Abstract Introduction As wildfire smoke events increase in intensity and frequency in the Pacific Northwest, there is a growing need for effective communication on the health risks of smoke exposure. Delivery through a trusted source or intermediary has been shown to improve reception of risk communication messages. This is especially salient in rural and tribal communities who may be hesitant to trust information from state and federal agency sources. This study aims to identify and characterize trusted sources for smoke risk information in the Okanogan River Airshed Emphasis Area (ORAEA), a rural region of North Central Washington state that is heavily impacted by smoke from wildfires and prescribed fire. Methods The research team conducted a qualitative study using data collected through key informant interviews and focus groups to assess the role of various sources and intermediaries in disseminating smoke risk information. We used a consensual coding approach in NVivo Qualitative Analysis Software to sort data into preliminary categories, which were grouped into themes using a thematic analysis approach. We used member checking and iterative feedback processes with local project partners throughout the project to ensure credibility of results. Results Through the analysis, we identified three themes characterizing trusted sources for smoke risk communication in the ORAEA. These themes were: (1) local and tribal sources of information are perceived as more trustworthy than state and federal government sources, (2) trustworthiness is determined by an evaluation of multiple factors, in particular, perceived credibility, quality of information, and relationship with the source, and (3) conservative political ideology and perceived parallels with COVID-19 communication influence perception of trust. Within each theme, we identified several sub-themes, which contributed additional nuance to our analysis. Conclusion This study provides insights into which sources of information are trusted by rural and tribal community members in the ORAEA and why. Results from our study emphasize the importance of relationships and collaboration with local and tribal partners in smoke risk communication. In this paper, we discuss implications for state and federal agency practitioners and present recommendations for how to work with local and tribal partners on smoke risk communication.

There are more than 300 million hectares of forested land within the conterminous United States essential to sustaining the myriad social/cultural, economic, and ecologic benefits society enjoys from these lands. Nationwide, millions of forested hectares, both private and public, are disappearing functionally and physically through serve wildfire fire and land conversion. On many of these lands, management, centered on fire suppression, has led to reductions in forest resilience to wildfire. Lands, overstocked with accumulated fuel and faced with a changing climate, are expected to continue this legacy of fire and deteriorating health. A paradigm shift is needed to face the challenges confronting forests and enhance collaborative efforts across multiple forest ownerships. Our ability to leverage emerging technologies and pair them with the knowledge of indigenous peoples presents new opportunities for success. The objectives of this study were to 1) assess the Anchor Forest concept as a framework to leverage collaborative motivations and leadership by indigenous peoples (Tribes) in eastern Washington State to improve forest ecosystem health across legal and political boundaries, ‘cross-boundary’ management, and 2) demonstrate how the NASA carbon monitoring system (CMS) mapping products of regional forestland above ground biomass (AGB) density and temporal trends can provide information that supports decisionmakers in their efforts to collaboratively approach improving forest health conditions through management activities.

Extreme smoke events from wildland fires are increasing in frequency and intensity across the country. Risk communication around wildland and prescribed fires is an essential component of both smoke-readiness and resilience. To date, little research has been conducted on how smoke exposure risks can be communicated effectively, especially within the context of rural and tribal communities, who experience a disproportionate burden of smoke risks and impacts. This qualitative study analyzed how tribal and non-tribal communities in the Okanogan River Airshed Emphasis Area (ORAEA) receive and share information about smoke exposure to highlight gaps and communication opportunities for smoke risk communication. The ORAEA is a region of north-central Washington that is frequently blanketed with smoke year-round from wildland fire in the summer, prescribed fire in the fall and spring, and wood burning stoves in the winter. This study was the result of a partnership between the Okanogan River Airshed Partnership, the Natural Resource Division for the Confederated Tribes of the Colville Reservation, the Colville Environmental Trust Air Quality Program, and the University of Washington. The study team conducted seventeen key informant interviews and six focus groups to identify community perceptions of smoke exposure and describe its impact. A thematic analysis of interview and focus group data identified five themes around wildfire smoke risk communication: (1) perception of the health risks of smoke; (2) current ways of sharing information about smoke; (3) trusted sources of information; (4) gaps and communication opportunities; and (5) perceptions of prescribed fire. Based on these themes, we developed a set of six recommended actions. To create effective smoke risk communication that may be applicable to smoke-impacted regions across the country, messaging must address barriers to action, be rooted in community perceptions of risk, and be delivered through trusted channels.

