This paper investigates the drying and wetting water retention curves (WRCs) of municipal solid wastes (MSWs) with different paper contents, dry unit weights and degrees of biodegradation (DOBs). Fresh synthetic samples were prepared based on the field composition of the MSWs at Mugga Lane Landfill, the Australian Capital Territory (ACT), Australia. The degraded samples were prepared in simulators with MSWs of different initial dry unit weights and decomposition periods with leachate recirculation. The water retention curves (WRCs) of the MSWs were determined using pressure plate tests, in both drying and wetting phases. The outflow from MSWs was analysed using Gardner's method to obtain the unsaturated hydraulic conductivity. The results indicate that the WRCs of the MSWs are greatly affected by the DOB, paper content and dry unit weight. When DOB < 30 %, as DOB increases, the air-entry pressure of MSWs with paper increases, and the residual moisture content decreases regardless of paper content. With DOB > 30 %, the air entry pressure and residual water content depend on the balance between organic matter and highly decomposed organic constituents. The paper content affects the WRCs of MSWs due to its water retention capacity and change in the particle size distribution with decomposition. The increase in the dry unit weight of MSWs significantly increases the air entry pressure and residual moisture content, similar to the borehole samples with combined effects of biodegradation and increase in stress level from literature. People with innate variations of sex characteristics (also known as intersex traits or disorders or differences of sex development) have any of a wide range of innate physical traits that differ from medical and social norms for female and male bodies. Responses to these physical differences create experiences and risks of stigmatisation, discrimination, violence, and harmful medical practices intended to promote social and familial integration and conformity with gender stereotypes. As is evident globally, the Australian policy response to the existence and needs of people with innate variations of sex characteristics has been largely incoherent, variously framing the population as having disordered sex development in need of "fixing", and a third sex/gender identity group in need of recognition, with only recent engagement by intersex community-controlled civil society organisations. This paper presents an overview of the context and goals of the intersex human rights movement in Australia. Australian intersex community organisations have sought to apply human rights norms and develop new infrastructure to address key health and human rights issues, and necessitating new ways of resolving policy incoherence. Together with human rights, mental health, and public health institutions, they have called for significant changes to medical models of care and reform to research and classification systems. Intersex community organising and resourcing have made a tangible difference. The Australian Capital Territory is the first jurisdiction in the country to move ahead with reforms to clinical practice, including a legislative prohibition of certain practices without personal informed consent, oversight of clinical decision-making, and investment in psychosocial support. Objective: To describe patterns of use of the available Government-subsidised mental health services among people living in Australian residential aged care facilities. Methods: A retrospective population-based trend analysis was conducted, including all non-Indigenous people living in an Australian facility between 2012 and 2017. Adjusted incidence proportions and trends were estimated for four groups of mental health services. Results: The use of Medicare-subsidised mental health services was very low overall. The proportion of residents who accessed primary care mental health services increased from 1.3% in 2012/2013 to 2.4% in 2016/2017, while psychiatry service use increased from 1.9 to 2.3%. Claims for clinical psychology increased from 0.18 to 0.26%, and claims for a registered psychologist, occupational therapist or social worker rose from 0.45 to 1.2%. People with dementia were less likely than people without dementia to access all services aside from psychiatry services. Conclusions: Less than 3% of residents accessed funding subsidies for mental health services and people with dementia experienced pronounced barriers to service access. Mental health care is a pillar of the publicly-funded health system in Australia, and low use of these services among aged care residents indicates a need for organisational and policy changes to improve access. What is known about the topic? People living in residential aged care facilities report very high rates of mental health conditions, including depression and anxiety. What does this paper add? We demonstrate very low use (<3%) of Government-funded mental health services among people living in residential aged care facilities in Australia, with only small increases in use over time. The Australian Capital Territory (ACT) has legislated and aims to be net zero emissions by 2045. Such ambitious targets have implications for the contribution of hydrogen and its storage in gas distribution networks Therefore, we need to understand now the impacts on the gas distribution