4. Theoretical Model for Applying Agency and Resource Dependency to Public Higher Education

Abstract

The purpose of this study was to provide a theoretical model for public higher education. Significant financial challenges are affecting the future of the public higher education sector of the United States. With a decline in enrollments in conjunction with minimal increases in state funding sources, many have speculated what the future holds for these institutions. The agency theory and resource dependency theories can be utilized to research these topics. Agency theory describes a relationship between a principal, in this case the individual states across the U.S., and an agent, the public higher educational institutions, whereby the agent performs duties on the principal's behalf. The institutions provide educational opportunities for the citizens of the respective state for appropriate funding allocations from the state's budget. The resource dependency theory describes the behavioral implications on organizational processes of being dependent on a limited number of resources. For public higher education systems, they are dependent upon two major sources of income: state appropriations and student tuition. The balance between these income sources can impact the principal/agent relationship between the state and their respective higher education institutions.

11. Assessing Connectedness in an Online MBA Course

Abstract

The purpose of paper was to assess connectedness that students felt in an online MBA course in which they were registered. Effective online instructors know that their students may succeed or fail depending upon many factors. The factors assessed in this study focused on building trust and a sense of connection between the instructor, students, and the materials. The ultimate goal of this study was to find ways to help students participate, collaborate, and actively engage in purposive activities within the online learning environment. A research model was chosen and used as the framework for developing a survey that would be distributed to students registered in an online MBA course.

Abstract

Dopant profiles near the semiconductor–oxide interface are critical for microelectronic device performance. As the incorporation of Si1−xGex into transistors continues to increase, it is necessary to understand the behavior of dopants in Si1−xGex. In this paper, the diffusion and electrical activation of phosphorus within a strained, single-crystal Si0.7Ge0.3 layer on Si during oxidation are reported. Both layers were uniformly doped, in situ, with an average phosphorus concentration of 4 × 1019 atoms/cm3. After high-temperature oxidation, secondary ion mass spectrometry measurements revealed that the bulk of the phosphorus diffuses out of only the SiGe layer and segregates at the oxidizing SiGe–SiO2 interface. Hall effect measurements corroborate the observed phosphorus loss and show that the phosphorus diffusing to the oxidizing interface is electrically inactive. Through density functional theory (DFT) calculations, it is shown that phosphorus interstitials prefer sites near the SiGe–SiO2 interface. Finally, based on a combination of experimental data and DFT calculations, we propose that the phosphorus atoms are displaced from their lattice sites by Ge interstitials that are generated during SiGe oxidation. The phosphorus atoms then migrate toward the SiGe–SiO2 interface through a novel mechanism of hopping between Ge sites as P–Ge split interstitials. Once they reach the interface, they are electrically inactive, potentially in the form of interstitial clusters or as part of the reconstructed interface or oxide. [ABSTRACT FROM AUTHOR]

In preparing the next generation of business professionals, educators need to take seriously the responsibility of empowering students with tools to assist them in their pursuits. One area of interest is Emotional Intelligence. Emotional Intelligence determines how students exercise self-control, zeal and persistence, and the ability to motivate themselves. The purpose of the study is two-fold with respect to Emotional Intelligence. First, the researchers will explore the differences of emotional intelligence examined by students' discipline within the school of business in a liberal arts college. Secondly, the researchers will analyze the implications for educators, administrators, researchers, and other interested parties. Findings, conclusions, and recommendations will be presented.

33. Perspective on Flipping Circuits I

Abstract

A flipped-classroom approach was implemented in a Circuits I class for electrical and computer engineering majors to lower its high attrition and failure rate. Students were asked to watch online lectures and then come to class prepared to work problems in small groups of four. The attitude, retention, and performance of students in the flipped group in Spring 2013 were compared to those for the traditionally taught group in Fall 2012. The Fall 2012 lectures were recorded, so that each group saw the same lectures. Student retention and test performance was significantly higher in the flipped course. In Fall 2012, 56% of the initially enrolled students received a C or better. In Spring 2013, this improved to 83%. The first exam scores were significantly better in Spring 2013, and this helped with student success. The authors believe that it was the alignment of online lectures, face-to-face student/teacher and peer/peer interactions, combined with the active learning component of the flipped classroom that led to these improvements.

40. Conflict-Driven Inductive Logic Programming.

Abstract

The goal of inductive logic programming (ILP) is to learn a program that explains a set of examples. Until recently, most research on ILP targeted learning Prolog programs. The ILASP system instead learns answer set programs (ASP). Learning such expressive programs widens the applicability of ILP considerably; for example, enabling preference learning, learning common-sense knowledge, including defaults and exceptions, and learning non-deterministic theories. Early versions of ILASP can be considered meta-level ILP approaches, which encode a learning task as a logic program and delegate the search to an ASP solver. More recently, ILASP has shifted towards a new method, inspired by conflict-driven SAT and ASP solvers. The fundamental idea of the approach, called Conflict-driven ILP (CDILP), is to iteratively interleave the search for a hypothesis with the generation of constraints which explain why the current hypothesis does not cover a particular example. These coverage constraints allow ILASP to rule out not just the current hypothesis, but an entire class of hypotheses that do not satisfy the coverage constraint. This article formalises the CDILP approach and presents the ILASP3 and ILASP4 systems for CDILP, which are demonstrated to be more scalable than previous ILASP systems, particularly in the presence of noise. Abstract

The 18th Maternal and Child Health (MCH) Epidemiology and 22nd CityMatCH MCH Urban Leadership Conference took place in December 2012, covering MCH science, program, and policy issues. Assessing the impact of the Conference on attendees' work 6 months post-Conference provides information critical to understanding the impact and the use of new partnerships, knowledge, and skills gained during the Conference. Evaluation assessments, which included collection of quantitative and qualitative data, were administered at two time points: at Conference registration and 6 months post-Conference. The evaluation files were merged using computer IP address, linking responses from each assessment. Percentages of attendees reporting Conference impacts were calculated from quantitative data, and common themes and supporting examples were identified from qualitative data. Online registration was completed by 650 individuals. Of registrants, 30% responded to the 6 month post-Conference assessment. Between registration and 6 month post-Conference evaluation, the distribution of respondents did not significantly differ by organizational affiliation. In the 6 months following the Conference, 65% of respondents reported pursuing a networking interaction; 96% shared knowledge from the Conference with coworkers and others in their agency; and 74% utilized knowledge from the Conference to translate data into public health action. The Conference produced far-reaching impacts among Conference attendees. The Conference served as a platform for networking, knowledge sharing, and attaining skills that advance the work of attendees, with the potential of impacting organizational and workforce capacity. Increasing capacity could improve MCH programs, policies, and services, ultimately impacting the health of women, infants, and children.
