Through an examination of the history of settler colonial violence against Indigenous peoples and lands in Canada, Palestine, and Australia, this paper exposes the links between colonialism and the penitentiary, across borders. This paper interrogates the differences and similarities between the use of prisons as a tool in settler colonial expansion in these three states. As a contribution to abolitionist thought and theory, this paper highlights the need for an intersectional analysis of the overlapping consequences of settler colonialism and international carceral regimes. Efforts to resist carceral expansion around the world must include efforts to resist colonial expansion, and the voices of Indigenous peoples must be centred throughout this process. In this paper we contribute to the emerging literature on the effect of the COVID-19 pandemic on the gender gap in research productivity. We extend previous studies by considering men and women academics from science and non-science disciplines through an analysis of data from academics at 14 universities across two countries (seven in Australia and seven in Canada) and focusing on the role of primary caregiving. Our empirical approach used logistic regressions and the Blinder–Oaxaca decomposition technique. The latter enabled us to ask: 'How much of the gender gap in perceived productivity during the pandemic is due to gender differences in primary care responsibilities?' Within the sample (N = 2,817) of academics, 33% of women and 25% of men reported that their perceived publication ability decreased a lot during the pandemic. This is an eight percentage-point gender gap in perceived publication ability. Statistical analysis revealed that two-fifths (40%) of this gap may be explained by gender differences in having primary responsibility for the care of children. Gender differences in other characteristics such as age, discipline, and increased teaching and administrative work were not, as a group, significant. There were also no differences between Australia and Canada. The findings are important, particularly for the pursuit of gender equality within academia. In the absence of specific mitigating interventions, research disruptions in 2020 may have long-lasting career scarring effects (e.g. hiring, promotion, tenure) and, as a result, see women further disadvantaged within the academy. The Internet of Things (IoT) is expanding rapidly and can potentially be a huge data source. This study aimed to close the knowledge gap about possible IoT applications in health care. English-language academic publications from the Web of Science (WoS) were used for the present study. Bibliometric networks were used to analyze pertinent publications to examine the connections between authors, nations, and affiliations. Papers on digital health care have been published in more than 1195 sources, among which the most popular was the Journal of Medical Internet Research. Six top institutions were from the Netherlands, making the Vrije Universiteit Amsterdam the most productive institution after Australia and England. This study provides an overview of IoT-related research conducted in digital health care, helping academic researchers, policymakers, and practitioners to better understand the development of digital health care research. In an arts integrated interdisciplinary study set to investigate ways to improve social accountability (SA) in medical education, our research team has established a renewed understanding of compassion in the current SA movement. This paper explores the co-evolution of compassion and SA. The study used an arts integrated approach to investigate people's perceptions of SA in four medical schools across Australia, Canada, and the USA. Each school engaged approximately 25 participants who partook in workshops and in-depth interviews. We began with a study of SA and the topic of compassion emerged out of our qualitative data and biweekly meetings within the research team. Content analysis of the data and pedagogical discussion brought us to realize the importance of compassion in the practice of SA. The cultivation of compassion needs to play a significant role in a socially accountable medical educational system. Medical schools as educational institutions may operate themselves with compassion as a driving force in engaging partnership with students and communities. This paper reports on an examination and analysis of digital storytelling interface features and functionalities within a select number of Indigenous digital libraries and archives in order to support and inform the participatory and culturally-informed design and development of a digital storytelling system for the Inuvialuit Settlement Region (ISR) in Canada's Western Arctic region. This paper provides an introduction to digital storytelling and the use of digital media in Indigenous communities to preserve oral traditions and stories in digital archives. It also presents participatory and inclusive design ideas and examples from Canada, US, and Australia to demonstrate and emphasize the importance of community engagement and community-based archiving for cultural heritage preservation and access. Given the intense politicisation of education, many teacher educators are caught in the cross-hairs of government's reform agendas, university expectations and student teacher needs. This paper reports on a study of 28 literacy teacher educators in four countries (Canada, US, Australia and England). This paper reports on the broad question: How is politics affecting literacy teacher educators? Three specific aspects are considered: their pedagogies, identity and well-being. It describes how their pedagogy (goals and teaching strategies) has narrowed because of mandated curriculum and exit exams. It shows how their identity as academics is being complicated because they often do not have time for their research. Purpose: This paper aims to present a bibliometric analysis of scientific documents in the field of traumatic brain injury rehabilitation. Methods: Web of Science was used to collect bibliographic data of traumatic brain injury rehabilitation documents from 1983 until the end of 2017. Results: Of a total of 6069 documents retrieved, 78.2% were journal articles. The average annual growth of the documents as of the year 2000 was 9.4%. The most frequent subject categories in this field were Rehabilitation, Neurosciences and Neurology, Sport Sciences, Psychology, and General and Internal Medicine. The most active journal was Brain Injury. More than 50% of the documents were published in 10 journals. The most prolific and impactful institutions were from the USA, Australia and Canada. Traumatic brain injury, rehabilitation, brain injury, stroke and outcome were the most commonly used