Global shortages of critical equipment and supplies induced by COVID-19 forced countries to rapidly build and ramp up their indigenous testing and production capacities. However, the many ways in which institutional and organizational change occurred has not been sufficiently captured. Building domestic capacity requires the leveraging and repurposing of existing domestic scientific and technological capabilities, coupled with intensified global outreach to new and existing partners and suppliers. Using the framework of institutional variety, this paper looks at two facets of the UK's COVID emergency industrial response: (1) building its laboratory testing capabilities and (2) for increasing production of personal protective equipment; assessing the institutional capacities and relations that were leveraged in this regard. It uses these findings together with observations of 'innovation processes under emergency conditions' and the potential uses of a 'critical equipment policy' to sharpen some of the recommendations made in the UK's post-COVID Research and Development Roadmap. This paper focuses on business models and value chains to analyse sectoral innovation systems involving synthetic biology and gene editing, as potentially disruptive platform technologies in the life sciences. In the context of industrial biotechnology, we propose that the extent to which an innovation is expected to be disruptive, and the location of that disruption in existing value chains, are relevant to policy decision making on how to govern innovative technologies. Policy decisions on how to regulate or support an innovative technology will be among the most important factors determining the extent to which it is able to deliver its disruptive potential, leading to sectoral transformations through new business models and value chains. This mode of thinking about disruption and innovation could be incorporated in standard procedures for policy makers to guide decisions designed to support translation from basic scientific research to societally useful products and processes. The paper aims to build understanding of the recent growth of interest in engineering for international development as an emerging focus of new knowledge, practice, and community development. In the paper, we create a borderlands approach to studying the activities referred to as engineering for development and development engineering. These activities take place in 'borderland' spaces where new approaches are being tried out through creative engagement of networks and communities willing to integrate social as well as technical knowledge and practice. We analyze four cases, selected as exemplars of engineering for development, from a large data set of case studies to demonstrate the socio-economic impact of research. We found evidence of important and original engineering, which showed paradigmatic shifts in engineering knowledge and practice. There was ambivalence inside the engineering community about engineering quality, mixing pride in the building of new paradigms with modesty about whether new knowledge and practices were 'real' engineering. These findings provide evidence that engineering aimed at global development offers an exciting new 'borderlands' approach to engineering that warrants further study. [ABSTRACT FROM AUTHOR]

There is potentially tension between world class research and global standards on the one hand and local contexts of engineering and development practice on the other. One aims at scientific status and entirely new knowledge, suggesting just one standard of quality. The other at building products and processes that might bring socio‐economic development, often prizing pragmatism and bricolage. The UK‐funded programme 'Understanding Sustainable Energy Solutions in Developing Countries' (USES) was set up on the understanding that such tensions, if they exist, can be transcended. It was funded by two organisations, the UK Engineering and Physical Sciences Research Council and the UK international development agency, Department for International Development. This paper analyses the USES research programme, looking at the processes of its establishment, partnership building, the research undertaken and its early impact. The paper shows that the USES programme goes beyond 'normal' pure versus applied, research versus policy and low‐tech versus high‐tech dualities. Instead, it throws up a complex series of issues that require attention if research is to lead to long standing and sustainable economic and social development. The paper suggests that the concept 'liquid engineering' might be a good way to conceptualise the ways in which the programme, without denying the tensions of dualistic realities, has moved towards a more fluid process to take account of its multiple and complex goals. This special issue on the global and the local in engineering and development builds on an earlier JID Policy Arena on reflexive engineering. It extends our thinking by elaborating the notion of 'liquid engineering', which sees engineering and development as messy and improvisational, a borderland hybrid space, composed of objects and practices, and as reflexive and evolutionary. A set of research articles explore this in different ways using a set of case studies, and the policy arena that follows examines liquid engineering in the context of development practice. All the articles suggest that development engineering is at its most successful when embedded locally and informed by global standards flexed or adapted to local conditions. Byline: Joanna Chataway, David Wield This paper examines R&D and strategic decision-making in firms, reviewing institutional and market constraints that act on the development of bio- and new materials technologies. The findings are assessed against the background of biotechnology and new materials as potential 'core technologies' that, combined with new socioeconomic norms, will make up a significantly different technoeconomic paradigm for the next century. The studies presented portray levels of complexity that highlight the variety of technological evolution. They also illustrate the need for improved methods of analysis that better integrate macro- and micro-levels of evolutionary theory.

