The subject of the research was the examination of the factors of influence on the preparedness of the private security for disasters caused by fire. In addition to determining the preparedness index, there are deeper insights into the interrelationships between various selected variables and the level of preparedness of members of the private security. Using the random sampling method, 300 adult members of the private security were selected, and they participated in the research. The results of the research indicate that members of private security were not sufficiently prepared to react to fires. The research results could be used as a starting point for conducting further research in this area since the improvement in training of security personnel plays an important role in disaster control and prevention, thereby producing safer and more secure work environment and society.

This study is focused on the detailed examination of the combustion properties and kinetic analysis of a cellulose acetate fibrous bundle (CAFB), separated from used cigarette filters. It was shown that the faster rate of CAFB heating allows a large amount of heat to be supplied to a combustion system in the initial stages, where the increase in heating rate has a positive response to ignition behavior. The best combustion stability of CAFB is achieved at the lowest heating rate. Through the use of different kinetic methods, it was shown that combustion takes place through two series of consecutive reaction steps and one independent single-step reaction. By optimizing the kinetic parameters within the proposed reaction models, it was found that the steps related to the generation of levoglucosenone (LGO) (by catalytic dehydration of levoglucosan (LG)) and acrolein (by breakdown of glycerol during CAFB burning—which was carried out through glycerol adsorption on a TiO2 surface in a the developed dehydration mechanism) represent rate-controlling steps, which are strongly controlled by applied heating rate. Isothermal predictions have shown that CAFB manifests very good long-term stability at 60 °C (which corresponds to storage in a sea shipping container), while at 200 °C, it shows a sudden loss in thermal stability, which is related to the physical properties of the sample. This work examined the possibilities and limitations of model-free and model-based methods related to decrypting the kinetic complexity of multi-step thermo-oxidative degradation processes (as a testing system, a [4-(hydroxymethyl)phenoxymethyl] polystyrene resin was used), monitored by thermal analysis (TGA-DTG-DTA) techniques. It was found that isoconversional methods could successfully determine the correct number of process stages and presence of multiple reactions based on derived Ea(α) profiles and identify the negative dependence of the rate constant on the temperature. These methods could not overcome the problem that arose due to mass transfer limitations. The model-based method overcame more successfully the problem associated with mass transfer because its calculation machinery had capabilities for the correct solution of the total mass balance equation. However, a perfect fit with the experimental data was not achieved due to the dependence on the thermal history of the contribution (ctb.) of a given reaction step inside a fitting procedure cycle. On the other hand, through this approach, it was possible to estimate the rate-controlling steps of the process regarding the influence of the heating rate. It was found that for consecutive reaction mechanisms, the production of benzaldehyde and gases in high yields was controlled by the heating rate, where low heating rates were strongly recommended (≤10 K/min). Also, it was shown that the transport phenomenon may be also the rate-determining step (within the set of "intrinsic" kinetic parameters). It was also established that external heat transfer controls the overall rate, where the "pure" kinetic control regime had not been reached but was approached when lowering the temperature and size of the resin particles. The subject of this paper is irregular migration and modern models of preventing the smuggling of migrants on the part of the Western Balkan route through the Republic of Serbia. The goal is to show how the new strategic approach of the Serbian police in this area can give excellent results, that the application of modern methods of policing and technical means are aimed at preventing the smuggling of migrants, i.e., the illegal movement and transport of migrants across the state border and state territory to go to countries of the European Union. Based on the conducted research, the authors have drawn certain conclusions: 1) effectiveness, efficiency, and economy in the area of suppression of irregular migration can be achieved by applying an adequate criminal strategy, 2) the new strategic approach led to the discovery and arrest of a large number of people smugglers and the discovery of illegal firearms, 3) the use of modern technical means, coordinated, joint work of different police units and management from a single center by a strategic level manager directly in charge of combating irregular migration and human smuggling in a particular area (territory) which is estimated to be a hotspot of criminal activity, is a prerequisite for success. The use of deadly force in the Republic of Serbia is regulated by the Law on Police and the Rulebook on Police Powers. Empirical research on the use of deadly force or on refraining from the use of deadly force has never been undertaken in Serbia. Therefore, the research presented in this paper is the first on this important topic. It focuses on the use of firearms, abstinence from the use of firearms, and training in the use of firearms. In order to assess the competence of members of the Police Directorate of the Ministry of Interior of the Republic of Serbia in the use of firearms (FA), a structured questionnaire developed by using close-ended, multiple-choice questions, and 5-point Likert scale questions (1 for strongly disagree to 5 for strongly agree) was used in the study. The research was conducted from September to October 2022. The research showed that the use of deadly force by members of the police in Serbia is rare, and that it generally does not differ largely from other European countries. [ABSTRACT FROM AUTHOR]

