In March 2023, the Promise Institute for Human Rights (Promise Institute), together with the Bringing Human Rights Home Network and the UCLA Journal of International Law and Foreign Affairs, convened its Annual Symposium on “Bringing Human Rights Home: Bridging the gap between the international and domestic frames for human rights in the United States.” The Symposium was one part of the Promise Institute’s week-long “Reimagining Rights in the Americas Conference”, which was held in conjunction with the 186th period of sessions of the Inter-American Commission on Human Rights (IACHR or the Commission) at UCLA from March 1 to 11, 2023. This introductory article has two objectives: first, to report on the activities of and outline the key themes arising from the Conference; and second, to outline how our work at the Promise Institute engages critically with the human rights frame and explores how it could be reimagined towards transformative ends, particularly in the Americas. This article is intended to supplement the rich engagement with the human rights frame and IACHR included in the other articles in this Symposium Issue.

The fast Van Allen radiation belt electron dynamics during geomagnetic storms have not yet been fully explained, in part due to limitations of standard satellite missions in both orbit and the number of spacecraft. Here we overcome these limitations using measurements from the Global Positioning System (GPS) constellation during an acceleration event on 26 August 2018. We show that the acceleration of relativistic electrons occurs in two distinct bursts, each dominated by a different acceleration mechanism. The first burst enhances the radiation belt electrons by four orders of magnitude in 2 hr and is consistent with ULF‐wave radial diffusion. The second burst is likely caused by the local acceleration and delivers an order‐of‐magnitude increase in 20 min. This work demonstrates how distributed, operational measurements can be used to resolve phenomena not observable with previous capabilities, and that rapid energization of the radiation belt can occur much faster than previously reported. Plain Language Summary: In this paper, we present a detailed analysis of terrestrially‐trapped electron space radiation during the August 2018 geomagnetic storm. This event is characterized by a very fast enhancement in the trapped electron population that increases particle counts by more than a factor of a thousand over only 6 hr. Such fast dynamics cannot be resolved by typical survey missions due to their long orbital periods. We instead use measurements from 20 satellites in the Global Positioning System (GPS) constellation, which allows us to perform an analysis of the space radiation dynamics on much shorter timescales. These GPS data reveal that the fast enhancement during the August 2018 storm occurred in two distinct bursts. By introducing a novel technique for GPS particle data analysis, we also determine that each of the bursts is governed by different physical processes that act on different timescales. The revealed fast dynamics of near‐Earth trapped radiation point toward a need to reevaluate the classic paradigm that the changes in the radiation levels are slow and can be revealed by surveys with a low number of spacecraft. Indeed, we foresee a critical role for constellation measurements, such as from GPS, in the future of radiation belt science. The images taken by the Heliospheric Imagers (HIs), part of the SECCHI imaging package onboard the pair of STEREO spacecraft, provide information on the radial and latitudinal evolution of the plasma compressed inside corotating interaction regions (CIRs). A plasma density wave imaged by the HI instrument onboard STEREO-B was found to propagate towards STEREO-A, enabling a comparison between simultaneous remote-sensing and in situ observations of its structure to be performed. In situ measurements made by STEREO-A show that the plasma density wave is associated with the passage of a CIR. The magnetic field compressed after the CIR stream interface (SI) is found to have a planar distribution. Minimum variance analysis of the magnetic field vectors shows that the SI is inclined at 54° to the orbital plane of the STEREO-A spacecraft. This inclination of the CIR SI is comparable to the inclination of the associated plasma density wave observed by HI. A small-scale magnetic cloud with a flux rope topology and radial extent of 0.08 AU is also embedded prior to the SI. The pitch-angle distribution of suprathermal electrons measured by the STEREO-A SWEA instrument shows that an open magnetic field topology in the cloud replaced the heliospheric current sheet locally. These observations confirm that HI observes CIRs in difference images when a small-scale transient is caught up in the compression region.

Objectives: UK guidelines advocate 'one-stop' neck lump assessment for cancer referrals. This paper reports the pilot of a novel pre-clinic ultrasound pathway, presents outcomes, and discusses strengths and limitations in the context of the coronavirus disease 2019 pandemic. Methods: Two-week-wait cancer referral patients with a neck lump were allocated a pre-clinic ultrasound scan followed by a clinic appointment. Demographic, patient journey and outcome data were collected and analysed. Results: Ninety-nine patients underwent ultrasound assessment with or without biopsy on average 8 days following referral. Patients were followed up on average 14.1 days (range, 2–26 days) after initial referral. At the first clinic appointment, 45 patients were discharged, 10 were scheduled for surgery, 12 were diagnosed with cancer, 6 were referred to another specialty and cancer was excluded in 19 patients. Retrospectively, four ultrasounds were performed unnecessarily. Conclusion: Pre-clinic ultrasound scanning is an alternative to the one-stop neck lump pathway. This study demonstrates fewer clinic visits, faster diagnosis and a low proportion of unnecessary scans, whilst minimising face-to-face consultations and aerosol-generating procedures. Thermal tolerance windows are key indicators of the range of temperatures tolerated by animals and therefore, a measure of resilience to climate change. In the ocean, where ectotherms are immersed, body temperatures are tightly coupled to environmental temperature and species have few options for thermoregulation. However, mobile species do have the ability to orientate towards optimal temperatures and move away from sub-optimal or dangerous temperatures. Escape responses are one such locomotory behavior, which typically manifests as a series of violent flicking movements that move individuals out of dangerous environments. We tested 11 species of Antarctic marine ectotherms, from one of the most stable shallow water marine environments, with an annual temperature range of -2°C to +2°C, that are vulnerable to small degrees of warming. Three species, the clam Laternula elliptica, the sea cucumber Cucumaria georgiana, and the brittlestar Ophionotus victoriae, showed no, or virtually no, escape response to temperature. Escape responses from a further eight species had a median response temperature of 11.2 (interquartile range, 10°C-15.7°C), which is well above current environmental temperatures but close to the range for acute lethal limits of Antarctic marine ectotherms (CTmax range, 17.2°C-26.6°C). This highlights that both acute tolerance limits and escape responses, fall outside current environmental temperatures, but also those predicted for 100s of years in the Southern Ocean. In a wamrer Southern Ocean Antarctic fauna may not have the capacity to use temperature to select optimal thermal conditions, which leaves adaptation as a primary mechanism for their persistence. Dropout events are dramatic decreases in radiation belt electron populations that can occur in as little as 30 minutes. Loss to magnetopause due to a combination of magnetopause shadowing and outward radial transport plays a significant role in these events. We examine the dropout of relativistic electron populations during the October 2012 geomagnetic storm using simulated electron phase space density, evaluating the contribution of different processes to losses across the magnetopause. We compare loss contribution from outward transport calculated using a standard empirical radial diffusion model that assumes a dipolar geomagnetic field to an event-specific radial diffusion model evaluated with a non-dipolar geomagnetic field. We additionally evaluate the contribution of Shabansky type 1 particles, which bounce along magnetic field lines with local equatorial maxima, to the loss calculated during this event. We find that the empirical radial diffusion model with a dipolar background field underestimates the contribution of radial diffusion to this dropout event by up to 10% when compared to the event-specific, non-dipolar radial diffusion model. We additionally find that including Shabansky type 1 particles in the initial electron phase space density, that is, allowing some magnetic field lines distorted from the typical single-minima configuration in drift shell construction, increases the calculated loss by an average of 0.75%. This shows that the treatment of the geomagnetic field significantly impacts the calculation of electron losses to the magnetopause during dropout events, with the non-dipolar treatment of radial diffusion being essential to accurately quantify the loss of outer radiation belt populations.