Byline: Joanna Chataway, James Smith, David Wield Science and technology - and particularly biotechnology - is increasingly central to development agendas in Africa and elsewhere. Implicit within the centrality of science and technology lie a set of policy issues regarding how best to shape contextually appropriate, innovative and sustainable science and technological products in, with and for developing countries. The work of the Consultative Group on International Agricultural Research (CGIAR) is a case in point and we draw our empirical material from the evolution of two biotech bovine vaccine development programmes housed in a CG Centre. In the paper, we seek to show that broadening our understanding of scientific 'excellence' can lead to more innovative, systemic research that may produce more appropriate technological solutions. We believe this has key implications for science policy, development policy and the practice of science for development itself.

Some emerging countries have made significant progress in developing local pharmaceutical and biotechnology but had less success in building medical device industries (MDIs). This paper explores the weak development of local MDIs by analysing the contrasting evolutionary trajectories of Indian healthcare technology sectors. The Indian pharmaceutical and biotechnological industries have emerged as leading global suppliers of generic drugs and vaccines, in marked contrast to the medical devices industry. This paper reveals that existence of a weak collaborative linkage between medical device manufacturers and the Indian health system, which largely lacks a systemic and cross-sectoral linkages, and weak communication between industry and government policy-makers have become a huge barrier to the development of the Indian MDI in the contemporary neo-liberal environment. The weak connection between technology and industrial policy and healthcare policy objectives has severely hampered both development of national technological capabilities and the creation of affordable health care. In this paper, we investigate the implementation challenge of Smart Specialisation Strategies (S3) in catch-up regional environments, through the lens of capacity building. We analyse capacity building at two levels: micro-level (individual organisations) and meso-level (regional inter-organisational networks). We use empirical evidence from 50 interviews conducted in the period 2015-2017 from two Greek regions dramatically hit by the economic crisis (Crete and Central Macedonia). We argue that in the Cretan and Central Macedonian context, the difficulty of implementing S3 is directly linked with firms' lack of adsorptive capability to exploit university-generated knowledge, university knowledge that is too abstract for firm's to easily acquire, as well as to the capability of regional actors to build inter-organisational networking that fits their strategic needs. We use the concept of 'imagined communities', and related work on socio-technical imaginaries and expectations, to reflect on how Scotland is represented simultaneously as 'sick and unhealthy' and a 'living lab' due to its innovative medical research. Together, we suggest these narratives have driven a broader health and wealth agenda in post-devolution Scotland, which became salient during the 2014 independence referendum. We draw on research conducted during the independence referendum to consider how key stakeholders enacted imagined communities/identities (sick but also innovative) as they considered the historical impact of devolution on health and research systems and envisioned future independence. The referendum provided an opportunity to consider how Scottish health and research systems have been imagined over time. Our findings further the understanding of the impact of devolution on healthcare and medical research, revealing the role played by policy narratives rooted in imagined identities. This article analyzes important changes in technological innovation in the upstream petroleum industry. It provides evidence that shifts in sectoral patterns of innovation over the petroleum industry's lifecycle from the 1970s up to 2005 were dependent on the dynamics of knowledge base complexity (KBC), a key dimension of an industry's technological regime. Accordingly, observed shifts in innovation patterns are understood to be the aggregated strategic response of industry innovators to changes in the technological regime. The article proposes a quantitative method for exploring KBC and Schumpeterian patterns of innovation, and interactions between the two at the industry level. As the industry evolved, its knowledge base moved to higher orders of complexity creating a shift in the Schumpeterian pattern of innovation. Increased KBC was found to alter Schumpeterian patterns from Mark I toward a ‘modified’ Mark II. Instead of coming predominantly from ‘traditional’ established oil operators, technological innovation was increasingly triggered by a new class of emergent integrated service companies – ‘second tier’ systems integrators of the upstream sector able to cope with increased KBC. The Scottish referendum of 2014 encouraged massive public debate, including on Scotland's scientific performance and ability to harness innovation and increase global competitiveness. The science base in Scotland has traditionally been strong but has not translated well into innovation. This article uses statistical data, over 30 interviews and two workshops with business and policy leaders, to analyse key scientific and industrial innovation dynamics, using a regional innovation systems (RIS) approach. It investigates the perceived impact of increased autonomy on the dynamics of the Scottish innovation system (SIS). The article shows the weak relationship between science and innovation, and evidences the static nature of Scottish innovation policy geared to bridging a gap rather than improving the dynamics of the various elements in the innovation system. For the first time, the UK research evaluation system, known as the Research Excellence Framework, considered 'measures' of impact in the 2014 review. Here, we focus on impact case studies