China accounted for 14.4% of the global exports of goods, ranking first in 2022, followed by the United States at 8.3%. As the United Nations Conference on Trade and Development commented, China has become a global trade titan, and its meteoric rise as perhaps one of the best stories of economic development has been both admired and questioned. This article discusses the reasons behind China becoming a global trade titan from the perspective of transport logistics by applying statistical analysis and case studies. The results show that the meteoric rise of China's trade is inseparable from China's development in transport logistics, especially investments in maritime transport construction and China Railway Express, which hugely promote the interconnectivity of transport infrastructure and reduce transportation duration and waiting time, especially during the COVID-19 pandemic. Furthermore, the imbalance of types of imports and exports in trade and the differences in infrastructure standards pose some problems. The research manages to give policy implications based on the existing problems of the current trade logistics system through case studies on Sino-US, Sino-EU and Sino-ASEAN trade relations and transport facilitation issues. The development of motoring and the ever-increasing traffic load on roads results in congestion and the collapse of traffic in weak places, which, due to their existing construction solution and traffic organization, cannot cover the current and forecasted requirements of carriers. The aim of this article is to present a proposal for a procedure of adjusting the organization of transport, based on our own research and scientific methods of traffic forecasting. The authors work with the hypothesis that there are possibilities of rebuilding weak points in the existing network of overland roads into transport hubs with a higher transport capacity that will cover the requirements of transporters. In this article, the authors emphasize that the basis of the search for an optimal solution to the change in traffic remains the development of calculation methods and consideration of the specific traffic conditions occurring in the given country. Using the example of a case study within the Slovak Republic, we present a proposal for calculation methods based on European standards, which can be used practically without changes in every EU member country. This case study deals with the proposal to transform an uncontrolled four-way intersection into a roundabout. The authors carried out extensive transport research, and on the basis of data analysis, proposed construction and traffic-operational modifications of the existing junction in order to fulfil customer requirements in transport logistics. The proposed solution was verified alternatively with regard to the planned construction of a motorway section near the assessed intersection. When designing the calculation methods, we used our own experimental measurements directly in the area and also included in the calculation methods calculations regarding the capacity of turbo intersections, which are not yet addressed by the technical regulations in the SR environment. Purpose: This study evaluates the impact of Industry 4.0 adoption on supply chain capacity and operational performance under the mediating effect of barriers at Vietnamese transport logistics companies. Design/methodology/approach: Based on the perspective of Contingency theory and Resource-based theory, the research model is proposed and data is surveyed from 768 managers at Vietnamese transport logistics companies. Data were processed using SPSS and AMOS software. Findings: The results show that internal and external barriers have a negative impact on Industry 4.0 adoption, supply chain capacity, and operational performance. Applying Industry 4.0 also increases the operational efficiency and capacity of the supply chain. Research limitations/implications: The study proposes some implications to help businesses in the industry apply Industry 4.0 more successfully. However, the research is limited in the scope of data samples. Specifically, the data sample in the study mainly focuses on transport and logistics businesses in Vietnam, reducing the representativeness and generalizability of the results. In addition, limitations in assessment methods need to be improved. Although using a linear structural model, the study still has limitations in accurately assessing the relationship between variables. Originality/value: The research has important implications for managers in successfully applying Industry 4.0 to increase supply chain capabilities and achieve operational efficiency.

Purpose: assessment of the development of Danube Ports amid war and post-war recovery of the Ukraine as part of the security system for Ukraine, Europe, and the world as a whole. Меthods. In the research general scientific (analysis and synthesis, induction and deduction, analytical grouping) and special (abstraction, modelling, etc.) methods of studying economic phenomena and processes have been used. The object of the study is the Danube river ports. Results. The conducted analysis showed that in the conditions of war and the blockade of the ports of Greater Odessa, export transportation through the Ukrainian Danube ports of Reni, Izmail, and Ust-Danube has been activated. This was also facilitated by the dredging works in the Bystre estuary, which allowed its transport capabilities to be used for the passage of vessels with a draft of up to 6.5 meters, and not only the Romanian Sulina canal. The analysis showed that, in addition to positive results for Ukrainian ports, there was also an increase in cargo handling volumes in Romanian ports, for example, the Sulina port has shown an increase in cargo movement volumes in recent years. Overall, if we compare the growth rates in the direction of Danube-Black Sea and in the opposite direction, the preference is given to the Danube-sea direction. Regarding transportation through the Danube-Black Sea canal, recent years have also seen an increase in cargo transportation volumes, but this is mainly due to international transportation. Domestic transportation does not show similar dynamics. The Constanta port has also been increasing cargo handling volumes in recent years due to sea transportation, but river transportation is also growing, although not as significantly. Unlike the mentioned ports, the Romanian port of Galati has been decreasing cargo handling volumes since 2021. The reason for this is that, among the two routes considered - the Danube and the Danube-Black Sea to the Constanta port, preference is given to the latter. Conclusions. The conducted research has shown that the further expansion of navigation along the Danube using the routes Ukraine - Galati, Ukraine - Regensburg, and Ukraine-Constanta (via the Danube) will ensure the effectiveness of the mentioned ports and create additional conditions for the development of transport logistics in the Danube region as part of the security system for Ukraine, Europe, and the world as a whole. An additional advantage of such decisions is their environmental orientation, since among all types of transport, water transport is the most environmentally friendly.

