The Canadian Cordillera in the province of British Columbia witnesses numerous rock falls every year. Studies on the recorded rock fall data in this area show that rock fall hazard follows weather conditions, especially precipitation and freeze-thaw cycles. This relationship indicates that a weather-based approach can be implemented to estimate possible changes in the rock fall hazard due to climate change. In this paper, we used a statistical approach to quantify the relationship between monthly weather averages and rock fall frequencies for a section of a transportation corridor along the Fraser River in British Columbia, Canada. In this regard, von Mises distributions are used to find the best-fitted models to the monthly precipitation and freeze-thaw cycles, and proper relative weights are applied to the models in order to calibrate them to the rock fall monthly frequency. The calibrated model is used with input data from climatic predictions for 2041–2070 and 2071–2100 to see how rock fall distribution will be affected due to climate change in the future decades. Results show that between 9 and 19%, more rock fall is anticipated in future winters. Rock falls are expected to decrease in other months, especially in October, November, March, and April. This paper presents a method to predict changes in rock fall hazard seasonality due to climate change and illustrates the method with a case study along a section of the Canadian Cordillera. Conservation strategies for populations of woodland caribou Rangifer tarandus caribou frequently emphasize the importance of predator–prey relationships and the availability of lichen-rich late seral forests, yet the importance of summer diet and forage availability to woodland caribou survival is poorly understood. In a recent article, Wittmer et al. ( Can J Zool 83:407–418, ) concluded that woodland caribou in British Columbia were declining as a consequence of increased predation that was facilitated by habitat alteration. Their conclusion is consistent with the findings of other authors who have suggested that predation is the most important proximal factor limiting woodland caribou populations (Bergerud and Elliot in Can J Zool 64:1515–1529, ; Edmonds in Can J Zool 66:817–826, ; Rettie and Messier in Can J Zool 76:251–259, ; Hayes et al. in Wildl Monogr 152:1–35, ). Wittmer et al. ( Can J Zool 83:407–418, ) presented three alternative, contrasting hypotheses for caribou decline that differed in terms of predicted differences in instantaneous rates of increase, pregnancy rates, causes of mortality, and seasonal vulnerability to mortality (Table 1, p 258). These authors rejected the hypotheses that food or an interaction between food and predation was responsible for observed declines in caribou populations; however, the use of pregnancy rate, mortality season and cause of mortality to contrast the alternative hypotheses is problematic. We argue here that the data employed in their study were insufficient to properly evaluate a predation-sensitive foraging hypothesis for caribou decline. Empirical data on seasonal forage availability and quality and plane of nutrition of caribou would be required to test the competing hypotheses. We suggest that methodological limitations in studies of woodland caribou population dynamics prohibit proper evaluation of the mechanism of caribou population declines and fail to elucidate potential interactions between top-down and bottom-up effects on populations. Groundwater sustainability is challenged by the difference between legal and scientific understanding of groundwater, as well as the lack of focused attention to regulatory design in the literature on groundwater institutions, governance and management. The purpose of this paper is to use the scientific characteristics of groundwater to direct the necessary elements of regulatory design for this unique element. Developing interdisciplinary language that could be applied in any jurisdiction or region, the article describes seven groundwater characteristics as processes, functions, qualities, physical sustainability, scale, information and data, and physical state. Using these characteristics of groundwater embeds the scientific understanding of groundwater into regulatory design and enables the expression of new values such as Indigenous rights to water. Applying these scientific characteristics to a case study of new groundwater regulation in a subnational jurisdiction in the Global North—British Columbia (BC), Canada—highlights the failure of regulatory design even in a well-resourced jurisdiction where environmental regulation is the norm. Groundwater in BC is extremely heterogeneous in process and function, with low observation density and undefined sustainability goals where regulations are applied uniformly. Looking forward, three recommendations can be drawn using the scientific characteristics of groundwater to improve regulatory design in BC: defining sustainability goals and ecological thresholds; regionalizing and prioritizing; and long-term planning. This science-forward and interdisciplinary approach has implications for states with customary water entitlements and multiple legal orders. This paper demonstrates knowledge-guided fuzzy logic modeling of regional-scale surficial uranium (U) prospectivity in British Columbia (Canada). The deposits/occurrences of surficial U in this region vary from those in Western Australia and Namibia; thus, requiring innovative and carefully-thought techniques of spatial evidence generation and integration. As novelty, this papers introduces a new weighted fuzzy algebraic sum operator to combine certain spatial evidence layers. The analysis trialed several layers of spatial evidence based on conceptual mineral system model of surficial U in British Columbia (Canada) as well as tested various models of evidence integration. Non-linear weighted functions of (a) spatial closeness to U-enriched felsic igneous rocks was employed as U-source spatial evidence, (b) spatial closeness to paleochannels as fluid pathways spatial evidence, and (c) surface water U content as chemical trap spatial evidence. The best models of prospectivity created by integrating the layers of spatial evidence for U-source, pathways and traps predicted at least 85% of the known surficial U deposits/occurrences in >10% of the study region with the highest prospectivity fuzzy scores. The results of analyses demonstrate that, employing the known deposits/occurrences of surficial U for scrutinizing the spatial evidence layers and the final models of prospectivity can pinpoint the most suitable critical processes and models of data integration to reduce bias in the analysis of mineral prospectivity. Terrestrial lidar scanning (TLS) has become a widely accepted expert tool for monitoring geohazards on bare or sparsely vegetated slopes through change detection. While trees can be an important indicator of landslide activity at a slope, vegetation is often removed or ignored when monitoring landslides with TLS. This paper explores the use of multi-temporal terrestrial lidar scanning at a slope in the Peace River valley of British Columbia to test the author's hypothesis that tree stems in TLS data can be used