that had an engineering and international development orientation. We found that writers of impact case studies commonly chose to employ an ecological modernization (economic, environmental, and social value) discourse to shape value claims. We also found that the type of engineering and international development research that appears in impact case studies tends to be high tech, best-with-best, and exclusive, rather than low tech, humanitarian, and inclusive. The decades since the 1950s have witnessed major growth in the bioeconomy. Emergence of the bioeconomy as a broad, creative and rapidly expanding part of the global economy coincides with the maturation of the established drug discovery system. This paper presents research evidence focused on the relationships between changes in the bioeconomy and changes in the global economy. It argues that new forms of governance and regulation are key to strengthen industrial policies needed for emerging and developing countries to take account of the complex interactions in life science innovation between technology, markets, regulation and civil society, which could significantly impact on global distribution of the industry. Investment in biotechnology has yielded relatively disappointing results and illustrates the gap between the promise and reality of new science. This begs the question: Does research on 'life' bring different complexities and uncertainties that act as a barrier to the application of new biology in global health and agriculture? There has been high-quality research on the social and ethical impacts of new biology and on the economics of biotechnology but few systematic and integrated attempts to undertake interdisciplinary research and address these constraints. This paper provides an original empirical analysis of contemporary and future understandings of the bioeconomy using a co-evolutionary and interactive approach to examine the extent to which it may be different from other technological transformations. Agricultural biotechnology is typically analyzed critically by means of a political ecological focus on the science and its ecological implications – agbio science as a radical, and ‘non-natural’, break with ‘normal’ trajectories for ‘new plant science’. Surprisingly, less attention has been paid to a range of key political economic issues, many of which were important in the last big food production technology ‘revolution’, the Green Revolution. This paper will focus on three areas of political economy. First, we discuss the corporate drivers of agricultural biotechnology, and examine whether these drivers have already set the technology so that it cannot be changed. Second, we investigate the present economics and technology of genetic modification in plants, and its possible future. Third, we examine empirical evidence for alternative visions of the technology. Recent academic and policy debate on innovation indicates that there has been some shift from a more traditional systems approach to ecologies and ecosystems. The latter are concepts transferred from the world of biology to the social world in order to explain the evolutionary nature of interrelations between different individuals, their innovative activities, and their environment. We evaluate the concept of knowledge ecology and the theory of innovation ecosystem on two fundamental grounds; firstly, on the grounds of theoretical plausibility and conceptual consistency; secondly, on empirical grounds of the case of public-private interrelations of biotech innovation in Cambridge. The argument is that the concept of knowledge ecology and the theory of innovation ecosystems can lead to problems of reductionism and functionalism. This is due to their development in abstraction from more grounded analysis of historical processes of the social division of labour. 'Brain drain' is viewed as a curse for developing countries but analysis suggests it may provide crucial advantage to some countries. 'Reverse brain drain' of engineers and scientists trained in the USA or Europe can accelerate technological catch-up. Communities of returned scientists and engineers can provide skill and know-how to help local firms shift to higher value-added activities. However, transfer of knowledge through human mobility is not a straightforward process. The intellectual property regime forms an important part of any government's economic and industrial policies. It is an important regulatory instrument not only affecting industry and market structure but also influencing firm-level learning strategies, especially in knowledge-based industries like pharmaceuticals. Given its crucial role, the strengthening of patent laws as a result of the Trade Related Intellectual Property Rights (TRIPS) agreement presents a significant institutional change for developing country industry. This paper analyses Indian pharmaceutical firms' strategic response to the strengthening of patent law. The research in this paper shows that Indian pharmaceutical firms responded to anticipated disruptive regulatory change by developing competencies incrementally as well as radically. Ambidextrous capability development involved explorative investment in R&D to develop innovative product R&D competencies and in parallel also involved exploitative use of existing process R&D capabilities. This ambidextrous capability development has enabled Indian pharmaceutical firms to survive and compete with multinational corporation (MNC) pharmaceutical firms, showing other catch-up firms a different path of capability development. This paper analyses how firms organize for industrial innovation where they are significantly below being globally competitive. It investigates the dynamics by which catch-up firms in developing countries (DCs) go beyond the boundaries assigned to them by their national environments and by the world's leading technology-driven firms. The paper analyses cases of how a range of successful firms managed to break these boundaries to increase competitiveness through innovation. Our key argument concerns the innovation dynamics of catch-up firms. We argue that aspirant firms approach the frontier differently to leaders. We construct