In 2015, the largest recorded harmful algal bloom (HAB) occurred in the Northeast Pacific, causing nearly 100 million dollars in damages to fisheries and killing many protected marine mammals. Dominated by the toxic diatom Pseudo-nitzschia australis, this bloom produced high levels of the neurotoxin domoic acid (DA). Through molecular and transcriptional characterization of 52 near-weekly phytoplankton net-tow samples collected at a bloom hotspot in Monterey Bay, California, we identified active transcription of known DA biosynthesis (dab) genes from the three identified toxigenic species, including P. australis as the primary origin of toxicity. Elevated expression of silicon transporters (sit1) during the bloom supports the previously hypothesized role of dissolved silica (Si) exhaustion in contributing to bloom physiology and toxicity. We find that coexpression of the dabA and sit1 genes serves as a robust predictor of DA one week in advance, potentially enabling the forecasting of DA-producing HABs. We additionally present evidence that low levels of iron could have colimited the diatom population along with low Si. Iron limitation represents an overlooked driver of both toxin production and ecological success of the low-iron-adapted Pseudo-nitzschia genus during the 2015 bloom, and increasing pervasiveness of iron limitation may fuel the escalating magnitude and frequency of toxic Pseudo-nitzschia blooms globally. Our results advance understanding of bloom physiology underlying toxin production, bloom prediction, and the impact of global change on toxic blooms.

Climate change is an existential threat to the environmental and socioeconomic sustainability of the coastal zone and impacts will be complex and widespread. Evidence from California and across the United States shows that climate change is impacting coastal communities and challenging managers with a plethora of stressors already present. Widespread action could be taken that would sustain California's coastal ecosystems and communities. In this perspective, we highlight the main threat to coastal sustainability: the compound effects of episodic events amplified with ongoing climate change, which will present unprecedented challenges to the state. We present two key challenges for California's sustainability in the coastal zone: 1) accelerating sea-level rise combined with storm impacts, and 2) continued warming of the oceans and marine heatwaves. Cascading effects from these types of compounding events will occur within the context of an already stressed system that has experienced extensive alterations due to intensive development, resource extraction and harvesting, spatial containment, and other human use pressures. There are critical components that could be used to address these immediate concerns, including comanagement strategies that include diverse groups and organizations, strategic planning integrated across large areas, rapid implementation of solutions, and a cohesive and policy relevant research agenda for the California coast. Much of this has been started in the state, but the scale could be increased, and timelines accelerated. The ideas and information presented here are intended to help expand discussions to sharpen the focus on how to encourage sustainability of California's iconic coastal region.

Pseudo-nitzschia species with the ability to produce the neurotoxin domoic acid (DA) are the main cause of harmful algal blooms (HABs) along the U.S. West Coast, with major impacts on ecosystems, fisheries, and human health. While most Pseudo-nitzschia (PN) HAB studies to date have focused on their characteristics at specific sites, few cross-regional comparisons exist, and mechanistic understanding of large-scale HAB drivers remains incomplete. To close these gaps, we compiled a nearly 20-year time series of in situ particulate DA and environmental observations to characterize similarities and differences in PN HAB drivers along the California coast. We focus on three DA hotspots with the greatest data density: Monterey Bay, the Santa Barbara Channel, and the San Pedro Channel. Coastwise, DA outbreaks are strongly correlated with upwelling, chlorophyll-a, and silicic acid limitation relative to other nutrients. Clear differences also exist across the three regions, with contrasting responses to climate regimes across a north to south gradient. In Monterey Bay, PN HAB frequency and intensity increase under relatively nutrient-poor conditions during anomalously low upwelling intensities. In contrast, in the Santa Barbara and San Pedro Channels, PN HABs are favored under cold, nitrogen-rich conditions during more intense upwelling. These emerging patterns provide insights on ecological drivers of PN HABs that are consistent across regions and support the development of predictive capabilities for DA outbreaks along the California coast and beyond.

