Although the collection of papers known as "The Federalist" (first published in 1788) has offered enduring wisdom to lawyers, judges, politicians, and scholars about principles and issues of constitutional government, this classic work has not occupied a prominent place in high school history and government courses. "The Federalist" deserves to occupy a prominent place and it should serve as an anchor for citizenship education. High school textbooks and curricula have treated "The Federalist" quite shabbily out of a belief that the document was too old, too removed from modern political realities, and too difficult to meet the interests and needs of modern students. Yet "The Federalist" can present teachers and students with insightful and provocative responses to the paradoxical problems of constitutional democracy--perennial problems that must be addressed by every generation of citizens. Three strategies for teaching and learning "The Federalist" are proposed and discussed: (1) document-based teaching and learning; (2) issues-based teaching and learning; and (3) course-wide infusion of core ideas. By challenging high school students to analyze and appraise ideas and issues in "The Federalist," secondary school teachers can contribute significantly to perpetuation of civic learning for ordered liberty in a civil society. This paper describes some aspects of the transition taking place in Czech educational efforts since the "Velvet Revolution" of 1989, particularly changes in the teaching of civic education in the schools. The paper takes the position that governments find it important to mold new generations in areas of civic responsibility, whatever the nature of those governments, however controlling or free they may be. The paper is based on exploratory interviews with students, faculty, and administrators at the University of South Bohemia and at the Ministry of Education in 1992-94, as well as a limited review of the literature. A section on education under Communism describes the 40 year effort to remold Czechoslovak education in the image and likeness of the Soviet Union's education system and following the principles of international communism. The next several sections describe the transitions to a post-communist educational system in basic education, secondary education, higher education and civic education. A section devoted to the transition period following the revolution goes into greater detail on the content of a new civic education which is seen as having the goal of providing students with the skills for individual responsibility and social participation, with ethical values, and with the ability to think critically. A final section offers recommendations for planning civic education curricula. (Contains 15 references.) (JB)

This study, built upon prior work by E. Pascarella, C. Ethington, and J. Smart (1988), examined the influence of college upon the civic values held by students. Data were obtained from the Cooperative Institutional Research Program, a national longitudinal study of college students. Four sets of variables were used: civic values of students in 1985 and 1989; student individual characteristics; measures of college experience; and organizational characteristics of the institution. The within-school model used in the study showed that students who were more involved in college activities had better civic values than those with less involvement. Another finding was that church-affiliated, or more politically oriented, colleges were more effective in developing student civic values than other types of institutions. Six tables and two appendixes describe the variables and the statistics; summarize data and results for civic value factors, a random coefficient model, an intercept-and slopes-as-outcome model, and a one-way ANOVA model; and show proportion of variance in the final model. Within the parameters of the new Erasmus programme, this Blended Intensive Programme (BIP) combines virtual exchange with physical mobility. There were three institutions involved in this project: Letterkenny Institute of Technology, Ireland, Hochschule Bremerhaven, Germany, and Malaga Healthcare College, Spain. The virtual exchange ran for five weeks from November to December 2021 and the physical mobility took place in Bremerhaven in the first week of April 2022. Twenty-seven participating students from diverse academic backgrounds engaged in shared tasks during the virtual exchange on a Blackboard platform, hosted by Letterkenny Institute of Technology and were awarded two ECTS credits, which was embedded into their local curricula. Content was delivered using both synchronous and asynchronous tools. The topic was global citizenship and students collaborated in multicultural teams to create presentations on their chosen topics. In addition to this team work, they also shared their individual insights into the course content by posting to a discussion forum in Weeks 1, 3, and 4. The importance of teaching moral education in the public schools is emphasized in this report. Three topics are discussed. The first section includes a sketch of the present moral climate of the United States, including evidence drawn from a recent Gallup Poll of public attitudes toward education, recent magazine articles, results of educational research, and pronouncements from several state departments of education. The second section presents background information on the morals and values upon which the United States was founded and discusses the Mayflower Compact, the Constitution, the Bill of Rights, the Declaration of Independence, and the Northwest Ordinance. The third section describes methodological developments which enable educators to mount effective moral education programs and presents recommendations for combining efforts of parents, citizens, teachers, policy makers, and major educational institutions to improve education for citizenship responsibility on all levels. This volume relates technology education and science-technology-society (STS) to the quality of life with respect to: (1) the impact on everyday life situations; (2) decisions a responsible citizen has to make when dealing with controversial societal issues; and (3) the impact on future careers and the potential impact on the future products of scientific and technological research on careers. The symposium consisted of three working groups dealing with these areas from the point of view of science education; technology education; and science, technology and society (STS). (ML)