and use a tool, based on resource-based theory, to map the alternative approaches taken by firms to develop new capabilities. It focuses on the relationship between process and product innovation and the nature of proprietary competencies. Some industrially advanced developing countries have, in the last decades, built substantial pharmaceutical scientific and industrial capabilities. The more advanced of these countries have built chemical and biological R&D, generic and reverse engineering, and drug discovery capabilities. There have been tremendous barriers to entry but nevertheless a range of imitative approaches have evolved, with some significant scientific, health and industrial advances. Opportunities in India are in part created by the problems of maturity being faced by big pharmaceutical firms in developed countries. Big pharmaceutical firms are searching for novel approaches to retain a high value-added model of innovation for drug development. These difficulties provide opportunities for innovative companies in developing countries. This paper explores the challenges faced under these circumstances by Indian pharmaceutical companies. This paper addresses the question of how Indian pharmaceutical firms have transformed themselves from reverse-engineering firms focused on the domestic market to research-driven firms with global presence. It analyses the crucial and changing role of national, then international, innovation and regulatory policies and their impact on growth, performance and technology evolution of Indian pharmaceutical firms. The paper argues that although public policy increased market turbulence, it also provided new opportunities for firms to expand and build new technology, knowledge and market capabilities. From the 1950s Indian firms have pursued a variety of research, marketing and internationalization strategies to tackle changes prompted by policy, markets and knowledge complexities. The paper traces firm strategies that vary both in time and by firm, and argues that the successful firms have evolved substantively towards knowledge-based strategies. The authors reflect on the development of pharmaceutical industry before and after the implementation of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) in India. They cite that between 1950s to 1960s the industry has a weak growth due to multinational company subsidiaries while in 1970s it has massive changes because of the government policy. The question of how to build science and technology (S&T) capacity in Africa has been on and off the agenda for decades, as has the issue of how to use partnerships to accelerate capacity building. Recent policy proposals have focused on expanding S&T capacity but have emphasized less the need for a rigorous rethink about how science, technology and innovation can be better organized for development. This paper aims to assess, using evidence from recent cases, the importance of new theories and practices based on the role of innovation and knowledge systems. The paper argues that lessons can be learned from transformations in research policy and from practices that better integrate new ideas from innovation, knowledge and development. Multinational companies in the life science sector are heavily influenced by government policies and regulations and in turn attempt to influence these actors nationally and internationally. This paper focuses on recent and on-going research, principally on the agro-biotechnology and, to a lesser extent, on the pharmaceutical industries, covering the evolution of policy and regulation in Europe, how policies are influenced by stakeholder pressures and how policy in turn influences company strategies for product development. We focus particularly on new ‘governance’ agendas in Europe and consider the relative impacts of enabling, constraining, discriminating and indiscriminate policies on company strategies as part of our development of an integrated approach to policy and governance. We also consider changes in external operating environments for multinational companies and compare past histories and present pressures on agro-biotechnology and pharmaceutical companies. The paper argues, with evidence, that a more enabling and discriminating policy and regulatory environment can achieve public goals more efficiently and effectively, taking account of impacts on innovation, than more blunt policy instruments. This type of environment takes into account the resources and capabilities available to firms and research laboratories rather than relying on broad brush carrot and stick approaches. Despite various institutional reforms in the European Union (EU), regulatory procedures for genetically modified (GM) products are still held up by disagreements among experts; claims about a product's safety often correspond to a narrower account of precaution than broader counter-claims from objectors. In the EU, we argue, these conflicts have given practical meaning to the concept of precaution, rather than any explicit interpretation of an a priori principle. Through dynamic tensions between the various claims and accounts of precaution, EU regulatory-expert procedures have identified and addressed more scientific uncertainties than before. Science and technology (S&T) have long been seen as key for development. This paper considers the issue of capacity building in the light of recent reconceptualization of the role of science and technology in development. Reconceptualization suggests that science and technology are better seen as key elements of innovation systems, which are themselves the means of gaining value from knowledge creation; and, that innovation, knowledge and development are tightly knit elements of a system of organisations and institutions that must function coherently for improved knowledge and innovation systems to emerge. Developing such systems requires linkages of many types. The paper describes and discusses the conceptual basis for capacity building interventions, using partnership-based capacity building initiatives in new agricultural technologies from Mali and Egypt. The empirical analysis from both countries shows evidence of research capacity