keywords. Mild traumatic brain injury and concussion were the topics receiving attention in recent years. Conclusion: Traumatic brain injury rehabilitation is a young and constantly growing field. Since the late 1990s, traumatic brain injury rehabilitation documents published yearly comprised about 3–4% of all rehabilitation documents. It was shown that review papers and proceedings have more impact than journal articles, and collaborative papers receive more citations. Trans and non-binary youth (TNBY) face high levels of interpersonal and social adversity as well as disproportionate rates of mental health issues such as depression, self-harm and suicidal ideation. Among protective factors, context plays a key role. In addition to parental support, access to gender-affirming medical care begins to emerge as crucial for young people needed them. This paper compares, through thematic analysis, the experiences of TNBY with regard to access and experiences to care in Canada, Switzerland, England, and Australia. It identifies similarities and differences in barriers to access to care, as well as impacts of gender affirming care on young people and their well-being. The article concludes with a discussion on the importance of prompt and easier access to gender-affirming medical care, of training of professionals, and a hypothesis about the role of context in TNBY well-being. The proposition that international students are not only sojourners but future immigrants has become well established in public policy. While education and immigration policy have become more intertwined, they continue to be analysed as separate spheres of influence. This paper compares Australia, Canada, and Germany, which between them host nearly 20% of all globally mobile students and where a nexus between international student and immigration policy has emerged. Using critical discourse analysis, a comparative case study design and based on a systematic literature review of over 300 studies published from 1990 to 2018, the findings revealed three ostensibly paradoxical discourses, which are discussed using the new term 'discursive pairings'. First, international students are selected for success but remain vulnerable to policy shifts that may exclude them and cause them to 'fail'. Second, international students are retained to fill economic shortages, but face difficulties being accepted on the labour market. Third, international students help build national reputation yet have been known to be exploited and subject to discrimination. The contradictions that emerge in the discourses bring into question the 'ideal immigrant' framing of international students, demonstrating that their role, acceptance, and ability to integrate into host countries is far from assured. This paper seeks to clarify some of the assertions made by Norton et al. (2022) regarding the accreditation standards of the American Psychological Association (APA) Commission on Accreditation (CoA) and the Canadian Psychological Association (CPA), as well as examines two critical issues raised by the authors. In their editorial, Norton et al. sought to examine accreditation standard similarities and differences between Australia and North America to promote an exploration of effective educational practices. This commentary applauds their effort and after making some clarifying comments about the First Street Accord, Exemplar Institutions, Program Differences and Supervised Experience Requirements and Licensure, this commentary explores competency-based education and assessing competency. The commentary concludes by underscoring Norton et al.'s challenge to the field to develop a clear consensus on what constitutes competent practice and instruments that would allow researchers to measure competence. Schizophrenia is a global concern, and, this paper, describes the caring roles of health professionals who are mothers of adult children with schizophrenia. A thematic analysis of data from a doctoral study identified a blending of expertise into an informed care model. Caring roles included: constant carer; coordinator carer; watchful bystander carer; and life coach carer. Previous research has not explored these dual roles. This paper elucidates their responsive approaches and contributions to mothering and caregiving roles. Freedom of speech is a key way in which sexual and gender politics are contested. Heteroactivism names the ways that these discourses seek to open up space to push back against sexual and gender equalities,We focus on three different countries where distinctive framings about freedom of speech are deployed in diverse ways. Taking a transnational approach that explores interlinkages in discourses that touch down differently in each context, this paper looks at how freedom of speech claims are operative on university campuses in Canada, Australia and Great Britain. In Canada, Professor Jordan Peterson's freedom of speech claims arguably enable transphobic, anti-feminist and anti-LGBT speech. In Australia, university academic Roz Ward's ability to express controversial opinions was attacked because she runs an innovative Safe Schools programme seeking to protect LGBT students. In Great Britain, contesting 'No Platforming' through freedom of speech saw arguments that crossed left/right, progressive/conservative, eventually seeing Peter Tatchell defend discrimination against ideas, but not people. Heteroactivism offers an important frame to understand the pushbacks against sexual and gender rights which are integral to liberal democracies such as those in the UK, Canada and Australia. Social media are transforming public communication and state-society relations, dynamics distinctly visible in the domains of policing and order maintenance. Despite growing research on this relationship, scholarship has adopted an internalist optic, privileging social media use by domestic law enforcement. Using an original data set, this paper broadens the scale of analysis to consider Twitter usage by federal agencies tasked with border security and migration policing in Australia, Canada, and the United States. Despite new technologies' transformational potential, its findings suggest Twitter is overwhelmingly employed for the conventional purposes of broadcasting information, managing impressions, and enlisting public assistance. For governments concerned with enhancing labour market efficiency, employer-sponsored temporary labour migration schemes have become increasingly popular. However, the equity implications of these arrangements, which constrain the mobility of migrant workers, have largely been ignored. This paper assesses the factors affecting the vulnerability of employer-sponsored migrant workers and addresses the question of whether these schemes comply with ethical