Abstract: Extreme precipitation events in the otherwise arid Middle East can cause flooding with dramatic socioeconomic impacts. Most of these events are associated with tropical‐extratropical interactions, whereby a stratospheric potential vorticity (PV) intrusion reaches deep into the subtropics and forces an incursion of high poleward vertically integrated water vapor transport (IVT) into the Middle East. This study presents an object‐based identification method for extreme precipitation events based on the combination of these two larger‐scale meteorological features. The general motivation for this approach is that precipitation is often poorly simulated in relatively coarse weather and climate models, whereas the synoptic‐scale circulation is much better represented. The algorithm is applied to ERA‐Interim reanalysis data (1979–2015) and detects 90% (83%) of the 99th (97.5th) percentile of extreme precipitation days in the region of interest. Our results show that stratospheric PV intrusions and IVT structures are intimately connected to extreme precipitation intensity and seasonality. The farther south a stratospheric PV intrusion reaches, the larger the IVT magnitude, and the longer the duration of their combined occurrence, the more extreme the precipitation. Our algorithm detects a large fraction of the climatological rainfall amounts (40–70%), heavy precipitation days (50–80%), and the top 10 extreme precipitation days (60–90%) at many sites in southern Israel and the northern and western parts of Saudi Arabia. This identification method provides a new tool for future work to disentangle teleconnections, assess medium‐range predictability, and improve understanding of climatic changes of extreme precipitation in the Middle East and elsewhere. Extreme precipitation in the arid Middle East can cause flash floods with dramatic societal impacts. This study investigates the synoptic-scale dynamics of three extreme precipitation events that occurred in Saudi Arabia in autumn, winter and spring. Using ERA-Interim reanalysis, soundings and observational precipitation data, we study precipitation characteristics, the synoptic circulations, moisture transport pathways and forcing mechanisms for upward motion. All three cases involved strong tropical-extratropical interactions whereby midlatitude forcing instigated an incursion of tropical moisture over the Arabian Peninsula that fuelled the heavy rainfall. In each case, a midlatitude upper-level trough, associated with anticyclonic Rossby wave breaking, intruded into the subtropics. The phase relationship between this trough and the tropical low-level circulation was consistent with wave amplification through baroclinic growth. Eulerian and Lagrangian analyses reveal moisture transport from nearby and remote tropical regions, leading to above-normal tropospheric moisture content over Saudi Arabia. The autumn case (November 2009) showed a transient midlatitude upper-level trough that interacted with the climatological Red Sea Trough near the surface, being an 'Active Red Sea Trough' event. The winter case (January 2005) resembled tropical plume-like characteristics and demonstrated the coupling of a midlatitude cyclone and the equatorial low-pressure zone over Africa, an intensified subtropical jet stream, and pronounced moisture fluxes at middle and upper levels. The spring case (April-May 2013) involved a quasi-stationary cut-off low and persistent advection of low-level moist air masses, partly from the south Indian Ocean through cross-equatorial flow. The forcing of ascent was associated with low-level moisture convergence and decreased static stability (autumn case), dynamical lifting (winter case), strong surface sensible heating (spring case), and orographic lifting (all cases), favouring the build-up and release of potential instability. Recent work has developed a new framework for the impact of vertical wind shear on the intensity evolution of tropical cyclones. A focus of this framework is on the frustration of the tropical cyclone's power machine by shear-induced, persistent downdrafts that flush relatively cool and dry (lower equivalent potential temperature, θe) air into the storm's inflow layer. These previous results have been based on idealised numerical experiments for which we have deliberately chosen a simple set of physical parameterisations. Before efforts are undertaken to test the proposed framework with real atmospheric data, we assess here the robustness of our previous results in a more realistic and representative experimental setup by surveying and diagnosing five additional numerical experiments. The modifications of the experimental setup comprise the values of the exchange coefficients of surface heat and momentum fluxes, the inclusion of experiments with ice microphysics, and the consideration of weaker, but still mature tropical cyclones. In all experiments, the depression of the inflow layer θe values is significant and all tropical cyclones exhibit the same general structural changes when interacting with the imposed vertical wind shear. Tropical cyclones in which strong down-drafts occur more frequently exhibit a more pronounced depression of inflow layer θe outside of the eyewall in our experiments. The magnitude of the θe depression underneath the eyewall early after shear is imposed in our experiments correlates well with the magnitude of the ensuing weakening of the respective tropical cyclone. OBJECTIVE: A randomized cluster controlled trial tested the hypothesis that weekly feedback to clinicians would improve the effectiveness of home-based mental health treatment received by youths in community settings. METHODS: Youths, caregivers, and clinicians at 28 sites in ten states completed assessments of the youths' symptoms and functioning every other week. Clinicians at 13 sites were provided with weekly feedback about the assessments, and clinicians at 15 sites received feedback every 90 days. Data were collected from June 1, 2006, through December 31, 2008. Intent-to-treat analyses were conducted with hierarchical linear modeling of data provided by youths, caregivers, and clinicians. RESULTS: Assessments by youths, caregivers, and clinicians