network of the transition to 100% hydrogen. Assessment of the viability of decarbonising the ACT gas network will be partly based on the cost of reusing the gas network for the safe and reliable distribution of hydrogen. That task requires each element of the natural gas safety management system to be evaluated. This article describes the construction of a test facility in Canberra, Australia used to identify issues raised by 100% hydrogen use in the medium pressure distribution network, consisting of nylon and polyethylene (PE) as a means of identifying measures necessary to ensure ongoing validity of the network's regulatory safety case. Evoenergy (the ACT's gas distribution company) have constructed a Test Facility, incorporating an electrolyser, a gas supply pressure reduction and mixing skid a replica gas network and a domestic installation with gas appliances. Jointly with Australian National University (ANU) and Canberra Institute of Technology (CIT) the Company has commenced a program of "bench testing", initially with 100% hydrogen to identify gaps in the safety case specifically focusing on the materials, work practices and safety systems in the ACT. The facility is designed to assess: • Materials in use including aged network materials and components • Construction and installation techniques both greenfield and live gas work • Purging and filling techniques • Leak detection both underground and above ground • Emergency response and make safe techniques • Issues associated with use of hydrogen in light commercial and domestic appliances. To educate and train: • Technicians and gas fitters on infrastructure installation and management • Emergency response services on responding to hydrogen related emergencies in a network environment; and • manage public perceptions of hydrogen in a network environment. Australia has an enviable safety record for the safe and reliable transport, distribution and use of natural gas. The ACT natural gas network owned and operated by Evoenergy is one of the newest in Australia and has leveraged off the best materials and practices in Australia to build its network. The paper addresses major safety issues relating to the production/storage, distribution and consumer end use of hydrogen injected into existing gas distribution networks. The analysis is guided by the Safety Management System. The Hydrogen Testing Facility described in the paper provide tools for evaluation of hydrogen safety matters in the ACT and Australia-wide. Testing to date has confirmed that polyethylene and nylon pipe and their respective jointing techniques can contain 100% hydrogen at pressures used for the distribution of natural gas. Testing has also confirmed that current installation work practices on polyethylene and nylon pipe and joints are suitable for hydrogen service. This finding is subject to variation attributable to staff training and skill levels and further testing has been programmed as outlined in this paper. To validate the Period ImPact and Pain Assessment (PIPPA) self-screening tool for menstrual disturbance in teenagers. Cross-sectional study. Three senior high schools in the Australian Capital Territory (ACT), Australia. A total of 1066 girls between 15 and 19 years of age. A quantitative paper survey collected self-reports of menstrual bleeding patterns, typical and atypical symptoms, morbidities, and interference with daily activities. Multiple correspondence analysis was used to examine associations between PIPPA questions. Generalized linear models compared total score and subscores by validation criteria: pain, school absence, and body mass index (BMI). Receiver operating characteristic curves were used to evaluate the predictiveness of menstrual disturbance indicators by total PIPPA score. Reports of pain, interference, and concern within the PIPPA items and between both the MDOT and PIPPA questionnaires were significantly correlated (P <.0001). The indicator "missing school" was highly associated (P <.0001) with pain and interference. Obesity (BMI ≥30) was associated with higher PIPPA scores, as was underweight (BMI≤18.4). Where 0 = no disturbance, 5 = high disturbance, aggregated PIPPA scores found 75% scoring 0-2 (out of 5) and 25% scoring 3-5 (257/1037). High scores of 4 or 5 (out of 5) were 7% (72/1037) and 3.7% (38/1037), respectively. PIPPA is a valid screening tool for pain-related menstrual disturbance that affects functioning in young women. Introduction and Aims: Following several deaths due to drug overdoses at music festivals in Australia, pill testing (or drug checking) has been proposed as a means of reducing the risk to young people. However, pill testing is a politically controversial policy in Australia. This paper examines the political dimension to the debate, its relationship with other social issues and how it divides party supporters. Design and Methods: The data come from the 2019 Australian Election Study survey—a large (n = 2179), nationally weighted representative probability survey conducted immediately after the federal election. Bivariate and multivariate analyses are used to identify the social groups, attitudes and vote preferences most associated with public views about pill testing. Results: Almost two‐thirds of the public support pill testing at music festivals. The young and those who do not attend church are most likely