This paper examines the impact of the labour market and the employment status on leaving the parental home in France, Germany and Italy. In particular, temporary employment has concentrated disproportionately among young labour market entrants without safe labour market anchorage. One consequence for young adults remaining in unemployment or nonpermanent jobs is the postponement of important decisions in their private lives such as home-leaving; whereas the length of postponement depends on the institutional context. Less attention has been paid to the analysis of education-specific patterns in the effects of employment precariousness on individual decision-making. The paper aims to fill this gap by analysing whether and how the employment status (employed/unemployed) as well as the type of contract (fixed-term/permanent) influences the first transition of leaving the parental home, and how this effect varies according to the level of education in three different institutional contexts. To this end, the paper uses a mixed method approach, combining results from a quantitative analysis of data from the European Labour Force Survey 2010 with findings from qualitative research based on interviews and focus groups with people aged 20-45 to highlight the mechanism driving young peoples' decisions. European pension policies have undergone a fundamental change throughout the last 20 years from promoting early retirement to extending working lives. Following recent labour market data, it seems as if the efforts are successful in delaying older workers' labour force exit and increasing their employment rate. Although this development is found across Europe, its extent varies largely by the country context. In addition, it also differs between social groups, hinting at a persistence (or even re-emergence) of social inequalities in the transition to retirement. Comparative evidnce from the European labour force survey for fours elected country case studies suggests that already privileged groups benefit most from the policy shift, while low-skilled workers are struggling to extend their working lives in often hard working conditions. Many governments world-wide are promoting longer working life due to the social and economic repercussions of demographic change. However, not all workers are equally able to extend their employment careers. Thus, while national policies raise the overall level of labour market participation, they might create new social and labour market inequalities. This paper explores how institutional differences in the United Kingdom, Germany and Japan affect individual retirement decisions on the aggregate level, and variations in individuals’ degree of choice within and across countries. We investigate which groups of workers are disproportionately at risk of being ‘pushed’ out of employment, and how such inequalities have changed over time. We use comparable national longitudinal survey datasets focusing on the older population in England, Germany and Japan. Results point to cross-national differences in retirement transitions. Retirement transitions in Germany have occurred at an earlier age than in England and Japan. In Japan, the incidence of involuntary retirement is the lowest, reflecting an institutional context prescribing that employers provide employment until pension age, while Germany and England display substantial proportions of involuntary exits triggered by organisational-level redundancies, persistent early retirement plans or individual ill-health. Faced with demographic ageing, European policy makers since the mid-1990s have taken a turn from fostering early retirement to promoting longer working life by reducing early exit incentives and facilitating work continuation. However, it remains open whether these reforms are yet reflected in the retirement plans and preferences of future pensioners’ cohorts. Using most recent data on desired retirement ages from the fifth wave of the European Social Survey (2010/11 wave), this paper empirically investigates how far current policy reforms are in line with the retirement age preferences of older workers aged 45 and over. Results show that older workers approaching retirement ages still intend to retire before the politically envisioned age of 65, and in many cases also before nationally defined standard retirement ages. Despite visible progress in implementing active ageing measures, the challenge of motivating older workers to continue working until or even beyond retirement ages thus remains. At the same time, there are regime-specific problem groups that face difficulties in adjusting to the active ageing paradigm of longer working life. Especially in countries with little employment support, those with unstable work careers, employment interruptions and few financial resources are at a high risk of being crowded out from late career employment and thus from the possibility of ensuring a decent standard of living in old age. Purpose – This paper aims to investigate the effect of flexible working conditions on work-family conflict in European countries. Flexible work has increasingly been used by employers to adapt to the demands of economic competition, often at the expense of employee's demands. Yet, at the same time, flexible work can provide a means to better combine work and family obligations. The paper seeks to explore which of these effects dominates for different types of flexible employment, paying specific attention to gender-specific effects. Design/methodology/approach – For the cross-national analysis of work-life-conflict, the authors employ the latest wave of the European Social Survey (ESS) from 2010, featuring a module on "Family, work and well-being". Binomial logistic regression is used to identify determinants of work-life-conflict both on the micro- and the macro-level. In addition to looking at flexible work forms as a phenomenon per se, specific attention is given to the experience of different types of employment flexibilization throughout the financial crisis. Findings – For both genders, irregularity and unpredictability of working hours negatively impact on work-life conflict beyond the mere amount of working hours. Yet, higher autonomy in choosing one's work time is used very differently: While women tend to use their control over working hours to achieve a better work-life-balance, men tend to use these arrangements to increase their work commitment, thereby enhancing their perceived work-family conflict. The authors argue that this gender-specific use of flexible work arrangements might still reflect the traditional gender roles and gender-segregated labour market structures. Adding to previous literature, the authors furthermore demonstrate that gender-specific differences are also apparent in the effects of the most recent economic crisis. Originality/value – By examining the effects of various types of flexible employment separately for men and women, the paper contributes to a better understanding of the gender-specific effects of flexible work arrangements on work-family-conflict within European countries. The 5th wave of the ESS furthermore for the first time allows an empirical investigation of the effects of the recent financial crisis on work-family conflict from a cross-nationally comparative perspective. After a long period of promoting early retirement, European societies have recently started to implement various reforms aimed at fostering a longer working life. Yet cross-national variations in older workers' employment remain, as institutional path dependency, socio-economic climate and persistent retirement culture have not allowed all countries to implement reforms to the same degree. In our paper, we provide an up-to-date international overview of country-specific contexts that support or hinder the employment of older workers in European countries. To this end, we use information on labour market, pension, and welfare policies that affect older workers' employment opportunities and retirement decisions. Adding to previous research, we contrast these “structural” indicators with selected “cultural” evidence from the European Survey data (Eurobarometer, European Social Survey) reflecting recent trends in retirement-related attitudes, perceptions and preferences. The available data allow for an unusually broad geographical scope, encompassing both Western European and Eastern European societies. Using these data, we perform a hierarchical cluster analysis to identify the specific types of “retirement regimes”. Finally, we relate these “new worlds of retirement” to the differentiation of “early” versus “late” exit regimes suggested by earlier literature to identify the forerunners and laggards in the gradual transition towards later retirement in Europe. Background: In the last two decades labor market participation for older employees has undergone a gradual political paradigm shift in many European countries from a policy of early retirement to one of extending working lives and active aging., Objective: This study investigated if this political paradigm shift is causing new social inequalities in retirement transition due to restricted financial possibilities for early retirement., Material and Methods: Data were derived from the European Union Labor Force Survey from the years 2006 and 2012 and selected European countries (Germany, Austria, Sweden and Estonia) were analyzed., Results: Associations between the specific implementation of the policy of active aging, the freedom of choice in retirement timing and retirement transition were found. It seems that voluntary retirement transitions are highest in those countries where the labor market and social policies are most coherent and aimed at supporting older workers' employability., Conclusion: The reduction of early retirement incentives should be supported by active labor market policies and a policy of extensive age-independent further training measures in order to minimize social inequalities.