Long-term biological time series that monitor ecosystems across the oceans full water column are extremely rare. As a result, classic paradigms are yet to be tested. One such paradigm is that variations in coastal upwelling drive changes in marine ecosystems throughout the water column. We examine this hypothesis by using data from three multidecadal time series spanning surface (0 m), midwater (200 to 1,000 m), and benthic (~4,000 m) habitats in the central California Current Upwelling System. Data include microscopic counts of surface plankton, video quantification of midwater animals, and imaging of benthic seafloor invertebrates. Taxon-specific plankton biomass and midwater and benthic animal densities were separately analyzed with principal component analysis. Within each community, the first mode of variability corresponds to most taxa increasing and decreasing over time, capturing seasonal surface blooms and lower-frequency midwater and benthic variability. When compared to local wind-driven upwelling variability, each community correlates to changes in upwelling damped over distinct timescales. This suggests that periods of high upwelling favor increase in organism biomass or density from the surface ocean through the midwater down to the abyssal seafloor. These connections most likely occur directly via changes in primary production and vertical carbon flux, and to a lesser extent indirectly via other oceanic changes. The timescales over which species respond to upwelling are taxon-specific and are likely linked to the longevity of phytoplankton blooms (surface) and of animal life (midwater and benthos), which dictate how long upwelling-driven changes persist within each community.

In this paper, we outline the need for a coordinated international effort toward the building of an open-access Global Ocean Oxygen Database and ATlas (GO2DAT) complying with the FAIR principles (Findable, Accessible, Interoperable, and Reusable). GO2DAT will combine data from the coastal and open ocean, as measured by the chemical Winkler titration method or by sensors (e.g., optodes, electrodes) from Eulerian and Lagrangian platforms (e.g., ships, moorings, profiling floats, gliders, ships of opportunities, marine mammals, cabled observatories). GO2DAT will further adopt a community-agreed, fully documented metadata format and a consistent quality control (QC) procedure and quality flagging (QF) system. GO2DAT will serve to support the development of advanced data analysis and biogeochemical models for improving our mapping, understanding and forecasting capabilities for ocean O2 changes and deoxygenation trends. It will offer the opportunity to develop quality-controlled data synthesis products with unprecedented spatial (vertical and horizontal) and temporal (sub-seasonal to multi-decadal) resolution. These products will support model assessment, improvement and evaluation as well as the development of climate and ocean health indicators. They will further support the decision-making processes associated with the emerging blue economy, the conservation of marine resources and their associated ecosystem services and the development of management tools required by a diverse community of users (e.g., environmental agencies, aquaculture, and fishing sectors). A better knowledge base of the spatial and temporal variations of marine O2 will improve our understanding of the ocean O2 budget, and allow better quantification of the Earth’s carbon and heat budgets. With the ever-increasing need to protect and sustainably manage ocean services, GO2DAT will allow scientists to fully harness the increasing volumes of O2 data already delivered by the expanding global ocean observing system and enable smooth incorporation of much higher quantities of data from autonomous platforms in the open ocean and coastal areas into comprehensive data products in the years to come. This paper aims at engaging the community (e.g., scientists, data managers, policy makers, service users) toward the development of GO2DAT within the framework of the UN Global Ocean Oxygen Decade (GOOD) program recently endorsed by IOC-UNESCO. A roadmap toward GO2DAT is proposed highlighting the efforts needed (e.g., in terms of human resources).

In the California Current Ecosystem, krill represent a key link between primary production and higher trophic level species owing to their central position in the food web and tendency to form dense aggregations. However, the strongly advective circulation associated with coastal upwelling may decouple the timing, occurrence, and persistence of krill hotspots from phytoplankton biomass and nutrient sources. Results from a coupled physical-biological model provide insights into fundamental mechanisms controlling the phenology of krill hotspots in the California Current Ecosystem, and their sensitivity to alongshore changes in coastal upwelling intensity. The simulation indicates that dynamics controlling krill hotspot formation, intensity, and persistence on seasonal and interannual timescales are strongly heterogeneous and related to alongshore variations in upwelling-favorable winds, primary production, and ocean currents. Furthermore, regions promoting persistent krill hotspot formation coincide with increased observed abundance of top predators, indicating that the model resolves important ecosystem complexity and function.

Managing natural resources under large-scale environmental fluctuations like the El Niño Southern Oscillation (ENSO) is likely to become increasingly important under climate change. Forecasts of environmental conditions are improving, but the best response to an unfavorable forecast remains unclear; many practitioners advocate reducing harvest as a more precautionary approach, while prior economic theory favors increasing harvest. Using logistic and age-structured fisheries models, we show that informational constraints — uncertain stock estimates and restrictions on harvest policies — play a central role in choosing how to respond to a forecasted shock. With perfect knowledge and no policy constraints, risk-neutral managers should increase harvest when a negative shock is forecast. However, informational constraints may drive the optimal response to a forecast of a negative shock toward or away from precaution. Precautionary forecast responses arise when informational constraints make the harvest policy insufficiently sensitive to the true resource status. In contrast, uncertainty about the stock size can lead to more aggressive forecast responses when stock dynamics are nonlinear and not all fish are susceptible to fishing.

