APP attended the International Toy Fair Show in New York in February 2013 and promised to comply with High Conservation Value Forest (HCVF) and sustainable procurement values.

- Abstract
The papers brought together in this volume are a selection from among those presented at the seminar organized in Kuala Lumpur, in July 2002 by the Asian Network of Training and Research Institutions in Educational Planning (ANTRIEP). The network consists of institutions whose main mandate includes training and research in educational planning and management. Since its creation in 1995, it has covered a series of themes with an overarching objective to contribute to the definition of policies that have a beneficial impact on school improvement. ANTRIEP has therefore undertaken research or organized seminars on decentralization, school supervision, the role of head teachers and, in 2002, on school evaluation. The seminar and this report focus on policy reforms and practical steps that can be undertaken to strengthen the linkage between evaluation and school improvement. The report presents a mixture of conceptual papers, case studies and comparative analyzes, though drawing references not only to the Asian continent. Each of the three evaluation tools (examinations, inspection, and self-evaluation) was examined separately during the seminar, and different papers comment on their role. Specific attention goes to the need to integrate these tools into an evaluation framework. Some papers go beyond these tools and ask the question: What could be the contribution of the community in school evaluation and school governance? The report paints the contours of a school evaluation system, focused on improvement, empowerment, and accountability rather than on the latter alone. School self-evaluation stands at the heart of such a system. Examination and test results help school staff to identify their strengths and weaknesses while inspectors become the initiators of this self-evaluation process. The report also stresses, however, that there is not one ideal model that all countries should follow. The contexts differ, and an effective system is one that takes into account the limits and needs of each country. This compilation of resource papers and findings is from a regional workshop on mother-tongue/bilingual literacy programmes for ethnic and linguistic minorities in multilingual settings. It was organized by Asia-Pacific Programme of Education for All (APPEAL), United Nations Educational and Cultural Organization (UNESCO) Bangkok, 6-10 December 2005 in Chiangmai, Thailand and included nine participating countries--Bangladesh, Cambodia, China, India, Indonesia, Nepal, the Philippines, Thailand and Viet Nam. APPEAL supports pilot projects in these countries which provide mother-tongue or multilingual education to ethno-linguistic minorities. Each chapter summarizes an aspect of multilingual education programme development including issues and positive problem solving experiences. The eight novels are "How to Eat Fried Worms" (Thomas Rockwell); "Number the Stars" (Lois Lowry); "Cousins" (Virginia Hamilton); "Summer Witches" (Theresa Tomlinson); "The Ghost in the Monday Sun" (Sid Fleischman); "One-Eyed Cat" (Paula Fox); "The Missing May" (Cynthia Rylant); and "Maniac Magee" (Jerry Spinelli). The paper then presents detailed descriptions and teaching methods associated with the novels "Shabanu" (Suzanne Fisher Staples) and "Shiloh" (Phyllis Reynolds Naylor). (RS)

- Abstract
The four articles in this monograph present issues in the application of technology to special education from an international perspective. In the first chapter, "Augmentative and Alternative Communication Systems--Computer Applications for Individuals with Disabilities: An International Perspective," Richard Cardinali and George McMurdo provide a comparative review of the developments in technology-based communication systems in the United States and Scotland (United Kingdom). They argue that use of augmentative and alternative communication is currently limited due to a lack of role models, a lack of vision, and insufficient training. The second article is titled "Computer Applications for Special Needs Students: What Canadian Teachers Use and Need," by C. Laine and others. This paper reports the results of a national survey of Canadian special education teachers on special education technology including such issues as access, use, and unmet needs. The third paper is "Technology and Social Skills Training Program for Students with Special Needs in Israel: 'I Found a Solution,'" by Malka Margalit. This paper reports on five studies of students with mild disabilities who used a computer-assisted social skills program called "I Found a Solution." It suggests such programs may have tremendous value in enabling students to experiment and rehearse solutions for social conflicts. The final paper is "The Indonesian System of Caring: Beyond Technology Solutions to Human Problems" by Judy W. Kugleman. It raises questions concerning unanticipated outcomes that may arise from over-reliance on technology and the dangers of assumptions about shared beliefs and values in multicultural societies. This monograph presents nine author-contributed papers which look at issues of aging and mental retardation from the perspectives of nine nations: Australia (by Trevor R. Parmenter), Great Britain (by Steve Moss), Canada (by Gerrit Groeneweg), Germany (by Gottfried Adam), Hong Kong (by John W. L. Tse), Indonesia (by D. Lianta), Japan (by Takeo Kanetsuki), the Netherlands (by Meindert J. Haveman and Marian A. Maaskant), and Singapore (by M. K. Wong). A concluding paper by the editor notes three predominating philosophies of service welfare: the Asian model (with its emphasis on family care through the extended family); the Western European model (with institutional care a major component); and the North American/United Kingdom model (characterized by a strong philosophy of normalization and deinstitutionalization). Other conclusions suggest that most countries have adopted a largely voluntary sector organization supported from government finance and that all these countries recognize the urgency of developing policies and services for the increasing numbers of older persons with developmental disabilities. An American perspective on the issues is provided in commentaries by seven American authors. Most papers include references. (DB)

