This collection of papers covers, from a European perspective, the basic aspects of investments in physical educational facilities, as well as important issues in the economics of education. Four themes are covered. The first presents the art of the economic analysis of educational projects. The second focuses on the contribution of performance indicators in the evaluation of education systems. The third concerns the management of physical resources for education, especially the relationship between school environment and student achievement. The last theme addresses the design and equipment of physical facilities for education. It argues for investments in building human capital, and provides the tools for assessing the rates of return on these types of investments. Final comments focus on facility flexibility: what it is and which requirements it is supposed to meet. The OECD Programme on Educational Building, together with the Association of Higher Education Facilities Officers (APPA) and the OECD Programme on Institutional Management in Higher Education, organised an international conference on the planning, design and management of facilities for higher education institutions on April 24-27, 2005. The purpose of the OECD/APPA conference was to discuss new ideas about campus architecture and to examine important trends and issues that could influence the planning, design and management of higher education institutions. The event concentrated on innovative institutions that respond to current needs in various countries and attempted to define some of the basic concepts that will affect future learning environments. This book addresses the administrative procedures associated with planning and managing school facilities. As noted at the outset, practitioner interest in school facilities has been growing rapidly in recent years because decades of neglect, poor planning, and cost cutting have created a situation in which large numbers of America's school buildings are in need of major repair or replacement. At the same time, the realization that costs related to repair and replacement have escalated significantly has fueled a new concern among school facility planning and management. Written for school administrators, superintendents, and board members as well as graduate students in education, the book discusses planning from the perspective of both individual facility projects and more comprehensive district-wide efforts. The responsibilities associated with administering school buildings are also approached from the individual school and district program perspectives. Part One of the book examines historical and contemporary perspectives on school facility planning. A systems perspective is provided for defining the adequacy of school buildings, and the effects of changing demographics, school reform, technology, and obsolescence are detailed. Various planning paradigms and needs assessment are the foci for Part Two. Part Three examines specific tasks related to completing a facility project. They include public opinion polling, securing professional services, and management responsibilities before, during, and after construction. This guide to managing school libraries, including references to the most recent AASL guidelines, "Information Power: Building Partnerships for Learning," uses a format similar to the previous edition. Chapters 1 and 2 offer a brief history of school library media programs and describe the role of the media specialist in new technologies. The chapters have been expanded to address different relationships with public libraries and to help media specialists meet the challenge when combined libraries are suggested. Chapter 3 describes preparation programs and job-seeking behavior for the potential library media specialist. Chapter 4 discusses the first week on the new job, and what the new librarian should find out. Chapter 5 is a more detailed presentation of the tasks required in managing the school library media program facility. Managing the planning and scheduling of the library media center and reviewing the ambiance of the facility itself are considered in Chapter 6. Personnel management and coordination with other educators is the subject of Chapter 7. Collection management, budgeting, and the determination of which services to offer are the subjects of Chapters 8, 9, and 10, respectively. Marketing the library services, program evaluation, and networking are the focuses of Chapters 11, 12, and 13. Chapter 14 offers suggestions for the school library media specialist as a leader in the district and in professional associations. This book presents six papers focusing on the application of the strategic assessment model (SAM) to the management of higher education facilities. The papers are part of an ongoing effort by the Association of Higher Education Facilities Officers to provide comparative cost and staffing information and to develop a benchmarking process. This document explores the issues raised during the international workshop on asset management of postsecondary education institutions, as well as presenting the full transcripts of the workshop papers and providing summaries of working group outcomes. The overall themes the workshop addressed concern the impact of technology on facilities planning, the tensions developed from attempting to make the best use of assets by extending the range of users and providers, the impact of student-centered funding and student-centered learning on facilities management, and space and accommodation needs driving the development of planning standards. The papers address what impact information technology has on space requirements, what steps institutional managers can take to manage risks in rapidly-changing circumstances, the changing roles of facilities managers, and what new skills and tools they will need to be more effective in the future. Concluding comments discuss how the universal move to implement lifelong learning and information technology will be the two dominant forces influencing the policy environment, changing: the delivery of educational programs and altering the physical facilities required. The numbers of both sports facility management college courses and sport and exercise facilities are increasing, along with the need for an understanding of the trends and management concepts of these facilities. This book focuses exclusively on managing facilities where sporting events occur and includes examples in physical education, athletics, recreation, health/fitness, and aquatics. It discusses planning for personnel, finances, operations, events, marketing, legal liability, and security, as well as issues involving affirmative action, gender equity, and the Americans with Disabilities Act. The discussion of college and university capital renewal and deferred maintenance (CRDM) explores issues facing campus managers, presents the successful facilities maintenance strategies of eight institutions, and gives an overview of the efforts of several Canadian institutions. An introductory chapter gives background information on CRDM in U.S. colleges and universities and identifies some common characteristics of successful programs. It is found that at institutions with staying power, facilities managers garner support from a variety of senior staff, including