading Web of Science and Scopus journals, only two were included in any of the three Qualis events on the Sucupira Platform. Journals in BRAPCI vary from event to event, with more advances than declines. There is a clear disincentive to publish in journals that are not included in Qualis, particularly those leading the Web of Science and Scopus rankings. Authors who choose a journal according to Qualis are subject to possible exclusion or decay in Qualis stratum, as well as avoiding the top of the elite rankings.

Qualis is a ranking of journals in which Brazilian graduate faculty have published in a given period in the past. We verified the adoption of Qualis to evaluate individuals in the selection for admission to a master's or doctorate in Information Science in Brazil: more than 20% of the programs adopt it, with no relevant relation to how the graduate program is ranked by CAPES, funder and regulator. This adoption devalues leading journals in rankings of elite databases that are not in the Qualis listings and contradicts the recommendation by CAPES itself, which requires clicking on the Sucupira Platform "I've read and understood" that Qualis only serves to evaluate the past production of graduate programs.

Twitter is a social networking site where brands create profiles and interact with their audience. Brands also look for new audiences to consume their products or services. In some cases, they create different profiles for different countries or linguistics regions. The written language is the major Twitter expression. Multimedia elements such as images or videos help to spread the message and the interaction with the audience. In this study, we analyze the different profiles of Spotify in the Spanish language addressed to different spoken Spanish countries. Spotify has different profiles on Twitter addressing the content to different spoken Spanish language countries. These profiles are addressed to Spain and South American countries such as Argentina, Chile, Colombia, Mexico. Finally, there is a profile under the name LATAM who is addressed to the rest of the Spanish spoken countries in South America. All these profiles have different audiences, having also differences in the number of followers. In all these countries, Spanish is spoken with different linguistic variations. As a result, the message is different. Consequently, audience interaction and engagement may vary from one profile to another depending on the written language used. The analysis considers these Spanish linguistic variations. We perform a sentimental analysis of these Spanish-spoken profiles, looking for differences in Spanish variations. We also combine the analysis with topic modeling and the uses of hashtags. Spanish linguistic variations may influence the analysis but in the engagement of the profile itself too. Our results show that while messages are similar in the way they are written, engagement with the audience varies from profile to profile. We conclude that Spanish variations influence engagement and commercial companies should consider a similar strategy. We suggest not unifying under a unique spoken Spanish version for the promotion of products and services in Spanish spoken countries.

The purpose of the paper is to provide a detailed description of the academic research scene and scientific communication, in a more general sense, as it has been shaped nowadays, taking into account their constant growth. This growth is studied both in terms of the impact that technological developments and the Open Access movement have on scholarly research. In regards to that, the paper presents the tools, the services and the procedures of the libraries and/or other organizations which, when properly used within the academic space, can facilitate the researcher’s work. In this constantly evolving context of the scholarly production model, the highly active role and nature of the academic library is examined, playing a central role in the guidance and support of scholarly production. The paper also emphasizes the different kinds of collaborations with other organizations and units that could be developed by the academic library, especially within the academic institution, but also within the academic space in general, as well as activities that could be carried out. In addition, a reference is made to the necessary skills that the librarian is required to have, to support all the above as effectively as possible. Finally, suggestions are made for the adoption of good practices by libraries, in order to help enhance the improved pace of researchers in the use of the tools and services offered.

Recent studies have shown that Brazilian and international development agencies have included initiatives for funded research projects to present a scientific data management plan for open access sharing. In order to investigate this issue, research has been developed with the following objectives: a) to identify the main Brazilian research funders; b) to identify if there are institutional policies for open scientific data; c) to analyze policies regarding their character (mandatory or recommended), coverage and support. It is an exploratory-descriptive, qualitative study that is supported by bibliographic and documentary research. The data from the institutions that promote research in Brazil was recovered through the extraction of information from the Lattes Platform, using the scriptLattes tool . As a result, 15 national and 15 international agencies that promote research in Brazil were selected. Information on Open Data Policy or instruction was located in five of the national agencies. This information was found in nine of the international agencies. A criteria framework was used as a model analyzing UK funders coverage of open data policies, which was made available by the Digital Curation Centre (DCC) on its electronic portal. The model used in the applied study addressed characterization aspects of Agencies that promote research developed by Brazilian researchers. Its adaptation to different realities and/or objectives will depend on the introduction of other variables that act on the interactions according to the study's interest.

