Purpose: The purpose of this paper is to review and analyze how the development and utilization of artificial intelligence (AI) technologies for social responsibility are defined in the national AI strategies of the USA, Russia and China. Design/methodology/approach: The notion of responsibility concerning AI is currently not legally defined by any country in the world. The authors of this research are going to use the methodology, based on Luciano Floridi's Unified framework of five principles for AI in society, to determine how social responsibility is implemented in the AI strategies of the USA, Russia and China. Findings: All three strategies for the development of AI in the USA, Russia and China, as evaluated in the paper, contain some or other components aimed at achieving public responsibility and responsible use of AI. The Unified framework of five principles for AI in society, developed by L. Floridi, can be used as a viable assessment tool to determine at least in general terms how social responsibility is implied and implemented in national strategic documents in the field of AI. However, authors of the paper call for further development in the field of mutually recognizable ethical models for socially beneficial AI. Practical implications: This study allows us to better understand the linkages, overlaps and differences between modern philosophy of information, AI-ethics, social responsibility and government regulation. The analysis provided in this paper can serve as a basic blueprint for future attempts to define how social responsibility is understood and implied by government decision-makers. Originality/value: The analysis provided in the paper, however general and empirical it may be, is a first-time example of how the Unified framework of five principles for AI in society can be applied as an assessment tool to determine social responsibility in AI-related official documents. Russia and China are endeavoring to transform Soviet-style R&D systems characterized by separate education, research and business spheres into something more suited to a knowledge economy supporting innovation. The Triple Helix model is an attractive configuration, not only because it derives from the practices of the most successful innovation systems, but particularly in its suggestion that the three key actors--universities, business and the state--might be able to at times substitute for each other. Any model placing the state at the center appeals to non-democratic regimes. This article compares the Chinese and Russian efforts to implement a Triple Helix program by examining institutional change, funding, and the role of the state, using nanotechnolgy as a case study. Despite both nations adopting major programs and spending significant amounts of money, we find that China has been vastly more successful than Russia in promoting collaboration among universities, business and government to encourage research and innovation. We attribute the difference to the quality of state policies that provide incentives for agents and epistemic communities to alter their behavior. For a long time Russia has regarded the European Union and China as its main economic and trade partners, giving preference to the EU. A sudden change occurred in October 2008, when as a response to the EU's sharp criticism of the Kremlin over the Georgian-Russian military conflict, Russia decided to re-orient its foreign economic and trade policy from the EU to China and partially also to India. Baikal Environmental Wave, led by Jenny Sutton, a British three-decade resident of nearby Irkutsk, argued against a pulp-and-paper mill that pumps effluent into the lake, damaging the environment nearby and, she says, killing some of the freshwater seals unique to Baikal. Many feel the lake is big enough to take the impact of letting the local economy grow, at least quite a bit. But now there is a new threat. In April the government said it would let Yukos, an oil company, build a pipeline from the oilfields near Angarsk, said to be as big as Kuwait's, to Daqing in China.