Orientation: This research explores the vital role of transport logistics in the economic development of nations, with a specific focus on the Republic of Kazakhstan. It addresses the urgency of resolving transport logistics issues for the efficient functioning of the transport system, a key indicator of economic development in the modern market context. Research purpose: The research aims to analyse the unique aspects of transport logistics infrastructure development in Kazakhstan’s current system, seeking theoretical insights into optimising efficiency of transportation modes amid the dynamic global economic landscape and ongoing changes in the nation’s transport system. Motivation for the study: Motivated by the essential role a well-functioning transport system plays in economic development, this research seeks innovative solutions to elevate the quality of Kazakhstan’s transport system, contributing to its economic growth. Research design, approach and method: Research analyses global transport logistics development and unique features in Kazakhstan, using systematic analysis to identify optimal improvement opportunities. Main findings: The study underscores the substantial importance of transport logistics infrastructure to Kazakhstan’s economic well-being, emphasising the need for strategic measures to enhance the effective functioning of the transport logistics system. Practical/managerial implications: The results offer actionable insights for professionals within the transport system of Kazakhstan, guiding them in finding optimal solutions to improve the functionality of the logical transport infrastructure and contributing to the economic advancement of the nation. Contribution and value-add: This research emphasises the critical role of transport logistics in economic development, providing valuable insights and recommendations for optimising the transport system in Kazakhstan.

Nowadays, sustainable development is becoming a model for significant improvements in the modern world. Taking into consideration possible future challenges, transport must have sustainable features. Today, such a type of transportation as intermodal transport (transport that uses more than one mode of transportation) is gaining relevance. It is one of the most promising types of transport from an economic and environmental point of view. In this paper, the importance of sustainable development of intermodal freight transport is analyzed; the state of foreign trade and the trade balance in Ukraine and Poland are examined; and the sustainable development trends and prospects of trade relations between two countries are determined, taking into account the existing product structure. It is noted that the post-war recovery of Ukraine will require the activation of logistical flows with EU countries. The analysis of the state of freight transport by various modes of transport allowed for theoretically justifying the insufficient attention given to the development of intermodal freight transport between Ukraine and Poland for logistics optimization in international trade. From a methodological perspective, it is proposed to describe the subject area in terms of graph theory. The practical contribution involved the testing of the proposed model of intermodal freight transport to optimize logistics flows in international trade between Ukraine and Poland, considering the minimization of transport service costs and time. Due to climate change, extreme weather events will increase in intensity, frequency, and duration in the future, negatively impacting logistics and transport systems. The threat of missing climate targets and a lack of climate adaptivity strategies in the transport sector leads to growing climate-related risks for transportation companies. The present paper provides a qualitative study exploring mitigation and adaptation strategies within the logistics sector. It analyzes the challenges transportation companies face in developing climate-neutral business models and adapting to the consequences of climate change. Our results show that logistics companies need to be more prepared for the consequences of climate change and, at the same time, insufficiently address climate change mitigation, making the sector more vulnerable to climate extremes in the future. A transformation framework is developed to assess the logistics firms’ climate protection measures and climate adaptation strategies while highlighting existing development lags in climate mitigation and climate adaptation. Moreover, possible future strategies to combat climate risks in the sector are pathed.

The article presents a new method of predicting the time of completion of a transport task. The method is based on the created mathematical model of the transport task process and on artificial intelligence methods. The choice of the optimal transportation route is based on the conditions of a specific task. A new method of choosing the optimal route is presented, taking into account the influence of such factors as weather conditions, day of the week, time of day, condition of the road surface, presence of residential complexes and other factors. The purpose of the study is to optimize the method of building a transport route using neural networks. The work presents the improvement of the general method of optimizing the transport process, the development of a neural network training method for predicting the time of the transport process, the development of a simulation mathematical model of the transport process and the determination of the model parameters and the effectiveness of the method verification. This article explores the design and application of machine learning techniques to enhance traditional approaches for solving NP-hard optimization problems. Specifically, it focuses on the Last-Mile Routing Research Challenge (LMRRC), supported by Amazon and MIT, which sought innovative solutions for cargo routing optimization. While the challenge provided travel times and zone identifiers, the dependency on these factors raises concerns about the algorithms’ generalizability to different contexts and regions with standard delivery services registries. To address these concerns, this study proposes personalized cost matrices that incorporate both distance and time models, along with the relationships between delivery stops. Additionally, it presents an improved approach to sequencing stops by combining exact and approximate algorithms, utilizing a customized regression technique alongside fine-tuned metaheuristics and heuristics refinements. The resulting methodology achieves competitive scores on the LMRRC validation dataset, which comprises routes from the USA. By carefully delineating route characteristics, the study enables the selection of specific technique combinations for each route, considering its geometrical and geographical attributes. Furthermore, the proposed methodologies are successfully applied to real-case scenarios of last-mile deliveries in Montevideo (Uruguay), demonstrating similar average scores and accuracy on new testing routes. This research contributes to the advancement of last-mile delivery optimization by leveraging personalized cost matrices and algorithmic refinements. The findings highlight the potential for improving existing approaches and their adaptability to diverse geographic contexts, paving the way for more efficient and effective delivery services in the future.

The article, based on the account of features, advantages, varieties of blockchain, highlights its weaknesses and strengths in terms of implementation in transport logistics and supply chain management. The study of the external environment of the introduction of blockchain in the logistics industry has revealed the opportunities and threats that accompany this process in the modern economy of countries and may arise in the future. Based on structuring the research results on the strengths and weaknesses of blockchain technology, opportunities and threats of its implementation in the logistics industry, a SWOT analysis of this technology was carried out in terms of its use in transport logistics and supply chain management. As strategies that allow taking advantage of blockchain and taking into account the possibilities of the external environment, the development of intelligent transport systems (ITS) using blockchain together with its use in rail, sea and air international cargo transportation has been determined. Nine main strategies for the use of blockchain were allocated, which determine long-term benchmarks of activity at different institutional levels of the economy: micro, meso and macro levels. The proposed strategies are relevant in the context of using blockchain in the areas of urban and humanitarian logistics; logistics of meta- and meso-logistic systems of supply chains formed in the process of international trade; logistics of macro-logistic systems of countries and sectors of their economies; information logistics; financial and smart logistics and related to sectors of economies B2B, B2C, C2C, G2B, G2C, B2G. An integrated approach to the implementation of blockchain in the transport industry and supply chain management based on certain strategic benchmarks will allow the most measured implementation of the basic principles of the logistics management concept, such as transparency, efficiency, reduction of overall costs, confidentiality, trust, authentication, cooperation, integration, and optimization.