principles relating to fair treatment. It draws upon migration ethics, political economy and socio-legal perspectives to evaluate visa schemes in Australia, Canada and Sweden. The paper argues that there is an ethically justifiable case for selectively restricting certain rights of migrant workers within clearly defined parameters. However, policies facilitating worker mobility, restricting sponsorship to higher-skilled occupations, promoting enforcement and worker representation, and providing accessible opportunities for permanent residency and citizenship help to ensure that employer-sponsored temporary labour migration schemes comply with ethical principles relating to the fair treatment of workers. Communication between health professionals and patients is an intergroup phenomenon where the health professional has the most power and status. Over the past few decades, there has been a steady increase in the availability to patients of information about healthcare and specific diseases on the Internet. In this paper, we ask whether the use of Internet health information assists patients to manage their consultations with health professionals better and whether it alters the intergroup dynamic by providing a more equal status for patients. In this study 370 participants from Australia and Canada completed a survey that included a 'willingness to communicate with health professionals' scale. They also commented on their use and trust of Internet health information. Thematic analysis suggests that patients' use of Internet health information serves as a broker between patients and their health provider in health consultations. We discuss the implications of these findings for health practitioners as they address how easier Internet access influences patient interactions with health professionals. This paper reflects on using improvisation approaches in teaching sound art, in socially-engaged art projects, and in tertiary classrooms. The author argues for an approach she calls 'resonant pedagogy' where improvisation is present in both the pedagogical design and in the content of the classes, allowing teachers/facilitators and students/participants to work together across the different disciplines that coalesce in the practice of sound art. A resonant, improvisatory approach also recognises and responds to the backgrounds, experiences, abilities, environments, and cultures of those present. Using examples from training in community settings in Australia, Northern Ireland, and Canada, and classes at the University of Regina, she suggests that incorporating improvisation might be one way to push back against the binary of 'inclusion' and 'exclusion'. In such a binary, power seems to rest with those doing the 'including'. A growing number of cities around the world have now developed urban digital strategies to speed up the pace of change, and more importantly to move their digital planning and policymaking from ad-hoc to an integrated and strategic approach. The paper provides a cross-national comparative study, based on recently developed urban digital strategies in Brisbane, Australia and Vancouver, Canada. The aim is to understand if and how urban digital strategies align with broader strategic planning in the two cities. To do so, the paper combines policy analysis with interviews of a selection of stakeholders in both cities. Introduction Research in palliative care (PC) is often regarded as challenging due to the vulnerability of the population and other peculiarities. We aim to systematically identify barriers to research in PC in the literature. Methods The electronic databases CINAHL, MEDLINE were searched for papers published in the last 25 years. Citations and then abstracts were screened for inclusion. Original papers were included on first-level analysis. On a second level reviews, reports, and position papers were analyzed. Papers containing a direct patient report were specifically analyzed. Barriers were categorized (ethical considerations, financial and time expenses, study design and methodology, human resources and politics) and results quantified. Results Twenty-one original papers and 65 other papers were included. Five studies involved patients directly, five were systematic reviews, three were study experiences, and seven were surveys or workshop reports. Most papers originated from UK, USA, or Norwegian Universities. Ethics and methods were the most often mentioned categories on both levels. Accrual, attrition, and gatekeeping were frequently named barriers. Complex invasive studies or possible side effects hinder patients' participation, as patients are often willing to participate for altruistic motivations. Discussion Barriers to PC research are ethical concerns and methodological challenges. Possible strategies to overcome methodological barriers include international collaborative efforts to include more patients and improve study designs. Ethical barriers indicate the need for patient involvement in the research development process and tailoring research specifically to the PC population. [ABSTRACT FROM AUTHOR]

Recent cases of partisan-motivated prorogations of parliaments at the federal and provincial levels in Canada have focused attention on this phenomenon. While such prorogations are uncommon in the mature Westminster-style parliaments, the Canadian cases are not unique. Systematic study of partisan-motivated prorogations in the Australian states has illuminated the factors commonly associated with such cases. This paper outlines the results of this literature and then tests whether the Canadian cases fit the pattern. It shows that, on balance, these factors do apply. The paper thus concludes that, while partisan-motivated prorogations may not be predictable, it is possible to identify circumstances in which there is a substantially greater risk of their occurrence. This paper draws on ideas of assemblage to examine the contingency and (in)coherence of education policy. The paper is a conceptual and thematic attempt to understand the policy terrain, broadly conceived, pertaining to opposition to the establishment of private Islamic schools in Australia and public Afrocentric schools in Canada. This opposition is located within complex policy terrains relating to multiculturalism, whiteness and race/racism. The paper focuses on the complex racialised politics surrounding education policy initiatives that support marketisation and choice in private and public K-12 schooling – with an interest in what forms of choice are legitimated in and by a racialised education market. The paper concludes that opposition to Islamic and Afrocentric schooling highlights the ambiguity of equity, and the fragility of identity in racialised education policy environments. This paper presents a