to track landslide displacement and provide insight into the landslide mechanism. Six TLS datasets, each collected approximately 6 months apart, are used, and roto-translation methods are employed to determine the azimuth, plunge, and toppling angle of trees between each TLS scan. The tree displacement patterns are compared to TLS change detection results on bare-ground, and to single-point tracking techniques for extracting displacement vectors. The displacement of a large slow-moving landslide is accompanied by slope damage, such as fractures, tension cracks, and slope bulging. Studies of these features provide insight into the mechanisms responsible for the deformation. In this paper, we investigate slope damage at the Downie Slide, a very large landslide in British Columbia, Canada, that is slowly moving along two shear zones subparallel to the ground surface. Structural geology, and particularly the morphology of the lower shear zone, strongly controls the deformation and, in turn, the observed internal and surficial slope damage features. We use aerial and underground adit laser scanning and photogrammetry to characterize the geometry of the landslide. We subdivide the slide area into slope damage domains based on the distribution, size, and orientation of the slope damage features. We reconstruct the shape of the two failure surfaces by interpolating borehole inclinometer monitoring data and processing the 3D surfaces in a GIS environment to create aspect and slope maps. We observe a strong correlation between surficial slope damage features and changes in the dip and dip direction of the lower sliding surface. We further infer the presence of a multi-planar failure surface geometry and previously unrecognized structurally controlled damage zones. [ABSTRACT FROM AUTHOR]

In this paper, we examine the influence of the 27 October 2012, Mw 7.8 earthquake on landslide occurrence in the southern half of Haida Gwaii (formerly Queen Charlotte Islands), British Columbia, Canada. Our 1350 km2 study area is undisturbed, primarily forested terrain that has not experienced road building or timber harvesting. Our inventory of landslide polygons is based on optical airborne and spaceborne images acquired between 2007 and 2018, from which we extracted and mapped 446 individual landslides (an average of 33 landslides per 100 km2). The landslide rate in years without major earthquakes averages 19.4 per year, or 1.4/100 km2/year, and the annual average area covered by non-seismically triggered landslides is 35 ha/year. The number of landslides identified in imagery closely following the 2012 earthquake, and probably triggered by it, is 244 or an average of about 18 landslides per 100 km2. These landslides cover a total area of 461 ha. In the following years—2013–2016 and 2016–2018—the number of landslides fell, respectively, to 26 and 13.5 landslides per year. In non-earthquake years, most landslides happen on south-facing slopes, facing the prevailing winds. In contrast, during or immediately after the earthquake, up to 32% of the landslides occurred on north and northwest-facing slopes. Although we could not find imagery from the day after the earthquake, overview reconnaissance flights 10 and 16 days later showed that most of the landslides were recent, suggesting they were co-seismic. The five great trans-Pacific tsunamis of the 20th century that occurred in 1946, 1952, 1957, 1960 and 1964 were accurately recorded by analogue tide gauges on the coast of British Columbia. All available pen-and-paper records of these events were collected, digitised, de-tided and analysed. The 1946 Aleutian Islands event was recorded at two stations, Tofino and Victoria, where maximum trough-to-crest tsunami wave heights were 55 and 27 cm, respectively. These two gauged stations, as well as Prince Rupert, Alert Bay and Kitimat, also recorded the 1952 Kamchatka tsunami, which generated a maximum wave height of 77 cm at Tofino. The 1957 Andreanof Islands tsunami was recorded at six primary stations and the 1960 Chile tsunami by 17 primary and temporary tide gauges. For both of these events, the maximum tsunami wave heights also occurred at Tofino: 48 cm (1957) and 132 cm (1960). The 1964 Alaska tsunami remains the strongest tsunami yet instrumentally recorded on the coast of British Columbia. Our examination of 16 records from this event shows that maximum wave heights at eight stations were higher than 1 m, including Port Alberni (770 cm), Ocean Falls (376 cm), Tofino (237 cm) and Alert Bay (222 cm). We also find that the maximum wave at all stations for this event was among the first three waves. Subsequent wave heights rapidly attenuated following this group of waves. Frequency-time (f–t) analyses of the tsunami waveforms reveal that, for each station, the dominant frequencies of the waves and their evolution with time were very similar for different tsunamis, but differed considerably among sites for a particular tsunami, indicating the strong influence of local/regional topography on the incoming waves. From the latter point of view, the 1964 tsunami was exceptional. The epicentre of the 1964 Alaska earthquake was located much closer to the BC coast than for the other events and, therefore, the influence of the source was much stronger. The "ringing" of this tsunami was substantially shorter (< 1.5 days), the energy decay much faster, and the f–t diagrams at all sites more similar than for the other major events. During the 1964 event, energy associated with the dominant period of 2 h rapidly decayed. All of the tsunamis examined penetrated deep inside the narrow channels, fjords and inlets, typical of the BC coast. Waves also propagated far into some of the rivers. The 1952 Kamchatka tsunami was recorded at Kitimat, located at the head of Kitimat Arm about 80 km from Hecate Strait, while the 1957 Andreanof Islands tsunami was measured at Bella Coola, located at the remotest part of Burke Channel, a distance of ~110 km from the open ocean (Queen Charlotte Sound). The 1960 Chile tsunami was recorded at five stations located in the complex network of inlets and channels that make up the Seymour–Belize Inlet system on the central mainland coast of British Columbia, while the 1964 Alaska tsunami was observed at many stations in the Fraser River, including Pitt Lake that is connected to the Strait of Georgia through a 64-km route upstream in the Fraser and Pitt rivers. Our results further show that occasionally the fjords and inlets of the BC coast not only do not hinder the incoming waves but can strongly enhance them through resonant amplification. This was the case for the 1964 tsunami waves in Alberni Inlet, where the resonant response to the incoming waves resulted in severe damage to Port Alberni at the head of the inlet. The results of our analyses make it possible to isolate the tsunami signal and evaluate the principal parameters of tsunami waves. This, in turn, is of considerable value for three major problems: (1) Cataloguing of tsunami events; (2) estimation of the potential tsunami risk to the BC coast; and (3) verification and calibration of numerical tsunami models. Analysing sexual harassment law in British Columbia, this paper argues that in highly sexualised work environments, in which practices including sexual 'jokes' or innuendo may be common, law embodies and (re)creates the gendered subtext of the workplace. When a complaint of sexual harassment from a sexualised workplace is raised in a legal forum, a complainant has an obligation to clearly object to the sexual remarks, 'jokes,' banter, etc.