This paper presents results of a comparative international study on some aspects of school counseling in the following 12 countries: Austria, Bulgaria, Croatia, Denmark, Ireland, Malta, North Macedonia, Russia, Serbia, Slovenia, UK, and USA. The authors explain the multifunctional character of school counseling, give an idea of establishing a research field that could be called 'comparative school counseling studies', show the original terms in individual countries, and compare six aspects of school counseling: 1) legislative framework; 2) position requirements; 3) role of school counselors; 4) functions of school counselors; 5) interaction; and 6) ratio. The paper concludes with a long list of qualities school counselors are expected to possess. This is a document study chiefly based on examining, systematizing and comparing national documents (laws, reports, instructions, advices, position requirements, ministerial orders, recommendations, strategies, and statistics) on school counseling.

This chapter examines the impact of the Year Abroad (YA) on mental health and wellbeing, arguing that whilst we tend to be systemically and culturally inclined to focus on and mitigate negative impact, we overlook the benefits. Drawing on qualitative and quantitative data from students surveyed on placement in Germany and Austria, and on mental health research, this chapter highlights the positive impact of the YA, even where students are faced with challenging situations. It suggests a correlation between a range of factors including linguistic competence and otherness, facilitating a sense of wellbeing not attainable in a first language setting. These findings are indicative, suggesting that further, in-depth longitudinal research is warranted. Exploratory learning has become a widely applied, pedagogical concept. One approach to encourage exploratory knowledge creation are situated game experiences. Putting learners in quest-based environments can thereby support engagement through exploration and at the same time, allow for a variety of supportive learning strategies. However, examination of progress and investigation of success or motivational factors remain challenging in exploratory pedagogy. Evaluation in learning quests can interrupt the flow experience that supports engaging and successful learning in exploratory environments. This paper presents an approach for unobtrusive dialogic investigation in quest-based learning environments. Building on the results of an existing exploratory game quest to raise privacy awareness, the study conducts a dual between-subjects investigation to identify the motives of sharing fake news. The study, therefore, extends a mini-quest with a character to build a dialogic investigation for evaluating the intentions behind sharing of fake headlines. Concurrently, the impact on perception of flow and the robustness of the suggested dialogic inquiry is assessed by comparison to the prior non-dialogic evaluation. The results of the experiment with participating educators and students (N = 92) from two European universities confirm students more likely share fake news than educators and suggests hedonic rather than pragmatic motives as drivers of the sharing decision. The dialogic investigation with the mini-quest shows that students perceive fake news headlines as significantly funnier than educators while also spending less time reflecting if they are real or fake. Flow experience did not improve significantly by changing to dialogic questioning. However, positive tendencies in all flow sub-measures indicate that adding a character and inquiring with dialogue rather supports than breaks the sense fluency in exploratory learning quests. Implications for the design of analytical mini-quests as well as further research directions are outlined conclusively.

