This publication captures the thoughts, suggestions, and concerns Canadians expressed through an engagement process on behalf of the Government of Canada to animate discussion on Canada's innovation and learning challenges. The chapters provide summaries of what different groups had to say in relation to these key challenge areas and themes set out in strategy papers: research and development and commercialization; learning and immigration systems; skills; taxation and regulation; and community innovative capacity. Chapters 2-9 summarize what was said by people in Canada's regions; young Canadians; aboriginal groups; business associations, labor and economic development organizations, and sector councils; industry sectors; small and medium-sized businesses; the academic community; and provincial and territorial governments. Chapter 10 highlights the major suggested actions and recommendations brought forth or endorsed through the endorsement process in these areas: strengthening the learning process; building an inclusive and skilled work force; enhancing the innovation environment; improving research, development, and commercialization; and strengthening communities. The appendix presents a summary of the major goals, targets, and milestones laid out in Achieving Excellence and Knowledge Matters. A French language version is provided. (YLB)

This report provides a summary of the objectives, proceedings, and major outcomes of a summit meeting of over 500 leaders from across Canada convened to validate and prioritize strategic recommendations from an innovation and learning engagement process and to discuss key challenges to realization of Canada's vision to become one of the most innovative and skilled countries in the world. Introductory material includes summit background and context and an overview of the agenda. A summary of the sessions sets out the major challenges related to the summit's five themes, which are: improving research, development, and commercialization; enhancing the innovation environment; strengthening our learning culture; building an inclusive and skilled work force; and strengthening communities. The next section highlights feedback from the five breakout sessions, including details of the three or four priority recommendations participants selected in each one. Highlights and key points are presented of presentations and discussions of working sessions that identified key challenges to innovations and learning in these four areas: mobilizing communities; immigration; life sciences, biotechnology, and health innovation; and environment and clean energy. A final section discusses the next steps for Canada's innovation and learning agenda. Appendixes include official speeches, key points from presentations and discussions, and agreed-upon priorities for action. A French language version is provided. (YLB)

More than 60 papers presented at the 1987 Pacific Telecommunications Council (PTC) conference on telecommunications needs, primarily in and around the Pacific region, are included in this volume. Contributions from major industry user groups, governments, developmental institutions, and the small user are represented. Four keynote addresses open the proceedings: (1) "The New Zealand Communications Environment: Goals, Demands, Pressures" (Jonathan Hunt); (2) "Consolidating Communication Services in a Multi-National Environment" (Edmond J. Blausten); (3) "Telecommunications and the Emerging Global Corporation" (R. W. Sturm); and (4) "International Users: Their Place in Planning" (Peter Smith). Papers are then presented chronologically to reflect the focus of the three conference days. Papers from the first day focus on large business and industrial users, including users and providers, user perspectives, national developments, and technical applications. Government and public users were examined on the second day, including public and private networks, using the broadcast medium, shared tenant services and teleports, and using information systems. National developments in Chile (paper is in Spanish), Canada, Japan, and Korea are presented in this section. Papers from the final day look at rural, remote, and small users, including the new environment, educational uses, and applications of small aperture earth stations. (MES)

A written summary of the 1978-1979 Colloquium Series on Higher Education, organized and hosted by the Ontario Institute for Studies in Education, is presented. The six colloquia, with the names of the discussant in parenthesis following the speaker, include: (1) "Another Try at Liberal Education," by G. W. Bowersock (Bernard Etkin), on the new curriculum at Harvard; (2) "Colleges and Universities--The Odd Couple," by James Colvin (D. F. Forster), on the differences and dependencies of the two as they exist in Canada; (3) "University and Society," by W. Gunther Plaut (J. Gordon Parr), on the relevance of education in today's society; (4) "The Business of Universities and the University as a Business," by A. K. Adlington (Daniel Lang), on the business relationship among Ontario universities and the government, and the need for good management; (5) "What Are Universities Good For, Anyway...?" by Alan Marchment (Walter Pitman), on the role of the University in a rapidly changing world; and (6) "Ideas of the University and the New Reality--Creativity or Compromise," by W. C. Winegard (Paul Cassono), on the danger of universities' losing research and the need for creative programs. Brief biographies of the colloquium participants are included. (PHR)

Business dynasties are a contemporary social phenomenon that contribute significantly to the social, economic and political development of a society. This is particularly evident in Canada where business dynasties have dominated the relatively small national economy. These dynastic businesses have endured for generations and have perpetuated high levels of economic and political activity. The family names attached to the business dynasty have been synonymous with social prestige, as well as exceptional philanthropic endowment. A number of these iconic business dynasties were the creation of immigrant ethnic minority entrepreneurs. Some have continued to thrive and yet others have virtually disappeared. The literature on ethnic entrepreneurship, family business and dynasties intersect and yet contain significant inconsistencies when trying to explain the dissolution or continuance of ethnic entrepreneurship dynasties. This paper presents a literature review of the main issues related to the understanding of ethnic entrepreneurship dynasties originating within the Jewish community from Montreal, Canada.