-which may be the 'norm'-to show the conduct in question was unwelcome. At the same time, however, a workplace may be structured, in part by law, in a way that restricts employee resistance to uncomfortable sexual experiences. This is the case, I argue, for women working in full-service restaurants when it comes to sexual interactions with customers. This paper explores how restaurant work, in the Canadian context with a focus on the province of British Columbia, is organised in a manner that makes women vulnerable to enduring sexually harassing practices as a routine part of their jobs. The Thompson River valley, south of Ashcroft in British Columbia, Canada, has experienced several landslides since the mid-1800s. The national railways that run along the valley cross a number of these landslides. All the landslides occur in glacial deposits, typically sliding on weak clay layers. Some have failed rapidly to very rapidly and are currently inactive or showing deformation rates from a few millimeters to centimeters per year. An evaluation of satellite InSAR (Interferometric Synthetic Aperture Radar) using RADARSAT-2 images between September 2013 and November 2015 provides new insight into landslide displacements in the Thompson River valley. This information enhances the ongoing hazard management of unstable terrain. This paper presents the comparison of the InSAR measurements with other instrumentation (GPS and ShapeAccelArrays™ -SAA) installed at one moving landslide and then addresses the extent and magnitude of the slope movements observed. InSAR was found to provide similar displacement values to those measured otherwise. The stable location showed displacements of +/−1 mm with an average near zero during the whole monitoring period. Six areas of slope movement were identified within the study area, all within or adjacent to the footprints of past landslides. The average line of sight (LOS) displacement rates range between 11 and 39 mm/year. Most of the landslides exhibited seasonal variations in velocity that corresponds to changes in river elevation in the valley. [ABSTRACT FROM AUTHOR]

Background: British Columbia's (BC) extensive forest resources provide climate change mitigation opportunities that are available to few other jurisdictions. However, as a consequence of the Mountain Pine Beetle outbreak and large-scale wildfires, BC is anticipating reduced roundwood harvest for the next decades. Progress towards more climatically efficient utilization of forest resources is needed. This research quantitatively compared the greenhouse gas emission consequences of nine harvested wood products trade and consumption strategies. Inward-focused strategies use wood products within Canada to achieve emission reduction objectives, while outward-focused strategies encourage exports of wood products. Results: In the business-as-usual baseline scenario, average emissions arising from BC-originated harvested wood products between 2016 and 2050 were 40 MtCO2e yr−1. The estimated theoretical boundaries were 11 MtCO2e yr−1 and 54 MtCO2e yr−1, under the scenarios of using all harvests for either construction purposes or biofuel production, respectively. Due to the constrained domestic market size, inward-focused scenarios that were based on population and market capacity achieved 0.3–10% emission reductions compared to the baseline. The international markets were larger, however the emissions varied substantially between 68% reduction and 25% increase depending on wood products' end uses. Conclusions: Future bioeconomy strategies can have a substantial impact on emissions. This analysis revealed that from a carbon storage and emission perspective, it was better to consume BC's harvests within Canada and only export those products that would be used for long-lived construction applications, provided that construction market access beyond the US was available. However, restricting export of wood products destined for short-lived uses such as pulp and wood pellets would have significant economic and social impacts. On the other hand, inward-focused strategies had a small but politically and environmentally meaningful contribution to BC's climate action plan. This study also revealed the conflicts between a demand-driven bioeconomy and targeted environmental outcomes. A hierarchical incentive system that could co-exist with other market drivers may help achieve emission reduction goals, but this would require a better quantitative understanding of wood products' substitution effects. Background: The default international accounting rules estimate the carbon emissions from forest products by assuming all harvest is immediately emitted to the atmosphere. This makes it difficult to assess the greenhouse gas (GHG) consequences of different forest management or manufacturing activities that maintain the storage of carbon. The Intergovernmental Panel on Climate Change (IPCC) addresses this issue by allowing other accounting methods. The objective of this paper is to provide a new model for estimating annual stock changes of carbon in harvested wood products (HWP). Results: The model, British Columbia Harvested Wood Products version 1 (BC-HWPv1), estimates carbon stocks and fluxes for wood harvested in BC from 1965 to 2065, based on new parameters on local manufacturing, updated and new information for North America on consumption and disposal of wood and paper products, and updated parameters on methane management at landfills in the USA. Based on model results, reporting on emissions as they occur would substantially lower BC's greenhouse gas inventory in 2010 from 48 Mt CO2 to 26 Mt CO2 because of the long-term forest carbon storage in-use and in the non-degradable material in landfills. In addition, if offset projects created under BC's protocol reported 100 year cumulative emissions using the BC-HWPv1 the emissions would be lower by about 11%. Conclusions: This research showed that the IPCC default methods overestimate the emissions North America wood products. Future IPCC GHG accounting methods could include a lower emissions factor (e.g. 0.52) multiplied by the annual harvest, rather than the current multiplier of 1.0. The simulations demonstrated that the primary opportunities for climate change mitigation are in shifting from burning mill waste to using the wood for longer-lived products. [ABSTRACT FROM AUTHOR]