As part of its mission, the International Association for the Evaluation of Educational Achievement (IEA) is committed to the development of the community of researchers who work in the area of assessment both nationally and internationally. The association also has a commitment to provide policymakers with the types of data and analyses that will further their understanding of student achievement and the antecedent factors that are implicated in student learning. The aim of this study is to evaluate the special purposes of the compulsory lessons in the curriculum in the context of cultural administration in education, according to the views of secondary school administrators. The study was designed in a phenomenological design, one of the qualitative research methods. 20 secondary school administrators working in Manisa Salihli in 2021-2022 participated in the study. While choosing the sample group, criterion sampling and easily accessible sampling method were chosen from purposive sampling methods. A semi- structured interview form developed by the researchers was used to collect the data. The data were analyzed by descriptive analysis and content analysis method. According to the findings, it was seen that although school administrators have knowledge about curricula, they expressed similar views on what should be included in the curricula in the context of cultural administration. According to the results of the research, it can be said that school administrators do not have an active role in terms of whether the cultural administration of the compulsory lesson programs of their institutions is carried out effectively or not, due to the busyness of daily tasks, official works and transactions occupy most of their time at school. There is a need for studies to improve the curriculum literacy of school principals. It is thought that this study will set an example for researchers in terms of combining educational administration with educational programs and teaching disciplines. This paper concerns a virtual exchange project between the University of Virginia (UVa), United States, and an upper-secondary school in Pavia, Italy. Centred on the question of gender equality, the project has been designed to take place over three years (2018-2021) with a direct reference to Robert O'Dowd's transnational model of virtual exchange for global citizenship education, proposed in 2018. As an integrated part of the language learning curriculum, the project creates a virtual space which parallels the space-time of traditional class tuition, and which students can inhabit with a significant degree of autonomy. This article discusses some features of online learning in a personality-oriented aspect in the system of formation of Kazakh patriotism of adolescents on the basis of national values within the scientific project "Scientific and methodological foundations for the formation of Kazakh patriotism among adolescents on the basis of national values", funded by the Abai Kazakh National Pedagogical University since the beginning of 2022. A new understanding of the main scientific categories (learning activities, learning environment, learning tasks) in the conditions of modern technologized education is clarified. The diagnostic tool included one questionnaire, developed by the research team to identify the degree of awareness, personal attitude of teaching staff to the problem of patriotic education of young students and, accordingly, the level of quality of work to develop the desired personal characteristic in them. The author's questionnaire "Ideas about Kazakh patriotism" was validated by a specialist. The sample consisted of 106 respondents in random order, regardless of the age and pedagogical experience of the participants, as well as the academic disciplines taught. Of the presented 15 questions of the questionnaire (1, 5, 6, 7, 8, 9, 10, 11, 13, 14, 15) when rounded gave a value of 0.7 (Cronbach's Alpha: 660927 and Standardized. Alpha: 669767), which corresponds to the required norm and confirms the validity and reliability. The result of the study is also the highlighted relationship of patriotism with the formed level of spiritual and moral culture and social experience of the individual, underlying civic behavior. Highlighted as a result of observation, as an initial method of empirical knowledge, psycho-pedagogical, methodological features of e-Learning at present will allow teachers and students to adjust their activities in time to achieve their goals in the system of learning the formation of Kazakhstan patriotism based on national values. Higher education institutions play an active role in addressing and responding to twenty-first century societal trends. The two main factors, which have transformed the way we live and work are globalization and technological advancements. Consequently, global competence became imperative in twenty-first century. As evident from scholarly literature, global competency is the currency in today's world, which includes the capacity to view life from different perspectives, to value diversity, to engage in multicultural interactions and to have skills to respectfully navigate in the complex inter-connected world. Higher education has an important role to play in nurturing globally competent citizens with a critical worldview and the above-mentioned abilities. Considering the importance of this topic and the scarcity of literature grounded in South African context, the scope of this paper is to explore the development of globally competent citizens in selected South African higher education institutions. Employing document