This research presents a comprehensive analysis of the performance efficiency of Russia’s Baltic seaports, taking into account various economic indicators and addressing investment planning and management issues. Special attention is given to the sustainable development goals and objectives of the seaports, considering their significance in transport and logistics systems. The primary objective of this work is to develop a system approach for conducting multi-­criteria studies on seaport performance efficiency. The findings obtained through the proposed methodology consider criteria at different levels of seaport management, offering valuable practical implications. Notably, this study fills a gap in the literature as no previous work has provided a comprehensive methodology for studying and analyzing ports from the perspectives of management, logistics, and macroeconomics. The system approach can also incorporate environmental considerations and innovative solutions in port infrastructure management. By proposing a new approach to interpreting statistics on Baltic seaports’ performance and presenting empirical research on sustainable development in transport and logistics systems, this study enables a multidimensional examination of seaport performance and establishes a framework for efficiency analysis and evaluation, which is crucial for effective management. The methodological scheme and algorithm for analyzing different categories of managers further facilitate the practical application of the approach. Moreover, it can serve as a strategic tool for informing regional economic policies regarding logistics and transportation.

Every day, the global logistics industry faces new challenges - both due to the Russian invasion of Ukraine and due to economic instability in global markets. The pandemic and the disruption of traditional supply chains are forcing companies to change their production geography. Accelerated digitization of people's and companies' livelihoods is contributing to the transformation of classical logistics, and in the end, those players who create an environment of additional services for delivery support, thereby forming resilience to risks, are winning. In this regard, there is a need to develop theoretical and applied aspects of the transition of port logistics to sustainable development through the introduction of smart port technologies that contribute to the achievement of a number of sustainable development goals, such as: 1: no poverty, 2: zero hunger, 3: good health and well-being, 8: decent work and economic growth, 9: industry innovation and infrastructure, 11: sustainable cities and communities, 12: responsible consumption and production, 13: climate action, 14: life below water, 17: partnerships for sustainable development. The theoretical basis of the research was scientific works of scholars from different countries and periods in the field of logistics, sustainable development, individual provisions of international framework documents, including the UN Conference on Environment and Development's Agenda for the 21st Century, the Declaration on Environmental Protection, and the Johannesburg Declaration on Sustainable Development. Official data from the ports of Gdansk, Rotterdam, and Hamburg, the International Association of Ports and Harbors (IAPH), the World Ports Climate Initiative (WPCI), the World Bank, and the Administration of Seaports of Ukraine (USPA) were used as initial information for analysis and concluding. As a result of summarizing the theoretical and methodological foundations of logistics, the article proposes the Conceptual Model of the Subject Area 'Smart Port', the quintessence of which lies in the symbiosis of the paradigms of scientific and technical development and sustainable development. This made it possible to expand the existing scientific basis of the transport logistics and transport systems sphere. The prerequisites for the emergence of the smart port are analyzed. The leading container ports of different generations are grouped. Special focus is on Ukraine, one of the largest grain exporters in the World. The prospects for the transition of Ukrainian ports to the fourth category (generation) of development are outlined. To successfully implement the strategy for the development of Ukrainian seaports for the period up to 2038, an optimization management model for logistics processes was developed based on the concept of a gaming approach. The article is concerned with studying the problems of export-oriented business of the regions of Ukraine in the conditions of wartime and the main ways to solve them. The main problems of export-oriented business in Ukraine, provoked by the military aggression of the Russian Federation (production, infrastructure, logistics, fiscal, energy), have been identified. It is found that the key problem of reducing the export activity of our State is the blocking of the main sea export routes, which before the war accounted for more than 70% of export cargo, including 80% of exports of agricultural products. It is proved that ensuring full-fledged exports from Ukraine by rail and road transport in today’s conditions is problematic owing to the shortage of cars, fuel, warehouses in European ports and on the land border of Ukraine with the EU Member States, differences in railway width standards, etc. It is argued that the «Grain Agreement» signed in Istanbul does not solve the problem of establishing exports for mining and metallurgical companies, whose logistics costs have generally increased 4-6 times due not only to military circumstances only, but also to an increase in tariffs for freight rail transportation. It is emphasized that the post-war reconstruction of the Ukrainian economy, which can become our novel industrialization, should take place to the maximum extent with a focus on those industries that materialize Ukraine’s advantage in the international market to a competitor, that is, this novel industrialization should be export-oriented. Some ways to restore export opportunities of domestic enterprises in the context of improving transport logistics and energy provision are proposed.