review of the literature relating to hard-to-reach families which has been published over the last 12 years in the UK, USA, Canada and Australia. The purpose of the review was twofold: to gain insights to understandings of the term ‘hard-to-reach’ within these services – education, health and social – which might be aiming to access such families in order to help them improve their life chances and to explore the ways in which services have been successful in engaging the families. A consistent message to emerge from the review is that complex issues need complex solutions which in turn need time to implement. Additionally, it is clear that services need to develop diversity of support provision in order to meet the varying needs of families and that services need to develop a shared script for working with them. Assessing student learning in ways that offer students, institutions and systems with sound information is a considerable challenge for higher education. Despite demonstrable progress, a disconnect remains between methods used for assessing learning, improvement and accountability. This muddled situation is illustrated through a review of contemporary practice in the USA, Canada, Australia, the UK and New Zealand. To advance research and practice, this paper contributes a structured set of criteria that practitioners can use to evaluate whether an assessment functions effectively across different levels of practice. These technical and practical criteria touch on issues such as sampling, the viability of aggregation, reporting and cost-benefit considerations. The paper tests these criteria by considering their capacity to drive multi-level improvement in education quality. It is a core element in Richard Florida's popular theory on growth to be able to attract the creative class to a geographical area. But Florida is not very specific on which kind of amenities are important for attracting and keeping the creative class. The purpose of this paper is to analyse which kind of cultural activities the creative class is actually using. Which kind of cultural activities does the creative class use more intensively than other groups in society? This paper presents new empirical results on preferences for leisure and culture. Richard Florida's theory can be, and has been, criticised - especially on the issue of causality. The purpose of this paper is to provide a reconnaissance of major academic libraries located in Australia, Canada, the U.K. and U.S.A. that have embraced Web 2.0 tools for enhancing library services. The research is based on a survey of websites of 277 university libraries. The checkpoints used for this evaluative study were given by for evaluating various Web 2.0 tools. Additional checkpoints were arrived at after visiting and browsing the various sites. The findings of the study acknowledge the strength of Web 2.0 tools in improving library services for users. Really Simple Syndication (RSS), Instant Messaging (IM) and blogs are popular in academic libraries. This paper draws on findings from a research project funded by the Scottish Executive which analysed the gender balance in teaching and explored the underlying reasons for the decline in the number and proportion of men, particularly in secondary schools. As in other developed countries, such as Australia, the USA and Canada, the proportion of men entering teaching has declined fairly rapidly over a ten-year period. At a time when women are participating in paid work in greater numbers than ever before, their concentration in certain areas of work, particularly in the service sector and the 'caring' professions, is increasingly apparent. Despite the clarity of this trend, it is evident that responses from academics and policy-makers have been very different, with some policy-makers linking the declining proportion of men in teaching with the problem of boys' underachievement and a perceived 'crisis in masculinity', whilst some feminist writers have questioned these views, drawing on recent gender theory which questions the utility of the binary categories of 'man' and 'woman', instead suggesting that gender is performed and may have little to do with the body of the person who is involved in the particular performance. Sex and gender thus become decoupled, with the focus on individual actors freely choosing the version of gender they wish to practice. This line of argument suggests that the sex of the teacher is irrelevant; what really matters is the way in which they perform gender in the classroom. Work on the gender balance in teaching therefore provides an opportunity to reflect on underlying tensions in gender theorising and policy-making. The paper begins by considering tensions between modernist and post-structuralist accounts of sex and gender. Having outlined the underlying theoretical tensions, it then goes on to consider the accounts given by teachers and students of the reasons for their own choice of teaching as a career, their experiences in teaching and their views of the reasons underlying the declining proportion of men in teaching. The aim is to consider whether students and teachers believe that sex is an important variable structuring their lives, including their decision to become a teacher and their experiences of working as a teacher, or whether they regard gender as something which is chosen from a wide repertoire of options and is relatively free from the constraints of embodiment. In relation to research on the gender balance in teaching, the paper concludes by suggesting that there is a need to make use of the idea of gender as performance, whilst at the same time holding on to the foundational concepts of 'woman' and 'man'. In the postcolonial context of Australia there has been a belated legal recognition of sui generis Indigenous rights and interests over much of the continent. However, the pervasive environmental discourse guiding resource management practices remains firmly based on ‘commonsense’ settler understandings of ‘nature’ as an external domain to be managed and/or preserved. In order to understand how this could be otherwise, this paper examines ideas about political landscape formation and the implications of the changing role of the nation-state and civil society in relation to the recognition of Indigenous political subjectivities. Taking the situation faced by Indigenous peoples in two settler societies as our vantage point, I argue here that we need to move away from assimilative environmental governance arrangements and politicise the concept of ‘nature’. This will open up spaces for the recognition and active participation of Indigenous polities in the realm of natural resource management. The paper concludes by contrasting the situation faced by Indigenous landowners in Australia's