The establishment and growth of new businesses are key ingredients for economic growth and job creation across economies. As such, a key objective for policymakers is targeting institutional and policy objectives that encourage entrepreneurship. Importantly, the literature on entrepreneurship distinguishes between types of entrepreneurs and their drivers; namely those motivated by ‘necessity’ or ‘opportunity’. A key differentiating characteristic is how each are correlated with broader economic cycles, i.e. necessity entrepreneurship is more likely to occur as other options for employment diminish rather than expand. To examine this in an Irish context, this research uses employment status information from the Labour Force Survey to examine the characteristics of the self-employed and the extent to which the determinants of becoming self-employed changed against the background of dramatic changes in economic conditions. There are increasing pressures on firms to adjust to the major global challenges of climate change and rapid developments in digital technologies. To date, the impacts of these two challenges on firms have largely been examined as separate issues. However there are suggestions of overlap, with the potential of digital technologies to help economies and firms shift to greener production methods. This paper provides a novel contribution to this literature on a "twin transition" by examining for the first time the overlap at a firm level between climate actions and digitalisation. The data are drawn from a large-scale survey of 3,000 firms in Ireland in 2020. The report includes novel questions on energy use, climate adaption priorities and digital strategies along with a wide range of firm characteristics. Our key outcome variables are the degree of digitalisation in the firm, if it has a climate plan and does it implement climate actions such as monitoring emissions. We find considerable overlap between having a climate and a digital plan in place across firms, while controlling for a range of other firm characteristics. At the same time, we find a reasonably large share of firms have positive attitudes to the importance of climate planning but without reporting corresponding concrete actions, suggesting a gap for policy to address. In this paper, we use new survey data on the Irish SME population to trace out the impact of the pandemic on revenues, firms' capacity to adjust their cost base and their usage of policy supports. Over 70 per cent of firms experienced some fall in turnover with a median fall of 25 per cent. The impact of the shock appears uncorrelated with past firm performance which highlights its exogenous nature. Expenditure fell by 8.5 per cent on average with 40 per cent of firms cutting spending. Losses were incurred in over 30 per cent of enterprises with a further 30 per cent just breaking even. We find that about 61 per cent of SMEs received wage subsidies, 20 per cent of firms used tax warehousing while fewer than 6 per cent of firms used lending initiatives. Policy support take-up is more likely among those more affected by the downturn, while the smallest firms appear less likely to use support than larger firms. [ABSTRACT FROM AUTHOR]

In this paper, we use novel firm-level survey data on investment expenditure for Irish SMEs to investigate the existence of investment constraints between 2016 and 2018. We model investment as a function of firms' economic fundamentals and factors affecting firms' access to finance. We use an empirical version of the traditional fundamental Q model which links investment to the marginal returns to capital. Empirically we deploy a two-stage Heckman model and include measures of financial frictions such as access to collateral, non-bank financing, internal finance and indebtedness. We find evidence that investment is substantially lower than the level suggested by economic fundamentals alone and that a considerable financing gap is evident. This paper revisits the work of Fitzsimons et al. (1999) on the level of trade between Ireland and Northern Ireland. In doing so, we reflect on the recent move to prominence of this issue since the referendum decision of the UK to leave the EU and also on the shift within the economics literature to looking at trade issues from a micro rather than a macro perspective as data availability has grown. Our country-level results show the same pattern of limited statistical significance for a border effect as was found in the earlier work still holds, but when using firm-level data we find a positive and significant border effect. This effect holds for total trade at firm and product level with the primary determinant coming from the intensive margin, both in terms of average exports per firm and average exports per product within firms. The UK exit from the European Union (Brexit) is likely to have a range of impacts, with trade flows one of the most immediate areas where the effects will become evident. One possible outcome of Brexit is a situation where WTO tariffs apply to merchandise trade between the UK and the EU. By examining detailed trade flows between the UK and all other EU members, matching over 5200 products to the WTO tariff applicable to external EU trade this paper shows that such an outcome would result in significantly different impacts across countries. Our estimates of exposure at the country level show an extremely wide range with reductions in trade to the UK falling by 5% (Finland) to 43% (Bulgaria) taking into account the new tariffs and the elasticity of the trade response to this price increase. This paper provides novel empirical evidence on the patterns and dynamics of exports by Irish firms over the past two decades from a highly detailed data set of export records at the firm‐product‐destination level. We identify patterns of export concentration and specialisation and how these evolved over time. Firms' strategies for export growth along product and destination markets mixes are then examined and the contributions of intensive (average sales) and extensive (number of products or markets) margins to overall exports and to export growth are calculated. We find that most exporting firms are quite small, selling a few products to a small number of destinations while export values are dominated by a relatively small group of highly globalised large firms selling many products to many destinations. Continuing exporters frequently introduce new products, drop products and enter and exit markets. Export growth in the case of Irish‐owned exporters appears largely driven by the extensive margin of product and destination changes. This article examines the effects of corporate tax on these location