Study design:A systematic review.Objectives:To review and assess the psychometric properties of depression and anxiety instruments used with populations with spinal cord injury (SCI).Setting:Vancouver, Canada.Methods:Electronic databases were searched for papers reporting psychometric properties of depression and anxiety instruments. Pre-established criteria were used to assess the psychometric properties.Results:Thirteen papers reporting on the psychometric properties of 13 depression and anxiety instruments are used in this review, and include BDI, BSI, CESD-20, CESD-10, DASS-21, GHQ-28, HADS, Ilfeld-PSI, MEDS, PHQ-9, PHQ-9-Short, SCL-90-R, and the Zung SRS. Reliability data are available for 10 instruments, and validity results are available for 12 instruments. Evidence spanned the spectrum of evaluation criteria varying from poor to excellent. Responsiveness data are generally lacking.Conclusion:Given that the reliability and validity findings range for the most part from adequate to excellent, and the large amount of work to develop cutoff scores specific for populations with SCI, at present there is no need to develop SCI-specific instruments. As psychometric properties of one measure do not clearly stand out, it is difficult to recommend the use of one over another. Overall, more psychometric data are needed, and if the instruments are to be used to evaluate treatment outcomes or change over time, responsiveness data are also required. Administering the instruments in tandem with each other and with clinical diagnostic interviews would provide valuable information, as would comparison of results to normative data specific to individuals with SCI. Study Design:A systematic review of all sexual health outcome measures reporting psychometric properties for a spinal cord injury (SCI) population.Objectives:To evaluate the psychometric evidence for sexual health outcome measures used in a SCI population in order to (1) determine the clinical relevance of current tools and (2) suggest recommendations for future tool development.Setting:Vancouver, British Columbia, Canada.Methods:Electronic databases were searched for articles reporting psychometric properties of sexual health outcome measures used in a SCI population. The search was limited to papers published between January 1986 and January 2006. Hand-searching the references of papers obtained from the electronic search identified additional articles.Results:Four outcome measures met the search criteria: Emotional Quality of the Relationship Scale (EQR), Sexual Activity and Satisfaction Scale (SAS), Sexual Attitude and Information Questionnaire (SAIQ) and Sexual Interest and Satisfaction Scale (SIS). While the clinical utility of these tools may be compromised by their limited scope and advancing age, they may still prove useful for guiding SCI research and clinical practice.Conclusion:There is no clinically agreed upon SCI measurement tool for sexual health outcomes. Background: Cholecystitis and gallstones affect a large segment of the population in developed nations, and a small proportion of affected individuals subsequently develop cancer of the gallbladder. However, little is known about the possible beneficial effects of physical activity. Objective: Accordingly, a systematic review examined the influence of both acute and chronic exercise on gallbladder motility, and relationships were examined between habitual physical activity, gallbladder disease, and gallbladder cancer. Methods: A search of Ovid/MEDLINE from 1996 to November 2014 yielded 67 articles relating to physical activity and gallbladder function or disease; 18 of these relevant to the objectives of the review were supplemented by 22 papers from personal files and other sources. Because of the limited volume of material, all were considered, although note was taken of the quality of activity measurement, care in excluding covariates, and experimental design (cross-sectional, case-control or randomized controlled trial). Results: The impact of physical activity upon gallbladder function remains unclear; acute activity could augment emptying by stimulating cholecystokinin release, and one of two training experiments found a small increase in gallbladder motility. The largest and most recent cross-sectional and case-control trials show a reduced risk of gallbladder disease in active individuals. A small number of randomized controlled trials in humans and one animal study generally support these trends, although the number of cases of gallstones are too few for statistical significance. Three studies of gallbladder cancer also show a non-significant trend to benefit from physical activity. Conclusions: Although there remains a need for further research, regular physical activity seems likely to reduce the risk of both gallstones and gallbladder cancer. A substantial number of individuals must be persuaded to exercise in order to avoid one case of gallbladder disease, but the attempt appears warranted because of the other health benefits of regular physical activity. The main purpose of this prospective study is to validate the construct of psychosocial well-being (PSWB) for people with severe mental disorders enrolled in Supported Employment (SE) programs. This paper also aims to assess the impact of job acquisition on PSWB after obtaining competitive employment. A two-phase study approach was used and 231 individuals with severe mental disorders enrolled in SE programs who took part in both phases. The shortened versions of the Psychological Well-Being Scale (Keyes et al. in J Personal Soc Psychol, 82(6):1007-1022, ; Ryff and Keyes in J Personal Soc Psychol 69(4):719-727, ) and the Social Well-Being Scale (Keyes in Soc Psychol Q 61(2):121-140, ) were used. The PSWB's multidimensionality construct was confirmed. The results of repeated measure ANOVA analyses revealed that job acquisition, as well as, being involved in a work-seeking process increase the PSWB of people with severe mental disorders. Employment specialists might find clinical utility in using this validated tool for assessing PSWB in their clients with severe mental disorders. In a recovery oriented approach to psychiatric services and SE programs, clinicians and employment specialists should continue to encourage their clients in their work integration process even though they may not all obtain competitive employment quickly. Over the past few decades there has been increasing attention paid to 'shared' forms of governance and to the creation of new protected areas (PAs) that are designed to address 'non-biological' goals and values. The rationale for these initiatives has, in part, been based on the belief that well-designed systems of protected area governance will help to deliver desired outcomes and meet linked sociocultural, economic and environmental objectives. Addressing these questions has become increasingly important in British Columbia, where a number of First Nations are asserting increasing control over existing state-run protected areas, as well as establishing new protected areas and designing governance systems for them that deliver outcomes consonant with cultural beliefs, values and goals. This paper reports on an in-depth case study of the Tla-o-qui-aht Tribal Parks and the Pacific Rim National Park Reserve, with a focus on comparing how these physically adjacent protected areas with different objectives each attempt to meaningfully engage the Tla-o-qui-aht First Nation in PA governance. While injuries are a leading health concern for Aboriginal populations, injury rates and types vary substantially across bands. The uniqueness of Aboriginal communities highlights the importance of collecting community-level injury surveillance data to assist