the president and trustees, raise awareness of the seriousness of the CRDM backlog, and create positive awareness of achievements through public relations. Subsequent chapters detail the strategic planning and implementation strategies of the University of Connecticut, Rensselaer Polytechnic Institute (New York), the Oregon State System of Higher Education, University of Michigan, University of Miami (Florida), University of Maryland, Louisiana State University, and Jefferson County (Colorado) School District), and address the Canadian situation, looking at such issues as institutional funding history, support from the institution's administration and from state officials, institutional autonomy, the planning process, strategies for eliminating the deferred maintenance backlog, and capital improvement plans. This book, intended for directors or managers of sport facilities, presents an overview of management techniques, strategies, and considerations. The first section, which focuses on planning for effective facility and equipment management, states that the foundation for such planning efforts is the manager's own personal philosophy, which in turn gives direction and consistency to operational efforts. Some of the topics addressed in this section include suggestions for identifying resources that can be used to assess the needs of a program, and how to emphasize important operational components of a facility management plan. Part 2 presents specific strategies for implementing and evaluating these plans. These strategies include guidelines, checklists, and forms that illustrate important components of an equipment management plan. The section also describes the importance of facility maintenance to the satisfaction and safety of users, provides operational guidance to the overall supervisor and coordinator of the multiple activities in the facility, considers the multiple aspects of facility scheduling, and outlines a comprehensive model for planning and conducting new facility construction. Students of sports facilities management will need to acquire a wide variety of managerial skills and knowledge in order to be adequately prepared to plan and manage these facilities. This textbook offers students a mix of practical examples and recognized theory to help them in the planning, constructing, promoting, and managing of sports facilities. It examines topics ranging from the early history of sport facilities through to the managing of an event within a modern sport facility. The problems of deferred maintenance and decaying campus infrastructure have troubled higher education for the past two decades. This book, designed to be a tool for facilities managers, describes a process for inspecting and reporting conditions of buildings and infrastructure. The audit process is meant to be a routine part of maintenance management so that application of the techniques described can be part of predictive methods of determining facilities management requirements and capital renewal and replacements programs. The first chapter introduces the facilities audit covering its purpose, structure, uses, users, how it relates to capital asset management, terminology, and how to adapt it for local needs. The process of preparing for an audit is described in chapter 2 including the program, the conditions inspection process, and use of functional performance evaluations. Chapter 3 discusses the design of the audit including determining its scope, selecting the audit team, planning the inspection, and information requirements. Data collection is covered in the fourth chapter which discusses conducting inspections and the inspection report forms. Chapter 5 is on summarizing inspection results including evaluating the inspection program, preparing summary reports, and planning future audits. The sixth chapter is on the final step of the audit process, presentation of the audit to management and others. Chapter 7 describes capital renewal: putting the audit to work (capital renewal planning, project priorization, resource allocation, and funding/planning). Guidance for public decision makers and facilities managers in coping with the persistent problem of underfunding of maintenance and repair (M&R) is provided in this report. A committee of experts was selected to review maintenance and repair activities of government agencies and to offer recommendations for improvement, with a focus on improvement of budgeting procedures and utilization of needs assessment techniques. Topics covered include causes and impacts of neglect, cost of ownership, assessment, and management. Recommendations are made for: (1) the allocation of 2 to 4 percent of the aggregate current replacement value of facilities for routine M&R; (2) formal assessment programs implemented by agencies responsible for M&R budgets; and (3) clear designations of responsibility for M&R. This paper provides an overview of the Australian Government΄s Facilities Management (FM) Action Agenda as announced in 2004 as a key policy plank designed to facilitate growth of the FM industry. The resulting consultation with industry leaders has seen the creation and release in April 2005 of the FM Action Agenda΄s strategic plan entitled `Managing the Built Environment΄. This framework, representing a collaboration between the Australian Government, public and private sector stakeholders and Facility Management Association of Australia (FMA Australia) and other allied bodies, sets out to achieve the vision of a more ˵...productive and sustainable built environment...″ through improved innovation, education and standards. The 36 month implementation phase is now underway and will take a multi-pronged approach to enhancing the recognition of the FM industry and removing impediments to its growth with a 20 point action plan. This paper presents an integrated collaborative approach for facilities management (FM), which utilises Sydney Opera House as an exemplar case study. The project has three (3) research streams, Digital MO΄Delling, Services Procurement and Benchmarking, which are considered individually and as an integrated whole. The project aims to achieve innovative FM strategies and models that will potentially be of benefit to the Australian facilities management industry. The Digital MO΄Delling theme aims to develop building information mO΄Delling for facilities management and investigates the potential of state-of-the-art information systems to enable a future integrated platform to support facility management collaborative activities and processes. The Procurement theme focuses on FM service procurement, especially for outsourcing. Procurement methods and a multi-criteria assessment approach for supporting decision making have been examined. The Benchmarking theme focuses on the maintenance of iconic assets, specifically performing art centres and facilities with similar functionalities. Critical success factors in the functional areas of asset maintenance are identified against organisational objectives of Sydney Opera House and key performance indicators developed. Separately, the suggested collaboration between Procurement and Benchmarking includes potential for the linking of key performance indicators to support Sydney Opera House΄s Total Asset Management (TAM) strategies and corporate objectives.