analysis method, this qualitative project investigated to what extent higher education institutions positioned themselves to address twenty-first century societal trends. Special attention was paid to competencies of globally competent citizens, educators' role in developing global competence and HEIs response to twenty-first century trends. Based on the findings, recommendations are provided on how higher education institutions may maximize development of globally competent citizens. The transition from apartheid to democracy necessitated radical transformation within the South African political, socio-economic and education landscape. Black and coloured students were only fit for unskilled or semi-skilled occupations resulting in under-qualified and poorly trained professionals. Since the inception of democracy, there was a need to respond to the needs of a modern democratic South African society. The need for economic transformation emerged from the inheritance of an economy built on exclusion due to racial division and inequalities. There was a need for curriculum and economic intervention to include fundamental principles of citizenship education to promote human rights, democracy and active citizenry. This paper discusses the manner in which active citizenship education can bring about economic transformation in a modern developing democracy in South Africa. Through a conceptual framework, the paper also demonstrates the evolution of citizenship with the notion of critical emancipation through active citizenship education. The intention of the present paper is to show that people have a series of educational needs in the era of information, so that they can become competent digital citizens. These educational needs are evident in the policies promoted by the United Nations Educational, Scientific and Cultural Organisation, which were well known to Latin American governments of the decades from the 1960s to the 1990s. Therefore, it is to be hoped that the educational reforms of 1990s have elements based on the principles of education that they advanced, which emphasises the preparation of subjects in the digital era, based on advances in information and communication technology, focusing on the teaching and learning of computer science. Global citizenship education is an attempt to introduce into formal and non-formal education programs issues of global concern and elements of an emerging global civic culture. It aims at creating more fair, peaceful, tolerant and inclusive societies. The broad nature of global citizenship education has led to a range of interpretations and approaches in a continuum that goes from a conservative perspective that contributes to the reproduction of the existing social order, to more critical approaches that intend to transform the existing social dynamics. In the field of English language education, global citizenship has a natural place. Globally, intercultural citizenship and critical citizenship approaches have been predominant. In Mexico, however, global citizenship is not a common element of English language education. This study examined the views of ten Mexican university English language teachers about global citizenship education. Specifically, the study analyzed the participants' notion of global citizen and their perception of the viability of global citizenship education in their institutional settings. Data were collected by means of a questionnaire and a responsive interview, which was analyzed with the use of the constant comparative method. Three notions of global citizen emerged from the data: informed traveler, adaptable individual, and critical thinker. None of the participants considered global citizenship education as viable in their programs and universities. The paper explores the implications of the results for teacher training efforts. Since the turn of the century, universities have to cope with demands of internationalization; and more recently to cope as well with demands to educate for global citizenship, especially after the United Nations Secretary-General's Global Education First Initiative (GEFI) launched in September 2012. This paper reports an experience of training teachers to promote these aspects in a Mexican university. More precisely, to explore how far a group of university teachers, that were trained to promote internationalization, were from the main principles of global citizenship education. Their answers to a questionnaire specially designed for this purpose, were compared with the answers of a group of teachers, from the same university, who have not been trained in the mentioned matter. A test "U" of Mann-Whitney showed a significant difference between the two sets of answers, from which some reflections are derived and related actions are suggested for training university teachers. Australian schools are increasingly multicultural, with student diversity reflecting processes of migration and globalisation. This has led to an imagining of possibilities, and resultant educational interest in the concept of global citizenship, which offers a conceptual response to the transnationalising orientations and aspirations of students and school culture. The paper will investigate the concept of global citizenship, and in particular, will examine the role of policy, programs, schools and teachers in enhancing student insights on the issue. The phenomenon of global citizenship will be explored within an interpretivist paradigm (Weber, 1978), and will focus on the enactment of classroom discourse in order to understand how reflective school programs and practices are in informing global citizenship education. Few studies have investigated the roles that classroom discourse and the recognition of the cultural and linguistic resources students bring to their learning can play in promoting global mindedness in their students. As such, this paper aims to illuminate the complexities around young people?s understandings of global citizenship and consider the role of teachers and schools in developing global mindedness against national agendas.