This work-in-progress study focuses on the implementation of digital media into the Russian language classroom at secondary schools in the German-speaking countries of Austria, Germany, and the trilingual region South Tyrol. The data were collected in a mixed-methods procedure: quantitative data from online questionnaires and qualitative data from face-to-face, semi-structured interviews with teachers and learners of Russian. The data from the online-surveys were analysed with descriptive statistics and that of the interviews with qualitative content analysis. The results from the online-surveys illustrate the kinds of digital devices that are employed, the frequency of their use, and the purposes digital media are intended to fulfil in the Russian language classroom. Another finding concerns the teachers' digital literacy, suggesting that only half of the Russian teachers can create online language learning tasks. The research question in this paper is how a Field Learning Video Blog (FLvlog) has to be designed in order to optimize learning processes taking into account changed everyday communication habits of students. The system is designed to meet pedagogical as well as functional requirements for learning in fieldwork settings. The main difference to state-of-the-art learning management systems (LMS) is the ability of the FLvlog to upload fieldwork videos via smartphones and annotate them in graphical and textual form directly on the spot. A further difference is the ability to use dedicated smartphone applications for ethnographic research for data capturing with full integration into the FLvlog via software interfaces. During the fieldwork the students analyzed the experience of customers of parcel delivery companies using innovative delivery technologies as alternatives to traditional home delivery. Videos of the customer behavior were recorded and annotated by the students. The main learning aim was the application of technology acceptance models to analyze customer experience. After the fieldwork of several months, students evaluated the FLvlog in comparison to traditional paper-based case study learning. They examined the FLvlog with regard to activation, emotion, and satisfaction with the learning process, perceived learning success, and satisfaction with the FLvlog software superior to paper-based cases. This paper reports on an exploratory case study of learner participation within the context of online language learning in virtual world platforms. Data for this investigation was collected through a case study of a Business English course within a qualitative Case-Study Research framework. This study examines learner activity in virtual worlds in relation to three main features of the platform: avatars, artefacts and spaces. The study makes use of "Reflexivity" and "Exploratory Practice" as its core methodological approach to the building of the case. The virtual world data is analysed from a multimodal perspective and makes use of "visualization" as the primary analytical tool. In an attempt to broach the Eurocall 2015 conference topic of Critical Computer-Assisted Language Learning (CALL), this paper will present and discuss three findings: a broadening of our understanding of learner participation in virtual worlds, the critical role played by course designers and teachers in the shaping of learner participation in virtual worlds, and the potential of virtual worlds as a tool for reflective practice and practitioner research. Technical, economical, and social changes place great demands on the qualification of professional forces in all areas of the national economy. The decisive foundations for these qualifications are built in vocational education. Vocational education is an investment in the future and one of the decisive pillars of the prosperity of every state in the future horizon of competitiveness. From that follows that the topic of professional dual education is becoming more and more relevant in all countries of the world. Economic experts at the moment state, that overall unemployment among young people is higher compared to other years, and at the same time, there is a lack of qualified personnel for professional positions in various work areas. Many states see the solution to this problem in the implementation of dual education, so individual countries have begun to take the necessary measures. The advantages of adapting curricula to the demands of the economy and business are obvious and transparent, so the public and private sectors, as well as non-profit and non-governmental organizations support this agenda. The article analyzes the elements of dual education in individual European countries with a special focus on dual education in Slovakia. A meaningful motivating factor for its qualitative rise can be the comparison of the vocational education system in individual European countries. [For the full proceedings, see ED654100.]

After rehabilitation or treatment in hospitals, young people with disabilities often could not engage in a variety of sports due to their physical limitations related to their illness or disability. This gives rise to certain psychological problems, reduced self-esteem and self-confident. The aim of the ReSport project is to enable young people with disabilities to participate equally in sports activities, considering their health condition. Professionals from 8 project partners' countries aim to recognize the problems that are preventing young people with disabilities from participating in sports after rehabilitation. Partners collected local, regional, national and Europe wide best practices and concepts in the field of innovative approaches for motivation of youth with disabilities for sports, and developed a set of exercises to raise their inclusion in sport activities. The