The last decade witnessed a decline in the level of reading literacy among Russian students according to the result of the PISA International study. World social changes of 2021 stipulate new approaches to functional literacy, require the modernization of both pedagogical activities and the development of a long-term educational strategy. International pedagogical experience demonstrates a significant role of non-profit literacy organizations that provide online resources for students and schoolteachers. The purpose of the study is to reveal specific features and functions of literacy organizations in the UK, the USA, and Australia. In this paper, the authors explore the possibility of subsequent implementation of relevant foreign experience in Russia to increase the level of students' functional literacy. The study is based on the data obtained in foreign methodological and pedagogical sources. The leading approaches include systematic and comparative analysis, methods of definition and classification. The results of this study can be further used for the development of a non-profit literacy organization with the purpose of functional literacy improvement of school students in Russia. The purpose of this paper is to identify the features of Higher Education Institutions in the transition to the digital economy and the active introduction on this basis IT in the educational process. The changes that are now being implemented in leading universities have been identified. The core concepts of digital economy, information and communication technologies and the result of their pedagogical implementation are considered. It is defined that the active use of information and communication technologies within pedagogical process is one of the conditions for the formation of a harmoniously developed person. The paper contains the results of the research conducted by the authors in the framework of the international project “Excellence in Engineering Education Russia and Tadjikistan / EXTEND” of the Erasmus+ Capacity Building Program in Higher Education. The aim of the study was to estimate the National Research Mordovia State University maturity level in the field of introduction and use of educational and ICT technologies and to identify opportunities for improvement. The methodology of self-assessment of teaching approaches in engineering training programs at the University is proposed. For the self-assessment 3 levels were distinguished: the Institutional level of selfassessment, the level of the educational program, the level of stakeholders. The survey was conducted by the case of more than 300 respondents from different levels of the University. The results of the selfassessment allowed to identify strengths and areas for improvement related to the use of modern educational and ICT technologies and to develop recommendations for solving the problems. The article reviews the questions of development of food security in information aspect and in the context of information economy. The importance of the article is conditioned by advancing development of information and digit economy and its influence over all the state economy. The goal of the article is to address the issue of food security within the development of information economy and implementation of information and communication technologies. The article reports in depth of food security as the foundation of state economic security and the problems of realization of digitalization potential within the agriculture sector of the Russian Federation. In the frameworks of this paper the authors address the types of monitoring of agribusiness industry as well as the «Internet of Things - IoT» conception and the specifics of IoT implementation in agriculture of Russia. New projects of digitization of agriculture as the process of creating of effective information systems and implementing of the breakthrough hardware and software are reviewed. Information and communication technologies (ICT) play an important role in the development of modern Russian society. Their fast development together with the convergence of computer systems with different types of communications resulted in the need to reevaluate the perception of these technologies in the spiritual sphere of a human being. This paper analyses the implementation of information and communication technologies into the spiritual sphere of the Russian society. Based on the analysis of statistical and factual data, the authors distinguish five stages of increase of the role of ICT in such domains as education, religion and culture. The first stage is connected to the time when significant social objects get their own websites and other communicative platforms on the Internet, the second one to the appearance of online order of different services, the third one to the direct realisation of social functions by the means of ICT for a limited audience, the fourth stage aims to remove the time and space limitations of the audience and can be represented, for instance, by the appearance of massive open online courses. The fifth stage has been discovered by extrapolation and points at the possible transition of the main fields of human life, including the spiritual one, to the Internet. ICT bring a significant change into the pace of the spiritual life of the society and influence in a certain way the cultural sphere of a person. The information stream is changing and will keep changing radically. At the same time we witness a qualitative transformation in thinking, perception, activity, interpersonal and group relations forming in the conditions of an information-intensive environment. The process suggested for study by the authors deals not only with the technical changes in the modern society, but also with the transformation of the fundamental spiritual and cultural structures, concepts and ideas. This paper focuses on the analysis of collaboration between research departments in Information and Communication Technology (ICT). The more specific aspect, which is being investigated, is the comparison of the research collaboration in Russian companies as opposed to European and US companies within our sample. In particular, how Russian ICT companies manage collaboration and strategic partnerships within their innovation management. The paper highlights the role of some pedagogical aspects of university information and communication environment in establishing academic mobility of intending bachelors and masters of pedagogical education. The authors emphasize the principles and factors of bachelor and master-degree students' academic mobility, which allow finding the relevant forms of training students in the information and communication environment of a University. The researchers provide insight into academic mobility with the use of university information and communication environment, stressing the fact that such an environment improves the institutional base and mechanisms of academic mobility. The e-learning educational technologies are regarded as one of the development fields of virtual academic mobility of bachelor and master degree students as well as professors in Russia. The authors believe that distance learning technologies will help to overcome underfunding of academic exchange programmes and subject difference in academic programmes of partner Universities. Among the advantages of distance learning for students one can point out the possibilities of "home" education (which is especially important for physically challenged people) and to choose among a variety of educational institutions and subject courses available. The article describes the digitalization