indicated that youths (N=173) treated at sites where clinicians could receive weekly feedback improved faster than youths (N=167) treated at sites where clinicians did not receive weekly feedback. A dose-response analysis showed even stronger effects when clinicians viewed more feedback reports. CONCLUSIONS: Routine measurement and feedback can be used to improve outcomes for youths who receive typical home-based services in the community. (Psychiatric Services 62:1423-1429, 2011). A major impediment to the intensity forecast of tropical cyclones (TCs) is believed to be associated with the interaction of TCs with dry environmental air. However, the conditions under which pronounced TC-environment interaction takes place are not well understood. As a step towards improving our understanding of this problem, we analyze here the flow topology of a TC immersed in an environment of vertical wind shear in an idealized, three-dimensional, convection-permitting numerical experiment. A set of distinct streamlines, the so-called manifolds, can be identified under the assumptions of steady and layer-wise horizontal flow. The manifolds are shown to divide the flow around the TC into distinct regions. The manifold structure in our numerical experiment is more complex than the well-known manifold structure of a non-divergent point vortex in uniform background flow. In particular, one manifold spirals inwards and ends in a limit cycle, a meso-scale dividing streamline encompassing the eyewall above the layer of strong inflow associated with surface friction and below the outflow layer in the upper troposphere. From the perspective of a steady and layer-wise horizontal flow model, the eyewall is well protected from the intrusion of environmental air. In order for the environmental air to intrude into the inner-core convection, time-dependent and/or vertical motions, which are prevalent in the TC inner-core, are necessary. Air with the highest values of moist-entropy resides within the limit cycle. This "moist envelope" is distorted considerably by the imposed vertical wind shear, and the shape of the moist envelope is closely related to the shape of the limit cycle. In a first approximation, the distribution of high- and low-θe air around the TC at low to mid-levels is governed by the stirring of convectively modified air by the steady, horizontal flow. Motivated by the results from the idealized numerical experiment, an analogue model based on a weakly divergent point vortex in background flow is formulated. The simple kinematic model captures the essence of many salient features of the manifold structure in the numerical experiment. A regime diagram representing realistic values of TC intensity and vertical wind shear can be constructed for the point-vortex model. The results indicate distinct scenarios of environmental interaction depending on the ratio of storm intensity and vertical-shear magnitude. An important roadblock to improved intensity forecasts for tropical cyclones (TCs) is our incomplete understanding of the interaction of a TC with the environmental flow. In this paper we re-visit the canonical problem of a TC in vertical wind shear on an f-plane. A suite of numerical experiments is performed with intense TCs in moderate to strong vertical shear. We employ a set of simplified model physics - a simple bulk aerodynamic boundary layer scheme and "warm rain" microphysics - to foster better understanding of the dynamics and thermodynamics that govern the modification of TC intensity. In all experiments the TC is resilient to shear but significant differences in the intensity evolution occur. The ventilation of the TC core with dry environmental air at mid-levels and the dilution of the upper-level warm core are two prevailing hypotheses for the adverse effect of vertical shear on storm intensity. Here we propose an alternative and arguably more effective mechanism how cooler and drier (lower θe) air - "anti-fuel" for the TC power machine - can enter the core region of the TC. Strong and persistent, shear-induced downdrafts flux low θe air into the boundary layer from above, significantly depressing the θe values in the storm's inflow layer. Air with lower θe values enters the eyewall updrafts, considerably reducing eyewall θe values in the azimuthal mean. When viewed from the perspective of an idealised Carnot-cycle heat engine a decrease of storm intensity can thus be expected. Although the Carnot cycle model is - if at all - only valid for stationary and axisymmetric TCs, a close association of the downward transport of low θe into the boundary layer and the intensity evolution offers further evidence in support of our hypothesis. The downdrafts that flush the boundary layer with low θe air are tied to a quasi-stationary, azimuthal wave number 1 convective asymmetry outside of the eyewall. This convective asymmetry and the associated downdraft pattern extends outwards to approximately 150 km. Downdrafts occur on the vortex scale and form when precipitation falls out from sloping updrafts and evaporates in the unsaturated air below. It is argued that, to zero order, the formation of the convective asymmetry is forced by frictional convergence associated with the azimuthal wave number 1 vortex Rossby wave structure of the outer-vortex tilt. This work points to an important connection between the thermodynamic impact in the near-core boundary layer and the asymmetric balanced dynamics governing the TC vortex evolution. We show evidence that, to zero order, the formation of the convective asymmetry is driven by the balanced dynamical response of the TC vortex to the vertical shear forcing. This paper addresses damage caused by Hurricane Katrina to the main Orleans East Bank protected basin. This basin represented the heart of New Orleans, and contained the main downtown area, the historic French Quarter, the Garden District, and the sprawling Lakefront and Canal Districts. Nearly half of the loss of life during this hurricane, and a similar fraction of the overall damages, occurred in this heavily populated basin. There are a number of important geotechnical lessons, as well as geo-forensic lessons, associated with the flooding of this basin. These include the difficulties associated with the creation and operation of regional-scale flood protection systems requiring federal and local cooperation and funding over prolonged periods of time. There are also a number of engineering and policy lessons regarding (1) the accuracy and reliability of current analytical methods; (2) the shortcomings and potential dangers involved in decisions that reduced short-term capital outlays in exchange for increased risk of potential system failures; (3) the difficulties associated with integrating local issues with a flood risk reduction project; and (4) the need to design and maintain levees as systems; with each of the many individual project elements being required to mesh seamlessly. These lessons are of interest and importance for similar flood protection systems throughout numerous other regions of the United States and the world. [ABSTRACT FROM AUTHOR]