project "Re-Sport" encourages social inclusion and equal opportunities in sport, while the parallel topics are to promote voluntary activity in sport and education in and through sports with special focus on skills development. Two main target groups will benefit from the project results: a) youth with disabilities and b) volunteers from sports organisations. The purpose of this study is to learn and evaluate which physical activities youth with disabilities prefer, their expectations, challenges and good practices. This research was conducted with young people with disabilities in Slovenia, Austria, Italy, Croatia, Serbia, Sweden, Greece, and Turkey. Total number of participants were 230. Analysis and graphics were prepared with a special software based on the survey's answers. According to the answers received, investigations, inferences were made and reported. Developments in schools that redefine the relationship between school and community are described in this paper. The Environment and School Initiatives (ENSI) project seeks to combine two apparently contradictory aims of education: to develop "environmental sensitivity" and to promote students'"dynamic qualities" by involving them in coping with problems in their immediate internal and external environments. The first part of this paper presents examples of ENSI activities in which students and teachers are involved and describes the features common to these activities. Programs implemented in Austria, Bavaria, Italy, and Norway are briefly described. Two new tasks of education that have emerged from the process of opening the schools to the community are the production of local knowledge, and action to improve environmental conditions. In addition, opening the schools has facilitated the growth of dynamic exchange networks. The second section of the paper outlines the social forces that stimulate development and the challenges they pose for schools. Increasing social complexity and insecurity and the reduced decision-making capacity of socioeconomic systems contribute to the need for decentralized responsibility. (13 references) (LMI)

This paper explores the concept of mutual (reciprocal) learning as an enabler of the emergence of a collective human-machine intelligence across a smart factory. The interlinking of digital profiles of humans and machines permits the identification and measurement of learning outcomes through participating in and performing of (shared) tasks. To achieve this goal and ultimately to transform today's smart factory into a self-learning factory, the concept model of AUTODIDACT, underlying objectives and research questions related to mutual (reciprocal) learning are outlined. Government regulations require businesses to improve their processes and products/services in a green and sustainable manner. For being environmentally friendly, businesses should invest more on eco-innovation practices. Firms eco-innovate to promote eco-efficiency and sustainability. This paper evaluates the eco-innovation performance of Organisation for Economic Co-operation and Development (OECD) countries with data envelopment analysis (DEA). Data were gathered from the world bank database and global innovation index report. Findings show that for most OECD countries, energy use and ecological sustainability are more important than other inputs and outputs for enhancing eco-innovation. This paper highlights central topics in language testing theory and practice that are relevant to the examination of modern language teaching and learning. Part 1 gives a time-lapse picture of the development of models of language competence in language testing, discusses the distinction between descriptive models and working models, and reviews the problem of distinguishing between underlying knowledge and performance. Part 2 deals with the operationalization of models in the form of tests, considering first the relationship between test method and the concept of communicative language testing and then addressing reduced redundancy testing and rating scales as measures of communicative competence. This second part also addresses the importance of reliability and validity, makes a case for standards of practice in language testing, and reviews language test equivalency across languages. Part 3 suggests four concrete implications for policy: all tests should be reexamined for validity in light of new language testing theory; testing should be matched up with communicative language teaching; language test batteries with crosslinguistic applicability should be constructed for all languages of the European Union; and research on the impact of tests on teaching should be carried out. After a brief description of some historical and cultural interchanges between Ireland and Austria, the paper examines Irish fiction that has been translated into German and Irish plays that have been performed in Vienna over the past 25 years. The paper also describes German translations of Irish children's fiction, including classics like Gulliver's Travels, Celtic and Irish tales, and the works of Eilis Dillion, Tom McCaughren, Martin Waddell, Joan Lindgard, and other Irish writers. The paper also describes children's books in the German language that focus on Ireland. (KRN)

The overall project "Denken lernen - Probleme lösen" has been expanded in recent years after an initial sub-project in elementary school to include one for the lower secondary level. Schools throughout Austria were provided with the micro:bit and related materials. A training initiative for teachers was rolled out. In this article I would like to present a part of the evaluation results of this project. The investigation covers two aspects: the students' ability to solve problems and the students' opinions and views on working with the micro:bit.