to express support. Supporters of other liberal social opinions, such as the legalisation of marijuana, are also strongly supportive of pill testing. Those who vote for one of the two main conservative parties are less likely to support pill testing. Discussion and Conclusions: While a majority of the public support pill testing, beyond the Australian Capital Territory this has not translated into policy in other jurisdictions. The results show that there is a high level of political polarisation surrounding opinions among both voters and political elites. Objective: The rapidly growing number of people in prison in Australia, combined with the high prevalence of mental disorder in this population, results in high demand for mental health services in prison settings. Despite their critical role as part of a national mental health response, prison mental health services (PMHS) in Australia have been poorly characterised. In this paper, we describe findings of the first national survey of PMHS in Australia.Methods: We distributed a survey to key representatives of PMHS in all Australian states and territories in 2016.Results: Our method constitutes a replicable process for quantifying and comparing PMHS in Australia. We describe the structure, governance and staffing models in seven jurisdictions. When compared against international recommendations, only one Australian jurisdiction (the ACT) is funded to provide services at a level equivalent to mental health services provided in the community.Conclusion: Prison mental health services in Australia are delivered by a complex mix of government, private sector and non-government services. The post-breeding migration of an adult male little eagle (Hieraaetus morphnoides) was followed from south-eastern Australia to the Northern Territory using a GPS satellite transmitter. The bird bred in open woodland habitat on the edge of the city of Canberra, Australian Capital Territory (ACT), before it flew more than 3300 km in 18 days, to winter in an area of eucalypt savannah in the Northern Territory. It remained there for 59 days, within a range of ~30 km2, after which the last signal was transmitted. The bird was subsequently resighted back in its ACT territory at the end of winter, thus completing a return migration. This is the first confirmation of post-breeding migration for the species. The little eagle (Hieraaetus morphnoides) is listed as Vulnerable in the Australian Capital Territory, but the movements and ranges of birds breeding in the ACT are unknown. An adult male bird was tracked by GPS-satellite transmitter between the ACT and the Northern Territory. This paper gives the first confirmation that little eagles can migrate between southern and northern Australia and conservation of the species needs to be of nation-wide consideration. This paper reports on research conducted as part of a national study on the views of judicial officers and other stakeholders in Australia's Children's Courts. It focuses on the Australian Capital Territory (ACT), and in particular the way in which care and protection matters are dealt with separately from youth justice matters. Many research participants advocated alternatives which were less formal and more focused on the needs of children and young people. Frequent positive references were made to the Scottish Children's Hearing system: a non-judicial diversionary system in which children and young people are treated on the basis of ‘needs and not deeds’, in which the welfare of young people who offend is prioritised. Using the Scottish model as a counterpoint to that of the ACT, the paper outlines the main features of the ACT system, and what informants thought were the key philosophical and practical challenges facing the Court. The universal dilemma of how to balance the welfare of young people with a justice agenda is highlighted by the differing arrangements in these jurisdictions. [ABSTRACT FROM PUBLISHER]

Over the past half century, medical care has become less institutionalised, more autonomous, equitable and less costly. This has led to a shift from hospital-based delivery to community care. This paper examines the experiences of Canberra-based carers following this shift using interview data from a longitudinal qualitative study of 32 informal carers of a spouse with cancer. Cancer patients experienced poorly coordinated care. When carers observed the effects of errors and miscommunication on patients, they felt compelled to coordinate patient care. Interview data suggest that informal carers of cancer patients are relied upon to manage patient care at home and in hospitals, but are not supported in undertaking this responsibility. This implies that carers should be a far more central focus in cancer care reform strategies. What is known about the topic? Shifts in Australian models of care mean much of the care-work associated with cancer has moved from hospitals to home. Little is known about the implications of this shift on carers of cancer patients, a population at high risk of stress, depression and anxiety. What does this paper add? This study offers a rare qualitative approach to understanding the experiences of carers of spouses with cancer in Canberra-based hospitals. Their accounts suggest that cancer carers are relied on to coordinate care for their spouse on a long-term basis at home, in