Abstract

A major challenge in sustainability science is identifying targets that maximize ecosystem benefits to humanity while minimizing the risk of crossing critical system thresholds. One critical threshold is the biomass at which populations become so depleted that their population growth rates become negative-depensation. Here, we evaluate how the value of monitoring information increases as a natural resource spends more time near the critical threshold. This benefit emerges because higher monitoring precision promotes higher yield and a greater capacity to recover from overharvest. We show that precautionary buffers that trigger increased monitoring precision as resource levels decline may offer a way to minimize monitoring costs and maximize profits. In a world of finite resources, improving our understanding of the trade-off between precision in estimates of population status and the costs of mismanagement will benefit stakeholders that shoulder the burden of these economic and social costs.

5. Social-ecological vulnerability of fishing communities to climate change: A U.S. West Coast case study

Abstract

Climate change is already impacting coastal communities, and ongoing and future shifts in fisheries species productivity from climate change have implications for the livelihoods and cultures of coastal communities. Harvested marine species in the California Current Large Marine Ecosystem support U.S. West Coast communities economically, socially, and culturally. Ecological vulnerability assessments exist for individual species in the California Current but ecological and human vulnerability are linked and vulnerability is expected to vary by community. Here, we present automatable, reproducible methods for assessing the vulnerability of U.S. West Coast fishing dependent communities to climate change within a social-ecological vulnerability framework. We first assessed the ecological risk of marine resources, on which fishing communities rely, to 50 years of climate change projections. We then combined this with the adaptive capacity of fishing communities, based on social indicators, to assess the potential ability of communities to cope with future changes. Specific communities (particularly in Washington state) were determined to be at risk to climate change mainly due to economic reliance on at risk marine fisheries species, like salmon, hake, or sea urchins. But, due to higher social adaptive capacity, these communities were often not found to be the most vulnerable overall. Conversely, certain communities that were not the most at risk, ecologically and economically, ranked in the category of highly vulnerable communities due to low adaptive capacity based on social indicators (particularly in Southern California). Certain communities were both ecologically at risk due to catch composition and socially vulnerable (low adaptive capacity) leading to the highest tier of vulnerability. The integration of climatic, ecological, economic, and societal data reveals that factors underlying vulnerability are variable across fishing communities on the U.S West Coast, and suggests the need to develop a variety of well-aligned strategies to adapt to the ecological impacts of climate change.

Abstract

Structured, systematic processes for decision-making can facilitate implementation of ecosystem-based fisheries management (EBFM). In US fisheries management, existing fishery ecosystem plans (FEPs) are primarily descriptive documents--not action-oriented planning processes. 'Next-generation' FEPs extend existing FEPs by translating ecosystem principles into action through a structured process, including identifying and prioritizing objectives and evaluating trade-offs while assessing alternative management strategies for meeting objectives. We illustrate the potential for implementing a structured decisionmaking process for EBFM by reviewing fisheries management case studies through the lens of the next-generation FEP process, highlighting two perspectives. First, across case studies almost all steps occur, many occurring in multiple regions, indicating scientific and fisheries management capacity exists to conduct structured process components. Second, adjustments would be needed to transition to next-generation FEPs, as existing activity is rarely conducted within a fully structured, integrated process and examples of certain steps are scarce, but existing examples can guide future management. Implementing ongoing activity within next-generation FEPs would likely streamline fisheries management activity, saving time and resources while improving outcomes for stakeholders and ecosystems. Dans la gestion des peches aux Etats-Unis, les plans ecosystemiques de gestion des peches (PEGP) sont principalement des documents descriptifs, et non des processus de planification axes sur les actions. Les PEGP de << prochaine generation>> elargissent les PEGP existants en traduisant des principes ecosystemiques en actions concretes par l'entremise d'un processus structure qui comprend la determination et la priorisation des objectifs et revaluation des compromis, parallelement a l'evaluation de differentes strategies de gestion visant l'atteinte des objectifs. Nous illustrons le potentiel d'application d'un processus decisionnel structure pour la GEP en examinant des etudes de cas de gestion des peches a travers la lorgnette du processus de PEGP de prochaine generation, faisant ressortir deux perspectives. D'abord, d'une etude de cas a l'autre, presque toutes les etapes ont lieu, dont bon nombre dans plusieurs regions, ce qui indique que les capacites scientifiques et de gestion des peches necessaires a la realisation des elements du processus structure existent bel et bien. Deuxiemement, des ajustements seraient necessaires pour passer aux PEGP de prochaine generation, les activites existantes etant rarement realisees dans le cadre d'un processus integre et entierement structure, et des exemples de certaines etapes etant rares; des exemples existants peuvent toutefois guider la gestion future. Abstract

