The aim of this article is to understand the role of municipalities, given the current public education financing model in force in the country, and the context of municipalities in relation to the funding of basic education in Brazil. Using a qualitative approach, the work presents an integrative review of articles published in journals, from 2002 to 2022, selected by inclusion methods regarding thematic relevance. They were divided into three categories of analysis: financing policy, model and sources of resources. As a result, there is a need to expand scientific discussions regarding the financing of basic education, mainly to improve current public financing policies, promoting equitable participation of federative entities in financial contributions destined for public basic education. Resumo A Avaliação Ambiental Estratégica (AAE) é aplicada em 90 países para integrar o meio ambiente ao planejamento, como planos diretores, mas permanece voluntária no Brasil. A dimensão ambiental em relatórios internacionais de AAE de planos diretores é discutida pelo referencial teórico de boas práticas de AAE para identificar contribuições para o contexto brasileiro. Verificou-se elevado número de evidências dessas boas práticas, de padronização de etapas, de integração entre os planejamentos urbano e ambiental corroborando características intrínsecas e sistêmicas da AAE que permitem integrar a dimensão ambiental em planos diretores, independente do contexto de planejamento do país. Recomenda-se que a AAE seja adotada localmente, pois possibilita fomentar a integração da temática ambiental em políticas intersetoriais urbanas, um desafio no planejamento urbano.

El objetivo del presente artículo es destacar la importancia de las rentas municipales en el contexto de la administración colonial española durante los siglos XVI al XVIII. A lo largo de la historia del imperio español, las rentas municipales desempeñaron un papel fundamental en la estructura económica y política de las colonias, contribuyendo significativamente a la financiación no solo de la administración local y de las infraestructuras urbanas, sino también al mantenimiento del imperio. El propósito es examinar cómo estas rentas permitieron el desarrollo de las ciudades coloniales, utilizando como objeto principal de análisis el circuito urbano riopla-tense, antes y después de constituirse como virreinato. Para ello, nos valemos de una selección de la variada tipología documental que resulta útil para este fin, conservada en diferentes repositorios de carácter nacional, provincial e institucional de distintos países, como Argentina, España y Bolivia.

La instrucción pública en Zacatecas en el periodo 1890-1911 se desenvolvió en un contexto económico particular donde surgieron momentos clave que sentaron las bases de una construcción de presupuesto dentro de la misma instrucción, en el cual el papel e intervención del municipio fue crucial. El presente trabajo aborda, a través de una revisión profunda y detallada, esa importancia que tuvo el municipio dentro del desarrollo y ejecución de presupuestos públicos para la instrucción primaria en Zacatecas y su contribución a la administración pública, de la mano con entidades internas pertenecientes a la instrucción pública como lo fue la Dirección General de Instrucción Pública.

O artigo trata da conclusão do ensino fundamental como direito de todas as pessoas, dever do Estado e condição de acesso à etapa final da educação básica (Brasil, 2006). Parte de dados cedidos pela Secretaria Municipal de Educação de São Paulo sobre turmas de concluintes de 2018 a 2021, de quatro regionais, abordados quanti-qualitativamente, com algumas informações em cotejamento com as dos demais. Os resultados evidenciam que: o público da educação especial - PEE representa cerca de 3% do total de matrículas; no período analisado predominaram matrículas da categoria deficiência intelectual, seguida por autismo; com exceção de 2019, o acesso as salas de recursos multifuncionais são inferiores a 12% do PEE; a média das idades do PEE é ligeiramente superior à do conjunto de egressas/os. Os dados indicam a necessidade de constante acompanhamento da mobilidade das matrículas e das trajetórias estudantis para avaliar o cumprimento do direito inalienável à educação.