The article is a continuation of regular research on project management based on efficient transportation. The purpose of the work is to improve the efficiency of management decision-making in the implementation of projects in transport logistics through the use of automated planning and analysis systems. The object of study is the process of forming organizational support for project management in transport logistics using automated planning and analysis systems for project efficiency. The subject of the study is the practical tools for organizational support of project management in transport logistics using automated systems for planning and analyzing project performance. Methods. In the course of the study, a systematic approach was implemented, general scientific methods were used, including logical analysis, synthesis, induction, deduction, analogy, and modeling. The theoretical and methodological basis of the study is the fundamental provisions of project management, management efficiency theory, scientific works of domestic and foreign scientists on project management at the micro, meso, and macro levels. Given the purpose of the work, several tasks were set and solved, in particular, the applied imperatives of resource and budget planning were outlined on the example of a logistics center based on the Odesa seaport and the project implementation was monitored in Microsoft Project. In terms of resource and budget planning, the expediency of using the method and indicators of the volume utilized is proved. The actual progress of the project against the planned indicators is analyzed. A new project was created using the Microsoft Project software and data entry method. In terms of monitoring, conclusions were drawn on the course of events in the project implementation and the status of implementation by individual types of work was clearly shown. All this made it possible to achieve concrete results. In terms of resource and budget planning, it was determined to what extent there is a deviation from the planned project implementation timeframe. In terms of monitoring, the need to optimize staffing, budget, and time parameters was identified. The essence of this optimization boils down to the decision to attract additional labor resources with the corresponding cost of work per hour. This made it possible to get rid of the conflict and obtain positive dynamics in the project implementation, as evidenced by the date of its completion, which remained unchanged after the resources were equalized. The need to continue the study and focus on project risk management is outlined.

In this paper, based on the analysis of the impact of world economic and trade processes on international logistics, the most important global trends in modern transport logistics are identified and analyzed, which have a direct impact on the directions and prospects for the development and transformation of the Belarusian transport and logistics system. Sustainable development has become the main focus of transport policy and planning around the world. One of the practical goals when performing multimodal transportation is the optimization of logistics costs. That is, the object of research is the process of multimodal transportation. Empirical research shows that the problem of optimization of transportation costs can be solved by different methods. But the result will be similar. In the given approach, only one component of the transportation process is subject to optimization, which is the overload time. The solutions are based on the method of mass service theory and the method based on fuzzy logic. With the help of these methods, based on practical data, time parameters were calculated that characterize overloading from railway transport to road transport. The application of the method of a weakly formalized process in relation to transport logistics was considered, taking into account not only quantitative estimates but also qualitative, vaguely defined criteria that do not lend themselves to formalization, and the relationships between them. The model was developed for further research of this process, prediction of its behavior, optimization of functioning. It is based on the technology of fuzzy sets. The results obtained using the agent model based on the mass service network and the model based on fuzzy logic differ within the permissible specified limits of no more than 5–7 %. The application of fuzzy logic in the logistics of multimodal transportation is relevant and gives the best results compared to traditional methods of the theory of mass service systems. The article includes comparisons that reflect the advantages of the proposed approach. The obtained results are of a practical nature and can be used to make a decision on choosing a route and/or when transferring from one mode of transport to another. [ABSTRACT FROM AUTHOR]

The article deals with the problem of using information technologies in the process of specialized training of students of engineering and pedagogical specialties. The aim of the article is to reveal the essence and peculiarities of the use of information technology in the training of future vocational teachers; to identify the problems of classical teaching methods and to find ways to solve them through the use of information technology. A set of research methods was used, namely: content analysis, generalization and specification of the provisions of the Standards of Higher and Vocational Education of Ukraine, educational programs and curricula, designing the content and structure of an e-learning course, substantiation of the conditions for using e-learning courses in the process of specialized training of students. Results of the study. The Standard of Higher Education of Ukraine, specialty 015 Vocational Education (by specialization), first (bachelor) level, was analyzed. The existing curricula for the training of vocational teachers of transport profile were examined for their compliance with the requirements of educational standards. It has been determined that the normative part of the curriculum includes cycles of general and professional training which contain blocks of fundamental, psychological, pedagogical and methodological, scientific and subject, and practical training. It has been found out that the courses that form the special competencies of vocational teachers of transport profile belong to the block of scientific and subject training. The courses that form the special competencies of transport vocational teachers are highlighted, namely: vehicles and their maintenance, transport logistics, electrical and information-computer systems in transport, traffic rules, operation and repair of transport machine engines, interchangeability, standardization and technical measurements, and technical mechanics. Traditional approaches to the study of these courses are investigated in order to identify the main shortcomings. It has been stated that the traditional methodology of conducting classes involves significant time spent on note-taking of educational material, which can be mastered with greater efficiency using information and communication tools. Ways to eliminate the shortcomings of traditional approaches to the study of specialized courses are proposed, one of which is the development and implementation of e-courses on the Moodle platform, since this platform allows combining different formats of information, makes it possible to timely update the educational material in accordance with the pace of development of the transport industry, as well as it is easy to use and supported by most modern Smart devices. The structural and functional components of the e-learning course are defined including an information and organizational component; a training component; an information and reference component; and a practical component. The requirements for creating and implementing e-learning courses in the educational process are generalized. An e-learning course on the Moodle platform in the Transport Logistics course has been developed. It consists of information and methodological, training, control and evaluation, and reference blocks. A description of the content of these structural blocks is presented. Prospects for further research are identified; these are development of methods for using e-learning courses in specialized subjects in a mixed form of education under martial law.

In the article, based on the methods of grouping and classification, the approaches to the interpretation of transport and logistics infrastructure proposed by various scientific schools are conventionally systematized. An author's approach to defining the meaning of the terms “transport infrastructure” and “logistics infrastructure” is proposed. Financial, economic, social, and informational factors influencing the level of investment attractiveness of transport and logistics enterprises have been identified. The approach to evaluating the effectiveness of innovative activities in the transport sector is substantiated, the use of which will allow examining the current state of the government regulation processes, the decision-making and goal-setting support system, and institutional provision. An organizational model of the national innovative transport hub and an approach to evaluating its functioning are proposed. Proposals have been made for diagnosing the investment attractiveness of transport infrastructure objects, selecting priority projects for government funding, and forming public-private partnership models for the innovative development of transport infrastructure. An investment strategy has been developed, the main provisions of which should be based on the established investment policy of enterprises in the field of transport and logistics. The relevance of the problem of modernization of transport and logistics infrastructure in the context of sustainable development and recovery of the national economy of Ukraine at the current stage is proven. The key vectors of the modernization of the transport and logistics infrastructure have been established, which include green transformation (decarbonization, implementation of the mechanism of green logistics, green investment as a non-traditional source of financial support for the implementation of infrastructure projects), innovative technologies, public-private partnership, clustering, digitalization (digital logistics, digital transport technologies).