Background: Tracheostomy in patients who are critically ill is generally performed due to prolonged mechanical ventilation and expected extubation failure. However, tracheostomy criteria and ideal timing are poorly defined, including equivocal data from randomized controlled trials and median intubation to tracheostomy times that range from 7-21 d. However, a consistent finding is that only -50% of late tracheostomy groups actually undergo tracheostomy, with non-performance due to recovery or clinical deterioration. Unlike in many jurisdictions, elective surgical procedures in our institution require a court-appointed guardian, which necessitates an approximately 1-week delay between the decision to perform tracheostomy and surgery. This offers a unique opportunity to observe patients with potential tracheostomy during a delay between the decision and the performance. Methods: ICU patients who were ventilated were identified for inclusion retrospectively by an application for guardianship relating to tracheostomy, the intention-to-treat point. The main outcomes of tracheostomy, extubation, or death/palliative care after inclusion were noted. Demographics, outcomes, and event timing were compared for the 3 outcome groups. Results: Tracheostomy-related guardianship requests were made for 388 subjects. Of these, 195 (50%) underwent tracheostomy, whereas 127 (33%) were extubated and 66 (17%) either died before tracheostomy (46 [12%]) or were transitioned to palliative care (20 [5%]). The median time (interquartile range) from guardianship request until a defining event was the following: 6.2 (4.0-11) d for tracheostomy, 5.0 (2.9-8.2) d for extubation (P < .001 as compared to tracheostomy group), and 6.5 (2.5-11) d for death/palliative care (P = .55 as compared to tracheostomy). Neurological admissions were more common in the tracheostomy group and less common in the palliative group. Other admission demographics and hospitalization characteristics were similar. Hospital mortality was higher for subjects undergoing tracheostomy (58/195 [30%]) versus extubation (24/127 [19%]) (P = .03). Conclusions: Delay in performing tracheostomy due to legal requirements was associated with a 50% decrease in the need for tracheostomy. This suggests that decision-making with regard to ideal tracheostomy timing could be improved, saving unnecessary procedures. [ABSTRACT FROM AUTHOR]

Abstract

For the Blue Foods economy—those sectors that gain value from the biological productivity of the oceans such as fisheries and aquaculture—climate shocks pose an existential threat. Species range shifts, harmful algal blooms, marine heatwaves, low oxygen events, coral bleaching, and hurricanes all present a serious economic risk to these industries, and yet there exist few financial tools for managing these risks. This contrasts with agriculture, where financial tools such as insurance are widely available for managing numerous weather-related shocks. Designing financial tools to aid risk management, such as insurance, for equitable resilience against marine climate shocks will give coastal communities access to the necessary means for reducing their sensitivity to climate shocks and improving their long-term adaptive capacity. We suggest that a convergence of the insurance industry and marine sectors, fostered through collaboration with governments, academics, and NGOs will help usher in new forms of insurance, such as ocean-index or parametric insurance. These new risk-management tools have the potential to help incentivize sustainable use of living marine resources, as well as strengthening the economic resilience of coastal communities to climate change. Abstract

Uncovering relationships between neuroanatomy, behavior, and evolution are important for understanding the factors that control brain function. Voluntary exercise is one key behavior that both affects, and may be affected by, neuroanatomical variation. Moreover, recent studies suggest an important role for physical activity in brain evolution. We used a unique and ongoing artificial selection model in which mice are bred for high voluntary wheel-running behavior, yielding four replicate lines of high runner (HR) mice that run ∼3-fold more revolutions per day than four replicate nonselected control (C) lines. Previous studies reported that, with body mass as a covariate, HR mice had heavier whole brains, non-cerebellar brains, and larger midbrains than C mice. We sampled mice from generation 66 and used high-resolution microscopy to test the hypothesis that HR mice have greater volumes and/or cell densities in nine key regions from either the midbrain or limbic system. In addition, half of the mice were given 10 weeks of wheel access from weaning, and we predicted that chronic exercise would increase the volumes of the examined brain regions via phenotypic plasticity. We replicated findings that both selective breeding and wheel access increased total brain mass, with no significant interaction between the two factors. In HR compared to C mice, adjusting for body mass, both the red nucleus (RN) of the midbrain and the hippocampus (HPC) were significantly larger, and the whole midbrain tended to be larger, with no effect of wheel access nor any interactions. Linetype and wheel access had an interactive effect on the volume of the periaqueductal gray (PAG), such that wheel access increased PAG volume in C mice but decreased volume in HR mice. Neither linetype nor wheel access affected volumes of the substantia nigra, ventral tegmental area, nucleus accumbens, ventral pallidum (VP), or basolateral amygdala. We found no main effect of either linetype or wheel access on neuronal densities (numbers of cells per unit area) for any of the regions examined. Taken together, our results suggest that the increased exercise phenotype of HR mice is related to increased RN and hippocampal volumes, but that chronic exercise alone does not produce such phenotypes.