decisions of newly established multinational subsidiaries across 26 European countries over an 8-year period. We contribute to the existing literature by examining the effects of a non-linear response of firm location decisions to changes in the tax rate. We also show that there are large variations in the sensitivity to tax rates across sectors and firm size groups. In particular, financial sector firms are more than twice as sensitive to changes in corporation tax rates relative to other sectors. Our baseline result is a finding that a 1% increase in the statutory or policy rate of corporation tax would lead to a reduction in the conditional location probability of 0.68%. Using the effective average tax rate, the marginal effect implies a reduction in the location probability of 1.15% following a 1% increase in the tax rate. Since 2013, researchers in the Economic and Social Research Institute (ESRI) have compiled a hedonic rental index for the Residential Tenancies Board (RTB). The indicator estimates a standardised rental index on a national, Dublin and outside of Dublin basis based on the 950,000 rental properties registered with the RTB. The provision in late 2016 of detailed geographical identifiers has enabled an alternative series of indicators to be estimated. In particular, hedonic rental indicators for 137 local electoral areas (LEAs) are now available on a quarterly basis from Q3 2007 to Q4 2016. By providing a more accurate assessment of regional trends in rental supply and demand, the indicators should enable a more precise implementation of policies in the rental market. This paper documents the broad patterns of firm sales and participation in trade for Northern Ireland and Ireland. Looking across sectors and firm size groups, it examines the distribution of cross-border trade with a particular focus on the degree of integration of supply chains. Using both aggregate and firm-level data, this paper aims to give as comprehensive a picture as possible of the international activities of firms in both economies. I highlight the contribution made by micro and small firms in cross-border trade. Despite a steadily increasing probability of being an exporter as firm size increases, cross-border trade has many features that make it resemble local trade rather than international export activity. In this paper we examine the elasticity of Irish personal income taxation revenue with respect to aggregate national output - both GDP and GNP. This enables us to estimate the sensitivity of this key taxation aggregate with respect to changes in economic activity. Understanding the elasticity of the different taxation components vis-à-vis their underlying economic activity should enable policymakers to place the public finances on a more sustainable footing and hence avoid the sharp booms and busts that have characterised Irish taxation receipts over the past 20 years. Small and medium enterprises have been shown to rely mainly on banks for funding and, unlike larger firms, rarely have direct access to capital markets. This article looks at the extent to which SMEs avail of a wider range of funding options and how their use differs across firms and countries. Across all countries, we find that firms are currently using two or three sources of finance to fund their operations and have had previous experience of other types of funding. There are some noticeable differences across countries with peripheral economies generally being less diversified. Differences across firm size and age groups are more marked than cross-country variation, with smaller and younger firms significantly more reliant on a limited set of finance types and older, larger firms having more diversified financial structures. Looking at individual sources of financing, we find that trade credit and informal sources of finance are extremely prevalent across all countries, with Irish firms being particularly likely to use them as sources of funding. This research paper provides a statistical overview of which firms use non-bank financing in Ireland as well as a comparison vis-a-vis other Eurozone countries. We include a wide range of both non-bank debt finance (issued debt, trade credit, loans from friends/family/business partners, mezzanine debt and peer-to-peer lending/crowdfunding) as well as equity finance (venture capital, business angel and equity from friends and family and business partners). We attempt to answer the following research questions: (a) what firm characteristics are correlated with applications for, and usage of, specific types of bank finance? (b) What groups of firms or industries are more likely to apply for and use different types of non-bank finance? (c) Do Irish SMEs differ from other European enterprises and, if so, in what way? This overview should help provide evidence with which to understand the policy options available to diversify the financing options of Irish enterprises beyond their current reliance on bank lending. The small and medium enterprise (SME) segment is regarded as an important contributor to sustainable economic and employment recovery due to their largely indigenous, employment-intensive nature. The recent economic, financial and employment crisis has been particularly sharply felt in this segment of the Irish economy. Taking a wide range of indicators from firm production and bank lending data, this article examines the structure of the SME sector through the pre- and post-crisis period. This highlights the central contribution of SMEs to employment and job creation, with an emphasis on the role of indigenous, non-exporting firms. Descriptive evidence on the misallocation of credit in the run-up to the 2008 crisis, along with a reallocation of lending away from those sectors with highest pre-2008 credit accumulation is also presented. The empirical finding that exporting firms are more productive on average than non‐exporters has provoked a large theoretical literature based on models such as Melitz (), where more productive firms are more likely to overcome costs associated with trade. This paper investigates how closely the productivity heterogeneity framework fits the data from a firm‐level survey that includes information on export destinations and firm characteristics such as productivity. We find a high degree of unpredictable idiosyncratic participation in export markets by firms and a relatively weak positive correlation between the extent of a firm's export market participation and its export sales. We find that a small number of standard gravity variables provide a close fit to the country‐level determinants of trade but that greater variation results in more difficulty in explaining firm‐specific