building in the form of recruitment, training of scientific staff and provision of research infrastructure. Unsurprisingly, given the S&T knowledge base, the Malian case illustrates the difficulty of moving beyond basic forms of research capacity building. In Egypt, with significant S&T capacity, there is evidence of organizational and institutional innovation towards broader knowledge, and innovation system development in agri-biotechnology. The role of partnerships, and government as ‘systems-builder’, are shown to be important. Most policy-makers, academics and business people still perceive R&D as a single well-defined thing instead of a multi-facetted activity. Even after decades of debate and critique of simplistic notions of what is R&D, narrow conceptions of R&D are still prevalent and lead inexorably to inadequate appreciation of the strategic options for increasing or improving R&D activities. This is an issue for all firms but especially those in follower nations, those that have low human and financial resources available for R&D. This paper aims to build a picture of the range of R&D activities, using examples, in the main, from Indian and South Korean companies. A picture is built of high variety, where the key element is catch-up, making the R&D task quite different to that in leader firms and nations. The paper also begins consideration of the implications for company strategy and public policy, arguing that each must change if follower firms are to improve towards leadership through innovation. The focus of this article is organizational behaviour in and around the private sector in Tanzania at a time of transition through liberalization and the promotion of private sector activity; how the private sector has re-emerged in the very recent past; how it operates as a group or, more accurately, as a set of groups, and the relationships between its component parts and with other development organizations (notably public actors: the state and aid donors). Within this framework our interest is in how organizational behaviour is mediated and trust is built through the brokering of relations between different organizations which intersect the public and private (and what this means for the public sphere). The article assesses the usefulness of a three-level framework for analysing organizational and institutional transformation, shows that some tentative but modest change is occurring, and that a range of incomplete but positive political processes are happening. First it highlights the ways knowledge has become a major issue and why it matters, arguing the danger of oversimplifying its application as the new panacea for development. The paper then emphasizes the need to understand better institutional and industrial change processes through detailed investigation of production transformations ‘on the ground’. The paper suggest that knowledge-based industrialization demands a change in the ways we think about development and in policies to promote industrialization, focusing on issues of knowledge transfer, local knowledge and institutions, and knowledge management. The first genetically modified crops and foods to be approved for commercial use in the European Union have prompted intense controversy. Food retailers and processors have been forced to take up the concerns voiced by their customers. New networks of groups have formed to oppose the technology. In response to these pressures, regulators who approved the products have had to reconsider questions they had previously dismissed or officially resolved. Governments have devised more precautionary measures of various kinds. For example, they have increased the burden of evidence for demonstrating safety, have broadened the practical definition of the ‘adverse effects’ which must be prevented, and have devised marketstage precautions for such effects. These extra measures manage the risk debate as well as any risks. In such ways, the technocratic model of European harmonization is being challenged and superseded. This may allow differences in national practices to be viewed as valuable expert resources for a different harmonization model, rather than as deviations from a universal rational norm. Regulatory conflicts offer precautionary opportunities, which could lead to more flexible and democratic procedures. Public controversy has intensifed over the environmental effects of genetically modified organisms (GMOs) amid contending accounts of sustainable agriculture. In regulating these products, the UK has extended its 'consultative' style, seeking to maintain the appearance of expert neutrality. To anticipate and incorporate potential dissent, the government adopted precautionary legislation and established a broadly-based advisory committee. Although the UK regulation is officially 'risk-based', in practice it involves a qualitative assessment of the acceptability and plausibility of potential effects. In this way, the risk debate has become scientized: some uncertainties are translated into technical criteria, while others are downplayed or deferred. These official judgements have been seriously challenged, especially at the commercial stage of herbicide-tolerant crops. Pressure groups hold regulators publicly accountable for controlling risks which the government had excluded from GMO regulation. In all those ways, the UK consultative style has come under strain. The regulatory procedure faces dilemmas- between setting narrow regulatory boundaries versus gaining legitimacy for products; between enabling commercial use versus extending precautionary controls; and between providing some public access versus limiting participation. In the article ‘Mozambique's’ Presidential Offensive — We are declaring war on the enemy within (Peoples’ Power,No. 16, 1980) Richard Williams made an interpretation of the organisational and political offensive launched at the beginning of 1980 in Mozambique. The main aim of the article was to argue against the simplistic views prevalent in the British press at that time that Mozambique was lurching to the right. Marcelino dos Santos and Jorge Rebello had been moved from their ministerial positions to full‐time party work.