This study examines the occurrence of humpback whale (Megaptera novaeangliae) song in the northeast Pacific from three years of continuous recordings off central California (36.713°N, 122.186°W). Song is prevalent in this feeding and migratory habitat, spanning nine months of the year (September-May), peaking in winter (November-January), and reaching a maximum of 86% temporal coverage (during November 2017). From the rise of song in fall through the end of peak occurrence in winter, song length increases significantly from month to month. The seasonal peak in song coincides with the seasonal trough in day length and sighting-based evidence of whales leaving Monterey Bay, consistent with seasonal migration. During the seasonal song peak, diel variation shows maximum occurrence at night (69% of the time), decreasing during dawn and dusk (52%), and further decreasing with increasing solar elevation during the day, reaching a minimum near solar noon (30%). Song occurrence increased 44% and 55% between successive years. Sighting data within the acoustic detection range of the hydrophone indicate that variation in local population density was an unlikely cause of this large interannual variation. Hydrographic data and modeling of acoustic transmission indicate that changes in neither habitat occupancy nor acoustic transmission were probable causes. Conversely, the positive interannual trend in song paralleled major ecosystem variations, including similarly large positive trends in wind-driven upwelling, primary productivity, and krill abundance. Further, the lowest song occurrence during the first year coincided with anomalously warm ocean temperatures and an extremely toxic harmful algal bloom that affected whales and other marine mammals in the region. These major ecosystem variations may have influenced the health and behavior of humpback whales during the study period.

Multidisciplinary ocean observing activities provide critical ocean information to satisfy ever-changing socioeconomic needs and require coordinated implementation. The upper oxycline (transition between high and low oxygen waters) is fundamentally important for the ecosystem structure and can be a useful proxy for multiple observing objectives connected to eastern boundary systems (EBSs) that neighbor oxygen minimum zones (OMZs). The variability of the oxycline and its impact on the ecosystem (VOICE) initiative demonstrates how societal benefits drive the need for integration and optimization of biological, biogeochemical, and physical components of regional ocean observing related to EBS. In liaison with the Global Ocean Oxygen Network, VOICE creates a roadmap toward observation-model syntheses for a comprehensive understanding of selected oxycline-dependent objectives. Local to global effects, such as habitat compression or deoxygenation trends, prompt for comprehensive observing of the oxycline on various space and time scales, and for an increased awareness of its impact on ecosystem services. Building on the Framework for Ocean Observing (FOO), we present a first readiness level assessment for ocean observing of the oxycline in EBS. This was to determine current ocean observing design and future needs in EBS regions (e.g., the California Current System, the Equatorial Eastern Pacific off Ecuador, the Peru–Chile Current system, the Northern Benguela off Namibia, etc.) building on the FOO strategy. We choose regional champions to assess the ocean observing design elements proposed in the FOO, namely, requirement processes, coordination of observational elements, and data management and information products and the related best practices. The readiness level for the FOO elements was derived for each EBS through a similar and very general ad hoc questionnaire. Despite some weaknesses in the questionnaire design and its completion, an assessment was achievable. We found that fisheries and ecosystem management are a societal requirement for all regions, but maturity levels of observational elements and data management and information products differ substantially. Identification of relevant stakeholders, developing strategies for readiness level improvements, and building and sustaining infrastructure capacity to implement these strategies are fundamental milestones for the VOICE initiative over the next 2–5 years and beyond.