factors driving exporting behaviour. We also illustrate some elements of the dynamics over time in firm exporting patterns by destination. Using survey data from 2009 to 2011, we analyse the effects of the recent euro area economic, financial and private debt crisis on the supply of and demand for bank finance for small and medium enterprises (SMEs). At the country level, we identify three distinct aspects of the recent crisis in the euro area affecting firm credit through different channels. Controlling for country fixed effects, the impact of a weak real economy on firm credit operates both by reducing firms’ demand for bank financing and by lenders increasing loan rejections and tightening terms and conditions on credit allocated. On the other hand, financial conditions have no significant effect on demand, but they do affect credit supply as we find that financial tensions worsen the chances of obtaining credit and its terms and conditions. We interpret this as evidence of a bank balance sheet channel negatively impacting credit provision. This paper provides a comprehensive description of the evolution of the Irish labour market over the past fifteen years, with a particular emphasis on the crisis-related adjustment and its consequences. The sectoral aspect of employment developments and in particular the role of the construction sector is a common theme of this paper. With the unemployment rate tripling between 2008 and 2011, there have been clear implications for labour supply, as evidenced by the falloff in participation and the reversion to net outward migration. Micro data is used to calculate flows between labour market states, thereby providing insight into labour market dynamics. The issue of mismatch between labour demand and supply is highlighted as a key post-crisis challenge. This paper uses unique SME loan-level data complete with quarterly loan ratings assigned by the lending institution over the period 2008-2010. This allows us to examine the evolution of loan performance throughout the period of economic and financial crisis. We document the shift in the distribution of loans across ratings as economic conditions deteriorated, but also show that this effect was heterogeneous across sectors. In panel data estimations, changes in employment across sectors are shown to be a leading indicator of loan performance, demonstrating the importance of the link between real economy demand and loan impairment. Levels of outstanding credit in a sector cannot explain current loan performance. However, in keeping with a growing literature on the dangers of post-boom debt overhang, we calculate a measure of excess credit using deviations from a long-run trend that is strongly associated with higher levels of current impairment. The extension of credit to SMEs in Ireland has been identified as a necessary condition for economic recovery and job growth. The debate on whether the reduction in credit to this sector is caused by credit rationing by banks or a lack of credit demand on the part of SMEs has received much attention in media and policy circles. Owing to a lack of relevant available micro-data, research on this issue in Ireland has been sparse to date. The aim of this paper is to provide evidence using recently available firm-level data from the Central Statistics Office and the European Central Bank. Using the CSO data, we find a moderate decline in credit applications, coupled with a very large increase in credit rejection rates. Using firm-level production data, we find no evidence that the accepted firms have been pooled according to firm performance - more productive and fast-growing firms are as likely to be rejected as any other firm. Using the ECB data, we show that Irish firms are 15 to 18 percent more likely to be rejected for credit than a comparable Eurozone SME. We show also that Irish firms are less likely to have had decreased credit demand than other Eurozone SMEs in the 2009-10 period. [ABSTRACT FROM AUTHOR]

This paper uses a gravity model approach in order to analyse the geographical patterns of Irish exports. The gravity model in international trade has been demonstrated to be an extremely robust empirical method. The gravity model is first applied to aggregate Irish exports from 1980 to 2007. Distance is found to have a strong negative effect on exports. On the other hand, exports are positively related to sharing a common language and when communications infrastructure is well developed. The gravity model is shown to fit the data extremely well. We then use firm-level data on indigenous Irish exporters to divide the effects of trade costs into how they influence the number of firms exporting to each market and the average exports per firm. Finally, the firm data is divided into four broad sectors to examine if there is any sectoral variation in the standard results. [ABSTRACT FROM AUTHOR]

This article analyses the choices made by individual firms to enter the export market. A probit specification tests the probability of exporting in the current period given past exporting experience, controlling for the firm's initial export status. This article uses a two-step estimation procedure suggested by Orme (1997, 2001), which controls for the influence of initial conditions. Significant evidence of sunk costs was found, based on the observed persistence of export activity and the explanatory power of previous exporting experience on current export status. A measure of sector tradability was also used and as expected firms in more easily traded sectors were most likely to be exporters. With the recent slowdown in global economic growth, there has been considerable focus in Ireland on some high-profile job losses, particularly in the manufacturing sector. This paper places such developments into a broader context and shows that aggregate changes in the net number of jobs arise from large numbers of firms both increasing and decreasing employment simultaneously at all points in time. Even at the height of the Celtic Tiger boom when employment grew by 8 per cent, this was the result of 15 per cent growth in jobs by expanding firms offset by 7 per cent of positions being eliminated in contracting firms. One important feature of job flows is that they may contribute to productivity growth by allowing movements from low to high productivity firms. To a degree, this reflects the re-allocation of jobs from declining sectors to expanding sectors, but this is not a comprehensive explanation. A significant factor underlying job flows is the reallocation within sectors from under-performing firms to expanding firms. This study also shows that productivity growth is, on balance, positive for employment growth.