The present paper discusses the relevance of multicultural educational research that goes beyond human sciences so as to embed technological curriculum and the preparation of professionals of areas such as engineering as competent global citizens. It argues that multiculturally preparing engineers should be part of an educational project that places Higher Education Institutions (HEIs) at the forefront of innovation and the valuing of the preparation of a new generation of professionals more attuned to a globalized perspective that also incorporates a humanitarian, multiculturally oriented perspective. The paper discusses theoretical issues involved in a multicultural engineering curriculum, and then it focuses on educational research relative both to contemporary trends in the delivery of syllabuses in three engineering HEIs. It discusses challenges and possibilities in the translation of the idea of engineering for a global and multicultural perspective of competence into curriculum thinking and practice, suggesting ways ahead in order to boost it. The purpose of this study was to explore the notions that teachers in the US-Mexican border have about global citizenship education; the specific research questions were: do these notions refer to an education that leads to action? Or to an active sense of citizenship? Do these notions contain a global scope? It was expected that living in the border, their daily exposition to an international experience would lead notions to a global perspective. Five teachers of normal schools were interviewed, and their notions were grouped into three main ideas: with the highest consensus there were values; second, normative life; and third, some aspects related to community life. Although some of the findings express notions of an active citizenship, there was nothing related to a global scope of citizenship. The explanation could be that their notions of citizenship are highly influenced by local concerns about insecurity, leaving aside a global perspective. The changing societal context in South Africa (SA) has necessitated curriculum reform to deal with the challenges of education, from apartheid to democracy, with the aim of promoting active citizenship education. The aim of the paper is thus to illuminate to what extent the Grade 11 Life Orientation (LO) curriculum prepares learners for active citizenship in a democratic South Africa. The research on citizenship education adopted a qualitative interpretive approach and a case study as the research design. The findings suggest that there is a lack of knowledge and understanding of concepts relating to active citizenship which constrain effective preparation of learners for active citizenship in a new democracy. Recommendations refer to a focus on curriculum development and a framework to inform active citizenship policies and structures applicable to the education system. With an increasingly wide variety of programs currently labeling themselves "civic education" and being taught by civic educators, the question at hand is how the culture of schools and classrooms contribute to supporting democratic political culture. This paper explores the questions: "Does the structure of the school and classroom have the potential to encourage the development of democratic citizens?" and "Is a school or a classroom organized in an authoritarian manner less likely to encourage the development of skills and attitudes that are democratic?" by making assumptions that how individuals conduct classroom instruction and provide opportunities to practice participation and structure power relations in the school have important consequences in promoting a culture of democracy. "The Federalist Papers," a collection of 85 essays on the principles of republican government written to support the ratification of the Constitution of 1787, has been praised as an outstanding work by individuals ranging from such founding fathers as Thomas Jefferson and George Washington to contemporary scholars in history and government. Some basic constitutional concepts treated in "The Federalist" include: (1) majority rule with minority rights; (2) public order with private rights; and (3) national sovereignty with states' rights. Yet this classic work is only mentioned briefly, if at all, in high school textbooks. While it is possible that teachers may feel the central ideas of "The Federalist" are no longer applicable in contemporary classrooms or curricula or that the rhetoric is too difficult for the average student to comprehend, a credible case for the inclusion of these essays can be made. The reasons for making such a case are: (1) the essays are the keys to knowledge of constitutional government and citizenship in the United States; (2) "The Federalist Papers" reflect core values in the civic culture; and (3) these papers are directly connected to the curriculum of history, government, and civics. Strategies that could be used to introduce these materials into the curriculum are: (1) document based teaching and learning; (2) issue based teaching and learning; and (3) course-wide infusion of content. Education for constitutional democracy should not be viewed as an ideological exercise, but as an extension to each new generation of citizens of the challenge confronted by James Madison and others of the founding period. This paper suggests that the concept of "democratic citizenship education" must be expanded and deepened. The conventional conception excludes the key ideas of the social and cultural dimensions of citizenship and the central tension of social life--unity/difference. The paper features the following areas: (1) "Essentially Contested Concepts"; (2) "The Dominant Conception of Citizenship Education: Difference as Dissolution"; (3) "'Advanced' Ideas about Democracy"; and (4) "Conclusion." Ideas promoted as "advanced" include path/accomplishment and pluralism/assimilation. Historical examples and literature are used to support the points raised