This article focuses on the development and use of indicators for subnational comparative policy analysis. Taking migrant integration as an exemplary case, it offers a comprehensive and critical examination of the research process involved in creating and implementing indicators to compare policies at the subnational level. At the intersection of subnational comparative policy analysis and migration research, this article discusses the main methodological and empirical challenges to this process based on the experience of a comparative research project on measuring regional governance of migrant integration in 25 regions across 7 European countries. Due to a lack of data, quantitative analysis of integration policy trends during the past decade has received limited attention. This research note presents newly collected data from the Migrant Integration Policy Index, which includes information on several different policy areas related to migrant integration in 36 EU and OECD countries between 2010 and 2019. Employing a wide set of methods, we investigate whether migrant integration policies have become more liberal or restrictive and whether they have converged across these countries during this period. We find that overall these policies have become more liberal, except in non-EU countries as well as in the areas of family reunion and permanent residence. However, the magnitude of these changes is rather small. We also show that there has been a trend of convergence in integration policy, which varies in intensity across policy areas. We conclude that while migrants' rights have been extended, long-term settlement has been limited. The popular idea that this decade, marked by crises, has triggered a comprehensive restrictive backlash in migrant integration policies is refuted. [ABSTRACT FROM AUTHOR]

The existing literature shows that social contacts and resources available through social networks are particularly important for migrant entrepreneurs. This seems to apply also to transnational migrant entrepreneurs, who are migrants involved in entrepreneurial activities crossing national borders. It is still not entirely clear which kind of social contacts they use, nor the differences with migrant entrepreneurs conducting a domestic (namely, non-transnational) business. The paper focuses on the use of social networks by transnational and domestic entrepreneurs, by illustrating the case of Moroccan migrant entrepreneurs in Amsterdam and Milan. The research reveals that transnational entrepreneurs have more heterogenous, geographically dispersed and territorially articulated support networks, which are both more extensive and less dense than those of domestic entrepreneurs. Transnational entrepreneurs exploit their capacity to have contacts with different people in different places. In contrast, domestic entrepreneurs tend to mobilize resources within their dense, homogeneous, and locally based networks. [ABSTRACT FROM AUTHOR]

Transnational corporations have been long recognized as the building blocks of global system theory and their impact is widely acknowledged and studied. By comparison, we have insufficient understanding of transnational practices 'from below'. We argue that focusing on transnational migrant entrepreneurship is a novel opportunity to gain insights into the social and economic processes of 'globalization from below'. Such processes refer to the dynamics and practices initiated by actors outside the hegemonic socio-economic spheres who, using various resources, move people, goods and ideas across national borders to create small-scale enterprises thus connecting distant places and people around the world. This special issue brings together a transdisciplinary group of researchers who examine the spatialities, mobilities and resources of transnational migrant entrepreneurs in Asia, Europe, North Africa, South America and the USA. This article analyses the social networks of rural–urban migrant entrepreneurs in Uganda. While social contacts are often an important asset to access resources for migrants, they are often expected to financially support the members of their social networks. These claims for support are here labelled ‘negative social capital’, following Portes' seminal work. This paper focuses on the kinds of networks that are more likely to produce negative social capital, operationalized here as requests for financial resources, and links this to the discourse on bridging and bonding social capital. By means of a regression analysis, this article provides evidence of dense networks with a higher share of migrants (bonding social capital) being associated with negative social capital. In addition, both a higher share of contacts met before migration, which is related to bonding social capital, and a higher share of contacts living in the city, which is related to bridging social capital, are negatively associated with requests for resources. These findings suggest that migrants can instrumentally keep some contacts from before migration and acquire new key contacts in the urban area. [ABSTRACT FROM AUTHOR]