Kakadu National Park with the overtly political negotiations occurring in two northern regions of Canada. In the latter, in a process similar to what Tully calls ‘daily subconstitutional politics’, it is through the recognition of Indigenous polities in environmental governance issues that Indigenous peoples are starting to refashion their stake in the governing ideas and institutions of the broader regional, provincial and national polity. This paper focuses on the years immediately following the Second World War, a period in which imperial factors also continued to shape broader migration patterns and policy in Great Britain and the Dominions. It looks in particular at the experiences of public service radio broadcasting officers who traveled to Great Britain from the Dominions with the support of bursaries provided by the Imperial Relations Trust (IRT). This scheme ran for over a decade, and also funded bursars from India, Pakistan and Ceylon, and visits by British broadcasting officers to other Commonwealth countries. The experiences of all these bursars are of similar historical interest, but are not dealt with here, as they raise questions and involve historiographical debates that reach beyond the scope of a short paper. This paper focuses on the men and women from Canada, Australia and New Zealand who traveled to Britain in the early years of the scheme’s operation.

This study conducted a series of content analyses of the articles published by International Journal of Science Education , Science Education , and Journal of Research in Science Teaching from 1998 to 2002. A total of 802 research papers were analyzed in terms of the authors' nationality, research types and topics. It was found that researchers in four major English-speaking countries, including the US, the UK, Australia, and Canada, contributed to a majority of the publications, but the researchers from other non-English countries may have, to a certain extent, gradually played a valuable role on the published work. This probably implies that science education research may have progressively become an important field recognized by the international academic community. This study also found that most of the published articles were categorized as empirical studies, while position, theoretical and review papers were rarely presented in the journals. Although the research topic of students' conceptions and conceptual change was the most frequently investigated one in these five years, a declining trend was observed when analyzed by year. Moreover, in 1998-2002, the research topics related to student learning contexts, and social, cultural and gender issues were also received relatively more attention among science educators. The paper explores the relevance of the concept of a liberal welfare regime to housing provision through an exploration of the interactions between governments, private markets and households in rental housing in Australia, New Zealand, Canada and the United States. In particular, it examines the extent of dualism in these four countries in the financing, ownership and management of rental housing and the types of social guarantees offered by governments to households in different rental sectors. The paper concludes that the welfare regime concept has some relevance in explaining dualism in rental housing in the four countries, as reflected in different types of guarantees offered to households through social housing and housing allowances. It finds, however, that there is passive rather than active government support for private rental markets and that different institutional arrangements in the four countries lead to differences in the extent of government support for private renters. This paper uses transnational postcolonial feminist participatory action research (TPFPAR) to examine two sport for development and peace (SDP) initiatives that focus on Indigenous young women residing in urban areas, one in Vancouver, Canada, and one in Perth, Australia. We examine how SDP programs that target urban Indigenous young women and girls reproduce the hegemony of neoliberalism by deploying biopedagogies of neoliberalism to ‘teach’ Indigenous young women certain education and employment skills that are deemed necessary to participate in competitive capitalism. We found that activities in both programs were designed to equip the Indigenous girls and young women with individual attributes that would enhance their chances of future success in arenas valued by neoliberal capitalism: Eurocentric employment, post-secondary education and healthy active living. These forms of ‘success’ fall within neoliberal logic, where the focus is on the individual being able to provide for oneself. However, the girls and young women we interviewed argued that their participation in the SDP programs would help them change racist and sexist stereotypes about their communities and thereby challenged negative stereotypes. Thus, it is possible that these programs, despite their predominant use of neoliberal logic and biopedagogies, may help to prepare the participants to more successfully negotiate Eurocentric institutions, and through this assist them participants in contributing to social change. Nevertheless, based on our findings, we argue that SDP programs led by Indigenous peoples that are fundamentally shaped by Indigenous voices, epistemologies, concerns and standpoints would provide better opportunities to shake SDP's current biopedagogical foundation. We conclude by suggesting that a more radical approach to SDP, one that fosters Indigenous self-determination and attempts to disrupt dominant relations of power, could have difficulty in attracting the sort of corporate donors who currently play such important roles in the current SDP landscape. As a knowledge domain, contemporary indigenous tourism is framed in reference to cultures conventionally recognized as ‘indigenous,’ and engages this almost exclusively from a supply-side perspective. This paper reimagines indigeneity and indigenous tourism as embracing also the other 94% of global population. From a utilitarian perspective, this inclusion of ‘nonconventional indigenous people’ harbors opportunities to advance the sustainability agenda by reconnecting modern mainstream cultures, through personal exposure in dispersed settings, with ancestral roots and associated sustainable livelihoods. Such reconnections are framed as a form of re-indigenization that may be especially attractive to ‘travel promiscuous’ diasporic populations such as those found in the ‘settler’ countries of Canada, United States, Australia, and New Zealand. Articulation of this concept could be facilitated by existing knowledge domains and products in heritage tourism, rural tourism, and urban tourism, as well as sustainable