for consideration. This paper provides an overview and critique of a team taught, senior level, interdisciplinary college course entitled "AIDS: Challenges and Crises." The details of the course and its underlying rationale are outlined. The paper concludes with a curriculum proposal rooted in the idea of critical education for citizenship. Those who teach political science in higher education can best achieve educational goals by utilizing critical education for citizenship. A course fitting this model would have the following characteristics: (1) be interdisciplinary in nature; (2) focus on public policy concerns and allow students to see the importance of participating in public decisions; (3) ask educators and students to conceive of democracy broadly to include community discussions, community action, public service, and protest politics; (4) ask students to conceptualize participation broadly to include workplace and community opportunities for participation; (5) encourage students to take into account the important relationships among gender, race, and class concerns in the participatory process; and (6) ask students to confront their assumptions regarding power and leadership as well as the sources of such assumptions. The specific course described focuses on the formulation of and responses to AIDS within three communities, the global, U.S. policy, and the art and theater communities. The curriculum proposal was intended to develop a course that allowed students to link learning outside the classroom in the form of community action or service with learning inside the classroom through reading and discussion rooted in the connection between democratic theory and democratic practice as reflected in timely public policy issues. "Citizenship" is a quality that most Americans would agree should be promoted in the schools. "Values education," as we have seen, provokes controversy and the question "Whose values are you going to teach?" An acceptable response is: "Values of citizenship, American democratic values, and the values upon which our country was founded." This paper shows us how the U.S. Blue Ribbon schools use their citizenship programs to assist in the development of the character of their students. Citizenship programs are usually found within the social studies curriculum but are also found integrated throughout the school in various other programs. This paper presents answers to the following questions: (1) What are the essential characteristics that make a citizenship program character education and not just civic education?; (2) What are the democratic values that we want to foster in our nation's schools?; (3) Why is it important to involve students in decision making in order to develop character and citizenship?; and (4) What are some ways that students can develop good character by caring within the classroom? This paper reports on documentary and qualitative research conducted on the U.S. Department of Education Blue Ribbon Schools to see the different ways in which these schools promote the character of their students through their citizenship programs. A character-building citizenship program emphasizes the development of specific "democratic" qualities such as justice, respect, fairness, cooperation, persistence, moral responsibility, empathy, and caring. In order to develop these virtues, schools have given students opportunities in the classroom to practice actions of caring, concern for others, generosity, and kindness. Evaluations of these activities in the Blue Ribbon schools and in other schools that have also implemented these programs have shown them to be effective in helping students develop their character and thereby act as good citizens.

Liberal democratic states, like all complex communities, are constantly forced to make hard choices between incommensurable values. In this instance, the choice appears to be between personal freedom and autonomy, on one hand, and civic virtue and good citizenship, on the other. To promote a reasonably high level of civic virtue and good citizenship, freedom and autonomy may need to be limited in appreciable ways. Likewise, to secure a high level of freedom and autonomy, liberal democratic societies will likely have to endure a scarcity of virtue. This paper argues that liberal democratic states may safely promote civic education, but only when it is based on civic pluralism, as opposed to some unitary scheme. Young citizens (at about secondary education level) could be exposed to a range of rival views of good citizenship, rather than indoctrinated into any officially prescribed view. Similarly, the workings of the current U.S. political system could be presented with explicit reference to different modes of political participation. The paper examines prominent civic and liberal theories of civic education and argues that neither is likely to provide a sufficient pool of civic capital for liberal democracies. It limits discussion to a few representative figures. The paper elaborates on the suggestion that liberal democracies are best served by civic education based on civic pluralism. Finally, it explains why (and how) the number and range of views of good citizenship presented to young citizens must be limited, even within a pluralistic scheme of civic education. This paper suggests that a well-composed scheme of civic education does not merely predispose the citizen to political engagement, but more fundamentally, the considered systematic design of civic education parallels the essentials of both the constitutionalism and the democracy to which it gives access and control. This paper aims to draw out some of the important connections between "education" and the other two aspects of this type of regime, noting that, in this regard, a scheme of civic education prefigures (and then reinforces) a model of the citizen and a map of the domains of that citizen's knowledge and engagement. The paper discusses the American "National Standards