with identifying local injury patterns, setting priorities for action and evaluating programs. Secwepemc First Nations communities in British Columbia, Canada, implemented the Injury Surveillance Project using the Aboriginal Community-Centered Injury Surveillance System. This paper presents findings from a community-based participatory process evaluation of the Injury Surveillance Project. Qualitative data collection methods were informed by OCAP (Ownership, Control, Access, and Possession) principles and included focus groups, interviews and document review. Results focused on lessons learned through the planning, implementation and management of the Injury Surveillance Project identifying lessons related to: project leadership and staff, training, project funding, initial project outcomes, and community readiness. Key findings included the central importance of a community-based and paced approach guided by OCAP principles, the key role of leadership and project champions, and the strongly collaborative relationships between the project communities. Findings may assist with successful implementation of community-based health surveillance in other settings and with other health issues and illustrate another path to self-determination for Aboriginal communities. Engineered (structural) debris-flow mitigation for all creeks with elements at risk and subject to debris flows is often outside of the financial capability of the regulating government, and heavy task-specific taxation may be politically undesirable. Structural debris-flow mitigation may only be achieved over long (decadal scale) time periods. Where immediate structural mitigation is cost-prohibitive, an interim solution can be identified to manage residual risk. This can be achieved by implementing a debris-flow warning system that enables residents to reduce their personal risk for loss of life through timely evacuation. This paper describes Canada's first real-time debris-flow warning system which has been operated for 2 years for the District of North Vancouver. The system was developed based on discriminant function analyses of 20 hydrometric input variables consisting of antecedent rainfall and storm rainfall intensities for a total of 63 storms. Of these 27 resulted in shallow landslides and subsequent debris flows, while 36 storms were sampled that did not reportedly result in debris flows. The discriminant function analysis identified as the three most significant variables: the 4-week antecedent rainfall, the 2-day antecedent rainfall, and the 48-h rainfall intensity during the landslide-triggering storm. Discriminant functions were developed and tested for robustness against a nearby rain gauge dataset. The resulting classification functions provide a measure for the likelihood of debris-flow initiation. Several system complexities were added to render the classification functions into a usable and defensible warning system. This involved the addition of various functionality criteria such as not skipping warning levels, providing sufficient warning time before debris flows would occur, and hourly adjustment of actual rainfall vs. predicted rainfall since predicted rainfall is not error-free. After numerous iterations that involved warning threshold and cancelation refinements and further model calibrations, an optimal solution was found that best matches the actual debris-flow data record. Back-calculation of the model's 21-year record confirmed that 76% of all debris flows would have occurred during warning or severe warning levels. Adding the past 2 years of system operation, this percentage increases marginally to 77%. With respect to the District of North Vancouver boundaries, all debris flows occur during Warning and Severe Warnings emphasizing the validity of the system to the area for which it was intended. To operate the system, real-time rainfall data are obtained from a rain gauge in the District of North Vancouver. Antecedent rainfall is automatically calculated as a sliding time window for the 4-week and 2-day periods every hour. The predicted 48-h storm rainfall data are provided by the Geophysical Disaster Computational Fluid Dynamics Centre at the Earth and Ocean Science Department at the University of British Columbia and is updated every hour as rainfall is recorded during a given storm. The warning system differentiates five different stages: no watch, watch level 1 (the warning level is unlikely to be reached), watch level 2 (the warning level is likely to be reached), warning, and severe warning. The debris-flow warning system has operated from October 1, 2009 to April 30, 2010 and October 1, 2010 and April 30, 2011. Fortunately, we were able to evaluate model performance because the exact times of debris flows during November 2009 and January 2010 were recorded. In both cases, the debris flows did not only occur during the warning level but coincided with peaks in the warning graphs. Furthermore, four debris flows occurred during a warning period in November 2009 in the Metro Vancouver watershed though their exact time of day is unknown. The warning level was reached 13 times, and in four of these cases, debris flows were recorded in the study area. One debris flow was recorded during watch II level. There was no severe warning during the 2 years of operation. Using the Burgess Shale controversies as a case-study, this paper argues that controversies within different domains may interact as to create a situation of 'com- plicated intricacies,' where the practicing scientist has to navigate through a context of multiple thought collectives. To some extent each of these collectives has its own dynamic complete with fairly negotiated standards for investigation and explanation, theoretical background assumptions and certain peculiarities of practice. But the intellectual development in one of these collectives may 'spill over' having far reaching consequences for the treatment of apparently independent epistemic problems that are subject of investigation in other thought collectives. For the practicing scientist it is necessary to take this complex web of interactions into account in order to be able to navigate in such a situation. So far most studies of academic science have had a tendency to treat the practicing scientist as members of a single (enclosed) thought collective that stands intellectually isolated from other similar entities unless the discipline was in a state of crisis of paradigmatic proportions. Summary: Falls in older people result in substantial health burden. Compelling evidence indicates that falls can be prevented. We developed comprehensive guidelines for economic evaluations of fall prevention interventions to facilitate publication of high-quality economic evaluations of the effective strategies and aid decision making. Introduction: The importance of economics applied to falls and fall prevention in older people has largely been overlooked. The use of different methodologies to assess the costs and health benefits of the interventions and their comparators and the inconsistent reporting in the studies limits the usefulness of these economic evaluations for decision making. We developed guidelines to encourage and facilitate