The nature and status of collective bargaining by faculty in colleges and universities in both the United States and Canada are reviewed. The growth patterns for collective negotiation in both countries and the causal factors for faculty unions are contrasted. The use of collective bargaining in higher education raises issues, including the determination of bargaining principles; determination of who should be included in the bargaining unit definition; the effect of the principle of exclusivity of bargaining rights on the agreement; and the resolution of bargaining impasses, grievance procedures and arbitration. Contents of contracts that are specifically related to higher education are discussed including governance, personnel policies, and academic provisions for faculty responsibilities and functions. Compared to the preceding one, this paper represents an abrupt transition from a broad historical sweep to concern with a relatively specific process of change in contemporary American society. It is, however, a process of the broadest significance, not only internally to American society, but also for the much larger world situation because, to use the American Constitutional phrase, the problem of "race and color" has become so critical for the problem of integration in the world at large. In the background of this contemporary problem, of course, lies that of "creed" with respect to the religious history of Europe and its overseas offshoots. The paper, thus, deals with the three problems of ethnicity, religion, and race as sources of difficulty in the integration of American society and with some of the relations which have obtained among these three foci of difference in the present century within American society. The connection of this empirical problem area with the general theoretical problems of societal integration, as treated in a number of the preceding papers, is patent. The paper was written as a contribution to the major effort of Daedalus, which included two conferences and two large issues of, the Journal (Fall, 1965, and Winter, 1966), to mobilize the resources of the American intellectual community in relation to the problems of the status of the Negro in our society. The paper was published in The Negro American, Parsons and Clark, eds. (Boston: Houghton Mifflin Co., 1966), as well as in the journal of Daedalus. In my capacity as coeditor of the book, I added a brief introductory discussion, concentrating on the problem of understanding the reasons for the emergence of the civil rights issue into primary political salience in American society at that particular time. Under the conditions prevailing it provides mere paper security and promotes a completely unjustified impression that safe limits have been established and are being adhered to.

Mingling closely with one another, they are quite conscious of the fact that they belong to the leading class of the leading families. After they are well married, they come to possess, to occupy, to decide. The son of one of these old families, to his father's chagrin and his grandfather's fury, is now an executive in the local branch of a national corporation. The leading family doctor has two sons, one of whom now takes up the practice; the other--who is soon to marry the daughter of the second largest factory--will probably be the next district attorney. So it has traditionally been, and so it is today in the small towns of America.

The paper discusses what the process of secularization has meant for the traditional religious content and for the institution that embody them. One of the most obvious ways in which secularization has affected the man in the street is as a crisis of credibility in religion. In other words, the phenomenon called pluralism is a socio-structural correlate of the secularization of consciousness. The global tendency seems to be in all cases the emergence of a state emancipated from the sway of either religious institutions or religious rationales of political action. One of the most important consequences of this is that the state no longer serves as an enforcement agency on behalf of the previously dominant religious institution. Furthermore, the secularizing potency of capitalistic-industrial rationalization is not only self-perpetuating but self-aggrandizing. As the capitalistic-industrial complex expands, so do the social strata dominated by its rationales, and it becomes ever more difficult to establish traditional controls over them. Secularization then passes from the economic to the political sphere in a near-inexorable process of diffusion. The religious legitimations of the state are then either liquidated altogether, or remain as rhetorical ornamentations devoid of social reality. More interesting, though, is the reappearance of the religious legitimation of the family even in highly secularized strata, as for instance in the contemporary American middle classes.

While these objectives are accepted by educators, the curriculum established for their achievement is widely criticized, resulting in new teaching strategies, approaches, methods, and curriculum materials which have been developed to accomplish the old goals as well as the new objectives made necessary by demands of a more complex society.