The article is devoted to the issue of determining the best logistics route when solving operational problems of transport logistics under martial law by a team of volunteers. The article reviews multi-criteria decision-making methods used to solve operational problems of transport logistics. The choice of the best route for transporting passengers or cargo is affected by changes in the state of the external environment, which dynamically changes during military operations. All members of the volunteer team, who have up-to-date information on the conditions of the routes, are involved in the rapid assessment of the state of the external environment. This information is transferred to the coordinator of the volunteer team, who makes a decision on the choice of the logistics route. In the conditions of martial law, both the number of logistics routes and the state of the routes can change dynamically. Thus, the methods used by the volunteer coordinator to support decision-making should be robust to changes in the number of possible logistical routes and their changes. And also have a small computational complexity and support group decision making. The article compared AHP (Analytic Hierarchy) and mSmart methods based on such factors as: adequacy to changes in alternatives or criteria; flexibility in the decision-making process; computational complexity; adequacy of group decision-making support; number of alternative routes and criteria. The task of choosing the best possible route from Odesa to Kherson was considered. The results showed that both methods are suitable for solving the problem of choosing the best route, but the mSmart method turned out to be better in terms of the factors considered in the work. Intensification of cross-border cooperation in border regions of Ukraine and Poland should be one of the priorities in the wartime and post-war period. This is primarily substantiated by the significant problems in organizing international logistics of international trade due to the blockade of the sea ports. The paper presents a comprehensive approach to assessing the effectiveness of international logistics and its organization in Poland and Ukraine. The approach utilizes a set of indicators that characterize the current conditions of the transport-logistics system in terms of infrastructural support. Namely, indicators include the Logistics Performance Index, logistics costs, 3PL revenues, export of goods, import of goods, export of transport services, import of transport services, the balance of export-import operations, export-import coverage ratio, volumes of cargo transportation by various modes of transport, cargo turnover by various types of transport, volume of direct Ukrainian investments in Poland, volume of direct Polish investments in Ukraine. The diagnostics results make it possible to identify the key barriers inhibiting the effective organization of foreign economic logistics in the foreign trade of Ukraine and Poland. Restoration of Ukraine's economy requires a flexible logistics system capable of quickly responding to external threats and adapting to them. For this reason, the authorities, business, academia and researchers, the public, and the international community must direct their efforts at overcoming the challenges created by the war. Current logistics infrastructure must be reoriented and all export flows must be redirected from the southern seafaring ports to western land ports. Finally, there should be sufficient institutional basis for the emergence of a cross-border transport and logistics cluster as a tool for territorial development of Ukraine and Poland. The specifics of market pricing in the Russian road freight transport market by means of correlation and regression analysis have been studied. Statistically significant factors have been highlighted, and mathematical models have been constructed. The influence of fictitious variables (body type) that improve the quality of the calculated values has been noted. Regression equations useful for determining the average market value of tariffs have been drawn up, which, when compared to actual tariffs, may indicate the adequacy of freight transactions. The results of transport companies registered in the Krasnodar region have been considered. A differentiated approach has been justified, requiring enterprises to be divided into revenue growth groups in order to identify differences in profitability and its sustainability. The limitations and shortcomings of the mathematical model, which do not allow us to make an unambiguous conclusion about the unprofitable and low-margin nature of the industry, have been considered. Areas for future research have been suggested.

The problems and prospects of transport and logistics industry have been considered. The most common innovative technologies used by transport companies have been highlighted. The analysis of factors that hinder the digitalization of the transport and logistics industry, as well as factors that affect the development and implementation of innovative technologies has been carried out. The state policy in the field of development of digital technologies of transport logistics has been studied. The shape of the digital space of transport logistics in the near future has been determined. The influence of digital technologies, which are used in the global transport and logistics infrastructure on the activities of companies, has been considered. It has been concluded, that the use of innovative technologies by transport companies, which is currently dictated by the conditions of digitalization of the economy, directly affects its competitive advantages in the industry.