for Civics and Government" (Center for Civic Education, 1994) and the current international project to develop a framework outlining "Education for Democratic Citizenship" and how they might be understood as reflecting a whole theory or theories about the constitutional universe in which they would operate. According to the paper, the model of citizenship and the map of the domains of civic engagement that the published "Standards" and the draft Framework describe and/or propose would first be extracted. The paper suggests that the "Standards" culminate in the part which questions the roles of the citizen in American civic life. It then focuses on the 5-part version of the Framework, which sets its goal as generating an understanding of democracy from first principles and is organized as a logical sequence so that its structure itself communicates important dimensions of democracy. This paper examines the democratic changes that have occurred in the Czech Republic since 1989 and identifies three universal problems a democracy must address. Those problems include: (1) the problem of limits for majority rule; (2) the problem of limits for personal liberty and the power of government; and (3) the problem of limits for positive rights. The paper describes each of the universal problems of democracy, why each is a significant factor for the education of citizens, and how each problem should be treated in education for democratic citizenship. The three problems are considered generic to democracy wherever it is practiced and citizens must manage these problems effectively if their democracy is to survive. (EH)

This paper traces the apparent disillusionment of current American society as attributed to alleged misguided values and the neglect of effective citizenship education. Acknowledging that the schools' attempts at values education have encountered problems, this is still a mission of social studies education. The paper examines the spirit of heroism as an important step in teaching/promoting the values of effective citizenship and promotes utilizing the depth and accuracy of commercial trade books to supplement the limited conventional textbook. Six selected trade books by Milton Meltzer and Russell Freedman note the commonality and continuity of values demonstrated by six "traditional" American heroes. Contains 14 notes and 4 references. The interactions of individuality and community in a democratic republic have remained the great object of civic inquiries, the perplexing civic problem throughout the more than 200 years of U.S. constitutional history. This paper argues that this inquiry should be at the center of civic education today. Five recommendations for civic educators to meet this challenge include: (1) teach the analysis and appraisal of public issues about community and individuality and emphasize those issues that have been landmarks of public debate in U.S. history; (2) teach comparatively and internationally about public issues pertaining to community and individuality in different constitutional democracies of the world; (3) conduct the classroom and the school in a manner that exemplifies the conjoining of community and individuality in a democratic civic culture; (4) use service learning in the community outside the school to teach civic virtues and skills needed to conjoin community and individuality in civic life; and (5) teach civic knowledge, skills, and virtues that constitute a common core of learning by which to maintain the culture of a community and coterminously teach individuals to think critically for the purposes of freeing themselves from unworthy traditions and to seek improvement of the community. This paper argues that an inclusive notion of citizenship is impossible in the modern state, predicated as it is on an opposition between the public and private spheres of social life. Until that opposition is addressed in the lives of men and women, women's ambiguous relationship with citizenship and the state will continue. This paper explores some of the ways in which education perpetrates women's and girls' lack of citizenship status, in the context of the current revival of interest, in Australia and other countries, in citizenship education. Because most countries in the western hemisphere have rejected authoritarian governments and economic policies for more democratic governments and freer economies, schools have a responsibility to help maintain democracy by teaching their students to take an active role in deciding both their political and economic futures. Healthy democracies demand students, who as adult citizens, understand, assert, and take responsibility for their fundamental political and economic rights. However, it is uncommon for students to learn about citizenship in terms of economic rights--the freedom to hold property, to earn a living and form associations, to operate a business, to invest one's earnings, to trade internationally, and to participate in the market economy. Traditionally, when it comes to the economy mainly abstract theoretical concepts (flow of money, goods, and services, supply and demand) are taught. Often lacking theoretical inclinations, students understand economic concerns better in terms of how to get jobs or how to borrow enough money to buy vehicles or other things they need. Wage and property concerns such as these can be used by teachers to educate students about the economic dimension of citizenship--the choices and limitations each individual has for participating in economic life as an individual and through trade unions, cooperatives, corporations, and other voluntary associations. Specific learning activities and classroom techniques for enhancing economic citizenship education are proposed in the following sections of the paper: "The Individual and the Market Economy"; "Economic Rights and Economic Freedom"; "The Conditions Required for Citizens to Exercise their Economic Rights"; and "Evaluating Economic Freedom." This paper is part of a larger project comparing civic capacity and urban education in 11 American cities. The paper is divided into four sections. The first section attempts to explain why civic capacity and public education in Pittsburgh (Pennsylvania), Boston (Massachusetts), and St. Louis (Missouri), evolved from different paths, although they share a number of other features. The second section provides a brief statistical introduction to each city and its school system. This is followed by case studies that highlight the development of civic capacity and its relationship to public education. In the final section the study considers common themes around the establishment of civic capacity and its activation on behalf of public education. (EH)

