The Act Belong Commit ® mental health promotion campaign aims to improve population mental well-being. Based on a social-franchising model, partnerships are sought with organizations offering 'mentally healthy activities' that foster social connectedness and mental well-being. There are four categories of partner organizations sought: Site (government agencies and health services), Associate (organizations with state-wide or national services), Community (local, grass-roots community groups) and Schools. This research explored organizational perceptions of the Act Belong Commit ® Partnership Program. A purposive sample of 14 organizational representatives across all four partner categories participated in semi-structured interviews online or face-to-face between July and September 2021. Reflexive thematic analysis was used to identify three main themes: (a) A passion for promoting mental health; (b) Implementation, innovation, adaption and creation (e.g. the ability to adapt, create and deliver activities aligned with the campaign message; and (c) Future sustainability (e.g. recommendations for the sustainability of the programme). The use of reflexive thematic analysis enabled deeper insights into the complexity of the partnerships. Findings describe how the Act Belong Commit ® Partnership Program supports mutually desirable objectives and extends the campaign reach. Embedded in a shared belief system that incorporates a passion for good mental health, the model supports the flexibility to adapt, create and deliver fit-for-purpose activities that promote mental well-being in the places where people live, work and play. The linear stability of plane Couette flow subject to one rigid boundary and one flexible boundary is considered at both finite and asymptotically large Reynolds number. The wall flexibility is modelled using a very simple Hooke-type law involving a spring constant K and is incorporated into a boundary condition on the appropriate Orr–Sommerfeld eigenvalue problem. This problem is analyzed at large Reynolds number by the method of matched asymptotic expansions and eigenrelations are derived that demonstrate the existence of neutral modes at finite spring stiffness, propagating with speeds close to that of the rigid wall and possessing wavelengths comparable to the channel width. A large critical value of K is identified at which a new short wavelength asymptotic structure comes into play that describes the entirety of the linear neutral curve. The asymptotic theories compare well with finite Reynolds number Orr–Sommerfeld calculations and demonstrate that only the tiniest amount of wall flexibility is required to destabilize the flow, with the linear neutral curve for the instability emerging as a bifurcation from infinity. This article contributes to normative debates about residential segregation and its relationship to inequality. It defends a position often disregarded in literature: that there is merit to advancing residential integration through some scenarios where advantaged individuals move to disadvantaged areas. It develops this case in dialogue with three other views. In relation to advocates of addressing the inequalities of residential segregation through redistribution, it defends integration as a means of tackling social and political factors that sustain injustice. It challenges those who defend relocating disadvantaged individuals to advantaged areas by highlighting the burdens and demand for cultural assimilation this imposes on the disadvantaged. It considers the worry that advantaged individuals relocating to disadvantaged areas harbours the problematic features of gentrification. Wind tunnel tests are reported that investigate three aspects of aerodynamic flows through battle damaged airfoils. The first aspect investigated was the effect of camber. This showed that reducing camber weakened the strength of the jet flow through the damage and delayed the onset of strong jet flows to higher incidences. The second investigation used five hole probe measurements to survey the flow field on a battle damaged flat plate airfoil. The measurements indicated that the use of the jet-to-freestream velocity ratio is a poor criteria for determining whether damage flows have undergone transition to strong jets. Finally, the influence of a star shaped hole to simulate more realistic battle damage was investigated. It was shown that in terms of damage flow characteristics and changes in lift, drag, and pitching moment coefficients, the use of a circular hole is a reasonable simulation of battle damage. A defining feature of protracted sepsis is development of immunosuppression that is thought to be a major driving force in the morbidity and mortality associated with the syndrome. The immunosuppression that occurs in sepsis is characterized by profound apoptosis‐induced depletion of CD4 and CD8 T cells and severely impaired T cell function. OX40, a member of the TNF receptor superfamily, is a positive co‐stimulatory molecule expressed on activated T cells. When engaged by OX40 ligand, OX40 stimulates T cell proliferation and shifts the cellular immune phenotype toward TH1 with increased production of cytokines that are essential for control of invading pathogens. The purpose of the present study was to determine if administration of agonistic Ab to OX40 could reverse sepsis‐induced immunosuppression, restore T cell function, and improve survival in a clinically relevant animal model of sepsis. The present study demonstrates that OX40 agonistic Ab reversed sepsis‐induced impairment of T cell function, increased T cell IFN‐γ production, increased the number of immune effector cells, and improved survival in the mouse cecal ligation and puncture model of sepsis. Importantly, OX40 agonistic Ab was not only effective in murine sepsis but also