completion of high-quality economic evaluations of effective fall prevention strategies. Methods: We used a generic checklist for economic evaluations as a platform to develop comprehensive guidelines for conducting and reporting economic evaluations of fall prevention strategies. We considered the many challenges involved, particularly in identifying, measuring, and valuing the relevant cost items. Results: We recommend researchers include cost outcomes and report incremental cost-effectiveness ratios in terms of falls prevented and quality adjusted life years in all clinical trials of fall prevention interventions. Studies should include the following cost categories: (1) implementing the intervention, (2) delivering the comparator group intervention, (3) total health care costs, (4) costs of fall-related health care resource use, and (5) personal and informal carer opportunity costs. Functional regression is a natural tool for exploring the potential impact of the physical environment (continuously monitored) on biological processes (often only assessed annually). This paper explores the potential use of functional regression analysis and the closely related functional principal component analysis for studying the relationship between river flow (continuously monitored) and salmon abundance (measured annually). The specific example involves a depressed sockeye salmon population in Rivers Inlet, BC. Particular attention is given to (i) the role of subject matter expertise and cross-validation techniques in guiding decisions on basis functions and smoothing parameters, and (ii) the importance of restricting the time domain for the continuously monitored variable to a scientifically meaningful period of time. In addition, we derive a joint confidence region for the functional regression coefficient function and discuss its use relative to the more commonly used pointwise confidence intervals. The analysis points to a substantial negative correlation between early spring river flow and marine survival of the sockeye salmon that subsequently migrate down the inlet. [ABSTRACT FROM AUTHOR]

Douching is a common practice among certain groups of women and MSM, and it is conducted for the purpose of cleanliness as part of bodily hygiene maintenance. Although there has been considerable research about female vaginal douching, understandings of rectal douching (RD) for MSM are limited. In the epidemiological and medical literature, RD is presented as a behaviour that removes beneficial bacteria and the surface epithelium layer of the colon, which can, potentially, increase the risk of HIV transmission in MSM. The paucity of research on male douching practices is curious given the primacy of anal sex in HIV prevention initiatives and the widespread nature of rectal douching among this population. This paper provides preliminary data on RD and is intended to engender a dialogue about male douching and the need for additional research into the cultural construction of the body among MSM, namely with respect to the anus. Findings were derived from qualitative interviews with 12 young HIV-positive men who had recently become HIV-infected and 12 HIV-negative age-matched counterparts who were participating in a prospective cohort study. Beliefs about RD differed according to HIV serostatus; HIV-positive men discussed the practice much more openly than their counterparts did. Pre-coital RD is an embedded behaviour about which very little is known. However, it is a critical issue to include in the development of effective HIV prevention strategies and warrants an acknowledgement of importance of the anus in the lives, sexual practices, and identities among MSM. This paper reports on findings from the Learning for Understanding through Culturally-Inclusive Imaginative Development project (LUCID). LUCID has been a 5-year (2004-2009) research and implementation endeavour and a partnership between Simon Fraser University (SFU) and three districts in British Columbia, Canada. Via emotionally engaging pedagogies and a culturally-inclusive curriculum, the project aimed at improving students' educational experience, particularly First Nations learners. Using a combination of Actor Network Theory (Latour, , in: Reassembling the social: an introduction to Actor-Network Theory, Oxford University Press, Oxford) and Hermeneutic Phenomenology (Van Manen, , in: Researching lived experience, The State University of New York, New York), site visits and interview data were examined with reference to the (f)actors influencing project objectives. Although each school district was unique, shared themes included: the importance of creating a community with shared intent; the role of executives as potential 'change agents'; the problematic nature of emotionally-engaging teaching; and the complex influences of cultural and historical trauma. The latter theme is explored in particular, presenting the argument that language deficiency and a consequent lack of autonomy might be at the root of many problems experienced in First Nations communities. Research on alcohol and substance use in First Nations populations frequently describes the nature of the problem, and the severity of the risk factors, but seldom addresses possible interventions and the effectiveness of the treatments that clients do engage in. This paper reviews a participatory evaluation of the 6-week residential ‘Namgis Treatment Centre (NTC) program in Alert Bay, British Columbia. Intake files ( n = 218) were reviewed for clients who participated in 17 different 6-week sessions over a period of two and a half years. The assessment included a telephone follow-up survey, developed in conjunction with all of the NTC staff, for clients who had been out of treatment for 3–37 months ( n = 91, 52.7% male and 47.3% female participants). In total, 24 clients (26.37%) were abstinent at the time of the interview, and 67 clients (73.6%) had had a relapse on average 155.29 ( SD = 167.77) days after completing treatment. Cox regression univariate and bivariate analysis revealed that pre-treatment variables were not associated with time to relapse or what happened after relapse (abstinence again, harm reduction or resuming pre-treatment consumption levels). However, the greater number of supports the client had, the more likely they were to be completely abstinent, and the less supports the client had, the more likely they were to completely relapse. NTC staff and community members were consulted on the implications of the data, and recommendations were shared with NTC policy makers. This paper focuses on issues associated with parenting and living with FASD. It is based on a larger research and video production project that examined the challenges, accomplishments and support needs of adults with FASD in relation to parenting, employment and the legal system. Using theoretical sampling techniques, in-depth, face-to-face interviews were conducted with a total of 59 people from 5 diverse communities in British Columbia; of these, 15 were adults with (suspected) FASD. Findings presented in this article relate to parents’ hopes, goals and accomplishments, parenting challenges, experiences with the child welfare system, and perceived barriers