The failure of the New Orleans regional flood protection systems, and the resultant catastrophic flooding of much of New Orleans during Hurricane Katrina, represents the most costly failure of an engineered system in U.S. history. This paper presents an overview of the principal events that unfolded in the central portion of the New Orleans metropolitan region during this hurricane, and addresses the levee failures and breaches that occurred along the east–west trending section of the shared Gulf Intracoastal Waterway/Mississippi River Gulf Outlet channel, and along the Inner Harbor Navigation Channel, that affected the New Orleans East, the St. Bernard Parish, and the Lower Ninth Ward protected basins. The emphasis in this paper is on geotechnical lessons, and also broader lessons with regard to the design, implementation, operation, and maintenance of major flood protection systems. Significant lessons learned here in the central region include: (1) the need for regional-scale flood protection systems to perform as systems, with the various components meshing well together in a mutually complementary manner; (2) the importance of considering all potential failure modes in the engineering design and evaluation of these complex systems; and (3) the problems inherent in the construction of major regional systems over extended periods of multiple decades. These are important lessons, as they are applicable to other regional flood protection systems in other areas of the United States, and throughout much of the world. [ABSTRACT FROM AUTHOR]

The failure of the levee and floodwall section on the east bank of the 17th Street drainage canal was one of the most catastrophic breaches that occurred during Hurricane Katrina. It produced a breach that rapidly scoured a flow pathway below sea level, so that after the storm surge had largely subsided, floodwaters still continued to stream in through this breach for the next two and a half days. This particular failure contributed massively to the overall flooding of the Metropolitan Orleans East Bank protected basin. Slightly more than half of the loss of life, and a similar fraction of the overall damages, occurred in this heavily populated basin. There are a number of important geotechnical and geoforensic lessons associated with this failure. Accordingly, this paper is dedicated solely to investigating this single failure. Geological and geotechnical details, such as a thin layer of sensitive clay that was laid down by a previous hurricane, proper strength characterization of soils at and beyond the toe of the levee, and recognition of a water-filled gap on the inboard side of the sheet pile cutoff wall are judged to be among the most critical factors in understanding this failure. The failure of the New Orleans regional flood protection systems, and the resultant catastrophic flooding of much of New Orleans during Hurricane Katrina, represents the most costly failure of an engineered system in U.S. history. This paper presents an overview of the principal events that unfolded during this catastrophic hurricane, and then a more detailed look at the early stages of the event as the storm first drove onshore and then began to pass to the east of the main populated areas. The emphasis in this paper is on geotechnical lessons and it also includes broader lessons with regard to the design, implementation, operation, and maintenance of major flood protection systems. This paper focuses principally on the early stages of this disaster, including the initial inundation of Plaquemines Parish along the lower reaches of the Mississippi River as Katrina made landfall, and the subsequent additional early levee breaches and erosion along the eastern flanks of the regional flood protection systems fronting Lake Borgne that resulted in the flooding of the two large protected basins of New Orleans East and St. Bernard Parish. Significant lessons learned include (1) the need for realistic assessment of risk exposure as an element of flood protection policy; (2) the importance of considering erodibility of embankment and foundation soils in levee design and construction; (3) the importance of considering all potential failure modes; and (4) the problems inherent in the construction of major regional systems over extended periods of multiple decades. Effects of lamellar boundaries on deformation in two-phase TiAl(γ)-Ti3Al(α 2) alloy were geometrically and experimentally examined and the types of the boundaries were classified focusing on the continuity of macroscopic strain components and slip-twinning planes. TiAl polysynthetically twinned crystals were fatigued at 420 M Pa with the loading axis parallel to the lamellar boundaries and <112> in γ domains. The lamellar boundaries were classified into 13 groups composed of three γ- γ true-twin, three γ- γ pseudotwin, three γ- γ 120° rotation boundaries and four γ- 2 interfaces. They were further subdivided into two groups with continuous and discontinuous geometry. Transmission electron microscopy observations showed that deformation modes unexpected from Schmid factor consideration were activated in some γ domains to maintain the macroscopic strain continuity through the lamellar boundary and that the boundary acted as an effective barrier to the transfer of deformation.