improved T effector cell function in PBMCs from patients with sepsis. The present results provide support for the use of immune adjuvants that target T cell depletion and T cell dysfunction in the therapy of sepsis‐induced immunosuppression. One prominent feature of the contemporary world is international trade: a regularized pattern of cross-border exchanges of goods and services facilitated and regulated by a set of rules and norms. Country A and Country B agree to participate in a structured trade system creating gains that would not exist without the arrangement - an amount of (opportunities to produce) wealth beyond what would exist if both countries were autarkic or, anyhow, not engaged in trade. Reports on a collaborative theoretical and experimental study of the structure and electronic excitation spectrum of the boron atom with rare gases. A total of 514 individuals from the Sydney area volunteered their fingerprint scans for analysis. The prints were classified using the eight main patterns of the National Crime Information Centre system. Additional information from the volunteers, including sex and ancestry, was documented. Using this information, the frequencies of each pattern for each biogeographical ancestry (BGA) group and sex were calculated. Trends showed that males and females have a difference in the frequency of plain arches; none of the other patterns showed clear differentiation. BGA trends showed that European and Middle Eastern groups had more similar frequencies for the less common patterns (plain arch, tented arch, radial loop, central pocket loop whorl and double loop whorl). Background: Multidrug resistant (MDR) bacterial pathogens are a serious problem of increasing importance facing the medical community. MDR bacteria typically infect the most immunologically vulnerable: patients in intensive care units, patients with extensive comorbidities, oncology patients, hemodialysis patients, and other immune suppressed individuals are likely to fall victim to these pathogens. One promising novel approach to treatment of MDR bacteria is immuno-adjuvant therapy to boost patient immunity. Success with this strategy would have the major benefit of providing protection against a number of MDR pathogens. Objectives: This study had two main objectives. First, immunophenotyping of peripheral blood mononuclear cells from patients with sepsis associated with MDR bacteria was performed to examine for findings indicative of immunosuppression. Second, the ability of three immuno-adjuvants with distinct mechanisms of action to reverse CD4 and CD8 T cell dysfunction, a pathophysiological hallmark of sepsis, was evaluated. Results: Septic patients with MDR bacteria had increased expression of the inhibitory receptor PD-1 and its ligand PD-L1 and decreased monocyte HLA-DR expression compared to non-septic patients. All three immuno-adjuvants, IL-7, anti-PD-L1, and OX-40L, increased T cell production of IFN-γ in a subset of septic patients with MDR bacteria: IL-7 was most efficacious. There was a strong trend toward increased mortality in patients whose T cells failed to increase IFN-γ production in response to the three treatments. Conclusion: Immuno-adjuvant therapy reversed T cell dysfunction, a key pathophysiological mechanism in septic patients with MDR bacteria. [ABSTRACT FROM AUTHOR]

Plane Poiseuille flow has long served as the simplest testing ground for Tollmien--Schlichting wave instability. In this paper, we provide a comprehensive comparison of equilibrium Tollmien--Schlichting wave solutions arising from new high-resolution Navier--Stokes calculations and the corresponding predictions of various large- Reynolds-number asymptotic theories developed in the last century, such as doubledeck theory, viscous nonlinear critical layer theory and strongly nonlinear critical layer theory. In the relatively small to moderate amplitude regime, the theories excellently predict the behaviour of the numerical solutions at Reynolds numbers of order 106 and above, whilst for larger amplitudes our computations suggest the need for further asymptotic theories to be developed. A self-sustaining interaction between a roll/streak structure and a three-dimensional Tollmien-Schlichting wave is considered at high-Reynolds-number within the asymptotic suction boundary layer. Strongly nonlinear governing equations, taking the form of a vortex-wave interaction (VWI) are derived and solved numerically. Finite amplitude travelling wave states, bifurcating from the lower branch of the linear neutral curve, are obtained. These states exhibit spanwise focusing, developing steep wall-shear gradients at specific spanwise locations as the wave amplitude rises. A spanwise-local analytic analysis reveals explicitly how the solution gradually loses regularity as the nonlinearity of the VWI system is increased. [ABSTRACT FROM AUTHOR]

This paper explores the political structures suitable for the realization of John Rawls’The Law of Peoples(1999). In particular, it explores whether Rawls’ principles and fundamental foundations recommend establishing global institutions and, if so, whether, and in what sense, these institutions should be democratic. It is often suggested, either implicitly or explicitly, thatThe Law of Peopleswould operate through the bilateral and multilateral interactions of, ideally conceived, nation-states. This paper argues, on the contrary, that it would advise a series of democratic global institutions. The case is developed with respect to the idea of a global institution with the remit of regulating international trade and applied, in the contemporary context, to the World Trade Organization (WTO). A current controversy is whether patients with sepsis progress to an immunosuppressed state. We hypothesized that reactivation of latent viruses occurred