Trinity College Dublin was proud to host, in April 2016, the Second International Conference on Telecollaboration in Higher Education, with the theme "New Directions in Telecollaborative Research and Practice." Over two and a half days, 150 participants offered 95 research presentations, posters, and "problem shared" sessions. The Millennium Development Goals (MDGs) provide clear targets and areas of focus for international organizations such as the World Bank. At a conceptual level, to reduce poverty and hunger, to improve education and health indicators, and to promote gender equality and sustainable development, countries can either increase the resources they allocate to these objectives, or increase the efficiency with which they use their available resources. The four papers presented in this study deal with the second option: increasing the efficiency of countries, and of decentralized entities within countries, in producing good outcomes with their available resources. The first two papers "Measuring and Explaining Country Efficiency in Improving Health and Education Indicators" and "Measuring and Explaining the Impact of Productive Efficiency on Economic Development" use country-level data to analyze the efficiency of countries for improving health, education, and GDP outcomes. The last two papers "Reaching Health and Education Targets in Argentina: A Provincial-Level Analysis" and "Development Targets and Efficiency in Improving Education and Health Outcomes in Mexico's Southern States" use within-country data on health and education from Argentina and Mexico to look at the same issues. Together, the four papers suggest that apart from increasing inputs, it is necessary to improve efficiency to reach the MDGs. Includes 18 notes and an extensive number of tables, figures, and boxes. This research report examines the components of modernity that deal with women's roles and values and their impact on fertility rates. The life style identified as modern is clearly multidimensional, yet three items -- power, segregation, and containment -- are chosen to study the fertility rates. The hypothesis is that in a family in which the husband makes the decisions (power), in which the wife's attitudes reflect perceptions of a highly differentiated set of sex roles (segregation), and in which the husband restricts the wife's activities (containment), then there will be high fertility due to the limited number of alternatives to the mother role. Data were collected in Ankara, Turkey in 1966 and Mexico City in 1971 by a 300 item questionnaire. The results support the hypothesis. Included in the study are tables indicating frequency distributions for individual questions, and the relationship between cultural background, modernism concepts, and fertility. (Author/DE)

This volume contains papers submitted to the 10th Annual Conference of the Bulgarian Comparative Education Society, held in Kyustendil, Bulgaria, 12-15 June 2012. The overall goal of the 10th BCES conference is to facilitate discussion of different perspectives on international education providing a forum for scientific debate and constructive interaction in a multi cultural social environment such as Bulgaria. This is a jubilee conference. Ten might not mean too much for large scholarly societies in other countries, especially in the Western world. However, for a small society like BCES, ten means a lot. It means trust, international recognition, constant interest, well-developed academic cooperation, and the most important--it means an established conference tradition. Montesino) discusses selected issues related to workplace democracy in Latin America and identifies salient issues for further research, including the following: the magnitude of work democracy experiments in the region; the scope of workplace democracy; the process of learning self-direction in the context of Latin America's managerial culture; and the implications of the lack of evolution of Latin American managerial culture. "Toward a New HRD Organizational Model" (Jules K. Beck) argues that increased economic growth in Asian and European markets will one day place the Americas at a competitive disadvantage unless an new international model emerges that can better harness labor to strengthen the hemispheric economic engine. "Differences in Priority for Competencies Trained between U.S. and Mexican Trainers" (Larry M. Dooley; Kenneth E. Paprock, In-Sun Shim, Elsa Gonzalez Y Gonzalez) examines the differences in competencies for training programs between Mexican and U.S. companies and discusses the implications of these differences for implementation of the North American Free Trade Agreement. The eight papers presented in this document discuss the link between substance and human life in Latin America and help readers uncover some of the myths surrounding drugs, especially cocaine. Contributions range from extensive research to field work and observation. Enrique Mayer demonstrates that the coca leaf is a vital Andean cultural element whose use and economic role will not be easily replaced or substituted. Myrna Cintron traces the historical roots of the cocaine problem, arguing that the current crisis is part of a periodic cycle that has seen cocaine change from recreational use to an economic commodity. Ray Henkel describes and analyzes the development of the coca industry and the impact it has had on Bolivia. Harry Sanabria presents research on out-migration from a high altitude peasant community in Bolivia and social differentiation based on coca agriculture. Luis Loyola explores the historical functions that alcohol consumption has had in peasant and Indian communities in Chiapas, Mexico, and provides an ethnographic account of the drinking pattern in Tenejapa, Chiapas. Raul Jeri's work on coca paste and Peruvian cocaine addiction shows that patients who present neuro-psychological disorders prior to cocaine exposure develop faster physical and psychological dependence. Rosa del Olmo examines the plight of women trapped in the highly rewarding underground economy. This symposium on human resource development (HRD) and small manufacturers consists of three presentations. "Toward a Model of Technical Assistance for Small Manufacturers: The Role of Performance Technology" (Dale C. Brandenburg) reviews literature documenting the need for technical assistance to small manufacturers, especially as it relates to deployment of new technology. It concludes that explicit use of principles of performance technology would enhance identification of problems and set forth implementation strategies that provide solutions. "Understanding Technology Diffusion in Northeast Oklahoma Small-to-Medium Sized Manufacturers" (Brenda Solomon) reports a study to understand how change and use of Internet technology have led to an emphasis on the employer as a trainer. "Human Resource (HR) Practices in Mexico and the United States: Selected Manufacturing Companies" (William R. Venable) identified similarities and differences in HR practices of successful small export manufacturing companies. Findings are that predominant practices in American companies were training, compensation and benefit packages, and selective staffing; those in Mexican companies were training, literacy education and company-sponsored activities; HR practices in American companies were directed more toward specific job performance; and in Mexican companies, they aimed more at general personal growth and human relations.