In 1993 the subject Care was introduced as a compulsory subject in Dutch secondary schools. This paper analyzes the heated discussion preceding the decision. The introduction of the subject Care is regarded as a case study that illustrates the problems linked with feminist curriculum politics. The paper argues that the discussion referred to fundamental issues concerning "citizenship" and the objectives of education. Although feminists were successful in their lobby to have Care included in the common curriculum, they have remained within the dichotomous confines of the debate as framed by the subjects' opponents: the oppositions of private versus public sphere, and cognitive versus practical and moral education. It is argued that feminist curriculum politics should try to avoid these oppositions in order to realize a broad, educational model and a broad definition of citizenship. (Contains 20 references.) This paper renews the case for social action as a necessary and exciting part of the social studies curriculum and suggests that the social study of public issues should have a central place within this vision. The document focuses more on practical ideas that social studies teachers who have chosen to work in the area of social action, or those who might choose to do so, may use to proceed with their work. To do this, the paper has drawn largely from theoretical writings on learning organizations from the business world, particularly the work of Peter Senge. The contention is that social action within a social studies classroom and corporate action within a business community share many similarities: (1) they both work towards definable goals derived from a "big picture" vision; (2) they both must take advantage of individual strengths within the community; and (3) they both work in dynamic circumstances where knowledge is constituted within action and where decisions must constantly be made and remade to respond to changes in the environment. Recommendations are for the study of public issues as a way to increase student participation and bolster citizenship education. Contains 22 references. (EH)

With regard to the Bulgarian Presidency of the Council of the European Union, in the beginning of 2018 the National Association of the Municipalities in Republic of Bulgaria launched a call for proposals under the Grant 'Support of the Municipal Initiatives Related to the Local Dimension of the Bulgarian Presidency in 2018'. The Municipality of Kostenets proposed and implemented the project 'Raising Awareness of the Bulgarian Presidency of the Council of the European Union' with the participation of a team formed by students and teachers from 'Georgi Sava Rakovski' Vocational High School. The activities of the team included: 1) research of information about the European Union and the Bulgarian Presidency; 2) project based teaching, where students and teachers learnt together about the role of the European funds for the development of Kostenets Municipality; 3) active citizenship through students' participation in discussions about global and local issues with a member of the European Parliament, the town mayor and municipality experts. The project gave opportunities to the students to understand and experience the dimensions of the glocal education, to appreciate the citizenship not only as consumers' privileges but also as personal responsibilities, to raise their awareness for the global issues and to believe that each of them can contribute to the common good at local and global level. This paper presents arguments for a worldwide perspective on contemporary education, and underlines the cultural necessity of widening directions of studies in comparative education. The paper is divided into seven parts, including: (1) "Introduction"; (2) "Multiculturalism and Antiracism as Pedagogical Necessity"; (3) "Assimilation or Education"; (4) "Complexity of Integration"; (5) "Social Processes and Styles of Teaching"; (6) "Toward an Unconfined Concept of Education"; and (7) "References." In recent years society has been facing introverted politics, fearful social relations, and individual and collective actions against ethnic minorities. These facts are clearly in contradiction with democratic ideals and must be addressed. Societal realities call on experts and scientists to restate their theoretical premises in a way that teachers, children, and parents have opportunities to find, within themselves, what to think, what to believe, and what to do for a better social life. This paper outlines citizenship issues facing the United States today and presents ways to address these issues in society. Voter turnout, welfare issues, the national service program debate, curriculum reform, and multiculturalism all interface with issues of citizenship in a democracy. Elements contributing to the modern understanding of citizenship are examined. Citizenship includes membership in a particular nation, benefits of membership, and the duties of citizenship. Modern citizenship cannot be understood fully without first understanding ancient citizenship in Athens and Rome. An approach to taking the subject of citizenship more seriously also is advocated through examples of voting and jury service. (EH)
