INTRODUCTION High income jurisdictions are banning menthol/flavored cigarettes and other tobacco products because they attract young people and create dependence. This study explores the importance of menthol and other flavored tobacco products for tobacco markets in low- and middle-income countries (LMICs), identifies countries where the menthol/flavor share is particularly high or rapidly growing, and identifies strategies tobacco companies are using to develop menthol/flavor markets. METHODS Research involved analysis of menthol/flavor market data from 2005 to 2019, a systematic review of academic literature, and a scoping exercise with our advocate contacts in LMICs. RESULTS The median menthol/capsule market share of the cigarette market grew significantly (p<0.05) between 2005 and 2019, both in lower and upper middleincome countries [lower: 2.5% (IQR: 0.5-4.0) to 6.5% (IQR: 3.6-15.9); and upper: 4.0% (IQR: 0.8-9.8) to 12.3% (IQR: 3.5-24.3)]. Countries with both high market share and high market share growth were Russia, Guatemala, Peru and Nigeria. No market data were available on low-income countries, but the academic literature suggested high prevalence of menthol use in Zambia. Tobacco industry strategies underpinning growth of menthol/flavored tobacco use in LMICs included in-store marketing and display, colorful packs and non-conventional flavor names. CONCLUSIONS Menthol/flavor tobacco products are a growing problem in LMICs. In addition to menthol/flavor bans, we recommend marketing bans, point of sale display bans and standardized packaging. I exploit the 1998 Russian default as a negative liquidity shock to international banks and analyze its transmission to Peru. I find that after the shock international banks reduce bank-to-bank lending to Peruvian banks and Peruvian banks reduce lending to Peruvian firms. The effect is strongest for domestically owned banks that borrow internationally, intermediate for foreign-owned banks, and weakest for locally funded banks. I control for credit demand by examining firms that borrow from several banks. These results suggest that international banks transmit liquidity shocks across countries and that negative liquidity shocks reduce bank lending in affected countries. [ABSTRACT FROM AUTHOR]

In the COVID-19 pandemic, patients who are older and residents of long-term care facilities (LTCF) are at greatest risk of worse clinical outcomes. We reviewed discharge criteria for hospitalised COVID-19 patients from 10 countries with the highest incidence of COVID-19 cases as of 26 July 2020. Five countries (Brazil, Mexico, Peru, Chile and Iran) had no discharge criteria; the remaining five (USA, India, Russia, South Africa and the UK) had discharge guidelines with large inter-country variability. India and Russia recommend discharge for a clinically recovered patient with two negative reverse transcription polymerase chain reaction (RT-PCR) tests 24 h apart; the USA offers either a symptom based strategy—clinical recovery and 10 days after symptom onset, or the same test-based strategy. The UK suggests that patients can be discharged when patients have clinically recovered; South Africa recommends discharge 14 days after symptom onset if clinically stable. We recommend a unified, simpler discharge criteria, based on current studies which suggest that most SARS-CoV-2 loses its infectivity by 10 days post-symptom onset. In asymptomatic cases, this can be taken as 10 days after the first positive PCR result. Additional days of isolation beyond this should be left to the discretion of individual clinician. This represents a practical compromise between unnecessarily prolonged admissions and returning highly infectious patients back to their care facilities, and is of particular importance in older patients discharged to LTCFs, residents of which may be at greatest risk of transmission and worse clinical outcomes. The academic programs at the graduate level are increasingly interested about the enrollment management challenges in terms of international student mobility. Understanding fundamental enrollment concepts to attract international students provides the essential key to consider the competitive environment concerning university resources, academic program potential, complex cultural dynamics, and workplaces among others. Based on a six-year quantitative and descriptive statistical study, this paper addresses the trends of first-time graduate enrollment and patterns of international student mobility by faculty at the University of Puerto Rico at Mayaguez. Results revealed the sustained trend of graduate enrollment of international students mainly from South America, Central America, and the Caribbean among others. Moreover, the presence of international graduate students adds a dimension of diversity to UPRM between teaching and research undertakings that enhance the Colleges of Engineering, Arts and Sciences, Agricultural Sciences, and Business Administration. The international student mobility has a consistent tendency mainly in the Colleges of Engineering, Arts and Sciences, and Agricultural Sciences. This consistency resembles the quality and reputation recognized by educational institutions and organizational world rankings. In-depth, understanding the trends related to international graduate enrollment and mobility should be considered by institutional leaders and administrators at UPRM to make knowledgeable decisions and to effectively set priorities to recruit highly qualified international students.

The article focuses on a study which examines large-scale observational evidence of cross-cultural differences in facial behavior using advanced in computer science. Topics discussed include the automated facial coding used, the reliability of the facial action unit detection algorithms across different testing subsets, multilevel regression estimates predicting each facial action's base rate percentage.

Within the last two decades, there has been increased interest in how technology supports Indigenous language revitalization and reclamation efforts. This paper considers the effect technology has on Indigenous language learning and teaching, while conceptualizing how language educators, speakers, learners, and technology users holistically understand, skillfully apply and communicate creative and balanced technological solutions that are based on understanding of contextual factors. A total of 80 participants representing at least 47 Indigenous languages completed a survey in 2009 representing individuals, organizations, and institutions that serve one or more Indigenous language communities across the United States, Canada, Australia, New Zealand, Taiwan, Guatemala, Peru, Greenland, Mexico, Bolivia, French Polynesia (Marquesas Islands and Tuamotu Islands), and Russia. The data reveal the functions digital technology has in Indigenous language revitalization, which include (1) positive and supportive roles (2) concerns, constraints, and tensions, and (3) Indigenous language education. Regardless of the size of the community, opportunities for using technology in Indigenous language revitalization efforts are shaped by linguistic, cultural, social, economic, environmental, and technological factors as expressed in the technacy framework for language revitalization. Findings indicate that technology has wide and mostly positive applications in language learning and teaching, that the benefits of those applications remain consistent across communities regardless of size and geographic location, and that new and innovative uses of technology are being adopted to support language revitalization efforts. Overall, the study underscores the importance of context in making grounded decisions about technology as a component of contemporary language revitalization efforts.

South America has gained international media attention due to its ongoing arms race, with politicians and analysts warning about the possibility of war. Nevertheless, since the Chaco War in the 1930s, the region has seldom faced major inter-state wars, all of which have been short-lived and with relatively few casualties. This article will discuss in greater detail the ongoing arms race in South America, portraying it as a race 'of levels', with not all countries carrying out massive weaponry purchases. Finally, I will discuss regional geopolitics, geosecurity and integration as part of an analysis regarding the unlikelihood of war. [ABSTRACT FROM AUTHOR]

On the empirical basis of six national studies (Mexico, Brazil, Peru, Denmark, Russia and South Africa), this paper examines the phenomenon of segmentation, defined as the solidification of deep hierarchies with little crossover between categories of institutions or individuals. The massification of higher education has brought about a great diversity of institutions and, concomitantly, stark differences among the professoriate. While the public sector has to some extent been able to protect its academic personnel, the for-profit sector is moving towards an unstable professorial, poorly paid, hired mostly on a per-hour basis, and for whom sharing in academic governance is a distant dream. Some of this differentiation is emerging also within institutions and a new kind of academic who could be termed "just-in-time knowledge worker" is on the rise.