The aim of this article is to highlight the importance of municipal revenues in the context of Spanish colonial administration during the 16th to 18th centuries. Throughout the history of the Spanish Empire, municipal revenues played a fundamental role in the economic and political structure of the colonies, significantly contributing to the financing not only of local administration and urban infrastructure, but also to the maintenance and preservation of the empire as a whole. The purpose is to thoroughly examine how these revenues facilitated the development and management of colonial cities, as well as their relationship with central authority in the metropolis. The urban circuit of the Río de la Plata region is used as the main object of analysis, both before and after its establishment as a viceroyalty. To achieve this, we draw upon a selection of diverse documentary sources useful for this purpose, preserved in various national, provincial, and institutional repositories in different countries, such as Argentina, Spain, and Bolivia. In the current scenario ruled by governance, the digital transformation of education is woven through the participation of multiple actors. Recent academic literature deals with the study of state, regional or private policies. However, municipal policies are also an element of great interest for illustrating micro-political processes, making it possible to develop situated work. Based on this premise, this paper studies the case of a municipality in the province of València that for the last decade has been implementing an initiative to provide digital devices to 5th grade students in its four schools. Using a qualitative approach, a field study is carried out by means of interviews with teachers and classroom observations, in which this initiative is investigated, delving into the difficulties and challenges it entails. The main results show that local councils are key bodies in promoting the digitalisation of schools, and that municipal policies reflect the trends in the transformation of education that govern the macro-political level. In conclusion, it can be seen that the municipal context is driving changes in classroom work, posing important challenges for teachers. [ABSTRACT FROM AUTHOR]

El problema ambiental contemporáneo demanda la reconfiguración de la arquitectura institucional del federalismo, incluyendo la exploración de las capacidades institucionales para la gobernanza multinivel en este campo. Este artículo ofrece una revisión del marco conceptual para el estudio de la gobernanza sobre el cambio climático desde el régimen local en México. La investigación se sustenta en una revisión cualitativa y un análisis hermenéutico de la literatura académica, así como de fuentes legislativas. Los resultados señalan los principales obstáculos para una nueva gobernanza en el marco del Sistema Nacional del Cambio Climático (SINACC), comenzando por la obsoleta arquitectura institucional del gobierno municipal.

Objetivo: o presente estudo analisa a descentralização federalista materializada por decisões do Supremo Tribunal Federal proferidas durante a pandemia do vírus Sars-CoV-2. Com isso, objetiva-se considerar a possibilidade da inclusão tácita do município à competência concorrente legislativa na área da saúde, a partir dos elementos de popularização e urgência. Metodologia: o estudo pautou-se em pesquisa bibliográfica – doutrina jurídica e sanitária – e legislativa, além da pesquisa ex post facto, com a análise das causas e dos efeitos da Ação Direta de Inconstitucionalidade 6.341, da Arguição de Descumprimento de Preceito Fundamental 672 e da Ação Cível Originária 3.451, todas fundamentadas no federalismo cooperativo. Resultados: o reconhecimento do dever do município em legislar em defesa da saúde, especialmente na inércia dos demais entes e limitado apenas por agências reguladoras, e a existência do embate protelatório entre incompetência legislativa, urgência e popularização do sistema de saúde. Objetivos: analizar la delegación de competencias municipales en la provincia en el derecho propio de Andalucía, con especial atención al ejercicio de la competencia delegada como competencia ­propia provincial. Metodología: análisis de normas, jurisprudencia y doctrina. Resultados: estudio de la delegación municipal de competencias en la provincia en el derecho de Andalucía, en particular cuando su ejercicio supone el ejercicio de la competencia propia de asistencia, poniendo de manifiesto las implicaciones que ello tiene. Se abordan también algunos aspectos clave de la figura. Conclusiones: la principal conclusión de este trabajo es que el ejercicio delegado de la competencia municipal como competencia provincial propia supone una manifestación de «la integración de municipios y provincias en una sola comunidad política» (preámbulo de la Ley de Autonomía Local de Andalucía) y comporta consecuencias específicas.