to support, including policy-related barriers. Findings also revealed prevailing ignorance about the nature of FASD and the day-to-day support needs of those living with FASD, which potentially have profound implications from both a health and a social justice perspective. For example, parents experienced reluctance to seek assistance for their secondary disabilities related to FASD (e.g., substance use or mental health problems), for fear of that their needs for support would be viewed as evidence of their parenting incapability. Abstract  Research conducted in 2003/2004 documented and validated (in a non-experimental way) ethnoveterinary medicines used by small-scale, organic livestock farmers in British Columbia (BC), Canada. Interviews were conducted with 60 participants who were organic farmers or holistic medicinal/veterinary practitioners. A workshop was held with selected participants to discuss the plant-based treatments. This paper reports on the medicinal plants used for fleas in cats and dogs. Fleas and flies are treated with Artemisia vulgaris L. (Asteraceae), Citrus × limon (L.), Juniperus communis L. var. depressa Pursh. (Cupressaceae), Lavandula officinalis L. (Labiatae), Melissa officinalis L. (Lamiaceae), and Thuja plicata Donn ex D. Don (Cupressaceae). All of the plants used have insecticidal activity. Ear problems are treated with Achillea millefolium L., Calendula officinalis L., and Helichrysum angustifolium (Roth.) G. Don. (Asteraceae), Allium sativum L. Analysis of casual work in British Columbia is an important issue given that the increase in casual work has been greater in this province than in other provinces in Canada and given that the labour market has been substantially deregulated since 2001. In this paper, we analyse how individuals’ casual employment status affects their economic security based on a specially designed survey undertaken by the authors. We follow the ILO’s classification of the dimensions of economic security but, based on our findings, add a further dimension—Time security—As being of particular importance to casual workers. On the basis of these results, we analyse the policy interventions that might be necessary to increase the economic security of casual workers, policies which we suggest can best be conceptualized as providing a “security quilt”. Background: A lack of social support has consistently been demonstrated to be an important modifiable risk factor for postpartum depression. As such, a greater understanding of specific support variables may assist health professionals in the development of effective preventive interventions. The purpose of this paper was two-fold: (1) to determine if women discriminated between global and relationship-specific perceptions of support, and (2) to examine the influence of global and relationship-specific perceptions of support in the immediate postpartum period on the development of depressive symptomatology at 8 weeks postpartum.Methods: As part of a longitudinal study, a diverse sample of 594 mothers completed questionnaires that included the Edinburgh Postnatal Depression Scale (EPDS) and global and relationship-specific (e.g., partner, mother, and other women with children) measures of support.Results: Mothers clearly discriminated between global and relationship-specific perceptions of support and those with depressive symptomatology at 8 weeks had significantly lower perceptions of both global and relationship-specific support at 1-week postpartum. Using discriminant function analysis, four variables, reliable reliance from partner, nurturance from partner, attachment to other women with children, and EPDS score at 1-week postpartum, differentiated between mothers who experienced depressive symptomatology at 8 weeks and those who did not.Conclusion: Relationship-specific interventions may be beneficial if they include strategies that target a positive partner relationship through preceptions of reliable alliance and feeling needed and provide opportunites for interaction with other mothers. Over a period of 4 years (1997–2000), British Columbia (BC) experienced tremendous growth in the illicit production and distribution of domestically grown marijuana. By the close of 2000, each policing jurisdiction in BC had adopted a particular policy in response to grow operation proliferation. In summary, four policy responses were noted. First, some maintained the status quo wherein enforcement of police initiated investigations and citizens’ tips continued, but with no additional resources specifically dedicated to grow operations. Second, some jurisdictions suspended the majority of investigation and enforcement of grow operations. Third, some agencies implemented or reinforced existing resource intensive drug squads, which focused on trafficking, sales and production of all types of drugs. Finally, some of the jurisdictions formed specialized tactical units known as “green teams” that focused solely on the enforcement of marijuana production. In this paper, we evaluate the effectiveness of green teams using a Geographic Information System (GIS) and difference-in-difference estimates. This paper describes two case studies of demand-side water management in the Okanagan region of southern British Columbia, Canada. The case studies reveal important lessons about how local context shapes the process of adaptation; in these cases, adaptation to rising and changing water demand under a regime of increasingly limited supply in a semi-arid region. Both case studies represent examples of water meter implementation, specifically volume-based pricing in a residential area and as a compliance tool in a mainly farming district. While the initiative was successful in the residential setting, agricultural metering met with stiff resistance. These cases suggest many factors shape the character of the adaptation process, including: interpretation of the signal relative to context, newness of the approach, consumer values, and local and provincial political agendas. Although context has been explored in resource management circles, thus far climate change adaptation research has not adequately discussed the embeddedness of adaptation. In other words, how context matters and what aspects of context, unrelated to climate change, could encourage or thwart the act of adapting. This study is a simple illustration of the potential drivers, barriers and enabling factors that have influenced the adaptation process of water management decisions in the Okanagan. The research activity described in this report is a comprehensive regional assessment of the impacts of climate change on water resources and options for adaptation in the Okanagan Basin. The ultimate goal of the project is to develop integrated climate change and water resource scenarios to stimulate a multistakeholder discussion on the implications of climate change for water management in the region. The paper describes two main objectives: (a) providing a set of research products that will be of relevance to regional interests in the Okanagan, and (b) establishing a methodology for participatory integrated assessment of regional climate change impacts and adaptation that could be applied to climate-related concerns