The Internet has become part of our daily life and serves as a source of knowledge as well as a space for interaction. E-learning is thus a vital element in teaching, and digital media offer not only the possibility to support the individual learning processes of students, but also to foster multilingualism and to immerse into authentic learning environments. In this paper, the project "JAMK-VUAS online learning" will be described and reflected upon in detail, i.e. its aims, outcomes, lessons learned, learning styles, and Internet platforms. In addition, a brief outlook on future areas/topics/themes for such online collaborations, which need to be beneficial and fruitful for all parties involved, will be presented. This paper focuses on the exploration of the development of reflective ability as a core competence of prospective teachers. How can reflection and discourse competence be developed by teacher students during their teacher education studies? Currently a method that is experimentally applied in the field of teacher education at the University of Innsbruck is being designed as a module for teacher education to stimulate students' reflective competence. By using the method of the Pedagogical Reflective Interview (Christof, 2009) processes of teacher students reflecting on pedagogical crisis situations can be explored. The aim is to develop a new module for teacher education in order to continue the professionalization of the teacher education studies. A new model of teacher professionalism favors teachers as reflective practitioners (Schön, 1991; Moore, 2007) Reflection and discourse ability is therefore one of the core competences of the teaching profession. The reflection of one's own educational action serves to develop a professional teaching self. This refers to a professional teaching self with the important ability to reflect continuously at the moment of educational action and in retrospect. Teacher students learn to apply the method of the pedagogical reflective interview (Christof, 2009) and also gain experiences as interviewees as they are researchers and respondents at the same time. This paper illustrates the research design (including the pilot study) of a work-in-progress study aimed at examining the potential of bilingual podcasts for the vocabulary acquisition in Italian as an L3 in the Austrian school context for beginning learners. The longitudinal study tries to link findings of the Lexical Approach (Lewis, 1993, 1997) and the Mental Lexicon (Aitchison, 2005) by taking into account lexical learning and the importance of spoken language for acquisition and by connecting them to the opportunities offered by podcasts as a means of mobile (micro) learning (cf. Hug, 2007a, 2007b, 2010a, 2010b; Hug & Friesen, 2007). In order to investigate the effects of podcasts on the lexical acquisition of Italian as an L3 two groups of participants will be analysed: (a) an experimental group (students use self-made, bilingual podcasts--German-Italian--to learn the lexical items), and (b) a control group (students are presented with lexical input without using podcasts). During the study, classroom teaching of the two groups will be observed in order to conduct a third-party-observation (cf. Bortz & Döring, 2009) of the participants and to compare and contrast their lexical input. A pre- and a post-test of lexical acquisition will be carried out at the beginning and the end of the observation period. As the use of podcasts as a tool of mobile learning might considerably change the vocabulary learning strategies of the participants in the experimental group, a questionnaire at the beginning and the end of the study will be applied in addition. It is assumed that, due to the Lexical Approach and the Mental Lexicon and enhanced by the mobile nature of the podcasts, the experimental group will achieve a higher increase of Italian lexicon than the control group. This paper explores the PISA [Programme for International Student Assessment] achievement of twenty countries in light of some of their demographic differences. SES [student socioeconomic status], nuclear family, gender, home language, and native status were predictive of achievement for every country. Demographics accounted for as little as 8 percent to as much as 22 percent of individual score variance depending on the country and subject. Being male was almost a universal advantage in math, but was a far greater disadvantage in reading for every country. The relative performance of some countries changed when scores were adjusted for demographic differences; however, the Asian countries and Finland remained on top. Instructional strategies related to countries performing above expectations were explored.

Analysis of the applicability of a learning technology requires evaluating how the affordances of the technology respond to the users' needs. We examine affordances of a digital learning environment. We concentrate on organizational and socio-interactional affordances, which are based on technological affordances. The analysis shows how organizational and socio-interactional affordances emerge from the use of technological affordances. We offer an analytical understanding of the dynamics of various kinds of affordances and how they can be assessed to help educators to better understand how the learning process and the use of affordances can be facilitated and supported. In this research study a course, combining both computer-supported and face-to-face teaching using the concept of blended learning, has been designed. It is a beginners climbing course called "Klettern mit 360° Videos" (climbing with 360° videos) and the online part has been implemented as a Massive Open Online Course (MOOC). This research study presents the background of the course, the course concept, the course itself and the results of the evaluation. To measure the difference between the pure online participants and the blended learning participants the MOOC has been evaluated independently from the blended learning course. It should be mentioned that all participants (whether pure online or both) evaluated the course in a positive manner. The use of technology enhanced learning realized by the concept of blended learning proved to be a well-suited method for this course setting. Furthermore, many advantages of computer based learning, blended learning and 360°-videos have been reported by the participants. [For the complete proceedings, see ED579395.]