El objetivo de este artículo es comprender cómo la pobreza incide en la realidad escolar y es abordada por el sistema educativo municipal a través de diversas acciones, entendiendo que las formas de exclusión y marginalización conllevan experiencias de sufrimiento para los sujetos afectados por las (in)justicias sociales. Se focaliza en las acciones municipales en Londrina Paraná-Brasil en el periodo comprendido entre 1969 y 1992 dirigidas a estudiantes en situación de pobreza. El material empírico está compuesto por diferentes tipos de documentos históricos producidos por la Secretaría Municipal de Educación y Cultura (SMEC) y se analizan desde el enfoque sociohistórico de la educación que permite interpretar de manera relacional las estructuras sociales y emocionales para comprender a los sujetos y sus prácticas en el marco de figuraciones escolares concretas. Los resultados ponen en evidencia que las acciones municipales de carácter asistencial generan procesos de diferenciación social que simbolizan un dolor socioemocional sufrida por las y los estudiantes en situaciones de desigualdad e injusticia al ser considerados como desfavorecidos en la sociedad.

En este trabajo, se discute sobre las capacidades institucionales de los gobiernos municipales en la prestación de los servicios de agua potable, drenaje, alcantarillado, tratamiento y disposición de sus aguas residuales; consecuentemente, se cuestiona ¿qué son las capacidades institucionales? y ¿qué capacidades institucionales debe desarrollar un gobierno municipal en la gestión del agua? El problema de investigación es de orden semántico (analítico). Tal desarrollo desencadena una serie de preguntas que alertan sobre la suficiencia o insuficiencia de habilidades de los gobiernos municipales para cumplir con su encomienda hídrica.

Este artículo tiene como objeto analizar los procesos autonómicos de jure que están teniendo lugar en varios municipios indígenas de México, con el fin de examinar cómo los pueblos originarios ejercen su derecho al autogobierno en el ámbito municipal. Desde un enfoque de derecho, su metodología se basa en un análisis comparado de tres casos de estudio: los municipios de Cherán, Ayutla y Oxchuc, en los estados de Michoacán, Guerrero y Chiapas, respectivamente, debido a que estos se han dotado de nuevos gobiernos locales en los últimos años, no por el sistema electoral de partidos tradicional, sino por medio de sistemas normativos propios que han logrado ser legalmente reconocidos. Para ello, el texto se divide en ocho apartados: una introducción; una sección sobre la problemática de los municipios indígenas en México; tres apartados sobre cada uno de los casos de estudio; otro apartado con el análisis comparado en sí; un penúltimo apartado con los resultados de este ejercicio; y unas reflexiones finales. El principal hallazgo de la investigación remite a un proceso de judicialización del derecho al autogobierno que coloca a los pueblos indígenas frente a una paradoja, intrínseca a la contradicción que tensiona en su seno los procesos autonómicos de jure.

Nos proponemos abordar la instalación del frigorífico Swift en la ciudad de Rosario, con especial atención a uno de los problemas que tal suceso trajo aparejado: el abastecimiento de carnes en el mercado interno de la ciudad. La firma norteamericana intentó desde el primer momento copar el mercado rosarino con sus productos, generando distintos planteos al interior del Gobierno Municipal y en otros actores afectados, como la Sociedad Rural de Rosario y la Sociedad de Abastecedores. Esperamos dar cuenta del proceso relacionado a la reglamentación del comercio de carnes en la ciudad de Rosario y en ese camino comprender cuál fue el impacto político y económico de la instalación del frigorífico norteamericano en el municipio de Rosario y las problemáticas que planteó para los distintos sectores que intervinieron en la situación.

La actividad informal de vendedores es un problema estructural y multifactorial en la sociedad que se ha venido agravando con la migración, la crisis económica, la delincuencia, la corrupción y los procesos políticos, incrementando la incertidumbre del desarrollo laboral y económico del Ecuador. El objetivo es evaluar la política pública orientada hacia el sector de vendedores informales en Guayaquil, periodo 2010-2020. La metodología de investigación posee un enfoque mixto (cualitativo y cuantitativo), de tipo descriptivo y bibliográfico, para las encuestas se consideró como población a 400.000 vendedores informales de Guayaquil y como muestra a 384, entrevistas a dirigentes y líderes municipales. Como resultados, de la revisión documental existe la carencia de planes, programas y proyectos orientados hacia el mercado de venta informal, debido a que las ordenanzas municipales permiten y prohíben dicho acto en diversos lugares, siendo una forma de discriminación; de las encuestas y entrevistas se determinó que la falta de un empleo seguro los impulso a optar por realizar esta labor. Como conclusiones se puede establecer que las ordenanzas municipales deben adaptarse al mercado y a la realidad social, garantizando el goce efectivo del derecho al trabajo determinados en la Constitución y en los tratados y convenios internacionales.