in Canada and other countries. This collaborative study has relied on field research, computer-based models, and dialogue exercises to generate an assessment of future implications, and to learn about regional views on the prospects for adaptation. Along the way, it has benefited from strong partnerships with governments, researchers, local water practitioners, and user groups. Building on the scenario-based study components, and a series of interviews and surveys undertaken for the water management and adaptation case study components, a set of stakeholder dialogue sessions were organized which focused on identifying preferred adaptation options and processes for their implementation. Rather than seeking consensus on the "best" option or process, regional interests were asked to consider a range of available options as part of an adaptation portfolio that could address both supply side and demand side aspects of water resources management in the Okanagan. Turbulence in the very stable nocturnal boundary layer is weak, patchy and intermittent. Near the surface isolated bursts of turbulent activity, characterised by abrupt changes in vertical velocity variance, have been shown to play an important role in determining the vertical transport of pollutants. However, there is little consensus as to the most appropriate methods for identifying or analysing the characteristics of intermittent turbulence that are of direct relevance to air quality studies. This paper presents an original technique, based on wavelet analysis, to objectively isolate intermittent turbulent ‘bursts’ within vertical velocity time series. The technique permits the quantitative description of global intermittency and can be used to assess the duration and strength of turbulence within a time series. The technique is applied to a dataset from a summer field experiment in the Lower Fraser Valley, British Columbia, 1998. A very stable nocturnal boundary layer was observed in this region of complex terrain during anticyclonic synoptic conditions. During the 11 nights studied turbulent activity was characterised (within each 30-min time series) by three to four individual bursts persisting for less than 10 min in total. The implications of these results for air quality studies are discussed within the context of the vertical mixing of ozone (stored within the residual layer) to the surface. Results show that, despite the complexity of the processes determining nocturnal surface ozone concentration, the strength and duration of turbulent bursts can play an important role in determining local surface concentrations. This paper describes the findings of a literature review conducted on the current usage, lessons, and limitations of e-learning for undergraduate medical education with an emphasis on synchronous delivery in the first 2 years. The review was conducted as part of an initiative to expand the UBC undergraduate medical program in British Columbia, Canada. The 50 e-learning articles included in the review described the deployment of various types of e-learning technology and content in different settings. The seven videoconferencing articles provided product information, health education examples, and innovative approaches. The six review articles provided general guidelines and trends on e-learning in undergraduate medical education in United States and Europe. Overall, while the literature is informative, there are few reported studies that address distributed synchronous learning in these undergraduate programs. [ABSTRACT FROM AUTHOR]

This paper analyzes the mortuary practices of the Kimsquit people of the central coast of British Columbia as seen at a cemetery dating approximately A.D. 1850-1927. The cemetery gives the outward appearance of rapid change in burial mode, grave goods, and grave monuments, coincident with increasing acculturative pressures. When considered within the context of written records of the Kimsquit people's attitude to Euro-Canadian culture, the use of manufactured goods evident at associated domestic sites, and the ideology behind mortuary practices, it can be argued that there was a continuance of attitudes towards death, wealth, and descent in the mortuary complex. The patterns observed here support the position that creative changes may occur under conditions of intense colonial pressure, and they are directed by underlying structures of long-term history, such that change can be a more effective strategy towards cultural survival than extreme conservatism. This paper describes the nature and comorbidity of substance use and other psychiatric disorders in 157 impaired practitioners notified to the Medical Practitioners Board of Victoria from 1983 to 1997. Diagnoses were reduced to three diagnostic categories, viz, substance use disorder (n = 62), other psychiatric disorder (n = 62), and combined substance use and other psychiatric disorder (n = 33). Sixty nine percent of those with other psychiatric disorders suffered either bipolar disorder (n = 27), schizophrenia (n = 22), or depression (n = 17). Psychiatric comorbidity in drug-related diagnoses was 26% and in alcohol-related diagnoses 64%. Sixty five percent of substance use disorders were notified more than 12 months after onset of impairment, and 49% of all practitioners (71% with substance use disorder) did not receive treatment prior to notification. This combined with a high relapse rate (41%) makes some impaired practitioners a risk to their patients. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to test the ability of two quite different models to simulate the combined spatial and temporal variability of the internal boundary layer in an area of complex terrain and coastline during one day. The simple applied slab model of Gryning and Batchvarova, and the Colorado State University Regional Atmospheric Modelling System (CSU-RAMS) are tested by comparison with data gathered during a field study (called Pacific ‘93) of photochemical pollution in the Lower Fraser Valley of British Columbia, Canada. The data utilised here are drawn from tethered balloon flights, free flying balloon ascents, and downlooking lidar operated from an aircraft flown at roughly 3500 m above sea level. Both models are found to represent the temporal and spatial development of the internal boundary-layer depth over the Lower Fraser Valley very well, and reproduce many of the finer details revealed by the measurements. Riverview Hospital, B.C.'s only and Canada's largest remaining provincial psychiatric hospital began a formal planned “downsizing” process in 1992. This initiative was an important element in the Province's strategic plan to shift to a more community-focused mental health system and to bring tertiary psychiatric services “closer to home” by redeveloping Riverview Hospital on three sites. The paper summarizes the literature pertaining to the “downsizing” of psychiatric hospital services in relation both to clinical and human resource planning. It describes the mental health system in B.C. and the service system context in which this exercise is occurring. It is based on the first three years of experience in identifying the major challenges and the strategies developed to meet these challenges.