In applying a reverse mentoring approach, the project "re-ment" aims at raising the interest of female students for Information and Communication Technology (ICT) professions and at contributing to the deconstruction of gender stereotypes in this field. This approach offers a completely new and innovative perspective in the field of gender equality and advancement of girls in technology. This innovative mobile learning approach is applied in "re-ment" as the mentors and the mentees communicate via a social network. The project implements reverse-mentoring programs in four partner schools in Austria, the main result being a comprehensive course for teacher education. In partnership with Educational Testing Service (ETS) and the Center for Minority Serving Institutions at the University of Pennsylvania's Graduate School of Education, Salzburg Global Seminar hosted an international strategic dialogue of 60 thought leaders, researchers, and practitioners from institutions serving marginalized populations to develop a platform for on-going dialogue, problem solving and solutions to common challenges. The program--"Students at the Margins and the Institutions that Serve Them: A Global Perspective"--was held October 11 to 16, 2014 at Schloss Leopoldskron in Salzburg, Austria and builds on Salzburg Global's track record of programs delivering on educational equity, quality and innovation. Program participants represented 19 countries and all regions of the world and engaged in five interactive days of issue framing, dialogue and strategic synthesis of global research, policy and expertise, and together assembled various frameworks for action. Issues debated include: national contexts and taxonomies of practitioners, intersections of identities and their effect of access, displaced students, legal frameworks for broadening access, and funding frameworks for institutions serving students at the margins. Participants also heard student voices; both at undergraduate and graduate levels. This report describes the program session discussions and outcomes. Appended are: (1) Session Participant and Staff List; (2) Session Agenda; and (3) Interviews and Op-eds. For the first time, the annual conference of the European Association for Computer-Assisted Language Learning (EUROCALL) took place in Sweden. The conference took place at the Faculty of Education on historic ground on the old fortification walls of Carolus Dux from the 17th century right in the centre of the city. This year's host comprised the University of Gothenburg in collaboration with Chalmers University of Technology. The local committee members represented three collaborating institutions: "Faculty of Education, the University of Gothenburg"; "Department of Languages and Literatures, the University of Gothenburg"; and "Division for Language and Communication, Chalmers University of Technology." This year's conference theme was "CALL: using, learning, knowing." The conference seeked to establish the current state of the art, how using technologies shape what and how we learn, and what we consider we know from research and development within CALL. These three dimensions are in a continuous fux and interplay as an upward spiral, contributing together to create a dynamic learning experience for the student. There were presentations presented at the conference. 59 of these were submitted as extended papers and appear in this volume of proceedings. An author index is included. Through the influences of our social environment, both boys and girls learn their sexual norms, specific rules and values from the early childhood. Hence, children grow up in the world of distinct sexual duality. In their efforts to act according to their sexual stereotypes, children adopt these widespread stereotyped conceptions in developing their self-image. This includes behaviour, emotions, and the role that each child connects with his/her own self - all in accordance with the accepted male and female image. In this comparative study, we tried to determine how fourteen-year-old schoolboys and schoolgirls in Slovene, Austrian and Croatian elementary schools evaluated the spheres of free time activities, domestic chores and schoolwork, and personal traits, characteristics and conduct. This study provides relevant information about the image of schoolboys and schoolgirls in the seventh grade, and shows the answers given by the girls are closely related to the sexual tendency of self-image and the image of the opposite sex. In the academic environment the reputation is linked to research performance. However, the questions "what reputation actually is, how it is formed and which are the best ways to measure it?" still remain and they raise tension and confusion between academics. The evaluation methods tend to over emphasise research and fail to address the quality of teaching, mostly because measuring teaching quality is complex and difficult. Teaching matters in higher education institutions (HEIs) and the quality management system must be committed to capturing all the dimensions that affect quality teaching. A study of the current expressed reading interests of children in the first two years of school conducted in ten countries--Austria, Canada, England, Israel, Italy, Japan, the Netherlands, Panama, Sweden, and the United States--is reported in this paper. Over 2,000 children drew pictures about what they would best like to read or have read to them. They were then interviewed for additional information in an attempt to ascertain the derivation of their interests. Specific topics drawn and/or stated by the