The pandemic has clearly demonstrated the global interdependence of states and contributed to the formation of new trends that have changed the image of traditional logistics. Modern logistics, being in a state of transition, has faced not only short-term challenges such as COVID-19, but also long-term problems ranging from structural shifts in production and marketing processes and globalization patterns, and ending with changes in consumption patterns and resource spending, as well as a broad global agenda in the field of sustainable development. In this regard, there is a need to develop theoretical and applied aspects of the transition of logistics to sustainable development under the influence of COVID-19. The theoretical basis was the scientific works of domestic and foreign authors in the field of logistics, sustainable development, certain provisions of international framework documents. The initial information for analysis, forecasting and drawing conclusions was the official data of the Statistical office of the European Union (Eurostat), the State Statistics Service of Ukraine (Goskomstat), International Civil Aviation Organization (ICAO), International Transport Forum (ITF), United Nations Conference on Trade and Development (UNCTAD). As a result of the generalization of the theoretical and methodological foundations of logistics, the article proposes the author's definition of sustainable logistics, which made it possible to expand the scientific vision of its content, taking into account modern challenges, as well as to identify its role in ensuring sustainable development. An analysis was made of the development of transport logistics before and during the pandemic. A forecast of freight turnover by type of transport for 2022 has been built. In the article, based on the methods of grouping and classification, the approaches to the interpretation of transport and logistics infrastructure proposed by various scientific schools are conventionally systematized. An author's approach to defining the meaning of the terms "transport infrastructure" and "logistics infrastructure" is proposed. Financial, economic, social, and informational factors influencing the level of investment attractiveness of transport and logistics enterprises have been identified. The approach to evaluating the effectiveness of innovative activities in the transport sector is substantiated, the use of which will allow examining the current state of the government regulation processes, the decision-making and goal-setting support system, and institutional provision. An organizational model of the national innovative transport hub and an approach to evaluating its functioning are proposed. Proposals have been made for diagnosing the investment attractiveness of transport infrastructure objects, selecting priority projects for government funding, and forming public-private partnership models for the innovative development of transport infrastructure. An investment strategy has been developed, the main provisions of which should be based on the established investment policy of enterprises in the field of transport and logistics. The relevance of the problem of modernization of transport and logistics infrastructure in the context of sustainable development and recovery of the national economy of Ukraine at the current stage is proven. The key vectors of the modernization of the transport and logistics infrastructure have been established, which include green transformation (decarbonization, implementation of the mechanism of green logistics, green investment as a non-traditional source of financial support for the implementation of infrastructure projects), innovative technologies, public-private partnership, clustering, digitalization (digital logistics, digital transport technologies). The terms Transport and Logistics have historically been used independently of one another. While the meaning of transport relates to the critical function of providing mobility, the understanding of logistics varies sharply between its different application contexts, from Military Logistics in early stages to its current application in Supply Chains referred to as Business Logistics. Logistics is generally understood as the processes associated with handling goods within a supply chain from its raw material supply to production to consumption, including its Transport during the multiple segments of the journey. Transport research also treats Logistics as those activities that support consuming transport itself as a means of satisfying mobility requirements but again mainly confined to the movement of goods. The recent emergence of 'Transport & Logistics' in academia and research further confuses the scientific study of mobility issues. However, this understanding is less obfuscating in industry, as each employs it in its specific context and understands it differently. This paper proposes the term Transport Logistics to identify the logistics associated with the different forms of transport provision. The etymology of terms Transport and Logistics have been consulted in its deduction. The paper concludes that passenger transport and goods transport have similar logistics activities to understand them as a single field of study. Moreover, the paper asserts that Logistics is a well-defined rational and logical process that can solve a difficult or complex transport problem.

Logistics as a science and as an area of practical knowledge has recently aroused increasing interest, since its activities are multifaceted. Logistics includes the management of transport, warehousing, inventory, human resources, the organization of information systems, commercial activities and much more. At the same time, there is a novelty of the approach in logistics - the organic interconnection, the integration of the above areas into a single management of material flows. Transport logistics refers to the main sections of the logistics of the movement of resources. Transport logistics allows you to solve many different problems of varying complexity and scale on a scientific basis. The article deals with a mathematical model of a logistics problem with variable transportation tariffs. Numerical solutions of the mathematical model by a symmetric algorithm, based on the averaging of variable tariffs, are given. The ways of transportation cost reduction are considered. Automation of information flows accompanying cargo flows is one of the most essential technical components of logistics. The use of methods of logistics opens up new reserves for creation of competitive advantage of this or that firm on the basis of maximum satisfaction of clients’ demands. Purpose. Finding the minimum path by the symmetric algorithm method; investigate the efficiency of the warehouse location. Methodology in article use methods of solving the transportation problem, elements of graph theory, elements of the theory of fuzzy sets. Results. A study was conducted on the efficiency of the location of the warehouse, the method of symmetric algorithm was found the minimum path; estimated the cost of the input measures. Practical implications it is expedient to apply the received results in transportation management, resource flow management (warehouses).

Automobile traffic accidents represent a significant threat to global public safety, resulting in numerous injuries and fatalities annually. This paper introduces a comprehensive, explainable artificial intelligence (XAI) artifact design, integrating accident data for utilization by diverse stakeholders and decision-makers. It proposes responsible, explanatory, and interpretable models with a systems-level taxonomy categorizing aspects of driver-related behaviors associated with varying injury severity levels, thereby contributing theoretically to explainable analytics. In the initial phase, we employed various advanced techniques such as data missing at random (MAR) with Bayesian dynamic conditional imputation for addressing missing records, synthetic minority oversampling technique for data imbalance issues, and categorical boosting (CatBoost) combined with SHapley Additive exPlanations (SHAP) for determining and analyzing the importance and dependence of risk factors on injury severity. Additionally, exploratory feature analysis was conducted to uncover hidden spatiotemporal elements influencing traffic accidents and injury severity levels. We developed several predictive models in the second phase, including eXtreme Gradient Boosting (XGBoost), random forest (RF), deep neural networks (DNN), and fine-tuned parameters. Using the SHAP approach, we employed model-agnostic interpretation techniques to separate explanations from models. In the final phase, we provided an analysis and summary of the system-level taxonomy across feature categories. This involved classifying crash data into high-level causal factors using aggregate SHAP scores, illustrating how each risk factor contributes to different injury severity levels. The paper considers the principles of parallelization at marshalling yards and determines their importance. There are presented the methods for direct decompositions of torsion-free Abelian groups of finite rank. There are applied the concepts of “conditionally linear graphs” depicting railway trains and their characteristics, including “quasi-length”, which characterizes the length of the corresponding “quasi-graph”. There has been formalized a graphical approach to the redistribution of railcars of incoming trains at a marshalling yard for the formation of outgoing trains. The corresponding algorithms have been developed.