with prolonged sepsis thereby providing evidence of clinically-relevant immunosuppression and potentially providing a means to serially-monitor patients' immune status. Secondly, if viral loads are markedly elevated, they may contribute to morbidity and mortality. This study determined if reactivation of herpesviruses, polyomaviruses, and the anellovirus TTV occurred in sepsis and correlated with severity. Serial whole blood and plasma samples from 560 critically-ill septic, 161 critically-ill non-septic, and 164 healthy age-matched patients were analyzed by quantitative-polymerase-chain-reaction for cytomegalovirus (CMV), Epstein-Barr (EBV), herpes-simplex (HSV), human herpes virus-6 (HHV-6), and TTV. Polyomaviruses BK and JC were quantitated in urine. Detectable virus was analyzed with respect to secondary fungal and opportunistic bacterial infections, ICU duration, severity of illness, and survival. Patients with protracted sepsis had markedly increased frequency of detectable virus. Cumulative viral DNA detection rates in blood were: CMV (24.2%), EBV (53.2%), HSV (14.1%), HHV-6 (10.4%), and TTV (77.5%). 42.7% of septic patients had presence of two or more viruses. The 50% detection rate for herpesviruses was 5–8 days after sepsis onset. A small subgroup of septic patients had markedly elevated viral loads (>104–106 DNA copies/ml blood) for CMV, EBV, and HSV. Excluding TTV, DNAemia was uncommon in critically-ill non-septic patients and in age-matched healthy controls. Compared to septic patients without DNAemia, septic patients with viremia had increased fungal and opportunistic bacterial infections. Patients with detectable CMV in plasma had higher 90-day mortality compared to CMV-negative patients; p<0.05. Reactivation of latent viruses is common with prolonged sepsis, with frequencies similar to those occurring in transplant patients on immunosuppressive therapy and consistent with development of an immunosuppressive state. This note offers reflections on qualified market access (QMA)-the practice of linking trade agreements to values such as human rights, labour standards, or environmental protection. This idea has been suggested by political theorists as a way of fulfilling our duties to the global poor and of making the global economic system more just, and it has influenced a number of concrete policies, such as European Union (EU) trade policies. Yet, in order to assess its merits tout court, different perspectives and disciplines need to be brought together, such as international law, economics, political science, and philosophy. It is also worth reflecting on existing practices, such as those of the EU. This note summarises some insights about QMA by drawing such research together and considers the areas in which further research is needed, whilst reflecting also on the merits of interdisciplinary exchanges on such topics. In this article I consider the connection between individual morality and Fair Trade goods. In particular, I consider whether a number of arguments commonly advanced in defence of Fair Trade can defend the conclusion that individuals ought to purchase Fair Trade goods in particular, or whether they are sufficient to show only that purchasing Fair Trade goods is one of a number of acceptable ways to meet more general moral duties. Although various points are made in the article, its main theme is that it is difficult to show that purchasing Fair Trade goods is, even in one way, preferable to donating to charity, at least without advancing certain highly contentious moral claims. I argue that unless defenders of Fair Trade can address these issues, it will be difficult to defend the view that individuals should purchase Fair Trade goods in particular. [ABSTRACT FROM AUTHOR]

This paper discusses what type of sociological context is appropriate for Rawls' 'property-owning democracy'. Following certain suggestions offered by Rawls and in the work of Joshua Cohen, it explores, in particular, the kind of fraternity and social interaction suitable for citizens in Rawlsian society and the role of the state in engineering these bonds. Utilising a normative framework based on Rawls' discussion of a property-owning democracy and various data sets, the paper argues that bonds of social trust, active participation in trade unions and enrolment in public schools, and the use of state policy to organise a mixture of public, cooperative, and private economic institutions would be suitable for a Rawlsian society to adopt because it appears that these structures are favourably connected to the ends of Rawlsian justice. The recently understood relationship between high-Reynolds-number vortex–wave interaction theory and computationally generated self-sustaining processes provides a possible route to an understanding of some of the underlying structures of fully turbulent flows. Here vortex–wave interaction (VWI) theory is used in the long streamwise wavelength limit to continue the development found at order-one wavelengths by Hall & Sherwin (J. Fluid Mech., vol. 661, 2010, pp. 178–205). The asymptotic description given reduces the Navier–Stokes equations to the so-called boundary-region equations, for which we find equilibrium states describing the change in the VWI as the wavelength of the wave increases from $O(h)$ to $O(Rh)$, where $R$ is the Reynolds number and $2h$ is the depth of the channel. The reduced equations do not include the streamwise pressure gradient of the perturbation or the effect of streamwise diffusion of the wave–vortex states. The solutions we calculate have an asymptotic error proportional to ${R}^{- 2} $ when compared to the full Navier–Stokes equations. The results found correspond to the minimum drag configuration for VWI states and might therefore be of relevance to the control of turbulent flows. The key feature of