The main goal of the research is to develop an artificial intelligence technology to assess the practical knowledge of air traffic controller (ATCo) students based on their responses in simulated multitasking situations using the proposed neuro-fuzzy model verified in experiments. An informational neuro-fuzzy model was developed and verified on 157,500 real data points. It illustrates an example of inferring the level of practical knowledge in selected ATCo students who were tested using a device measuring the reaction time and relative error rate in multiple-task tasks. The average error in the incorrect response was 7.7% of the experimental data. Data processing was performed using fuzzy set theory and intellectual knowledge analysis. These measurement results are useful for an individual approach to the student’s education to understand and master the correct solutions to achieve the desired educational results. Ensuring a personal approach to the student’s education is key to acquiring the necessary skills, knowledge, and competencies in the profile of the graduate. The developed technology will enable the integration of automated knowledge and skills assessment systems into the real educational process and the identification of problematic topics and tasks in the training of individuals. The result of the conducted research was used for the software design for the practical application in the flight training of ATCo students.

Our research aims to support decision-making regarding the financing of healthcare projects by structural funds with policies targeting reduction of the development gap among different regions and countries of the European Union as well as the achievement of economic and social cohesion. A fuzzy decision support model for the evaluation and selection of healthcare projects should rank the project applications for the selected region, accounting for the investor's wishes in the form of a regional coefficient in order to reduce the development gap between regions. On the one hand, our proposed model evaluates project applications based on selected criteria, which may be structured, weakly structured, or unstructured. On the other hand, it also incorporates information on the level of healthcare development in the region. The obtained ranking increases the degree of validity of the decision regarding the selection of projects for financing by investors, considering the level of development of the region where the project will be implemented. At the expense of European Union (EU) structural funds, a village, city, region, or state can receive funds for modernization and development of the healthcare sector and all related processes. To minimize risks, it is necessary to implement adequate support systems for decision-making in the assessment of project applications, as well as regional policy in the region where the project will be implemented. The primary goal of this study was to develop a complex fuzzy decision support model for the evaluation and selection of projects in the field of healthcare with the aim of reducing the development gap between regions. Based on the above description, we formed the following scientific hypothesis for this research: if the project selected for financing can successfully achieve its stated goals and increase the level of development of its region, it should be evaluated positively. This evaluation can be obtained using a complex fuzzy model constructed to account for the region's level of development in terms of the availability and quality of healthcare services in the region where the project will be implemented.

The article presents an experimental exploration of the selected technical features of the Avigilon 2.0C-H4A-BO1-IR Compact Zoom Camera with IR Adaptive Illumination. The article describes the purpose, procedure, and results of the motion detection verification, as well as the identification of motion detection errors, using Avigilon's investigated camera, to the distance of guaranteed recognition capability in specific daylight conditions that determines video analysis. This article constitutes the first part of the internal research activity of the Department of Flight Preparation - pre-research, for the design of an integrated mobile airport security system. For safety reasons, the testing was performed near the airport and not at the airport. The test sample was obtained by using the Avigilon 2.0C-H4A-BO1-IR camera located 8 meters above the ground level in the direction of the selected perimeter of the "protected area" for the experiment. The movement in the space was made by people and the passage of motor vehicles at a distance that was less than the distance guaranteed by the camera's recognition capability in the specific daylight conditions. The movement of persons and motor vehicles was generally performed perpendicular to the position of the camera, left to right, and/or back. The speed of movement of people was, as a rule, an average walking speed of 1m/s, the motor vehicles ranging up to 40km /h. Identification of motion detection errors is important for corrections of the prepared information model of security risk assessment of a protected object based on the fuzzy logic to support the airport security management decisions, as well as for finding a technical solution to eliminate these camera vulnerabilities, or selecting and testing another camera for our mobile technology platform. The results advance our theoretical knowledge and have a praxeological significance for the creation of a technological demonstrator and subsequently a prototype of a smart mobile airport security system. Institutions responsible for the protection of state borders, the fight against illegal migration, smuggling of goods, etc. are also interested in mobile security solutions.

The agenda of the international community is focused on the global problem of aviation in the lack of pilots while maintaining the quality of their professional education. The trend is to explore the potential of students and help increase resistance to obstacles on the way to results, but especially on the way to the creation of the required competencies, knowledge, and skills. The main goal of this paper is to develop a hybrid expert model evaluating the results and risks of student (pilot) outcomes to improve the quality of individual results in the didactic system of aviation education (study results from theoretical subjects, evaluation from training on flight simulators, and from practical flight training) within one information platform. The model is based on the modern theory of intellectual knowledge analysis, fuzzy set theory, and a systems approach. Information from the repository of 696 individual results of undergraduate students (pilots) from the total number of 2682 undergraduate students of all specializations in aviation education in the period 2005–2022 was used in the creation of the model. The results were tested on the examples of five undergraduate students (pilots) and demonstrated the applicability of the expert methodology for evaluating the quality and risks of individual results in aviation education for individual study counseling within one information platform.

This paper proposes a distributed turbo-electric hybrid propulsion system (TEHPS) architecture for high-power and large-load air–ground aircraft (AGA). The composition of the turboshaft engine, hybrid energy storage system (HESS) as the power unit, distributed electric drive ducted fans, and wheels as the propulsion unit is determined. Firstly, the modeling of each component in the TEHPS is carried out, and system power, energy, and weight analysis are conducted under the different operating modes. Sizing parameters of main components are selected based on a genetic algorithm to obtain the optimal total weight and propulsion efficiency, and the energy management framework from the upper level to the lower level is completed by adopting an equivalent consumption minimum strategy and fuzzy logic control. Under the air–ground amphibious mission profile, the simulation results indicate that the TEHPS can achieve a 21.80% fuel consumption and CO2 emission optimization rate at the cost of 10.53% increase in the whole aircraft mass compared to the oil-only powertrain. The HESS can account for up to 29% and 33.56% of the energy and power ratios in the TEHPS, and reduce mass by 8.1% and volume by 3.77% compared to the single energy storage, which may provide theoretical insights for the powertrain composition form, sizing, and energy management of future hybrid air–ground aircraft.