15. Regional Planning Meeting on Literacy Initiative for Empowerment

This publication presents an overview of the Asia-Pacific Regional Planning Meeting on the Literacy Initiative for Empowerment (LIFE). Countries in Asia and the Pacific that participate in the LIFE initiative are Afghanistan, Bangladesh, China, India, Indonesia, Iran, Nepal, Pakistan and Papua New Guinea. The purpose of the meeting was to assist the participating countries with the organization of preparatory activities for implementing the LIFE initiative following creation of Country Profiles in 2005. The "EFA (Education For All) Global Monitoring Report 2006" estimates that about 100 million children of primary school age, 55 percent of them girls, are not enrolled in primary school. UNESCO Bangkok, the Consortium for Street Children and Childhope Asia initiated the "Promotion of Improved Learning Opportunities for Street Children Project" to facilitate knowledge sharing between organizations and capacity-building of practitioners working with street children. Activities took place during 2004 and 2005 in four countries including Indonesia, Nepal, Pakistan and the Philippines. The resource pack was developed to assist workers working with and for street children. It has four sections. Section I consists of country case studies on Indonesia, Nepal, Pakistan, and the Philippines and a synthesized regional study. Section II contains policy forum reports for advocacy, review of policies and programs, and identifies policy recommendations and commitments. Section III provides a case study on setting up and running a national network for educating street children. Section IV offers training materials, a report from a regional training workshop, and a training need analysis chart. With the extensive coverage of case studies, policy papers, and training modules, the resource pack encourages knowledge sharing on education for street children. It also proactively promotes quality basic education for street children within the region and provides resources to strengthen the expertise of practitioners. The resource pack consists of a booklet and a CD-ROM. Appended are: (1) A brief overview of the Capacity-building and Information Exchange project; (2) Summary of the World Conferences on Education for All; (3) Summary of the Regional Planning Meeting for the Promotion of Improved Learning Opportunities for Out-of-School Children; (4) The Manual on Rights-Based Education; and (5) Toolkit for Creating Inclusive, Learning-Friendly Environments. The article reports on the white paper issued by major mining companies on March 20, 2007 in Indonesia. The paper has called on the Indonesian government to retain the Contract of Work (CoW) system under the proposed new mining law if it wanted to avoid creating a major impediment to new investment. The status of mining firms was rendered inferior as the local government could revoke their license at any time. The Document will be submitted to the House of Representatives' working committee charged with deliberating the mining bill.

- Abstract
Malay's long use as the dominant linga franca throughout modern Indonesia, Malaysia, and Singapore is partly responsible for its current status as the national language of all three countries. However, political and economic developments during and since the colonial era have created sociolinguistic contexts, motives, and results of the language's status that are very different for each country. In Indonesia, the policies of the Indonesian nationalists, Dutch, and Japanese converged to promote Bahasa Indonesia successfully as an ethnically neutral symbol of identity and integration. In Malaysia, the selection and promotion of Bahasa Malaysia as the national language was motivated partly by ethnic communalism rather than national unity, but it was also enhanced by British and Japanese policy. In Singapore, Malay serves to express international integration and unity with her two closest neighbors and is a factor in the balance of ethnic sentiments. The status and domains of Malay in the three countries are constantly changing and evolving, reflecting the complexities of the national language question in this area. 22. Improving Adult Literacy Outcomes: Lessons from Cognitive Research for Developing Countries. Directions in Development.

- Abstract
Adult literacy program outcomes have been disappointing. A number of principals and methods from cognitive and neuropsychological research can be used to make literacy instruction more effective, including the following: improving cognitive function; fast reading; reading practice; literacy as a motivator; and improving use of class time. Cognitive science has been used to understand how literacy shapes the neural system for spoken and written language and to use this information to improve literacy instruction. Research has been done in the areas of human evolution, cognitive limitations of unschooled people, efficient reading skills, reading comprehension, memory, phonological awareness, perceptual learning, and health issues. Materials, methodology and teacher preparation determine how much people learn and retain. Issues that affect literacy learning include, course duration, textbook contents, teacher selection, and social benefits. Governments need to determine whether increased costs of more scientifically based literacy training are worth the benefits. Additional research is needed to determine which methods are more effective and how costs and benefits compare.