hospitals and across multiple medical modalities. What are the implications for practitioners? This high reliance on an informal caregiving population with a well-documented risk of stress, anxiety and depression suggests that strategic changes need to be made to support carers. This paper draws on a multi-year Australian collaborative study of mental health review tribunals (‘MHTs’) in three jurisdictions (Victoria, New South Wales and the Australian Capital Territory) undertaken in conjunction with the NSW Law and Justice Foundation, using qualitative and quantitative methods to examine the role of MHTs in advancing goals such as fairness, legality and access to treatment. Study findings regarding stakeholder and client concerns – about access to quality treatment and associated support services, review of treatment adequacy and drug regimes, and their ‘participation’ or dignity of engagement in review processes – are presented as variants of the need for adequate hearing ‘space’: temporal, jurisdictional, cognate/relational, physical and symbolic, and ‘connective’. Building on earlier arguments for MHTs to engage not only legal, but also clinical and social domains, and for adopting some processes more characteristic of case-conferencing, this paper examines the implications of tribunal ‘flexibility’ and a wider overall ‘governance’ jurisdiction in mental health. This paper explores the role of a school kitchen garden in the lives of its volunteers. The garden, located at the Majura Primary School in the Australian Capital Territory (ACT), Australia, is the first Stephanie Alexander Kitchen Garden (SAKG) in the ACT. Since its launch on 25 March 2010, it has acted as the demonstration site for SAKG in the ACT. While other schools in the ACT have kitchen gardens, they do not operate under the management of a formal programme such as the SAKG scheme. Literature on school kitchen gardens provides some empirical evidence on the benefits of school kitchen gardens for children (primarily from the pedagogical, environmental and health perspectives), but there is scant literature on the various ways in which a kitchen garden may affect the various stakeholders involved in its community. These stakeholders include parents and volunteers associated with the establishment and ongoing support of the school kitchen garden. This paper begins to address this gap in the literature by exploring the experiences of adult volunteers associated with the Majura Primary School kitchen garden. This paper seeks to examine the ambiguous place of Canberra within the political geography of Australia, through exploring the place of the city among a particular category of political actors—lobbyists. Drawing on a series of interviews with lobbyists working for interest groups, government relations firms, or as freelancers, the city is presented as a central site of lobbying within the national polity through two key (and related) dimensions: the city as a site of localised political knowledge, or metis; and Canberra as a place of 'urban buzz' or situated communicative interaction. The paper concludes both with a discussion of how these concepts may help us to better understand the political behaviours of lobbyists, and how the observed spatial imaginations and practice of lobbyists in Canberra interacts with the theorisation of 'urban buzz'. This article explores the contribution of public bureaucracies to the production and reproduction of nation-states and national capital cities through their spatial accommodation practices by specifically looking at the practice of the bureaucracy of the Commonwealth of Australia in Canberra. By ‘spatial accommodation practices’, the paper refers to the provision of workspaces for these bureaucracies. Examining the dialectic relationship of the Commonwealth bureaucracy and Canberra as a national capital city, the paper examines how the two have interacted through time, both in terms of their effects on each other, and on the wider process of Australian ‘prosaic’ statisation. In doing so, both spectacular and banal forms of statisation are emphasised, along with historical contingency in the ongoing making and remaking of Canberra and the Commonwealth bureaucracy's office practice. The paper concludes that while other phenomena of statisation in national capitals such as national museums or houses of parliament may be perceived as being more significant, spectacular, or glamorous, bureaucrats and their offices should also be seen as being of analytical interest for those studying nation-states and national capital cities as political spaces. Political national capitals provide the location for national institutions, represent national values and are the seat of government. Despite the importance of political national capital cities as tourism destinations, they may be faced with a poor image and perceptions from potential tourists because of their association with government and negative media coverage. This paper presents research undertaken to examine the images, values and perceptions that Australian's hold of Canberra (the national capital) and to explore whether perceptions differed based on previous visitation. The results suggest that a significant number of images and perceptions changed if respondents had visited Canberra previously. Furthermore, a visit can lead to an increased agreement that the national capital represents national values. Three cluster segments were also determined and named the misinformed, the capital lovers and the uninformed based on their characteristics. The paper concludes by suggesting both tourism agencies and national capital agencies should work more closely together in fostering greater visitation to political capitals which will help to build feelings of nationhood as well as correct negative destination perceptions. doi:10.1300/J073v22n03_04 [ABSTRACT FROM PUBLISHER]