This research will provide a theoretical-conceptual analysis of the relationship established by the municipalities of the State of Puebla with the organization model of the Federation and how these horizontal relationships stimulate tax dependence; taking into consideration regulatory, tax and financial guidelines; as well as political, social and historical characteristics of the most representative municipalities and how they have come to establish various horizontal or, failing that, hierarchical relationships. For this purpose, an exploratory office methodology is used, carrying out a legal analysis of the laws surrounding the problem. and its incidence. Cinema on a global scale is a media that provokes transformations in sociocultural processes and its impact is in different human experiences. In brazilian school education there were initiatives linked to educational cinema, a phenomenon institutionalized in the 1930s in times of Vargas policies and which extended to many municipalities. This article proposes to analyze the experience of educational cinema in the city of Londrina-PR (1949-1969), based on a broader history of educational cinema and cinema itself. As a methodology, it followed the guidelines of Bacellar (2006) and Luca (2021) to treat historical sources. With the study, it is considered that educational cinema in Londrina was in the context of DEPAS (Department of Education and Social Assistance) activities and its actions were aimed at teachers, students, and the broader school community. El problema de la infra municipalidad en nuestro país arroja una situación en la gestión diaria de los municipios altamente preocupante en materia de gestión de personal. La falta de recursos materiales y personales, unida a la poca especialización en una materia tan diversa y cambiante como es la gestión de recursos humanos en los pequeños municipios hace que nos encontremos ante un panorama alarmante, que no puede demorar más tiempo su intervención, ya sea mediante reformas normativas que agilicen y flexibilicen la gestión de personal, ya sea con la especial intervención de las entidades supramunicipales. El personal adecuado y su gestión en la administración pública es el mayor activo para atender las demandas ciudadanas.

O artigo objetiva mapear os avanços feitos pela produção científica brasileira em torno do conceito das burocracias de médio escalão (BME) buscando identificar as definições e os esforços de operacionalização feitos pela literatura, assim como a relação estabelecida com o tema de capacidades burocráticas. Para tanto, realizou-se uma pesquisa de escopo da literatura nacional sobre a temática nos últimos 30 anos. Os resultados mostram que a pesquisa sobre as BME é recente, incipiente em âmbito municipal e na associação com capacidades burocráticas. De modo geral, os autores conceituam as BME como sendo os ocupantes de cargos intermediários entre o alto escalão e o nível da rua. Há um consenso em relação às funções desses burocratas, entre as técnicas, políticas e operacionais. Os achados do artigo demonstram ser necessários estudos das BME em nível municipal uma vez que se trata de um ente governamental altamente relevante na produção de políticas públicas.

