Measuring the achievement of a sustainable development requires the integration of various data sets and disciplines describing bio-physical and socio-economic conditions. These data allow characterizing any location on Earth, assessing the status of the environment at various scales (e.g. national, regional, global), understanding interactions between different systems (e.g. atmosphere, hydrosphere, biosphere, geosphere), and modeling future changes. The Group on Earth Observations (GEO) was established in 2005 in response to the need for coordinated, comprehensive, and sustained observations related to the state of the Earth. GEO's global engagement priorities include supporting the UN 2030 Agenda for Sustainable Development, the Paris Agreement on Climate, and the Sendai Framework for Disaster Risk Reduction. A proposition is made for generalizing and integrating the concept of EVs across the Societal Benefit Areas of GEO and across the border between Socio-Economic and Earth systems EVs. The contributions of the European Union projects ConnectinGEO and GEOEssential in the evaluation of existing EV classes are introduced. Finally, the main aim of the 10 papers of the special issue is shortly presented and mapped according to the proposed typology of SBA-related EV classes. [ABSTRACT FROM AUTHOR]

Since the United Nations approved the eight Millennium Development Goals in 2000 and, 15 years later, the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs), the highest political institutions in the world have not stopped worrying about achieving the sustainability of the planet. Also in 2015, the European Commission prepared the European Union Action Plan for the Circular Economy, seeking a transition towards a less linear economy, in which products, materials, and resources are kept in the system for as long as possible and in which the generation of waste is minimized. Since then, the European Union has continued issuing reports and communications to accelerate this process in search of a circular economy, making continuous references to the fact that, through circular economy initiatives, the SDGs would be fulfilled. In this context, the objectives of this paper are 1) to determine, through exploratory factor analysis and correlation analysis, whether there is a statistically significant relationship between circular economy initiatives undertaken in the EU and compliance with the SDGs; 2) to check, through a cluster analysis, if there are homogeneous groups of countries worldwide in terms of compliance with the SDGs; and 3) using this same technique, to check whether the countries that make up the EU achieve similar results in terms of compliance with the SDGs. Abstract: The paper focuses on the use and influence of indicators in European sustainable transport policy from a ‘knowledge utilization’ research point of view. The starting point is the contrast between the widely held idea that indicators are important tools for sustainable transport policy making, versus ‘knowledge utilization’ oriented research, which has often demonstrated that formal technical knowledge is used much less, or at least differently, than expected in policy and decision making. The paper looks at two cases of indicators applied for strategic policy making within the sustainable transport agenda. The first case concerns indicators tracking the fulfillment of national transport policy objectives in Sweden. The case explores the use and influence of an annual monitoring and evaluation report produced for this purpose, within a general ‘Management-by-Objectives’ regime. The second case deals with indicators applied for the Mid-Term Review of the European Commission's transport policy White Paper ‘Time to Decide’ (issued in 2001). The focus in this case is on a particular indicator based study conducted in 2005 by a group of consultants in close collaboration with European Commission staff. It is found that several indicators in both cases are actually used in policy processes, with evidence of use found in documents as well as interviews. However, ‘use’ does not automatically mean ‘influence’ on policies or processes in more than a superficial manner. Indicators seem to play a very limited direct instrumental role, while some signs of symbolic, conceptual and process roles are found. In the EU case we identify what is called a rationalization role of indicators, meaning that indicators inform and help to rationalize a change in the position towards key objectives. Several factors that characterize the indicators, the users, and policy context are found to contribute to understand the type of use and influence observed in both cases. [Copyright &y& Elsevier]

