Managing legal documents, in the specific context of European environmental legislation, raise specific problems like internationalization and version management of the contents and metadata, and the need to perform tasks as consolidation, annotation, and description of the contents, at the scale of elementary fragment (article or chapter), instead of the whole document. Current standards as METS, or more specialized formats like HL7 / CDA, are not well adapted to answer these specific problems. In this paper, we present a new data model and an innovative structure of document, based on the ˵object″ concept of descriptor. OAI-PMH has been widely adopted as a simple solution for harvesting the metadata of different repositories automatically. Harvesting digital resources described by the metadata is outside of the scope of the OAI-PMH data model. However, there are some growing needs to make resources, not only metadata, harvestable by an interoperable manner in the distributed heterogeneous environments. In this paper, we present the new approach of digital resource harvesting, which uses Message Queue-based communication mechanism as the datastream transfer method, and ensures the request and response message specification built on METS during the course of data transfer. The approach can harvest digital resources solely or synergically with OAI-PMH. A case study about this approach applied in CALIS_ETD digital library will be introduced in the end. ResCarta Tools are a suite of open source software applications which can assist in the creation of standardized digital objects. ResCarta Tools are open and modular in their design. Modules for creating digital objects store the metadata in Library of Congress METS/ MODS/MIX XML formats. Collection and indexing modules create LUCENE indexes for high speed fielded and full text retrieval of objects. The tools have been used to create digital collections from a variety of analog and digital sources. Collections can be hosted on the web using Apache TOMCAT and the ResCarta WEB application, which provides inline metadata using COINS. Integrating the use of DLESE OAI is done using the Collection Manager METS XML data. The tools have been used by small public libraries to host a dozen pamphlets and aerospace manufactures to host tens of thousands of documents and millions of pages. [ABSTRACT FROM AUTHOR]
