This four-part publication contains 19 papers on educational practices and promises for post-16 education in European countries. This volume contains papers submitted to the 10th Annual Conference of the Bulgarian Comparative Education Society, held in Kyustendil, Bulgaria, 12-15 June 2012. The overall goal of the 10th BCES conference is to facilitate discussion of different perspectives on international education providing a forum for scientific debate and constructive interaction in a multi cultural social environment such as Bulgaria. This is a jubilee conference. Ten might not mean too much for large scholarly societies in other countries, especially in the Western world. However, for a small society like BCES, ten means a lot. This volume contains selected papers submitted to the 18th Annual International Conference of the Bulgarian Comparative Education Society (BCES) held virtually in June 2020. The 18th BCES Conference theme is "Educational Reforms Worldwide." This year's book includes 38 papers written by 73 authors from 19 countries. The volume starts with an introductory piece on school reforms in Bulgaria from the 9th to the 21st century written by the keynote speakers Nikolay Popov and Marina Pironkova. The authors present the cornerstones of school reforms during the First, Second, and Third Bulgarian State. They also discuss various cultural, social and political factors determining school development in Bulgaria. This collection of short papers is an outcome of the third conference on virtual exchange in higher education hosted by the Pedagogical University in Krakow in April 2018. Following the focus of the conference on virtual exchange in service of social inclusion and global citizenship, the papers collected in this volume offer first-hand insights into theoretical and practical considerations on the most recent stage of this rapidly developing form of learning. This packet contains three papers from a symposium on cross-cultural issues in human resource development (HRD). The first paper, "The Perceptions of Physical Therapy Students Regarding the Provision of Transcultural Care" (Theresa J. Kraemer), examines the perceptions of 12 entry-level master's degree program physical therapy (PT) students on providing cross-cultural care. Data were collected via a qualitative, emergent case study design using interviews, observations, and document review. The results revealed the following five domains: (1) personal preparation; (2) prior medical care preparation; (3) academic preparation; (4) clinical preparation; and (5) the provision of culturally congruent care. The second paper, "An Intercultural Training/Consulting Process and Its Implications on Meaning Making and Organizational Change: The Case of a Hungarian Organization" (Maria Cseh, Darren Short), presents an in-depth look at an intercultural training and consulting process between an HRD team from the United Kingdom and a large public service Hungarian organization, using the case study method. The last paper, "Theory of Intercultural Adjustment and Implication for HRD" (Soomi Ha), examines theories of adjustment process and presents an integrated model through synthesizing previous literature. This publication contains workshop papers which discuss the link between the labor market and vocational training. Part I provides an overview of the workshop--its objectives, issues, and conclusions. Part II consists of seven country papers. "Labour Market Information (LMI) and Vocational Training Decision-Making in Hungary" (Lazar) outlines types of LMI to help vocational education and training (VET) planning and problems concerning LMI and its use for VET decision-making. "Labour Market Needs in Adult Training Programmes in Hungary" (Fodor) discusses the labor market training system and developing company-specific training programs. "Regional Employment and Training Observatory in France" (Guegnard, Perrier-Cornet) focuses on the observatory in Burgundy, an inter-institutional network. "New Methods for Linking VET with the Labour Market in Poland: The Results of a Pilot Application" (Kabaj) focuses on two methods: monitoring of shortage and surplus occupations and tripartite training agreements. "The Future of Skills and Work: Trends and Forecasts in Germany" (Tessaring) concludes that structural change in industry and society is accompanied by a major increase in the qualification requirements of the workforce. "Challenges of Incorporating Labour Market Requirements in the Vocational Training System: Slovenia" (Kramberger) provides a summary of broader processes that influence reform attempts to improve the VET system. "Linking Labour Market Analysis and Vocational Training in the United Kingdom" (Edgell) covers the sort of analysis undertaken at the national level. Part III has four discussion papers. "The Identification of Relevant LMI for VET" (Meijers) elaborates on the need for LMI in an industrial society and describes a new qualification model. "Labour Market Forecasts on Behalf of the VET System" (de Grip) focuses on the kind of LMI required to improve the transparency of the labor market and reestablish coordination between the labor market and VET system in the former centrally planned economies of Central and Eastern Europe. "Qualitative Information for Curriculum Development" (Dybowski) discusses ways to ensure that curricula remain up-to-date. "Linking Labour Market Analysis to Vocational Training Decision-Making: Dynamics and Mechanisms" (Mozdzenska-Mrozek) presents emerging links between VET and the labor market, institutions collecting and shaping information on the labor market situation in Poland, and VET reform in Poland. Virtual exchange is gaining popularity in formal and non-formal education, partly as a means to internationalise the curriculum, and also to offer more sustainable and inclusive international and intercultural experiences to young people around the world. This volume brings together 19 case studies (17 in higher education and two in youth work) of virtual exchange projects in Europe and the South Mediterranean region. They span across a range of disciplines, from STEM to business, tourism, and languages, and are presented as real-life pedagogical practices that can be of interest to educators looking for ideas and inspiration. Purpose: The purpose of this scientific monograph is to show new and creative approaches to different school subjects in primary and secondary level. Methodology: Interdisciplinary and international comparative approaches were used. Now according to the 7th Framework Program, the preferred form of Science Education (www.scientix.eu) is preferred inquiry-based learning. Chapters in the monograph bring a lot of different kinds of motivation for teachers in practise. Results: Results indicate that using constructivist and inquiry-based learning methods bring positive results in motivation and development of key competencies by pupils in primary and secondary level. Conclusions: Results show that pupils who are working in groups and led by teachers as managers of theirs own activities have better results than pupils led in transmissive form. Recommendations: Educators need to increase their knowledge of the effects of constructivist teaching to pupils and need international and interdisciplinary exchange of best practices. "Education Policy and Equal Education Opportunities," published by the Open Society Education Support Program, examines the role of public education in addressing a wide variety of unequal educational opportunities found across the world. The publication brings together analyses from countries in Europe and Asia (Albania, Bulgaria, Czech Republic, Estonia, Hungary, Ireland, Mongolia, Montenegro, Nepal, Turkey, and United Kingdom) that examine the fundamental question of how public education policies are either mediating or reinforcing unequal education opportunities. "Education Policy and Equal Education Opportunities" focuses on key areas that are shaping the debates and issues of contemporary inclusive education policy: educational equity; education politics, policy, and governance; financing educational services; and creating educational opportunities for marginalized groups such as the Roma. By presenting this set of papers, the publication aims to provide fresh insights about educational inclusion and how it can enhance equal education opportunity.