We are struck by a curious paradox: the flourishing discourse on migrant entrepreneurship is replete with references to the regulatory environment; yet the precise ways in which regulations exert influence is rarely spelt out. This task is all the more urgent because policymakers are alighting on the fact that migrants often turn to self‐employment to make their way in destination societies. Yet, the extent to which regulations – comprising laws and governmental and non‐governmental policy measures and practices – is poorly understood. This special section aims at filling this gap by adopting a theoretically informed analytical perspective to understand the role of regulation in migrant entrepreneurship. Articles in this special section analyse the nature of laws, policies and practices, the factors of success/failure of these, the role of governmental and non‐governmental actors, and the effect of different welfare regimes and governance conditions. Migrant entrepreneurship has been recognized as a form of integration in the country of destination and a viable alternative of decent and sustainable employment for migrants. Laws and policies can create barriers or support migrants who start a business in the country of destination. Despite their importance, these laws and policies have received scant attention from academic scholarship. By applying the mixed embedded approach, this article analyses the institutional and policy framework for migrant entrepreneurs in European Union (EU) and Organisation for Economic Cooperation and Development (OECD) countries, and how this framework varies according to the migrants' individual legal status and gender. In order to do so, this article draws upon the findings of two different studies conducted on the topic. The first one analyses the national institutional framework for migrant entrepreneurs of these countries. The second study consists of a review of measures to foster migrant entrepreneurship in the same sample of countries. On the one hand, this article shows that the institutional framework restricts access to self‐employment for some categories of migrants (e.g. based on their legal status). On the other hand, a wide range of measures are now available to support migrant entrepreneurs. However, these measures treat them as a rather homogeneous group. These findings suggest that the fact that some migrants are less engaged in self‐employment or face more difficulties may be explained by the lack of institutional opportunities and policy support. This article provides novel insights into the main factors associated with integration policies at the national level. Existing literature has analysed specific factors in Western countries, while a comprehensive, theoretically informed, and up-to-date overview is missing, especially regarding non-Western countries. This article fills this gap by combining 2014 and 2019 Migrant Integration Policy Index data on integration policies in 56 countries—including non-Western countries—with publicly available international data on migration and asylum trends, economic conditions, and public opinion on migration. Building upon existing literature, we introduce three perspectives: evidence-based, institutionalist, and partisan perspectives. The evidence-based perspective assumes that policy-makers act based on objective factors related to the policy issue (e.g. the number of migrants). The institutionalist perspective points to the relevance of institutional conditions, such as labour markets and welfare institutions. The partisan perspective refers to the role of political ideologies and attitudes in public opinion and in the media. Results suggest that factors related to the institutionalist perspective play the most critical role, alongside factors linked to the partisan perspective. However, the results provide evidence for all three perspectives. Migrant integration policies are associated with several factors: the number of asylum applications and the number of refugees (evidence-based perspective); GDP (per capita) and welfare expenditure (institutionalist perspective); political ideology; and public opinion (partisan perspective). In this article we look at the various paths taken by transnational and domestic entrepreneurs based on their education and work experience. These act as catalysts for skills that allow migrant entrepreneurs to better position themselves in different markets. Differences in migrant entrepreneurs allow us to better understand the strategies employed and the consequences for society and the economy at both domestic and transnational levels. Earlier research has extensively analysed individual characteristics of migrant entrepreneurs and, to a much lesser extent, the geographical nature of their business activities. This article addresses this gap by looking at the geographical orientation of migrant entrepreneurs' businesses. The research question is as follows: In what ways are transnational or domestic activities of Moroccan migrant entrepreneurs in the Netherlands and Italy influenced by skills acquired in earlier experiences? We provide empirical evidence on the different paths leading to domestic and transnational activities using a micro-level perspective of the experiences collected in the narratives of first-generation Moroccan migrant entrepreneurs who have migrated to Milan or Amsterdam (N=70). Four different paths combining these two life experiences emerged from the interviews: #1 Job-based, #2 Education-driven, #3 Job-education merger, and #4 By chance (neither education nor work experience). The most relevant paths for migrant entrepreneurs seem to be the first (#1) and third (#3) paths. Furthermore, our findings show that transnationally oriented entrepreneurs have an extended business-oriented education and rely on skills learned, in contrast to domestically oriented entrepreneurs who become entrepreneurs 'by chance'. The link between integration policies and intergroup attitudes or threat perceptions has received considerable attention. However, no studies so far have been able to explore how this relationship changed following the European migration crisis due to a lack of recent comparative policy data. Using new MIPEX data, this is the first study to examine mechanisms underlying the policy-threat nexus following the European migration crisis, distinguishing between several strands of integration policies, and realistic and symbolic threat. To do so, we combine 2017 Eurobarometer data with 2017 Migrant Integration Policy data, resulting in a sample of 28,080 respondents nested in 28 countries. The analyses also control for economic conditions, outgroup size, and media freedom. Multilevel analyses indicate that respondents living in countries with more inclusive integration policies in general report lower realistic and symbolic threat. When investigating different policy strands, we find that inclusive policies regarding political participation and access to nationality for immigrants are associated with lower realistic and symbolic threat. We compare our findings to those from prior to the European migration crisis and discuss the potential role of this crisis in the policy-threat nexus. [ABSTRACT FROM AUTHOR]

