Abstract This paper considers time-domain spatial multiplexing in MIMO wideband system, using an LU-based polynomial matrix decomposition. Because the corresponding pre- and post-filters are not paraunitary, the noise output power is amplified and the performance of the system is degraded, compared to QR-based spatial multiplexing approach. Degradations are important as the post-filter polynomial matrix is ill-conditioned. In this paper, we introduce simple transformations on the decomposition that solve the ill-conditioning problem. We show that this results in a MIMO spatial multiplexing scheme that is robust to noise and channel estimation errors. In the latter context, the proposed LU-based beamforming compares favorably to the QR-based counterpart in terms of complexity and bit error rate.

On looking at the stakes involved in the marine protected areas (MPA), such as they are expressed on the international scene which places governance at the center of the debate, the gaps revealed by a bibliographic review justifies a research effort on an analysis framework of the governance for MPAS. The establishment of this framework is supported on one hand by the conceptual achievements of risk governance, and on the other by the application of these conceptual achievements to environmental governance, and endly by the declension of this governance in terms of political economy and political science. The West African MPAs have appeared to be a privileged application of this analysis framework, in reference to a certain exemplarité. The analysis of their modes of governance has revealed contradictions which refer to the environment of public policy. The analysis of this has highlighted the disproportionate role of international pressure groups, the too sectoral and technical aspect of the fisheries management measures, the incompletion of decentralization, and the fragmentation of the State and civil society. Faced with these deadlocks, the reinforcement of the connection between the levels of power and decision is essential, as well as the re-qualifying of the role of the State as mediator and arbitrator. The lessons learned from the analysis of the governance of the West African marine protected areas enable the proposition of some directives for the modes of governance, including the better targeting of objectives, the legal organization of the rights of access and the delegation of power, the specific financing of governance measures, and the precise cost and profit assessment.

Electronic Health records offer real benefits in terms of accessing and storing patient health information, which can improve patient care management. However, the attractive features of electronic records (accessibility, portability and portability of patient health information) also present privacy risks. Security concerns stem in part from the origins of health informatics. In the past, organizations protected the identity of subjects by removing identifiers, such as last name, first name, and social security number; however, computer scientists have addressed the privacy of data of various types by showing that Health data can be anonymized to named individuals using simple automated methods. Thus, the objective of this paper is to propose cryptographic solutions that are based on DNA cryptographic encryption structures to provide better resistance to existing and modern attacks. In doing so, we will try to show that data could be shared, managed, and analyzed using practical cryptographic protocols without revealing the content of a particular record. We show that our strategy can counter various attacks. Even if the system is hacked, as long as the encryption hardware is not compromised, no information that is stored will be disclosed. In this article we first establish a new representation formula for bounded solutions to a class of nonlinear second-order hyperbolic partial differential equations. Next, we use of our newly-established representation formula to establish the existence of bounded solutions to these nonlinear partial differential equations.