The paper aims to illustrate how, between the 19th and 20th centuries, the practice of archival inventory was established even in Italian municipalities, in relation to the calls of the Ministry of the Interior, the indications of a developing discipline and professional manuals exemplifying practices and models. Through the use of diagrams, we trace the development of the inventory in the local context, which initially has a patrimonial connotation, but gradually takes on a cultural function. The Federal Constitution and the infraconstitutional legislation have assigned to the municipality a series of competences and legal attributions that are fundamental to promote the management of groundwater. Municipal territorial development alters the dynamics of the hydrological cycle in urban areas, and consequently the aquifers, compromising qualitative and quantitative aspects of groundwater, which can only be correctly evaluated through hydrogeology. In this sense, this article intends to analyze the role of the municipality in the protection of groundwater, based on its competences and to verify what actions can be adopted to protect groundwater resources based on law and supported by hydrogeology. The methodology used is the analysis of specialized literature and constitutional and infraconstitutional legislation. Although it does not have the legal control of groundwater, the municipality plays a leading role in the management of aquifers in the face of its common administrative competence in environmental matters and the exclusive authority to organize and provide services of local interest and promote territorial planning, as well as legislative competence in matters of local and supplementary interest. In spite of being endowed with these powers, and of instruments that allow a prominent action in the protection of the aquifers, their actions in this point are deficient and unusual. Hydrogeology provides a series of tools and methodologies (cartography, numerical analysis, among others), whose results can be accumulated and treated by Geographic Information Systems, which can contribute precisely to encourage and guide municipalities in the adoption of public policies designed to mitigate the impacts caused by territorial development on aquifers, especially in urban areas. The result presented here responds to the policy of implementing a government management based on science and innovation, through the Municipal Development Strategies. The same was conceived fundamentally, from the participation that, in the legislative, is established in the new law governing the organs of the Popular Power in particular, the 132/2019, and more recently, the agreement 518 of the Council of State of the Republic of Cuba of 2023. The objective of this research was to design a procedure for community participation in the "Rocío del Sol" Local Tourist Center project in the Guane municipality of Pinar del Río province. The empirical methods were based on the collection and analysis of documents, the semi-structured interview and the use of brainstorming. As a result, the phases of the procedure structured in four stages were elaborated: Phase I Preparatory, Phase II Diagnosis, Phase III Planning and Execution and Phase IV Monitoring and Evaluation. This procedure demonstrated the value of community participation as one of the inputs to be used by the Municipal Government for an efficient management of local development, specifically in projects related to Local Sustainable Tourism. En este artículo se analizan, a partir de un abordaje que privilegia la escala local, las políticas de empleo implementadas en la Municipalidad de Rosario durante el gobierno del FREJULI (1973-1976) y su relación con la capacidad de presión y de negociación de los actores partidarios y sindicales que disputaron poder dentro del municipio. Se muestra cómo las medidas que promovieron el empleo público y la estabilidad laboral fueron utilizadas con regularidad como un mecanismo para dirimir disputas políticas y sindicales del ámbito local y regional que se tradujeron en el control de determinados espacios dentro de la administración municipal.

The result presented here responds to the policy of implementing a government management based on science and innovation, through the Municipal Development Strategies. The same was conceived fundamentally, from the participation that, in the legislative, is established in the new law governing the organs of the Popular Power in particular, the 132/2019, and more recently, the agreement 518 of the Council of State of the Republic of Cuba of 2023. The objective of this research was to design a procedure for community participation in the "Rocío del Sol" Local Tourist Center project in the Guane municipality of Pinar del Río province. The empirical methods were based on the collection and analysis of documents, the semi-structured interview and the use of brainstorming. As a result, the phases of the procedure structured in four stages were elaborated: Phase I Preparatory, Phase II Diagnosis, Phase III Planning and Execution and Phase IV Monitoring and Evaluation. This procedure demonstrated the value of community participation as one of the inputs to be used by the Municipal Government for an efficient management of local development, specifically in projects related to Local Sustainable Tourism.

O problema dos recortes espaciais é recorrente na geografia e estes recortes, como outros temas fundadores da disciplina, nunca saem da pauta quaisquer que sejam os novos rumos e novos ares a orientar suas pesquisas e análises. O objetivo deste artigo é retomar e avançar a discussão sobre o recorte municipal como o espaço de vida da sociedade e como a escala privilegiada da gestão pública e da representação política, ou seja, como o lugar do voto e das estratégias para obtê-lo. A suposição é que identificar características e diferenças na malha municipal favorece maior conhecimento sobre os nexos entre espaço, voto e gestão do território pela sociedade. Em um primeiro momento, realizamos um levantamento bibliográfico nos últimos sete anos de publicação das revistas qualificadas em geografia no estrato A na avaliação Qualis, com o objetivo de entender de que modo o município está ou não sendo discutido enquanto objeto de análise pelos geógrafos. Depois de uma discussão teórica sobre o processo de emancipação municipal, refletimos, a partir de dados secundários, sobre o papel do município na estrutura federativa e na representação política.