Despite the general efforts of meteorological services to provide aeronautical observations at all ranges of airports automatically, for some meteorological variables, especially for the ones that highly rely on complex human perception (e.g., prevailing visibility and cloud coverage), reliable, fully automated observations cannot be ensured. This paper introduces novel possibilities to observe prevailing visibility and cloud coverage/height by means of a camera-based observation system that does not necessarily replace, but effectively and synergically amends the standard observations. We present human (and not automated) observations from a remote center that allows for an observer to report meteorological conditions remotely, only using images from cameras installed at the airport. The basic concept of the remote observer was developed within a previous SESAR project. The focus of our methods is set (1) on the quality of information with the occurrence of reduced visibility and enhanced cloud cover in inhomogeneous weather situations and (2) on a comparison of our approaches with those from local human observers. We conclude that for a correct estimation of the prevailing visibility, cloud coverage and cloud types, the automated sensors alone are inadequate; however, the camera-aided remote human approach to observations seems to be a promising supplement to eliminate the sensors’ deficiencies, in terms of the quality (e.g., high quality camera records; no more point measurements), objectivity (e.g., database of archived weather situations) and efficiency (e.g., no need to have an observer physically present at the airport). The possibility to provide observations remotely seems to be advantageous in the COVID-19 and post-COVID-19 era when the society must adapt to different levels of quarantine conditions, affecting and/or disabling standard work and travelling regimes.

This paper presents the development of technologies to support the decision-making of local government executives and smart city concept managers in selecting and evaluating the competencies of new members for advisory groups for solving problems that are implemented in safe times in individual areas or in crises, such as pandemics. The reason for developing effective urban transformation strategies and for the transparent selection of independent experts (non-politicians) for policymaking, decision-making, and implementation teams is not only the heterogeneity of smart city dimensions together with the necessary complexity and systems approach, but also the nature of the capacities and tools needed for smart city concepts. The innovative hybrid competency assessment model is based on fuzzy logic and a network for neuro-fuzzy assessment. It is a technological model for evaluating the competencies of specialists, taking into account the influence of human factors on the processes of personnel selection and system management. An innovative web platform named “Smart City Concept Personnel Selection” has been designed, which can be adapted to various users of municipalities or regional institutions for the transparent selection of qualified personnel for effective decision-making and the use of public funds during safe times or emergencies, such as the COVID-19 pandemic.

The prediction of landslides and other events associated with slope movement is a very serious issue in many national parks around the world. This article deals with the territory of the Malá Studená Dolina (Little Cold Valley, High Tatras National Park—Slovakia), where there are extensive talus cones, through which seasonally heavy hiking trails lead. In the last few years particularly, there have been frequent falls and landslides in the mountainous environment, which also caused several fatal injuries in 2018. For the above reasons, efforts are being made to develop a methodology for monitoring the changes of the talus cones in this specific alpine area, to determine the size, speed, and character of the morphological changes of the soil. Non-contact methods of mass data collection (laser scanning with Leica P40 and aerial photogrammetry with unmanned aerial system (UAS) DJI Phantom 4 Pro) have been used. The results of these measurements were compared and the overall suitability of both methods for measurement in such terrain evaluated. The standard deviation of the difference of surface determination (represented by the point cloud) is about 0.03 m. As such accuracy is sufficient for the purpose of monitoring talus cones and the use of UAS is easier and associated with lower risk of damage of expensive equipment, we conclude that this method is more suitable for mapping and for repeated monitoring of such terrain. The properties of the outputs of the individual measurement methods, the degree of measurement difficulty and specific measurement conditions in the mountainous terrain, as well as the economy of the individual methods, are discussed in detail.

The aircraft carrier is the most capable offshore military warship the mankind has ever build and is considered as a symbol of the absolute navy and national strenght. Construction of an aircraft carrier is having a great impact on country`s industry and economy – the production will involve thousands of components developed, produced, transported and assembled by indigenous factories. Building such a huge vessel promotes national industry and increase new job opprtunities. Therefore, development and construction of an aircraft carrier depends on strong economy and industry potential. This article deals with current and future projects of this „floating diplomatic and military means of deterrence“ and points out on main criteria in decision making process when choosing new carrier designs.

The purpose of this article is to identify differences in the perception of the US foreign and security policy by the first and the second Bush presidency. Due to the fact that both presidencies of George W. Bush were strongly influenced by neoconservative view on the US role in the World, the first chapter is dedicated to the impact of neoconservativism on foreign and security policy of President George W. Bush. Finally, it introduces reader to basic principles of President's Bush foreign and security policy implemented after September 11 terrorist attacks.The second chapter is the core chapter. It compares two major documents of Bush Administrations, which materialized his foreign and security policies. These are National Security Strategy 2002 and National Security Strategy 2006.

The aviatic integrated education and training based on the progressive technologies towards comprehensive security will be necessary for the future specialized preparation and training of the personnel in civil and military aerospace management and aviation, especially for expeditionary missions. The integrated pilot flight preparation and training based on the modern methodology of situational control would be used for improving our general system of present preparation and training, within the framework of the Armed Forces of the Slovak Republic.