The traditional view that only the police are responsible for security at sports events has largely been abandoned in the sense that stewards have more important place. This is also recognized in the Serbian legislation, in the standards of the Law on Private Security (LPS), the Law on the Prevention of Violence and Misconduct at Sports Events (LPVMSE), the Law on Public Assembly, and the international regulations of sports federations. The Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events - No. 218. (CETS 218), together with the Recommendation REC (2015) 1, and its annexes, which supersedes all previous recommendations, resolutions and statements, has also contributed to defining the role of stewards. Recommendation has become an integral part of the Convention (CETS 218). Common to all the aforementioned regulations is that the stewarding operations can be handled by persons who have completed special training. Unlike international regulations that provide extensive training for stewards, the existing programs in Serbia envisage very few hours of training. The work of stewards would certainly be aided by the improvement of certain legal regulations governing this area. The Republic of Serbia is not yet a signatory to the Convention (CETS 218), and it is necessary for the authorities to accede to its signing and ratification in order for Serbia to adopt the newly established European standards in this field as soon as possible.

Thermo-chemical conversion of cigarette butt filters (CBF) waste was investigated using various thermal analysis techniques (simultaneous TG-DTG-DTA and DSC methods) at different heating rates in an inert atmosphere. Thermo- and thermophysical properties of waste material were discussed, from the point of view of chemical structure and the influence of experimental parameters on the conversion process. It was established that acetyl groups of plasticizer (triacetin) interact with cellulose acetate through dipolar interactions and hydrogen bonding's. Influence of these polar interactions can affect the position of glass transition temperature, Tg, of CBF. Based on estimated value of Tg from DSC analysis, it was found that cellulose acetate present in CBF has degree of substitution equals to 2.8, where the presence of cellulose triacetate was confirmed. It was assumed that an increase of degree of substitution leads to decline in the crystallinity. A decline of crystallinity causes the reduction of hydroxyl groups, leading to less organized chains, and whereby decreasing of inter-molecular interactions through hydrogen bonding. Based on the examination of thermophysical characteristics of the tested material, it was found that both, the heat capacity and the thermal inertia of material linearly increase with temperature, during pyrolysis progression. It was concluded that the type of bio-char produced in this process would have a large capacity to store the heat, which may depend on the formed particles size diameter and porosity. Furthermore, it was inferred that magnitude drops of thermal conductivity, κ, after Tg depends on the material fibrillation. [ABSTRACT FROM AUTHOR]

In the last two decades of the 21st century, the significant development of the private security industry has taken place in Serbia and North Macedonia. However, the private security industry in these two countries did not reach professional standards as in other states of the former Yugoslavia. The aim of this paper was to determine students' perception of private security and its employees. The survey data were collected using an anonymous survey of 354 students (296 from Serbia and 58 from North Macedonia). In both countries the attitudes are heterogeneous, but a relatively small number of respondents have expressed a high level of perception of private security. The research has shown that gender, as one of demographic characteristics, has its role in shaping young people's views on the private security, that is, the female population has more positive views about private security officers, their integrity, and the nature of the private security job. The findings offer policy-makers and private security companies the opportunity to deploy new strategies to upgrade public attitudes towards private security, especially aimed at the male population.

Forests have a vital role for all living things. Children understanding of forest phenomena is the important knowledge for various sectors such as educators, policymakers, environmentalists, etc. This paper deals with the factors that affect knowledge and perception of forest fires of students, aged 10 to 19, in the city of Belgrade. The research was conducted between October 20th, 2013 and February 3rd, 2014. The authors have used a method of surveying students in order to identify and describe the factors affecting their knowledge about forest fires. A total of 3,548 students from 18 schools in Belgrade participated in the survey. The results of the research show that there is a discrepancy between perception and reality that is what students think they know and what they actually know in very basic terms. This set of findings in combination with other findings of moderators replicates previous research on the need for educational programs to ensure there is a match between youth confidence about what they know of hazards and their actual knowledge levels. Mismatches between the two could have serious consequences in disaster risk reduction terms. Given basic knowledge gaps here, this translates into educational programming that then needs to take account of this basic discrepancy to ensure, even from the early ages, consistency between 'knowledge and coping confidence' and actual knowledge and ability to cope and respond.