Aim: To design a methodology that contributes to labor management characterization in the touristic municipality of Viñales, province of Pinar del Rio, Cuba. Methods and techniques: The systemic method facilitated the conception of the methodology, depending on the elements of the executing cycle, which make up suitable input to identify the complex inter-sector grid that characterizes performance and decision-making in the implementation of labor policies. Interviews and surveys were used to determine the measurement method. Awareness creation workshops were delivered. The analysis and synthesis method was conducted for decomposition and relations of theoretical aspects. Minitab 19 was used for statistical analysis. Results: The methodology was proposed to identify distinctive findings, and the materialization of statements directed to the treatment of interests and requirements in the working context of Viñales. Conclusions: This approach to labor policy management permitted the confirmation of its traditional character. It shows little response to the particularities of the municipality, and reveals the absence of integration, misuse of potentialities, and the wiil to collaborate of the private sector, which are relevant elements to increase the development of new ways of performing, that can be adapted to the particular surrounding.

En este trabajo se expone una aproximación al proceso de diseño de un Reglamento de Participación Ciudadana en un municipios del país caracterizado por estar situado en una de esas entidades federativas que han sido gobernadas, durante nueve décadas consecutivas, por un solo partido, concebido hasta hace algunos años como el partido oficial. Como objetivo de una investigación más amplia, de donde proviene este artículo, se buscó observar y obtener, mediante un proceso de Investigación Acción Participante, elementos, esquemas y comportamientos ciudadanos al intervenir en asuntos públicos.

Municipal markets emerged with the purpose of reorganizing the commerce of food products, significantly marking important changes in the space of the city and in the life of the population. In this sense, this paper aimed to discuss the changes that have taken place in the city of Taubaté, located in the Metropolitan Region of Vale do Paraíba and Litoral Norte (RMVPL), SP, and its relationship with the local municipal market, as well as to reflect on the importance of this place in the process of construction of the city, through the analysis of the historical context of the growth of the city. For the development of this research, a time frame was adopted, between the years 1800 to 1950, in a geohistorical perspective. in order to reflect on the relationship of this place with this growth. Therefore, a qualitative approach and exploratory research was carried out, analyzing the implantation, permanence, and architectural transformations, as well as the spatial organization that permeate the market in the different phases of the development of the municipality. Municipal Markets have always presented themselves as a connection between the countryside and the city, and between cities, as they are characterized as trade centers resulting from the intersection of trade routes and helped in the cohesive construction of the cities' cultural identity. The Taubaté market followed the city's growth process, at times connected to the process, at others, distancing itself from the dynamics of the city. However, it was a regional reference, which contributed to the growth of the city, not only because the commerce that took place there, boosted its expansion, but also because it was an access route to the Vale do Paraíba region. The entry into force of Law 21.180, its regulations, and modifications, under the name Digital Transformation of the State Law, presents challenges, risks, and opportunities for local administration. The objective of this study is to analyze the situation of municipalities in Chile and identify critical issues related to organizational, process, and resource matters. The results are presented for a population of 345 municipalities disaggregated by typologies, using the available mechanisms of the Transparency Law 20.285. From the results obtained, it is established that local administrations, at the time of initiating the regulated phases of the law, present diverse realities, and deficits in planning, resources, and communication among the actors involved in the process, whether they are other public agencies or citizenship. The purpose of this article is to analyse the processes of de jure autonomy that are taking place in several indigenous municipalities in Mexico, in order to examine how indigenous peoples exercise their right to self-government at the municipal level. From a legal approach, its methodology is based on a comparative analysis of three case studies: the municipalities of Cheran, Ayutla and Oxchuc in the states of Michoacan, Guerrero and Chiapas, respectively. These municipalities have elected new local governments in recent years, not through the traditional electoral-partisan system, but through their own regulatory systems that have achieved legal recognition. The text is divided into eight sections: an introduction, a section on indigenous municipalities in Mexico, three sections on each case, another with the comparative analysis itself, a penultimate section with the results of this exercise and some final thoughts. The main finding of the research refers to a process of judicialisation of the right to self-government that confronts indigenous peoples with a paradox inherent to the contradiction that intrinsically stresses processes of de jure autonomy.