The Confederated Colville Tribes collaborated with DroneSeed, a forestry drone start-up, to use drones to replant their tribal forest after a devastating fire. Using concepts from Bernard Stiegler to interrogate ethnographic data, this article argues that forestry drones are pharmaka: their biopolitics can be therapeutic, that is, negentropic, capable of reversing ecological simplification. Drone forestry is a type of arborescent governmentality, a tree-based computer-coded attempt to control the growth of a forest. For the Colville, this negentropy is also an act of sovereignty that protects culture and honors multispecies relationships. For DroneSeed, it is an experiment in negentropic geoengineering, an attempt to profitably leverage technologies and biological regeneration to sequester carbon and reduce global existential risk. Ultimately the project was not the success desired; the failure of technoliberal projects that blend ecological and economic liberalism shows that a more radical approach might be necessary to root carbon and slow capitalism. Active wildfire seasons in the western U.S. warrant the evaluation of post‐fire forest management strategies. Ground‐based salvage logging is often used to recover economic loss of burned timber. In unburned forests, ground‐based logging often follows best management practices by leaving undisturbed areas near streams called stream buffers. However, the effectiveness of these buffers has not been tested in a post‐wildfire setting. This experiment tested buffer width effectiveness with a novel field‐simulated rill experiment using sediment‐laden runoff (25 g/L) released over 40 min at evenly timed flow rates (50, 100 and 150 L/min) to measure surface runoff travel length and sediment concentration under unburned and high and low soil burn severity conditions at 2‐, 10‐ and 22‐month post‐fire. High severity areas 2‐month post‐fire had rill lengths of up to 100 m. Rill length significantly decreased over time as vegetation regrowth provided ground cover. Sediment concentration and sediment dropout rate also varied significantly by soil burn severity. Sediment concentrations were 19 g/L for the highest flow 2‐month post‐fire and reduced to 6.9–14 g/L 10‐month post‐fire due to abundant vegetation recovery. The amount of sediment dropping out of the flow consistently increased over the study period with the low burn severity rate of 1.15 g L−1 m−1 approaching the unburned rate of 1.29 g L−1 m−1 by 2‐year post‐fire. These results suggest that an often‐used standard, 15 m buffer, was sufficient to contain surface runoff and reduce sediment concentration on unburned sites, however buffers on high burn severity sites need to be eight times greater (120 m) immediately after wildfire and four times greater (60 m) 1‐year post‐fire. Low burn severity areas 1‐year post‐fire may need to be only twice the width of an unburned buffer (30 m), and 2‐year post‐fire these could return to unburned widths. [ABSTRACT FROM AUTHOR]

Continuing long and extensive wildfire seasons in the Western US emphasize the need for better understanding of wildfire impacts including post‐fire management scenarios. Advancements in our understanding of post‐fire hillslope erosion and watershed response such as flooding, sediment yield, and debris flows have recently received considerable attention. The potential impacts of removing dead trees, called salvage logging, has been studied, however the use of remotely sensed imagery after salvage logging to evaluate spatial patterns and recovery is novel. The 2015 North Star Fire provided an opportunity to evaluate hillslope erosion reduction using two field experiments and coincidental remotely sensed imagery over 3 years. Simulated rill experiments with four flow rates were used to quantify hillslope erosion on skidder trails with and without added logging slash compared with a burned‐only control. Seven replicated hillslope silt fence plots with the same treatments were also evaluated for natural rainfall events. WorldView‐2 satellite imagery was used to relate ground cover and erodible bare soil between the two experiments using multi‐temporal Normalized Differenced Vegetation Index (NDVI) values. Results indicate that the skid trails produced significantly more sediment (0.70 g s−1) than either the slash treated skid trail (0.34 g s−1) or controls (0.04 g s−1) with the simulated rill experiment. Similarly, under natural rainfall conditions sediment yield from hillslope silt fence plots was significantly greater for the skid trail (3.42 Mg ha−1) than either the slash treated skid trail (0.18 Mg ha−1) or controls (0 Mg ha−1). An NDVI value of 0.32 on all plots over all years corresponded to a ground cover of about 60% which is an established threshold for erosion reduction. Significant relationships between NDVI, ground cover, and sediment values suggest that NDVI may help managers evaluate ground cover and erosion potential remotely after disturbances such as a wildfire or salvage logging. Salvage logging is a controversial tool for post-wildfire management that removes fire-killed trees. We use a generalized randomized experimental design to fulfill two main objectives: (1) quantify the immediate (1-year post-harvest) effects of salvage logging on stand structure, fine and coarse woody fuel loadings; and (2) use pre- and post-empirical field data and the Fire and Fuels Extension to the Forest Vegetation Simulator (Reinhardt and Crookston 2003) to simulate post- wildfire dead woody fuel succession and snag dynamics. We compared the effects on woody fuel loadings of two salvage logging prescriptions: (1) seed tree harvest, thin to 3.4 [m.sup.2] * [ha.sup.-1]; and (2) full salvage of all merchantable timber, relative to unlogged controls. There was substantial block-level variability in the implementation of the treatments and in their immediate effects on fine fuel loading, complicating comparison of the two prescriptions. Overall, salvage logging did reduce snag basal area and, relative to unlogged controls, significantly increased measured fine woody fuel loading (10 and 100 h). Simulated snag fall was rapid, with a mean predicted snag basal area loss of 61% within 10 years. Future long-term monitoring of permanent field plots will supplement model predictions and provide valuable data to inform post-wildfire management decisions.