the new states discussed here is the thickening of the critical layer structure associated with the wave part of the flow to completely fill the channel, so that the roll part of the flow is driven throughout the flow rather than as in Hall & Sherwin as a stress discontinuity across the critical layer. We identify a critical streamwise wavenumber scaling, which, when approached, causes the flow to localize and take on similarities with computationally generated or experimentally observed turbulent spots. In effect, the identification of this critical wavenumber for a given value of the assumed high Reynolds number fixes a minimum box length necessary for the emergence of localized structures. Whereas nonlinear equilibrium states of the Navier–Stokes equations are thought to form a backbone on which turbulent flows hang, our results suggest that the localized states found here might play a related role for turbulent spots. A computational study of the stability of the axial pressure-gradient-driven viscous flow between concentric sliding cylinders is presented. Nonlinear axisymmetric travelling wave solutions, which bifurcate from the linear neutral curve, are found for a range of radius ratio, sliding velocity and disturbance amplitude. Solutions which come into existence at finite amplitude and are not connected to the linear state in wavenumber–Reynolds number space are also found. The critical Reynolds numbers associated with these solutions are found to be substantially lower than those predicted by linear theory. For some combinations of parameters, two nonlinear solutions with different wavelengths are found to coexist and appear to merge into one as the amplitude is increased. [ABSTRACT FROM PUBLISHER]

In this article I consider two consequentialist positions on whether individuals in affluent countries ought to purchase Fair Trade goods. One is a narrow argument, which asserts that individuals should purchase Fair Trade goods because this will have positive direct effects on poverty reduction, by, for example, channelling money into development. I argue that this justification is insufficient to show that individuals should purchase Fair Trade goods because individuals could achieve similar results by donating money to charity and, therefore, without purchasing Fair Trade goods. The second position has a wider focus. It notes both the direct effects of purchasing Fair Trade goods and possible indirect effects, such as the impact this might have on other individuals. I argue that certain actions, of which Fair Trade is one example, will be more likely to encourage individuals who would not otherwise contribute to poverty reduction to contribute and that this may produce additional positive value. Although space prohibits specific conclusions about Fair Trade, I note that considerations of this kind could give us reason to purchase such goods beyond those that issue from the direct effects of doing so and that, as such, they are crucial for determining whether individuals should purchase Fair Trade goods. The high-Reynolds-number stability of unsteady pipe flow to axisymmetric disturbances is studied using asymptotic analysis. It is shown that as the disturbance amplitude is increased, nonlinear effects first become significant within the critical layer, which moves away from the pipe wall as a result. It is found that the flow stabilizes once the basic profile has become sufficiently fully developed. By tracing the nonlinear neutral curve back to earlier times, it is found that in addition to the wall mode, which arises from a classical upper branch linear stability analysis, there also exists a nonlinear neutral centre mode, governed primarily by inviscid dynamics. The centre mode problem is solved numerically and the results show the existence of a concentrated region of vorticity centred on or close to the pipe axis and propagating downstream at almost the maximum fluid velocity. An investigation is conducted into the nature of the pressure-driven axial flow between cylinders with the inner cylinder moving in the axial direction. Such a flow is often referred to in the literature as a ‘thread-annular’ flow and is relevant to the procedure of thread injection: a surgical technique that allows the injection of porous medical implants, consisting of synthetic biocompatible materials, into the body in a minimally invasive way. A perturbation solution for the fluid flow is derived under the assumption that the inner cylinder is displaced slightly from a concentric position within the outer cylinder. From the basic solution, expressions for the force on the thread and the friction factor for the flow are derived. Our results are compared with the concentric case, experimental results and also the exact solution to the problem. It is found that reported discrepancies between experimental measurements and theory based on a concentric flow model can be explained by our inclusion of thread eccentricity. A new semiclassical initial value method is derived for the calculation of bound-bound Franck-Condon spectra. The method combines the frozen Gaussian approximation of Herman and Kluk with the cellular dynamics algorithm of Heller, taking advantage of the best features of both approaches. In particular, it is immune to both the problems associated with chaotic trajectories that are encountered in the Herman-Kluk method and the problems associated with caustic singularities that can be encountered in the cellular dynamics method. Example applications to some model two- and three-dimensional bound state problems show that the new method is both accurate and efficient, and moreover that the effort that is required to calculate a bound-bound Franck-Condon spectrum semiclassically does not appear to increase significantly with the dimensionality of the problem.
