In common with other European countries, the Dutch government has pursued an active educational policy on migrants and minorities focusing on integration. This article presents the results of a study into the objectives and results of this policy between 1970 and 2002. Were the desired objectives achieved or were the outcomes of the educational policy the opposite of what was intended? To what extent did the integration policy in the Netherlands get a chance to take effect or was it abandoned before it had the opportunity to succeed? Firstly, the different assumptions and focal points of the Dutch educational policy regarding migrants and minorities in the past 30 years are discussed. Secondly, the educational position of the various ethnic groups is analysed. To conclude, we give an answer to the question regarding the extent to which the objectives of the educational policy on migrants and minorities were achieved and then go on to discuss the extent to which the integration policy of the central government in the field of education can be evaluated as successful.

Work first', women later? Labour market participation of female refugees.: The labour market participation of recent female refugees in the Netherlands is very low. This is caused not only by the fact that a large proportion of the female refugee population has a greater distance to the labour market (than male refugees), but also because municipalities – for various reasons – offer more support to male refugees seeking to enter the Dutch labour market. This article is based on an explorative study we carried out into the labour market opportunities of recent female refugees and job guidance policies of Dutch municipalities. First, we explore how background characteristics of the group of female refugees and the municipal focus on supporting male refugees to quickly join the workforce, influence each other negatively and greatly limit the chances of female refugees at finding paid work. We then discuss the consequences for the participation and integration of these newcomers and their families, both for the short and long term. The Dutch integration policy is regarded a failure by many, because the social mobility and adaptation of migrants is assumed to stagnate. Nowadays, Moroccans are by far the most stigmatised group in the Netherlands, mainly due to the over representation of Moroccan youth in crime statistics. In this article, processes of integration among Moroccans are examined by reviewing the available data on their educational and labour market position, individualisation, emancipation and social interactions. The general conclusion is that diversity has considerably increased. The public image is more stagnant than reality justifies, unduly focusing on integration problems of the first generation Moroccans and disregarding important trends among the younger generations.