Hopeful of bringing citizens closer to government decision-making Gary Humphries recently presented the Community Referendum Bill 2002 to the AGT Legislative Assembly. The Citizen Initiated Referendum has many staunch advocates however this paper considers whether CIR is an appropriate solution to perceived democratic deficits in the ACT or anywhere else in Australia. The paper canvasses a number of pitfalls of CIR. These include: their potential to aggravate rather than ameliorate the democratic deficit; the problems associated with under-deliberation; and potentially detrimental consequences for existing electoral arrangements. Specifically, CIR could engender voter fatigue, reduce the salience of elections and exacerbate levels of ungovernability and accountability, all of which are known to turn people off politics and voting. This paper is a diplomatic reflection based on a long connection with Australia and Australians and a posting to Canberra as Japanese ambassador (1998-2001). Key issues that have caused tension in the relationship and the process towards the development of mature bilateral relations are discussed. Canberra Airport, until recently, was an aviation backwater. The state of the airport masked its importance to Australia's aviation infrastructure network as the gateway to the nation's capital and the only unrestricted major airport along the most populous stretch of the country's eastern seaboard. Canberra Airport is now being transformed through an AUS$1bn investment programme, with its centrepiece, a new AUS$420m terminal, scheduled for completion in early 2013. This major investment programme, however, was all but abandoned in the face of regulatory failure that stymied investment in airport infrastructure in Australia. The subsequent introduction of lighter-handed economic regulation has seen airport infrastructure investment in Canberra, and Australia, flourish to meet the demands of users. Summary Large overbank flood events play an important role in maintaining large-scale ecological processes and connectivity along and across the floodplains and between the rivers and their floodplains in the southern Murray-Darling Basin. However, the regulation of rivers means that extensive overbank flooding can only occur in the rare circumstance of extreme flood events. Recent environmental water allocations have focussed on the largest floodplain blocks ('icon' sites) and a small set of specific values (e.g. colonial nesting waterbirds), as well as on trialling fine-scale manipulation of infrastructure (e.g. pumping) to water relatively small areas. There has been no comprehensive systematic assessment of the entire floodplain and its wider set of flood-dependent natural assets (such as ecosystems and species; herein referred to as 'natural values') to maximise the effectiveness of environmental water use and to catalogue values likely to be lost. This paper describes an assessment of some 220 000 ha found to support flood-dependent natural values in Victoria. We mapped the geographic distribution and estimated components of the flooding requirements (natural flooding frequency, and maximum period without flooding and minimum duration of each flooding event before significant deterioration) for each natural value. Using an example of one stretch of the River Murray, we show how the resultant spatial data can be used with floodplain inundation modelling to compare the outcomes of real or planned environmental watering events; potentially providing tools for management agencies to conserve a wider range of floodplain values than is currently the case. That is, water managers and the public can see what ecosystems and threatened species are intended to be maintained by environmental watering and what values are intended to be abandoned across the whole floodplain, rather than just seeing the small subset of values and 'icon' sites that are intended to be maintained. Examples are provided to illustrate how information about the location, water requirements and extent covered by potential floods for specific values can be used to build adaptive watering strategies for areas as large as the whole floodplain. Water markets have featured prominently in the reallocation of water rights to restore freshwater ecosystem health. Incentive-based water rights acquisition and transactions have emerged as a market-oriented policy approach to reallocate water resources from existing uses to enhance the provision, regulation, and sustainability of freshwater ecosystem services. This paper develops a conceptual framework to examine factors enabling and constraining successful policy reform and implementation in market-based environmental water allocation. This analysis distills and extends the findings and lessons of a September 2007 workshop in Brisbane, Australia on environmental