One of the most disruptive aspects of recent library developments is the loss of centrality of the collections, once the heart of the 'Gutenbergian library'. An evolution of the concept of ‘collection’ and of the multiple components interacting in the communication sphere are in progress. These include content quality, market interests, regulatory aspects, the user's role and expectations; at the same time, the agents of knowledge production and the communication chain are redefining their position in an increasingly competitive climate. This paper will try to point out - on the basis of perspectives and experiences emerging from the current international debate - the evolution of the concept of collection (collection, post-collection, smart collection) highlighting the challenges and critical issues that libraries are facing, but also the welcome prospects for wide-ranging collaboration, in an effort to combine current needs, private and public interests, with responsibilities towards our heritage and the future generations.

The concept of “library publishing services” is defined. The role of the Library Publishing Coalition in the world development of library publishing and improving the competencies of academic librarians is shown.

Communication (formal/informal) is the key for making society attentive and advance scholarly communication (SC) worldwide openly. Components of SC (accumulation, creation, evaluation, publication, dissemination and preservation) are cycling towards elevation of education, research and innovation. Stakeholders have critical role in managing the SC cycle. In this study, SWOT analysis is used to evaluate strengths, weaknesses,opportunities and threats of SC and its components emphasizing the internal and external ecosystem. Based the SWOT analysis, the stakeholders potentials, resources, drawbacks, advantages, risks etc. are drawn in order to make strategic decisions to manage system effectively. Results revealed that accumulation of resource infrastructure facilitations brings an idea into creativity, reviewed it for quality, originality and publication (stamp of validity) that was disseminated through various media & modes and preserved for longevity. Imperatively, the SC carries authenticity and recognition globally. It also shown that an inactive infrastructure, mentorship and policies often indulge scientific creativity through misconduct and biased decisions of reviewing make futile or fake publication that will always spoiling the system. Taking opportunities to create and access resource repositories, helping to publish research to innovation monetize into products marketing globally with cloud safe and security. Finally, handicap of intellectual infrastructure vacuum (brain-drain) pressures the academia to leap into predatory journals crediting no transparency and accountability.

However, it is found that contents are varying in every library website. It is essential to make library website become dynamic and effective.

Scientific journal on mining, titled „Mining Science” has been issued since 1978 at the Faculty of Geoengineering Mining and Geology, the Wrocław University of Science and Technology. In order to improve the quality and visibility of the journal on the world stage, numerous changes have been introduced. Implementation of the strategy for the journal development began with change to its title, from „Prace Naukowe Instytutu Górnictwa Politechniki Wrocławskiej. Górnictwo i Geologia” [Research Papers of Institute of Mining of the Wrocław University of Science and Technology. Mining and Geology] (ISSN 0370-0798) into „Mining Science” (ISSN 2300-9586). Journal’s visibility of the internet, built in order to increase the chance to quote, was achieved by signing multiple contracts or filing to key global abstract databases. Also, Editorial System was implemented, which has improved the entire editing, editorial and reviewing process, as well as operation of the journal’s homepage.

Directory of Open Access Journals (DOAJ) is the largest and authoritative international source of information about open journals. Polish open access journals are indexed there from the very beginning of DOAJ. In 2015, the catalog's editorial board prepared new guidelines for indexing journals. Consequence of this move was preparation of the new application and reapplication form. The article gives the review for the changes in all application forms that occurred since the beginning of DOAJ. It also contains most important guidelines for journals publishers and editorial boards who are applying to DOAJ according to new rules. Part of the paper is also devoted to good practices related to the openness of journals and scientific publications accepted in the DOAJ.

This articles briefly describes why our library switch over from barcode based circulation to RFID based circulation, SWOT analysis of RFID technology, self-circulation using RFID technology, types of problem faced during implementation of the new technology and possible remedies. Lastly, the conclusions are drawn based on SWOT analysis.

Open Access to scholarly literature seems to dominate current discussions in the academic publishing, research funding and science policy arenas. Several international initiatives have been recently started calling for a large-scale transformation of the majority of scholarly journals from subscription model to Open Access. Such a massive transition would indeed affect not only business models and related cash flows but might be also expected to generate new inequalities in distributing resources among different regions or research fields. Thus, the paper at hand aims to serve as an input statement for the upcoming discussion and to provide some background information on Open Access debates.

This work proposes a methodology to start a network for the visibility and prevention of Biblioclasty; understanding by this to the destruction, obstruction, limitation of access or concealment of the documentary knowledge supports, and the physical or moral persecution of the people who work in relation to those documents in their different supports and / or their users. We consider that there is a proto-network whose actors can be identified by means of social network analysis methodologies. To do this, the exchanges of e-mails within some librarian interest lists will be analyzed, considering those related to Biblioclasty (on complaints of destruction of books, closing of libraries, censorship actions, layoffs of librarians or de-hierarchization of these , among others). How much does scientific production cost? This is a question that could be answered from multiple perspectives, e.g. from the economic one to assess the tangible and intangible inputs that result in a scientific product. From the perspective of those who are in search of scientific information the cost would lie in the availability of the scientific product at the exact moment in which it is required to sustain or debate an idea. Both perspectives lead us to understand that the value of production does not lie on a standard measure, the other way around. It is clear to us that intellectual and monetary investment is independent and distinct between different areas of knowledge, in other words, each scientific product requires different inputs, so, producing a patent is completely different than producing a national survey.