Abstract: Agricultural systems continuously evolve and are forced to change as a result of a range of global and local driving forces. Agricultural technologies and agricultural, environmental and rural development policies are increasingly designed to contribute to the sustainability of agricultural systems and to enhance contributions of agricultural systems to sustainable development at large. The effectiveness and efficiency of such policies and technological developments in realizing desired contributions could be greatly enhanced if the quality of their ex-ante assessments were improved. Four key challenges and requirements to make research tools more useful for integrated assessment in the European Union were defined in interactions between scientists and the European Commission (EC), i.e., overcoming the gap between micro–macro level analysis, the bias in integrated assessments towards either economic or environmental issues, the poor re-use of models and hindrances in technical linkage of models. Tools for integrated assessment must have multi-scale capabilities and preferably be generic and flexible such that they can deal with a broad variety of policy questions. At the same time, to be useful for scientists, the framework must facilitate state-of-the-art science both on aspects of the agricultural systems and on integration. This paper presents the rationale, design and illustration of a component-based framework for agricultural systems (SEAMLESS Integrated Framework) to assess, ex-ante, agricultural and agri-environmental policies and technologies across a range of scales, from field–farm to region and European Union, as well as some global interactions. We have opted for a framework to link individual model and data components and a software infrastructure that allows a flexible (re-)use and linkage of components. The paper outlines the software infrastructure, indicators and model and data components. The illustrative example assesses effects of a trade liberalisation proposal on EU’s agriculture and indicates how SEAMLESS addresses the four identified challenges for integrated assessment tools, i.e., linking micro and macro analysis, assessing economic, environmental, social and institutional indicators, (re-)using standalone model components for field, farm and market analysis and their conceptual and technical linkage. Abstract: The aim of my paper is to demonstrate that Sen''s theory of well-being can be applied to make the concept of sustainable human development operational through the building of a multidimensional index of sustainability which takes into account, at the same time, economic, social and environmental variables. This index may be considered an alternative to the current measures of welfare/sustainability since not only conventional measures such as GDP, but also multi-attribute indices, such as Human Development Index (HDI), Genuine Savings, Index of Sustainable Economic Welfare (ISEW) etc., are found to be inadequate to make the concept of sustainable development operational. Therefore, the limitations of these measures of welfare/sustainability justify the search for a new index of sustainability. This index will show, at the operational level, how Sen''s theory of well-being can be useful to sustainable development. It was applied to EU countries using the standardised deviation methodology being the closest and most suitable methodology to be adopted for building multidimensional indices. The factor analysis methodology will also be used in my paper. Lastly, the comparison between Sen''s trend of sustainability and GDP trend index number–which are both of them applied to Italy–will show how much the criticisms and the limitations directed towards the indicator of GDP are founded. In the last decades, sustainable development has been one of the key guiding principles in the European Union policies. It is based on a three-pillar framework – economic development, social development and environmental protection – that are interdependent and mutually reinforcing. As energy appears to be the cornerstone of economic growth, Europe 2020 strategy emphasizes the importance to make European Union more sustainable by means of the establishment of a long-term approach with a clear guidance to climate change. However, empirical literature about methods to elaborate SD indexes is scarce. Therefore, the objective of this paper is to obtain a Synthetic Index of Energy Sustainable Development for EU-15. Based on 33 variables, three indexes are calculated related to energy security of supply, competitive energy market and environmental protection dimensions which are later aggregated into a Synthetic Index. Our results show that Denmark, the Netherlands, France, Portugal and UK have the better scores. The success of these member states is given by the development of a suitable management in their energy policies regarding the reduction of their energy dependency, the increase of competitiveness in their energy markets and the establishment of measures to increase climate change protection. New reinforcing policies are necessary in intermediate member states based on new energy saving actions (in the cases of Sweden, Austria and Finland), the introduction of more competition in its energy market (in the case of Italy) and environment protection actions (in the case of Germany). Greater efforts are necessary in member states that have the worst results (Spain, Ireland, Greece, Belgium and Luxembourg). EU's budget support should be available for these member states in order to develop new and more effective actions that allow them to secure access to importations of energy sources under the best possible conditions while supplying energy at competitive prices and protecting the environment. Indicators are commonly used as tools to identify and highlight socio-economic and ecological trends and to assess progress towards sustainability. Different quality criteria can be considered for indicators. This paper focuses on the timeliness of indicators used in the evaluation of sustainable development strategies. The analysis is based on indicators included in four assessment reports of the sustainable development strategy of the European Union and three assessment reports of the national strategy of Finland. Furthermore, a web-based national level indicator portal is analysed. The results show that the timeliness of indicators has generally not improved during the past decade and that indicators used in strategy evaluations have a time lag of approximately two years. It is suggested that more attention should be given to efforts to improve the timeliness of indicators in order to increase the effectiveness of the evaluations. More generally, it is suggested that greater emphasis should be put on the empirical research on actual use of indicators. [ABSTRACT FROM AUTHOR]

This paper looks at the role of statistics-based knowledge in the making of EU policy. We highlight shortcomings in the use of statistical indicators made in the course of the Lisbon strategy, ended in 2010. In our opinion the shortcomings are: (i) The paradox of the coexistence within the same European Commission of two holistic frameworks: the Structural Indicators and the Sustainable Development Indicators. One does not understand which of these two systems is taken to measure the overall policy performance of the European Union. (ii) A communication issue whereby the Lisbon strategy and its offspring EU 2020 are not communicated (Lisbon is to the average citizen the capital of Portugal) and are especially not communicated in relation to existing statistical indicators of good quality, against the opinion of academicians that transparency and accountability based on sound statistics favour democracy and participation. We illustrate the reasons that lead us to see these points as problematic and offer suggestions on how these should be tackled in line with the practices developed in the Open Method of Coordination. The danger is that in the absence of a debate on the issue, these shortcomings be perpetuated in the EU 2020 strategy. [ABSTRACT FROM AUTHOR]

Indicators and indices (I&I) have been popular among a section of the policy and science communities for some years and are often promoted as a vehicle to help make sustainable development a reality. One of the claimed strengths of I&I is their ability to present complex data and trends to policy-makers. It is assumed that I&I can help to make policy and, indeed, management more transparently evidence based; yet this assumption has rarely been tested. This paper describes the results of a research project designed to address this assumption. Three main conclusions were arrived at: I&I are not static measures that are created and remain constant but instead they change with time as a result of a 'natural selection' process; there is value in a move away from the dominance of a limited number of I&I in policy towards a more diverse set of I&I, but there are many obstacles to achieving this; and the evidence-based rationality of which I&I are meant to be a constituent does not exist. I&I are but one source of influence among many. Indeed, what is meant by 'success' with regard to a policy influence of I&I is debatable. [ABSTRACT FROM AUTHOR]