tourism. Rather than usurping conventional indigenous efforts to re-indigenize and re-empower, it is contended that the nonconventional dimension can coexist with and even reinforce the latter, while enriching the dimensions of indigenous tourism as a dynamic knowledge domain. International focus on reducing onward HIV transmission emphasizes the need for routine HIV testing and early uptake of antiretroviral treatment (ART). Strategic targets have been set for 2020 to achieve the goal of 90% of people infected with HIV diagnosed, 90% of identified cases on treatment, and 90% of persons on treatment virally suppressed (90–90–90). It is vital to understand the complexity of factors influencing a person's treatment decisions over time and the context which may enable better adherence. In this paper we present findings from the review of published and gray literature (2003–2013) on the documented factors associated with treatment initiation and adherence in the general adult population of Australia, Canada, and the UK. A framework developed by Begley, McLaws, Ross, and Gold [2008. Cognitive and behavioural correlates of non-adherence to HIV anti-retroviral therapy: Theoretical and practical insight for clinical psychology and health psychology.Clinical Psychologist, 12(1), 9–17] in Australia was adapted to summarize the findings. A systematic database search using keywords and a set of inclusion criteria yielded 17 studies (Australia = 6; Canada = 8; UK = 3). In addition 11 reports were included in the review. We found that a person's abilities and motivations (intrapersonal factors, reported in 7 studies) to start and continue ART are influenced by a host of interconnected factors spanning relationship (interpersonal, 3 studies) and broader structural (extrapersonal, 15 studies) factors that are situated within social determinants of health. People therefore evaluate various costs and benefits of starting and staying on treatment, in which biomedical concerns play an important yet often subsidiary role. In this review the economic barriers to care were found to be significant and under-reported, highlighting the persistent health inequities in terms of access to services. Our understanding of the context around people's use of ART remains poor. Education policy is a highly interesting field from the point of view of governance, given the substantial changes that have been made throughout the world to the governance of such policy over the last 30 years or so. Western governments in particular have made significant changes in the governance arrangements of their education policy in order to achieve two fundamental goals: increased efficiency and greater accountability. In this process, the role of governments has changed but not diminished. This paper explores such developments by comparing the trajectories of governance reforms in three federal countries (Australia, Canada and Germany). What emerges is that the role of governments is key to all governance mixes modelled by the reform processes in the three analysed countries, and that there is greater “national” coordination than before, but also significant differences in the strategies adopted and in the content of reform, due to the differing nature of such countries’ federal dynamics. Purpose: Changing the current geographical maldistribution of the medical workforce is important for global health. Research regarding programs that train doctors for work with disadvantaged, rural populations is needed. This paper explores one approach of remote supervision of registrars in isolated rural practice. Researching how learning occurs without on-site supervision may also reveal other key elements of postgraduate education. Methods: Thematic analysis of in-depth interviews exploring 11 respondents’ experiences of learning via remote supervision. Results: Remote supervision created distinctive learning environments. Respondents’ attributes interacted with external supports to influence whether and how their learning was promoted or impeded. Registrars with clinical and/or life experience, who were insightful and motivated to direct their learning, turned the challenges of isolated practice into opportunities that accelerated their professional development. Discussion: Remote supervision was not necessarily problematic but instead provided rich learning for doctors training in and for the context where they were needed. Registrars learnt through clinical responsibility for defined populations and longitudinal, supportive supervisory relationships. The widely held view is that effective action on climate change requires commitment by national governments to international agreements. Developed nations like Canada and Australia continue to fall short in their commitments to emissions reduction targets established under the 1997 Kyoto Protocol. Australia refused to ratify its Kyoto commitments until 2008 and Canada withdrew its commitment in 2011. Subnational governments in both countries have been active in developing policy responses to climate change yet remain largely excluded as serious policy partners in national mitigation and adaptation initiatives. This paper utilizes Kingdon’s Multiple Streams Framework to consider why subnational governments address climate change and the main factors shaping their policy choices. The experiences of the Australian state of Victoria and the Canadian province of Ontario provide examples through which to explore the factors contributing to climate policy opportunities and constraints faced by subnational governments in these countries. In 1926, the Empire Marketing Board (EMB) was established to foster empire trade without the use of tariffs. It was to simulate imperial preference by redirecting consumer choice away from ‘foreign’ goods and towards the produce of ‘home and empire’. Using newspapers, pamphlets, film, exhibitions and poster displays, the EMB aimed to ‘bring the empire alive’ to British consumers. This paper analyses the presentation of three settler dominions—Australia, New Zealand and Canada—in the EMB's advertising campaigns. The EMB's large visual archive has been the subject of only limited study, most of which has focused on a homogeneous reading of empire. This article argues that the work of the EMB reveals the presence of a separate discourse of empire—a ‘dominion discourse’—that has not been recognised in cultural histories of empire, which, with the recent exception of ‘British world’ studies, have been more interested in mapping and conceptualising the formation of identities in other colonial settings. The ‘dominion discourse’ emphasised the familiar, white and ‘British’ nature of the former colonies of settlement, attributes that are clearly displayed in the campaigns of the EMB, but can also be