The use of modern information technologies in transport logistics makes it possible to reduce the cost of cargo delivery and optimize the time of their transportation. Reducing inventory to the most optimal level and delivering goods exactly at a certain time is very much in demand for a modern dynamic economy. One of the most important tasks of the logistics chain is to coordinate the actions of all its participants. This is facilitated by the standardization of documents necessary for the transportation of goods, the establishment of direct contractual relations between all participants in the logistics chain, as well as the possibility of a single order for all services provided by all participants in the logistics chain. Effective development of transport logistics requires a systematic approach to solving emerging practical problems. The formation of transport and logistics clusters and the creation of multimodal transport and logic centers contributes to the development of the transport and logic sector. The transport system shows its maximum efficiency not only in the presence of modern transport infrastructure, but it also requires the presence of free competition in the market of transport and logistics services. The state policy in the field of regulation of the market of transport and logistics services should be aimed at their rationalization and reduction of costs correlated with them.

In the digitisation development of economy, logistics is of central importance due to the linkage of information and material flow throughout supply chains. However, verifiable effects in terms of efficiency have not been empirically shown in many cases yet. Therefore, this paper develops an efficiency analysis to evaluate the impact of changing levels of digitalisation. An efficiency-centred cross-sectional approach uses Data Envelopment Analysis (DEA) for assessing the performance of 60 truck drivers, as well as Malmquist productivity index for longitudinal analysis of 50 truck drivers between 2012 and 2018. The results of the DEA model indicate that a change in the level of digitalisation entails a loss of the efficiency level in the first instance, which can be compensated and even surpassed later. Findings of the Malmquist model prove positive long term effects of several digitalisation steps on transport logistics efficiency. As the proposed methodologies only allow an a posteriori evaluation for the impact of digitalisation, we develop an a priori simulation approach, based on empirical DEA results, statistical bootstrapping and regression analyses. Both approaches allow logistics researchers and managers to achieve a better understanding regarding the success or failure of digital transformation scenarios from an efficiency perspective. In modern business conditions burdened by the crisis caused by the COVID-19 virus, all areas of life and work of modern civilization are deeply affected. All companies in modern economies have had a negative impact on the crisis. The logistics services sector is particularly affected. Companies that provide logistics services are now faced with a special requirement in terms of responding quickly to the challenges posed by quality logistics operations during a pandemic. For these reasons, as in other industries, companies in the logistics sector must adapt quickly to the challenges. The best way to adapt is to change the organizational structure of logistics companies, in accordance with the challenges imposed by the circumstances in the environment. This paper will discuss the necessary changes in the organizational structure of logistics companies, in order for these companies to continue or improve their business system, in accordance with the changes and challenges that come from the external environment.

This study examines the effectiveness of the innovative product container-transformer «SmartBox» in the Russian market of transport and logistics services. The transport companies need not just machines for cargo transportation, but effective solutions to transport problems, that allow increasing the profitability of the business. The container-transformer «SmartBox» claims to be a qualitative decision of the problems formed in the market of transport and logistics services today. The investigation is carried out in agro-industrial sector of the economy as the most significant for the Rostov region. According to experts the agro-industrial complex will soon become a driver for the development of cargo transportation. The study was conducted on the example of the largest agricultural holding of the Rostov region group of companies «Yug Rusi». The research task is to substantiate the technical and economic advantages of using the container-transformer «SmartBox» for the transportation of liquid vegetable oil. The analysis of the current state of the transport and logistics system in the field of agriculture was carried out to solve this problem. A review of currently used methods of road transportation of liquid vegetable oil was conducted, the shortcomings was identified. The existing shortcomings in the sphere of container cargo transportation are analyzed. The key requirements for container transportation by transport and logistics companies are identified. A qualitative comparative analysis of the technical and economic parameters of the container-transformer «SmartBox»and traditional methods of transportation of liquid vegetable oil was carried out. The relevance of this research is the practical value for the development and improvement of the system of cargo transportation.

The "New Silk Roads" project is changing the structure and direction of global flows, thereby changing the geopolitical and geo-economic importance of individual territories and countries. Eastern Siberia lies on the route of the North Eurasian Corridor of the "New Silk Roads". This poses a set of challenges to the transport and logistics system of Eastern Siberia that requires scientific understanding. This article presents the results of the study on the logistic potential of eastern Siberia based on the estimation of the real and potential opportunities of organizing international container transport and transit. It also presents the results of the analysis of the peculiarities of the transport and logistics system of Eastern Siberia. The article assesses the obstacles and threats that may hinder the realization of this logistical potential. Based on the results of our research, a set of recommendations has been formulated for Russian authorities, companies operating on the territory of Eastern Siberia, and potential investors.

The article investigates the essence of the concept of «transport logistics» and substantiates that it is an optimally constructed, from an economic point of view, system of prompt address delivery of cargo. Destination transport groups (general and non-public) have been identified. It is established that transport logistics in relation to the entity is divided into internal (inland transport) and external (provision of supply and sale). The basic tasks of transport logistics with the purpose of establishing the industry specificity and its influence on the peculiarities of accounting organization are outlined. Organizations are distinguished due to aspects of transport logistics accounting that are identified within the stages of the system of prompt address delivery of goods (selection of the most suitable vehicle; cost estimation (estimated cost); documentary support (supporting and permitting documents, insurance policies, etc.); transportation; unloading at the final delivery point). Critical analysis of the directions of accounting improvement for the purposes of transport logistics management is carried out, in particular in the part of analytical accounting, management accounting and information support of management.