This presentation deals with social learning, the PLE, webinars, MOOC to finish focusing on collaborative knowledge community "Learning 3C". The emergence of technologies such as Web 2.0 in general and social media in particular, in daily life and in practice, was a change in the way the communication and information processes are performed in a dynamic environment in constant transformation that favors the participation of people, including professionals from different areas, they share, interact and collaborate creating a new form of social learning. We all have an environment and a personal learning network (PLE its acronym "Personal Learning Environment"), although we may not be aware of it. Precisely this unconsciousness makes us lose many opportunities to take advantage of our opportunities to learn through informal channels. Webinars and MOOC, Learn 3C is a project aimed at students, teachers and linked to the world of information science that seeks to collaborate in the formation of transversal competences and innovative to support their academic and professional development, while generating an alternative space for Latin American professionals meeting and exchange of experiences among colleagues throughout the region.

Introduction. The Portal del Investigador is the institutional tool to collect the scientific production of researchers from the Universidad Autonoma de Madrid. The program chosen for the UAM is ARGOS. Let’s prepare the resume and consult scientific researcher or production of any department of the University. These elements are essential when preparing research reports of the various departments. The Research Portal has two entrances one public and one with key and password: The public part is called Portal de Producción Científica(PPC). The Gestor de Producción Científica (GPC ) is the part managed individually. Use passwords Campus Teaching SIGMA, so that the researcher can access scientific production, downloaded from various sources, complete or modify and generate your Curriculum Vitae Standard, certified FECYT. Material and methods. Automatic downloads have been made of: Research Projects, Dialnet, Science Citation Index, Conference Proceedings WOK, Proceedings of Science and Inspec, UAM authors Files Researcher ID in Web of Knowledge, Scopus author ID,… Results. The total number of professors from the Faculty of Medicine located in the PPC is 499 divided in their respective Departments These departments and researchers have won a total of 757 research projects, which represents 22.26% of all the projects of the University. Have been incorporated so far a total of 12,353 journal articles. As for books and book chapters that have been incorporated into the Portal Document total are 241. The thesis presented in the various departments totaling 523. In relation to activities relating to Congress, found: first, publications derived there from as posters, communications, presentations, etc. with a total of 1420 interventions. And for other activities such as conducting Seminars or interference with Scientific Committees, Consultants, etc. Conclusions. Although maximum care downloads bibliographic records, difficulty in finding and identifying authorship in publications listed in the databases has led to some errors, such as generating duplicate references or attribution of references to researchers who are not author. We are currently working to correct the errors and the presentation of this tool to researchers. In conclusion, we aim to meet the needs of researchers at the UAM, the scientific production management through a standardized CV FECYT certified. Along with the mapping of the UAM research, allowing to carry out an investment policy that prioritizes own research of the University, in these times of budgetary constraints.

Information, along with natural and economic resources, proves to be an unprecedented strategic tool in identifying new market opportunities and the prevention of potential threats to the enterprises. The importance of information is now universally accepted and is a resource whose management influences the success of organizations. Being knowledge the leverage to innovation and key to competitiveness, we analyze the role that information sources from industrial property play in this process and consequently on economic growth. This research attempts to answer the question about the relationship between the degree of knowledge and level of usage of patent information by research centres in Portugal and their contribution to the innovation process. The work’s hypothesis, that we tried to validate, is that university research centres that know and use patent information are more innovative since they contribute with more patents and they generate more new products and processes, giving birth to more spin-offs for its industrial application. Interview surveys were conducted to three industrial property support offices, one official agent of industrial property, two business incubators (Porto and Aveiro), one company, three librarians and five researchers to prepare adequately the questionnaire survey applied to 3.819 researchers from 173 research centres of the public higher education (universities and polytechnics) from all scientific areas of Science, Technology and Medicine. After reviewing the responses to these surveys, it appears that researchers that refer to this resource – although underutilized and ignoring its main benefits – have greater number of patents requested and assigned, license more technologies and do not develop many existing and patented technologies, which indicates the advantages of using this type of information.