children are listed along with the categories into which topics were placed. Three of the conclusions appearing to grow out of the study are: although some significant differences emerged from country to country, there were more similarities in interests across the ten countries than differences; fairy tales and fantasies were the most preferred expressed reading interests of first- and second-year children in the ten countries; and reading interests of second-year children demonstrated more preferences for nonfictional topics than the interests of first-year children. Comparisons are drawn between the German "Volkshochschule" (VHS) and the American community college. After highlighting the mission of the VHS in promoting the socialization of its constituents, the paper contrasts the VHS and community college in terms of enrollment, admission, costs, programs, facilities, governance, organization, and finance. Emphasis is placed on the "open access" provided by the VHS, its low student costs (i.e., an average of $8.00 per class), its provision of special interest courses, the existence of a degree comparable to the associate degree, and the provision of funding for the VHS by federal, state, and local governments. Next, similarities and differences in the overall social objectives of the VHS and community college are considered. It is pointed out that the American community college is committed to providing a flexible, community-based educational program responsive to the needs of local business/industry and the college's individual constituents, while responding to national priorities and issues. In contrast, the VHS, although operating in s aimilar arena, is portrayed as having leadership objectives that are less tangible, but more social, defined in terms of societal and cultural goals. Finally, the centrality of the goal of socialization to the community college's leadership objectives is stressed, and the recognition and promotion of the socialization objective of American community colleges is urged. Many European governments associate improving literacy with providing development assistance to regions like Africa and Asia from which the majority of the world's 774 million illiterates come. As school attendance is compulsory in the region, it is assumed that the Education for All (EFA) goals have been achieved and literacy is therefore not deemed a priority concern. It is in this context that the Institute and its partners, the Agence Nationale de Lutte Contre L'Illettrisme (ANLCI) and the UNESCO French National Commission, organized a Regional Meeting on "Literacy and the Promotion of Citizenship: The Challenge of Learning" from 2-5 April 2005 in Lyon, France. With the support of the European Union and the involvement of the European Association of Education of Adults (EAEA), it brought together 145 participants representing governments, research institutes and universities, non-government organizations, and public and private literacy providers. This publication brings together the main presentations from that meeting, and as such documents the diversity of literacy-related thinking and practice in the region. A pilot project was developed in which the Advertising and Market Research Center of the Vienna School of Economics and Business in Austria and the German Department as well as the Marketing Department of Miami University in Ohio are working together to collect market research data and formulate a market entry strategy for Roemerquelle, an Austrian mineral water product targeted for export to the American market. The project's four phases included: (1) the Roemerquelle managers explained their export strategies to Austrian faculty and students in an upper level market research class, and Austrian students developed data collection instruments for implementation in the United States; (2) American students critiqued the questionnaires, negotiated changes with the Austrian students, began to collect data, and translated open-ended responses into German; (3) Austrian students analyzed the questionnaires and published a report of findings; and (4) American and Austrian students will work together on competing intercultural teams to provide recommendations to the host company. A study examined the similarities and differences which exist in the professionalization of public relations in Austria, Norway, and the United States. Subjects, 136 of 188 members of the Public Relations Verband Austria, 150 of 300 members of the Informasjonsforeningen (Norway), and 272 of 500 members of the Public Relations Society of America, completed questionnaires. Differences and similarities were isolated by examining concepts of the ideal job, the actual job, public relations development, and public relations role. Cultural values, educational systems, and history were used to explain the differences and similarities. Results indicated that: (1) practitioners in all three countries evidenced similarities in the autonomy dimension of the ideal job but differences on the prestige dimension; (2) practitioners differed on the autonomy dimension of the actual job; (3) even though it was anticipated that American public relations practitioners would have the strongest public relations development scores, there were strong reasons why Austrian practitioners actually scored higher than those in America; (4) public relations history fails to account (but education can) for Austria having the highest percentage of managers. Findings provide a starting point for identifying which elements of public relations practice should be standardized and which