Warm conditions in the North Pacific in 2014-15 were a result of the continuation of the North Pacific marine heat wave, a large area of exceptionally high SST anomalies that originated in the Gulf of Alaska in late 2013. The North Pacific heat wave interacted with an El Niño developing in the equatorial Pacific in 2015. Weekly periods of exceptionally high temperature anomalies (>2˚C) occurred until the start of the El Niño (winter of 2015), when SSTs were still high but not as high as those due to the marine heat wave. During the 2015-16 El Niño, the depth of the 26.0 kg m-3 isopycnal (d26.0) was considerably shallower than during the 1982- 83 and 1997-98 events. The area affected by the marine heat wave and the 2015-16 El Niño in the mixed layer was comparable to the 1997-98 El Niño, but lasted longer. Water column stratification in the upper 100 m during 2015-16 was as strong as the most extreme values during the 1997-98 El Niño. This stratification was primarily driven by the warming of the upper 100 m. Despite notable perturbations, the effects of the 2015- 16 El Niño on hydrographic properties in the CalCOFI domain were not as strong as those observed during the 1997-98 El Niño. Warm ocean conditions, stratification, nutrient suppression, and silicic acid stress likely favored initiation of a toxic Pseudo-nitzschia bloom in fall 2014. Very low zooplankton displacement volumes were associated with anomalously warm and saline surface waters off Baja California. In contrast, during the 1997-98 El Niño, zooplankton volume was near average. Off California, pelagic red crab (Pleuroncodes planipes) adults were abundant in the water column and frequently washed up on beaches of southern California from January 2015 into 2016, and central California by September 2015. Glider measurements of integrated transport up to June 2015 did not detect anomalous northward advection. As expected, HF radar indicated northward surface currents along the central California coast in fall and winter 2015-16. Northward advection appeared to be much stronger during the 1997-98 El Niño. Throughout 2015-16, the zooplankton community on the Oregon shelf was dominated by lipid-poor tropical and sub-tropical copepods and gelatinous zooplankton, indicating poor feeding conditions for small fishes that are prey for juvenile salmon. The presence of rarely encountered species increased copepod species richness during 2015-16 to levels higher than the 1998 El Niño. We infer that the unusual copepod vagrants of 2015-16 originated from an offshore and southwesterly source; an important difference from the southerly origin of vagrants during the 1997-98 El Niño. The very warm conditions caused sardine spawning to shift from central California to Oregon. Mesopelagic fish assemblage off southern California exhibited higher abundances of species with southern affinities, and lower abundances of species with northern affinities. Forage fish (Pacific herring, northern anchovy, and Pacific sardine) were much less abundant in 2015-16 compared to previous years. In contrast, catches of salmon were close to average off northern California. Catches of young-ofthe- year rockfishes were high off central California, but low off both northern and southern California. Seabirds at Southeast Farallon Island in 2015 exhibited reduced breeding populations, reduced breeding success, lower chick growth rates, and lower fledging weights. Common murres were negatively affected in central and northern California, but seabird responses were species-specific. It is clear from the results presented here that the warm anomaly effects on the ecosystem were complicated, regionally specific, and that we do not fully understand them yet.

This report reviews the state of the California Current System (CCS) between winter 2012 and spring 2013, and includes observations from Washington State to Baja California. During 2012, large-scale climate modes indicated the CCS remained in a cool, productive phase present since 2007. The upwelling season was delayed north of 42°N, but regions to the south, especially 33° to 36°N, experienced average to above average upwelling that persisted throughout the summer. Contrary to the indication of high production suggested by the climate indices, chlorophyll observed from surveys and remote sensing was below average along much of the coast. As well, some members of the forage assemblages along the coast experienced low abundances in 2012 surveys. Specifically, the concentrations of all lifestages observed directly or from egg densities of Pacific sardine, Sardinops sagax, and northern anchovy, Engraulis mordax, were less than previous years’ survey estimates. However, 2013 surveys and observations indicate an increase in abundance of northern anchovy. During winter 2011/2012, the increased presence of northern copepod species off northern California was consistent with stronger southward transport. Krill and small-fraction zooplankton abundances, where examined, were generally above average. North of 42°N, salps returned to typical abundances in 2012 after greater observed concentrations in 2010 and 2011. In contrast, salp abundance off central and southern California increased after a period of southward transport during winter 2011/2012. Reproductive success of piscivorous Brandt’s cormorant, Phalacrocorax penicillatus, was reduced while planktivorous Cassin’s auklet, Ptychoramphus aleuticus was elevated. Differences between the productivity of these two seabirds may be related to the available forage assemblage observed in the surveys. California sea lion pups from San Miguel Island were undernourished resulting in a pup mortality event perhaps in response to changes in forage availability. Limited biological data were available for spring 2013, but strong winter upwelling coastwide indicated an early spring transition, with the strong upwelling persisting into early summer.