It presents an overview of the functions, objectives, service users and current Argentine Center Scientific and Technological Information (CAICYT-CONICET) approach is emphasized by the institution referred to social responsibility in organizations according to ISO 26000. Development is shown as course components Support Platform Science and Technology Communication Argentina (PACCTA). This forms a set of functional forms interoperable resources and channels applications, web services, geared to both persons: information managers, authors, publishers, documentary, as automated agents. It indicates the startup Semantic Bank for Scientific Communication as transverse component whose vocabularies are oriented to give coverage in the resource management process in general and resource description and discovery documentaries in particular. He says the proposal CAICYT formative specifically directed Information, Communication and Scientific Edition. Concludes the presentation by noting that the current line convenes CAICYT institutional collaboration to prominence and appreciation through tangibilización of resources in information and scientific publishing in Argentina .

Library and Information Centre of Harokopio University (LIC) in 2006 developed the institutional repository ESTIA, emphasizing on the documentation, the publication as well as the administrations’ approval in the context of the academic community for the mandatory policies of open content and open access that govern the grey literature of the university. The primary deposition process of graduate/postgraduate theses and PhD’s was incorporated into the workflow of LIC’s staff responsible for the repository, and has worked since then satisfactory. Although no scientific methods were used for evaluating the original process, the Personnel was constantly trying to indicate the disadvantages of the service in order to be improved in the future. Particularly, even though theses deposition to the Library was a simple process, however a) the physical presence of the student at the Library was required b) technical problems usually occurred and c) the Department’s Secretariat misunderstandings were frequent. The disadvantages mentioned above in association with the "maturity" of the open access movement towards the wider academic community, spurred the cooperation of the LIC with the Network Operation Centre of Harokopio University for the redesign of the university’s grey literature deposition process. The outcome of this collaboration was the adoption of the self archiving method as the optimal solution in order to eliminate the disadvantages and optimize the effective implementation of the adopted policies. The self archiving method relies on the use of a user-friendly application that was specifically developed for this purpose by the Network’s Operation Centre of Harokopio University staff. Key point of the new process is the expansion of cooperation between the LIC and the Department’s Secretariats pointing out the latter’s essential role in achieving the whole deposition procedure, since they launch but also complete the deposition process. In the present study the new user-oriented redesigned deposition process of grey literature in ESTIA, based on the primary process, will be described, pointing out the fact that the user is the one who archives his work using the application. All theses are being checked by the LIC’s staff and consequently are published on the repository. Specifically after covering the: policies followed by the institution regarding the deposition of the work, methodology used for the implementation of the new process, departments involved and their approach, ways of informing students as well as the general academic community We will present: the results of the assessment process from users involved i.e. secretaries and students. The evaluation process was considered essential in order to determine whether the self archiving procedure is perceived as an easy, manageable and user-friendly way to implement the policies of LIC. However, beyond that, our goal was to become aware whether the methodology followed for the incorporation of the process in the work routine was the appropriate and whether our venture was accepted both from Department’s Secretariats staff and the students in order to improve any errors that might have occured. As far as the evaluation from the students’ is concerned the reasons for their participation to the research are obvious. In the case of the Department’s Secretariats their participation in the archiving process has changed in relation to the past workflow, incorporating a computational application to meet their working needs. Therefore we thought it was necessary to determine whether our colleagues were satisfied with the changes introduced to their daily work. In order to achieve the work of evaluation, two questionnaires were developed, one for the students depositing their thesis and one for the Department’s Secretariats. The common research modules of questions in both user categories concerned their satisfaction from the: a)instructions and guidance on the new archiving process, b)use of the archiving platform that supports the entire process. Besides the above, questionnaires varied in order to examine for the: a)Department’s Secretariats: the general perception of the overall process, their satisfaction from the application, as well as from the partnerships developed b)students: the users perception of the repositories and open access, as well as their satisfaction from the services offered by the personnel involved The results of our research initially reward the decision of LIC to adopt new dynamic models for providing open access services as the new information environment dictates. Furthermore students recognized ESTIA as a convenient and easy-to-use mean for accessing open content information remaining satisfied both by the services provided by the LIC and the self archiving application. The latter is considered by the users to be manageable, friendly and easy. The same view derives from the Department’s Secretariats, while the point which rewards all of our efforts is the fact that a cooperation of high level was achieved by all parts involved. Additionally, students’ satisfaction for the staff related to services implementation was particularly encouraging. All the above are included in the project for upgrading LIC services named “Advanced Digital Repository and Electronic Library Services for Harokopio University” co funded by the European Operational Program “Digital Convergence” and lead the academic community to the adoption of new ways of deposition and management of the university’s grey literature following the technological developments of our times.