Over the last twenty years, researchers have undertaken systematic comparison of migration policy by creating sets of policy indicators/indexes at the national level. These indicators are designed to analyse the differences and trends in migration policy and then be used by the research community to assess the determinants and effects of policy. This article aims to assess the comprehensiveness of current migration policy indicators by analysing their thematic, geographical and temporal coverage as a way of understanding how migration policy has been conceptualised and measured in quantitative migration research. Our analysis of the 67 existing indexes shows that they disproportionally focus on immigration policy, mainly admission and citizenship, in OECD and particularly Western European countries, with limited opportunities for longitudinal analysis of policy change. These findings reveal that migration policy has been largely conceptualised in indexes as a contemporary phenomenon, concerning mainly Western countries that have become major destination countries. While thematic, geographical and temporal gaps persist, the situation has recently improved in terms of the development of the field of migration policy indexes. [ABSTRACT FROM AUTHOR]

Interstate migration in developing countries is a key income generating strategy for low‐income households. In India, despite the importance of migration between states, interstate migrants continue to face significant integration barriers in their destination states. The impact of state borders on migration within India is significant and large. This study presents one of the first attempts at creating a set of indicators to understand the role of state‐level policies for the integration of interstate migrants in a developing country. After illustrating the process behind the creation of this tool and the tool in itself, we compare seven of the major migrant destination states of India, based on their policy frameworks relevant to the integration of interstate migrants. Out of these states, we found that Kerala state is the most inclusive of interstate migrants but that overall, policymakers in the considered Indian states have a long way to go to improve the integration of interstate migrants. This article addresses transnational migrant entrepreneurship – migrant entrepreneurs establishing businesses that span across borders. The article contributes to this field by applying the mixed embeddedness approach and revisiting it from a transnational perspective. The article uses an overall qualitative approach and analyses the case of Moroccan transnational entrepreneurs in Milan and Amsterdam (N = 35). This illustrates that, on the one hand, institutional embeddedness in different contexts (country of residence, country of origin, and other countries) influences respondents' business patterns through the opportunities and the constraints created by the political-institutional and economic features of these contexts. On the other hand, transnational entrepreneurs take advantage of their (often, previously-acquired) heterogeneous contacts (social embeddedness) and skills (e.g. linguistic knowledge, previous work experience) to conduct their business. Adoption rates of mobile financial services within sub-Saharan Africa still appear to be below par. The 2016 Groupe Spéciale Mobile Association report shows that over 60 per cent of the adult population in sub- Saharan Africa do not use mobile financial services. We investigate how cognitive resources, namely, mobile phone skills and English literacy, influence the use of mobile financial services. We test our hypotheses using a sample of 208 individuals from an urban location in Central Uganda. We measure actual mobile phone skill using a newly developed scale. The results show that a marginal increase in mobile phone skills has a strong effect on the odds of adopting mobile money, but a less strong effect on the extent to which the functionalities of the mobile money application are used. On the other hand, English literacy has no influence on both adoption and the magnitude of services individuals use. [ABSTRACT FROM AUTHOR]

This paper addresses gender differences in the social capital of entrepreneurs in a developing country. Social networks are often an important asset for accessing resources; however, they may also be a liability in developing countries, since entrepreneurs are often expected to support their contacts. Using a recent survey among urban and rural Ugandan entrepreneurs, we focus on the financial resources that entrepreneurs can obtain from their contacts on the one hand, and requests for financial support made to the entrepreneurs from these contacts on the other hand. An increasing number of studies are analyzing the roles of personal skills and social contacts in transnational immigrant entrepreneurship. However, whether the findings from extant research on immigrant entrepreneurs with a transnational business (TIEs) are peculiar to this particular group or applicable to all immigrant entrepreneurs (DIEs) remains unclear. Tofill this research gap, this article summarizes previous findings on the use of personal skills and social networks by reviewing previous literature. The findings of this review indicate that previous studies show fairly similar results, albeit with some differences. TIEs appear to have slightly better personal skills (e.g., linguistic skills), higher and more businessrelated levels of education and better work experience. Regarding social contacts, TIEs' networks are more extended geographically, which is relevant because social contacts often provide key support (informational and working aid) for the internationalization of the business.