This report summarizes observations of the California Current System (CCS) from Baja California, Mexico to Oregon for the period from spring 2009 through spring 2010. During this period, changes in the state of the CCS reflected a transition from cool La Niña conditions into and through a short-lived, relatively weak El Niño event. Weaker than normal upwelling and several extended relaxation events contributed to warming over much of the CCS during summer 2009, especially in the north. Moderation of La Niña conditions in the CCS coincided with the development of El Niño conditions in the equatorial Pacific, yet manifested well in advance of any evidence for direct effects of El Niño on the CCS. Responses to El Niño in fall 2009 and winter 2009-2010 appear to have varied substantially with latitude: conditions off southern California returned to near climatological values with the decline of La Niña, and did not indicate any subsequent response to El Niño, yet the northern CCS warmed subtantially following the decline of La Niña and was strongly affected by intense downwelling during winter 2009-2010. The 2009-2010 El Niño diminished rapidly in early 2010, and upwelling off central and southern California resumed unusually early and strongly for a spring following an El Niño, but recovery from El Niño in early 2010 appears to be less robust in the northern CCS. Thus, despite dynamic changes in the overall state of the California Current, 2009-2010 continued the recent pattern of strong regional variability across the CCS.

Photosynthesis in the surface ocean converts atmospheric CO2 into organic particles, with the fraction sinking to depth representing a major part of the ocean's biological pump. Although sinking particles are known to be altered by attached‐bacteria during transit, most prior organic geochemical data indicated only minor replacement of plankton‐derived particles by bacterial material. We exploit bacteria‐specific biomarkers (d‐amino acids) in a multi‐year sediment trap in the Pacific Ocean (1,200 m) and suggest a different view. Major d‐amino acids were consistently measured at abundance demonstrating widespread accumulation of bacterial material in sinking particles. Bacterial detritus was estimated to account for up to 19% of particulate organic carbon and up to 36% of particulate nitrogen, much higher than cell count‐based values. The bacterial relative contribution increased with decreasing export production. Our results indicate that bacterial material constitutes an underappreciated component of the biological pump, a role expected to rise as the ocean warms. Plain Language Summary: Phytoplankton photosynthesis in the surface ocean plays a critical role in stabilizing atmospheric CO2. It converts CO2 into organic particles that sink and are reworked by colonizing bacteria. Bacteria respire most particles back to CO2 while also transforming some into their cell components. Although the involvement of bacteria can replace the plankton‐derived particles to bacterial material, most past organic geochemical data have suggested that the deep‐sea particles are still comprised mainly of plankton remnants. This renders the contribution of bacterial material to total particle export an unresolved and yet important question, because the source and composition of particles are important to their fate in the ocean. Here, we analyzed bacteria‐specific molecules in deep‐sea sinking particles and found that bacterial organic matter actually made up a large fraction of the particles. In addition, the relative contribution of bacterial material to the sinking particles increased as the total carbon export decreased. This has important implications for the future ocean carbon cycle, because modeling work predicts a scenario of lower carbon export to the deep sea as the ocean warms. In this context, our findings imply a greater importance of bacteria in marine organic matter export and sequestration in a warming ocean. Eastern boundary upwelling systems (EBUS) contribute a disproportionate fraction of the global fish catch relative to their size and are especially susceptible to global environmental change. Here we present the evolution of communities over 50 d in an in situ mesocosm 6 km offshore of Callao, Peru, and in the nearby unenclosed coastal Pacific Ocean. The communities were monitored using multi-marker environmental DNA (eDNA) metabarcoding and flow cytometry. DNA extracted from weekly water samples were subjected to amplicon sequencing for four genetic loci: (1) the V1–V2 region of the 16S rRNA gene for photosynthetic eukaryotes (via their chloroplasts) and bacteria; (2) the V9 region of the 18S rRNA gene for exploration of eukaryotes but targeting phytoplankton; (3) cytochrome oxidase I (COI) for exploration of eukaryotic taxa but targeting invertebrates; and (4) the 12S rRNA gene, targeting vertebrates. The multi-marker approach showed a divergence of communities (from microbes to fish) between the mesocosm and the unenclosed ocean. Together with the environmental information, the genetic data furthered our mechanistic understanding of the processes that are shaping EBUS communities in a changing ocean. The unenclosed ocean experienced significant variability over the course of the 50 d experiment, with temporal shifts in community composition, but remained dominated by organisms that are characteristic of high-nutrient upwelling conditions (e.g., diatoms, copepods, anchovies). A large directional change was found in the mesocosm community. The mesocosm community that developed was characteristic of upwelling regions when upwelling relaxes and waters stratify (e.g., dinoflagellates, nanoflagellates). The selection of dinoflagellates under the salinity-driven experimentally stratified conditions in the mesocosm, as well as the warm conditions brought about by the coastal El Niño, may be an indication of how EBUS will respond under the global environmental changes (i.e., increases in surface temperature and freshwater input, leading to increased stratification) forecast by the IPCC.