should be customized. The finding of a shared view of autonomy in the ideal job held by all practitioners suggest that public relations has made progress toward developing a professional attitude. In an interdisciplinary approach to improve faculty members' teaching competencies in higher education at the University of Innsbruck (Austria), an action research type of program proved most suitable to promote reflective professionality across the disciplinary boundaries. After an introductory session individual projects were initiated, in which the participants undertook different approaches to action research by reflecting on their own teaching situation. As an ongoing evaluative process between individual inquiry-based phases of lecturing and reflective plenary sessions, the program tried to offer deeper insights into the participants' own theories of what they intend to accomplish in the classroom and how they want to achieve these goals. Moreover, through its cooperative design across the disciplinary boundaries, the action research approach played an important part in organizational development. Because of their complexity, institutional changes depend on individual as well as collective actions on various levels of an educational institution. Experience in this program has shown that promoting reflective professionality in an institution of higher learning helps in dealing with the important relationship between the subjective and objective factor in the dynamics of institutional development. In this sense, educating the reflective practitioner within university teaching will help in establishing a culture of self-evaluation and personnel development across disciplines. Teachers' educational methods to procure or enhance parent involvement in their children's learning processes in schools in German-speaking countries are examined in this comparative study. This Austrian replication of a study conducted in the United States (Epstein, 1986) administered questionnaires to 124 first-, third-, and fifth-grade teachers and 1,196 parents of children in grades 1-5. Despite incompleteness of the American survey results, findings indicate that American teachers are more open-minded about and committed to increased parent involvement. Factors include differences in educational histories, political structures, and degrees of teacher influence; the American kindergarten, which stimulates initial parent participation; and educational science and school administration interest in parent involvement in the United States. Although Germanic parents have greater parental rights than their counterparts in the United States, these rights have stressed constitutional rather than educational issues that can be solved through cooperation. Reducing greenhouse gases by 80%, as demanded by the IPCC, is one of the great long-term challenges facing our societies today and will doubtless require transformative changes to current energy regimes. Large-scale system transitions such as the one envisaged for the global energy system in the next 30-40 years can only be realized through complex processes of change involving global, regional, national, and local levels. In this paper we use sociotechnical scenario analysis to contribute ideas for the transformative change of the current Austrian energy system over the long term and to identify some of the particular policy measures, as well as structural changes and broader shifts in perspective, that would be necessary to deal with such challenges. There is less emphasis on the technical issues involved than on the socio-economic and governance requirements such a shift would demand. We also explain our experiences with the sociotechnical scenario process and its outcomes. In particular, we identify examples of some critical issues and opportunities within one of the identified key action fields and discuss their various implications for energy policy and everyday practices. Cooperative education, experiential learning, and personal knowledge are addressed in nine conference papers. Kenneth Abrahamsson considers the nature of experiential learning, the recognition of prior learning, educational design and the assessment of quality, and policy and practice for integrating learning and experience. Harry Hienemann considers the history of cooperative education, the evaluation of outcomes integrating classroom and work experience, and mandatory cooperative education at Laguardia Community College, New York. What is known about the educational effects and economic consequences of programs that recognize prior learning is reviewed by Alan P. Wagner. Solomon Arbeiter examines a model that can be used to evaluate students in programs recognizing prior learning, as well as the award of credit or advanced standing. Douglas M. Windham evaluates the economic effects of recognizing prior learning and considers the implications for institutional policy. The nature and value of relevant work experience in the education of primary school teachers is considered by Hannu Perha, followed by Staffan Larsson's review of five qualitatively different conceptions of experience as viewed by teachers. Maureen L. Pope suggests that a cultural transmission approach to teaching and knowledge dominates science education and that this has neglected the role of personal experience in the construction of knowledge. Erich Leitner examines the implications of cooperation between the University of Klagenfurt, Austria, and the Austrian Workers Union. Implications for the university pertain to the philosophy of higher education and innovations. (SW)