found in settler culture much more widely. In doing so, the white dominions stressed not only their difference from the dependent colonies, but their similarity to Britain. Though the inter-war period is often associated with the rise of distinctive national identities and the loosening of imperial bonds, the production of these attributes in an imperial and metropolitan context draws attention to both the transnational nature of identity formation and the continuing importance of Britain and empire in the construction of settler culture in this period. In the past decades, public health has increasingly addressed what has been called the children's obesity 'epidemic', most notably through large-scale initiatives promoting physical activity. Through a discourse analysis the current paper critically examines such efforts in Canadian and Australian public health. Public health websites in Canada and Australia were examined for information concerning children's health, physical activity and obesity and explored for how these issues were represented in the discourse. Bacchi's (2009) 'What's the problem represented to be?' approach to discourse analysis guided our interrogation of the taken-for-granted assumptions underlying Canadian and Australian public health discourse, the ideological and political influences involved in its construction, and the knowledge base upon which it rests. Since the early 1990s, pushed by domestic economic recession and uncertainty of their life paths, young Japanese have been flying to Canada and Australia not only for holiday experiences, English learning, and temporary work, but also in the quest to find oneself. Searching for “international” work they really want to do, they often prolong their sojourning. Host countries often keep them in temporary resident status, postponing their career development. Suspended in foreigner status, the migrants themselves extend their “subjective youth” – what they see as an ongoing preparatory period in their lives. Based on fieldwork in Vancouver and Sydney, this paper elucidates how the emerging population of self-searching migrants blurs the conventional boundaries between youth and adulthood, and work and holiday, as well as sojourning and immigrating, thus extending “youth experience” indefinitely. This paper builds on the insights of Sawer and Laycock (2009) to explore similarities in the use of populist discourse by former Australian Prime John Howard and current Canadian Prime Minister Stephen Harper. While Sawer and Laycock label this discourse ‘market populism’ and focus on economic issues, here it is argued that Howard and Harper's populism is better understood as ‘mainstream populism’ due to the equal importance of sociocultural issues in their discourses. To demonstrate this, the treatment of issues such as immigration, multiculturalism, the culture wars, criminal justice, and childcare is considered. It is further suggested that such populist policies were used to satisfy rival wings of their respective parties – neoliberals and social conservatives – that do not always share the same priorities. This article analyzes the ways in which Canadian and Australian immigration policies represent causes and consequences of neoliberal restructuring. Interrogating neoliberalism as a series of political-economic and moral changes derived from the marketization of societal and governmental arrangements, it illustrates how numerically-based ‘points systems’ have been employed as mechanisms for: gauging human capital; establishing indices of risk and undesirability; and promoting the ‘responsibilization’ of incoming migrants. In doing so the points systems' historical trajectory is traced through a variety of administrative reforms characteristic of neoliberal government and flexible accumulation. Ultimately, this article contends that as rational, technical and economically guided systems of enumeration and assessment, both governments' policies mirror, enhance and extend neoliberal arrangements and sensibilities. In providing ostensibly objective techniques of evaluation the points systems have assisted in injecting the ideal neoliberal citizens- who are, above all, flexible, cosmopolitan, entrepreneurial and autonomous- from abroad. Overall this paper contributes to studies of state restructuring by providing new insights into the links between the neglected domain of immigration control and emergent techniques of societal regulation and citizen-making. Paired comparisons of liberal-welfare regimes are underrepresented in housing policy literature. This paper adopts historical institutionalist theory in comparing two such cases: Canada and Australia. Despite these countries’ many similarities, social housing policy differences have been shaped by institutional differences in federal systems, welfare states and social housing itself. Australia's earlier welfare state supported much larger postwar production, but Canada caught up once it departed from the residual US model in the 1960s. Although the 1970s economic shocks challenged Australia's welfare state more than Canada's, the latter's centrifugal federalism became a bigger threat to social housing. In 1985–1995 Australia expanded its social programmes, including demand-side assistance, while Canada devolved and retrenched social programmes, including social housing. Although supply-side social housing is an orphaned legacy in each case, Australia has higher assistance to low-income tenants, more active policy discourse and stronger recent signs of post-neoliberal re-engagement than Canada. These two cases illustrate the importance of institutional differences, including ‘‘institutional design’’, in creating different forces of change at key junctures, leading to divergences in policy paths. Various scholars stress that traditional regulatory regimes will benefit from greater private sector involvement. There has been little empirical study, however, on the impact of the 'amount' of privatization on certain policy goals. This paper aims at filling that knowledge gap. Based on an analysis of private sector involvement in the enforcement of Australian and Canadian building codes, it argues that a certain threshold exists after which more privatization no longer results in effectiveness and efficiency gains. Canadian Muslim women, as opposed to their Australian counterparts, have attained prominent social status not only in terms of their contribution to electoral politics but also in other political spheres. With its focus on the Sharia debate, this paper investigates one potential explanation for this difference. Challenging Okin's feminist perspective, which claims that multiculturalism is an undesirable policy for emancipation, it is argued that multiculturalism facilitates agency of