stages of secondary and higher education in the Russian Federation and considers the main risks that may be caused by this trend. Among the health risks, there are disorders of the musculoskeletal system, impaired brain development, nervous strain and sleep problems, skin and respiratory diseases. The following communicative risks prevail: the risk of weakening motivation to learn, empathy, leadership skills. The main risks in the field of information security are the risks associated with violation of confidentiality, integrity, accessibility, authenticity and non-repudiation of participants in the educational process. These negative consequences may become relevant with the widespread introduction of a unified digital educational environment. Their relevance is evidenced by a survey of teachers of secondary, secondary specialized and higher educational institutions of Russia, which was conducted in October-November 2019. It is noted that each type of risk is relevant and can cause negative consequences for participants in the educational process. The work also identified the advantages of digitalization of education, but they do not allow minimizing the identified risks. Based on the risks identified in the study, the main recommendations were formulated, which, with proper implementation, can avoid the negative impact on participants in the educational process. Such recommendations include, among other things, the use of distance technology for the needs of continuing education and elective classes. If it is necessary to conduct distance learning lessons, use electronic platforms that meet the requirements of integrated security, as well as develop the technology of "safe school Internet". Information security culture is currently seen as a promising phenomenon to be developed and studied regarding information security in organizations. This paper presents research in progress concerning the study of information security culture in small and medium sized (SMEs) ICT enterprises. Based on interview data collected in St. Petersburg area, the results of an open coding phase of the Grounded Theory method are presented to show further delineation for theoretical sampling. The initial categorization discloses essential features of information security culture in Russian ICT SMEs. Most teachers in the Russian Federation are people at the age of 45 and over. They have good pedagogical competences, but unfortunately, their digital literacy is not as good, and their digital competence requires development. At the same time, these teachers have to continue their professional activities in the conditions of digital education implementing the Federal project "Digital Educational Environment". The System of Advanced Training has resources for the formation and development of digital competence of older teachers. Following the Order of the RF Government, the Union "Young Professionals (WorldSkills Russia)" launched a special Federal Program for Vocational Training and Additional Vocational Education for persons aged 50 and over, as well as persons of the pre-retirement age. This program started in March, 2019, with the support of the Federal Labour and Employment Service within the framework of the Federal Project "Senior Generation" of the National Project "Demography." 120 WorldSkills Russia competencies have joined this program, including the competence Primary School Teaching (R21). The purpose of this study is the development and testing of content and technologies for improving the digital competence of primary teachers aged 50 years and over, as well as persons of pre-retirement age, through the implementation of relevant practical-oriented training programs and methodological set for their support. In the course of the study, both theoretical and empirical methods of research were used. As the result of the study, three training programs have been developed based on the WorldSkills standard for the competence Primary School Teaching. The results of the study may be interesting to teachers, methodologists, researchers in the field of advanced training of teaching staff in the conditions of digital education. This article considers the digital transformation of agriculture, its development and links to the digital information economy of the state. The relevance of the article is due to the growing importance of the digital economy on a global scale and its impact on all spheres of the state economy. The purpose of the article is to analyze the current state of digitization of agriculture as well as to develop questions about the development of the information digital economy and the introduction of information and communication technologies. The article identifies and studies the negative factors hindering the digitalization of agriculture in Russia. The important directions of the process of digital transformation of the agrarian economy, as the development of artificial intelligence systems, robotization and work with big data, are considered. The authors examined the concept of "Internet of Things - IoT" and the peculiarities of its use in Russian agriculture. The areas of IoT application in agriculture have been identified and characterized: "precision farming", "smart farms", "smart greenhouses", "big data", management of agricultural transport, etc. The practical significance of this direction is revealed by the example of "smart greenhouses". New projects of digital transformation of agriculture in Russia are described as the process of creating information-digital systems based on new areas of the digital economy. The directions of increasing the efficiency of agriculture in the conditions of the development of digital transformation and forecasts for the future of digitization of agriculture in Russia and the state are determined. The article presents a development of innovative research in the field of high education and museum studies in context of Digital Humanities (DH) concept. Information and communication technologies implementation to educational activities of classical university and museums is analyzed as a factor for development of Russian Federation higher education system. Collaboration between university and museum is considered as a factor of efficient improvement for training professionals in Arts and Humanities and is examined for blended learning environment. It is shown, that education is a form of citizens' access to open electronic sources and is one of the components for national interests of the Russian Federation in information society. It is noted, that an important condition for an individual fostering in a professional sphere is implementation of a consistent and balanced state policy in information, educational, scientific fields. Learning environment, which corresponds to contemporary educational requirements, is important components of this complex. The article provides an overview of recent trends in tuition of public service employees on advanced training courses. The situation in Russian economy and public administration is rapidly changing. Information and communication technologies are being implemented in all areas of state regulation. The development of technologies, growing impact of ICT and introduction of e-government led to necessity to improve public sector employees' skills. The article reviews trends, federal laws, qualification requirements to public sector employees in usage of ICT in their professional activities. Russian Federal laws don't provide strict rules to the system of advanced training courses. The author describes main features and peculiarities of advanced training courses for public service employees.
