The article argues that the residual welfare system that has been workable might not be able to meet the needs of a declining economy. The major aspects of social policy in Hong Kong, China are the uniqueness of the Hong Kong social policy model, balancing collectivization and individualization in welfare and the dilemma and vulnerability of the current social model.