female members of Muslim communities. A comparative examination of the Sharia debate between the two secular countries of Canada and Australia demonstrates that the former's more robust multicultural polity in terms of responding to requests to adopt the Sharia have not only culminated in Muslim women's empowerment but have enhanced their political representation. In contrast, Australian Muslim women have neither had the opportunity to articulate their position with regard to Sharia nor to contribute to an important issue that could have empowered them. In Australia as in Canada, Indigenous contemporary realities can be approached as locally constituted responses to colonial history and to state policies and agendas. This paper compares the ways two Indigenous groups, former hunters and gatherers, have, since their 'forced' settlement, reproduced and transformed their identities and their worlds. The comparison is based on two selected topics: the politics of identity and identification; and local responses to the policies of self-determination/self-management. Considering both Indigenous kin-based socialities and their ontological differences provides clues to a better understanding of Indigenous people's complex practices of resistance and accommodation to, and engagement with, state agendas and the values of modernity and settler society. This paper assesses the evolution of the relationship between tourism and indigenous peoples. Based on published work on indigenous tourism in Australia, Canada, New Zealand and the United States, a six-stage model of evolution has been proposed. The model begins with (1) pre-European in situ control, characterised by high local control and indigenous theme; (2) in situ exposure occurs in the early stages of colonialism and is followed by (3) ex situ exhibitionism and exploitation as native artefacts are displayed in museums and exhibitions. The opening of remnant indigenous space to tourist visits marks (4) in situ exhibitionism and exploitation, which represents the nadir of indigenous control but fosters strategies of resistance. Reassertions of indigenous control give rise to (5) in situ quasi-empowerment, while the extension of this control to previously occupied territory characterises (6) ex situ quasi-empowerment and the presence of “shadow indigenous tourism”. Teaching national history in school generates significant public anxiety and political debate—as the various 'history wars' around the world reveal. For many school students, however, studying their nation's past is dull and repetitive. Such lack of interest has been confirmed by surveys and research reports that reveal alarmingly low levels of national historical knowledge among young people, and there is growing popular concern that their ignorance of the past endangers the nation's future. Yet preoccupation with students' apparent national illiteracy tends to overlook how they connect with history in the first place. This paper draws on findings from a comparative Australian and Canadian research project that interviewed students and teachers about the ways they learned and taught history. Over the past 15 years geographers in the UK, USA, Canada, Australia, New Zealand and elsewhere have been increasingly concerned with issues of sexuality and space and have produced an array of work under the heading 'queer geographies'. This paper considers the importance of place in the production of queer geographies. Material representing queer geographies is drawn from Web pages, conversations and e-mail exchanges (a questionnaire survey) with key individuals in geography (or related spatial disciplines) departments in New Zealand and Australia. This paper examines the assumptions and structure of the concentric circles model of the cultural industries. Empirical data for Australia, Canada, New Zealand, the UK and the US are used to illustrate the model's key characteristic: the proposition that the cultural content of the output of the cultural industries declines as one moves outwards from the core. The test uses the proportion of creative labour employed in production as a proxy for cultural content. The results confirm the model's validity as a means of depicting the structural characteristics of the cultural industries and also enable some wider features of the cultural workforce in the five countries to be examined. This paper presents a comparative analysis of the extent to which party law influences the internal organisation of parties in four Commonwealth common law states: Australia, Canada, New Zealand and the United Kingdom. The research engages with recent comparative party literature that emphasises the increasingly close relationship between political parties and the state, in particular the cartel party thesis. My findings indicate that over the last few decades parties have become subject to greater legal regulation, which supports the claim that parties are now managed more closely by the state. However, it is important to distinguish between legislative and common law (judicial) regulation, as each has a different impact on the organisational autonomy of the cartel party. I argue that parties (as autonomous actors and the authors of parliamentary decrees) have been able to shape legislative regulation to their advantage by eliciting significant financial support from the state, yet minimising the corresponding degree of legislative intrusion into their internal activities. However, cartel parties have not been able to prevent judicial scrutiny of their internal workings, and have lost a significant degree of organisational independence as principles of administrative law (usually reserved for state bodies) are being increasingly applied to their structure and behaviour. Somatic cell nuclear transfer (SCNT) research, otherwise known as therapeutic cloning, requires large numbers of research oocytes, placing pressure on an already limited supply. In the UK, Canada, Australia, Singapore and most of Western Europe, oocytes are made available through modestly reimbursed donation, and, owing to the onerous nature of donation, the existing demand for reproductive oocytes far outstrips availability. SCNT research will place this system under even greater pressure. This paper investigates the growth in a global market for oocytes, where transnational IVF clinics broker sales between generally poor, female vendors and wealthy purchasers, beyond the borders of national regulation, and with little in the way of clinical or bioethical scrutiny. It considers the possible impact that SCNT research will have on this global market. It argues that oocyte vending could be understood as a kind of reproductive labor in the bioeconomy, and suggests some ways to improve the protection, security and power of vendors.