The current state of logistic sector development in Ukraine, features of its formation and development, focusing on export and import of transport services according to their types are considered in this paper. The preconditions for the need to form an efficient logistics system of the national economy, which is be able to ensure the transport capacity of export-import and transit flows, are outlined. Factors that significantly affect the quality of the logistics market in Ukraine, including the imperfection of certain provisions of customs legislation, lack of transparency and openness of customs, deteriorating quality of transport infrastructure and the lack of simplified rules for determining the origin of goods are highlighted. The need for systematic analysis of strengths and weaknesses of the domestic business environment in determining the impact of various factors on the level and dynamics of competitiveness of the national logistics structure are substantiated, the effective strategy for its operation in the global competitive environment is developed. The volume of exports of services and imports of transport services of Ukraine is investigated by geographical structure and the models of trend indicators confirming the possibility of forecasting the volumes of transport services are built. It is proved that Ukraine’s disposition in the global economic dimension and ability to provide efficient logistics can be traced by its place among other countries in international ratings assessed by world organizations, analytical institutions and experts from the world using general statistics based on special social, economic and political indices. The share of export-import logistics services in foreign trade is investigated by types, structure and dynamics. The positions of Ukraine in the rating of Logistic Performance Index, which determines the state of trade logistics at the national and international levels, are analyzed, the main trends of its change are determined and the factors that cause such changes are identified. Problems of international transport and logistics systems functioning are revealed and the ways to improve the market of logistics services in Ukraine are proposed. The article is aimed at studying the current status of the logistics system in the Ukrainian market. Analyzing the statistical data of the logistics services market, the current status of efficiency of logistics usage in Ukraine was determined. The main components of the logistics system and the main principles of its functioning are considered. The place of Ukraine in the rating of logistics efficiency is determined according to the World Bank’s researches. The current status of transport, postal and warehousing logistics in the national market is analyzed. By means of processing of statistical data, representatives of type of services, volumes of services and tendencies of their development at the present stage are considered. It is substantiated, that increase of efficiency of logistics will allow to increase efficiency and competitiveness of domestic enterprises both in internal, and in foreign markets. Prospect for further research in this direction is definition of measures of improvement of logistics service for the services providing enterprises.

This article is devoted to economic and legal aspects of digital technology development in tourism and hospitality industry. It has been established that digital technologies become dominating force capable to modify significantly tourism and hospitality industry. While eliminating time and spatial restrictions, the technologies promoted development of new digital economy. In this regard, the role of employees in tourism industry varies significantly, these employees become creative individuals. It has been proved that development of tourism and hospitality industry in Internet should include conversion of usual communication mechanisms to online basis, thus allowing to use conventional schemes on new digital basis, such as e-document flow, booking and reservation systems, transport logistics, routing. It has been revealed that public relations in digital environment of tourism and hospitality industry and their peculiar properties should be accounted for in regulatory environment. The application of GIS and navigational technologies in the problems of logistics is considered, which led to the creation of a new discipline – geology. The most effective solution to the problems of reducing costs and improving the quality of the freight transport process is the introduction of geographic information systems to solve the problems of routing, accounting and transport planning. When solving the problems of transport and warehouse logistics, GIS can be considered as a necessary component of the logistics system for managing the work of the motor transport company, planning of transport, optimization of the location and operation of distributed storage facilities. The implementation of the satellite monitoring system based on GIS is considered. The use of navigation and GIS technology allows you to view on an electronic map all vehicle movements for the selected time period, its route of movement and the state of connected sensors. In enterprises that use GIS in conjunction with satellite monitoring systems, the efficiency of fleet management is significantly improved. By studying the received reports, the management has the opportunity to plan and carry out transportation more rationally, to optimize routes and schedules of traffic. The software module for transport logistics is described, which is part of the typical configuration of the logistics company's geographic information system, its functional purpose, the advantages of implementation, in conjunction with the use of navigation technologies for satellite transport monitoring. The Transport Logistics Program module is a complex integrated solution for planning, managing and controlling transport fleet and cargo transportation on the basis of a cargo transportation planning and accounting system and GPS monitoring system. The module is intended to automate the operation of dispatching and logistics services of a motor transport company in the field of accounting for cargo transportation orders and efficiently allocate them to an existing transport fleet with optimal cartographic routes. Allows you to reduce the costs of the enterprise, improve the efficiency of work and customer service.

This paper defines the vehicle routing problem that logistic operators and other traffic professionals face in organizing transportation and determining the optimal routes and number of vehicles needed to provide a quality transport service. The purpose of the paper is to outline the methods used to solve the problem and to compare their application. This example shows the application of metaheuristic methods for solving vehicle routing problems of a logistics company in the Republic of Croatia. This paper provides an overview of the container shipping supply chain (CSSC) by taking a logistics perspective, covering all major value-adding segments in CSSC including freight logistics, container logistics, vessel logistics, port/terminal logistics, and inland transport logistics. The main planning problems and research opportunities in each logistics segment are reviewed and discussed to promote further research. Moreover, the two most important challenges in CSSC, digitalization and decarbonization, are explained and discussed in detail. We raise awareness of the extreme fragmentation of CSSC that causes inefficient operations. A pathway to digitalize container shipping is proposed that requires the applications of digital technologies in various business processes across five logistics segments, and change in behaviors and relationships of stakeholders in the supply chain. We recognize that shipping decarbonization is likely to take diverse pathways with different fuel/energy systems for ships and ports. This gives rise to more research and application opportunities in the highly uncertain and complex CSSC environment.

The article discusses the logistic utility of registration data of automated measuring systems in the practice of operational management of national roads, expressways and motorways, as well as the shaping of the quality of logistic services. The analysis of the key problem is presented in the article on the example of the automatic toll collection system viaTOLL, operating on the indicated roads. The publication draws attention to the key and extramural information character of data registered, stored and offered by specialized, automated record systems. He points to the multifaceted and simultaneous usefulness of this data to the organization and management of the scale of road logistics processes, regardless of the chief, specialized function assigned to a specific automated recording system involved in the recording of specific road incidents.