water transactions. Two case studies were selected in water stressed basins – the Columbia (U.S.) and Murray-Darling (Australia) Basins – where transactional approaches to environmental water allocation first emerged. The case studies draw upon practitioner perspectives and previous policy and economic analysis in two regions where shared political economic and physical conditions lend a strong analytical basis for comparison. A common set of policy and regulatory reforms has occurred in both cases – albeit in different forms and via distinct paths – to develop three enabling conditions: (1) establishment of rights to and limits on freshwater extraction and alteration; (2) recognition of the environment as a legitimate water use; and (3) authority to transfer existing water rights to an environmental purpose. However, these elements of policy reform are necessary but not sufficient for effective implementation; a second set of driving forces, barriers, and adaptations explains the ability to achieve larger scale ecological outcomes. These conditions include the physical, social and economic factors driving demand for environmental water allocation; administrative procedures, organizational development and institutional capacity to effect transfers; and adaptive mechanisms to overcome legal, cultural, economic, and environmental barriers. The case study analysis suggests that environmental water transactions can play an important role in establishing environmental water allocations, although water markets require ongoing institutional capacity and adaptive governance. The conceptual framework and empirical lessons generated through this cross-case comparison provide the basis for an expanded research agenda to evaluate the design and performance of market-oriented reforms as implementation experience accrues and new programs emerge in diverse ecological and political economic settings. This paper presents a new technique for mapping regional salt sources that has major implications for salinity management in southeastern Australia. This was achieved by analyzing a regional mosaic of airborne gamma-ray emission derivatives and verified by existing airborne electromagnetic and drilling data. A significant correlation was found between aeolian (windblown) materials, upland salts and gamma-ray signatures. This is consistent with the conceptual model that much of the salt in the upland areas of the Murray–Darling Basin is sourced from deposited aeolian materials that have been derived from deflationary events in salt-bearing landscapes in the western arid part of the basin. From gamma-ray emissions, and based on an observed relationship with borehole salinity, concentrated aeolian salt source deposits contained about 0.7% potassium and 10 ppm thorium. Using this signature on normalized data, an Euclidean distance algorithm provided mapping and information relating to salt-mobility pathways over a wide region. The resulting gamma-ray salt source model (GSM) facilitates focussed management of salinity infiltration zones in catchments across the basin. [Copyright &y& Elsevier]

Globally, the growth of the gambling industry in recent decades has raised questions about the potential for community costs associated with gambling development. In order to minimise the harms and maximise the gains for local, state and national economies, in many jurisdictions the industry is heavily regulated. Regulators rely upon a wide range of information sources to assist in decision making and are often concerned with issues that have socio-spatial characteristics. Despite this, there have been few applications of geographical information systems (GIS) to gambling behaviour. This paper trials the use of a GIS-based approach to investigate one aspect of gambling regulation, namely the spatial characteristics of gaming venue catchments. The research was conducted in a suburban region of Canberra, Australia. The results from the study show that the catchment areas of gaming venues can vary considerably and are more complex than previous studies have suggested. The regulatory implications of the findings are discussed as well as possible avenues for further GIS-based research into gambling. [ABSTRACT FROM AUTHOR]

This paper outlines a problem-based approach to the teaching and learning of multicultural education for pre-service teachers at the University of Canberra during the second semester, 1999. Within the context of this research, problem-based teaching and learning will be considered as both curriculum and as a process. The curriculum consisted of carefully designed problems focusing on theoretical constructs relevant to the unit under scrutiny; the process involved problem solving, self-directed learning strategies and team participation at both the seminar and tutorial level (Gallagher, 1997). The decision to adopt this approach was driven by a need to connect practical classroom scenarios with the theoretical basis of the course. This paper examines the proposals made in the Canberra Commission for the abolition of nuclear weapons. The Report is quickly summarised and the major arguments for the abolition of nuclear weapons are then examined in the following way. A classification, or "typology", of reasons why nuclear weapons should be abolished is given, and then the main and supporting arguments outlined in turn.
