Paired stressors of sea-level rise and abandoned ditches and embankments from historic farming practices have exacerbated waterlogging and accelerated replacement of valuable interior high marsh with large pools throughout the United States Atlantic seaboard. High marsh loss has contributed to substantial population declines and the threat of future extinction of the Saltmarsh Sparrow (Ammodramus caudacutus), an endemic species of coastal wetlands. Creation of runnels and selective ditch maintenance has been promoted as short- and medium-term solutions to conserve and restore high marsh habitat and restore natural single-channel hydrology. A comprehensive monitoring program was launched in 2020 to evaluate the effect of runnels and maintenance of selective ditches on the hydrology, vegetation, and elevation of interior marshes across 17 marshes of Maine, Massachusetts, and Rhode Island, with the explicit goal of habitat conservation for the Saltmarsh Sparrow. The marsh surface was classified from 2010–21 with public aerial imagery to document the change in aerial extent of the vegetated marsh surface and unvegetated:vegetated ratio of tidal watersheds (mean size = 2.12 ± 0.18 ha) associated with specific management actions: runnelling, reference healthy marshes, and no-action pannes and pools. Runnels reversed the expansion of pools and pannes with annual declines of –0.037 unvegetated:vegetated ratio and gains of 1.55% vegetated area. Tidal watersheds gained an overall net 2.08 ha vegetated surface post-restoration, despite continued losses in reference and no-action tidal watersheds. Re-establishing hydrologic paths to allow regular tidal flooding and drainage promotes revegetation of shallow waterlogged pools—a first step toward rebuilding marsh elevation and conserving habitat for saltmarsh sparrows. In recent years, salt marsh restoration projects have focused upon restoring hydrology through culvert enlargement to return functional values lost due to reduced tidal flow. To evaluate culvert effects on upstream nekton assemblages, fyke nets were set upstream of tidally restricted creeks, creeks recently restored with larger culverts, and paired reference creeks in New Hampshire and Maine, U.S.A. Subtidal habitats created or enlarged by scour were found immediately upstream of undersized culverts. All marshes supported similar assemblages and densities of fish, suggesting that marshes upstream of moderately restrictive culverts provide suitable habitat to support fish communities. However, densities of Crangon septemspinosa (sand shrimp) were significantly reduced upstream of culverts. A mark-recapture study was conducted in tidally restricted, restored, and reference marsh creeks to evaluate culvert effects on the movement of Fundulus heteroclitus (mummichog), the numerically dominant fish species in New England salt marshes. Recapture data indicated that small culvert size and consequently increased water velocity significantly decreased fish passage rates. We infer that upstream subtidal habitats and greater water velocities due to undersized culverts decreased nekton movements between upstream and downstream areas, resulting in segregated nekton populations. Restoration of salt marsh hydrology by the installation of adequately sized culverts will support increased fish access to marsh habitats and nekton-mediated export of marsh-derived production to coastal waters. The rapid proliferation of Phragmites australis in North America has challenged resource managers to curb its expansion and reduce the loss of functional tidal marsh. We investigated whether native plant competition could reduce the ability of Phragmites to invade a tidal marsh, and if plant diversity (species richness, evenness, and composition) altered the competitive outcome. Immature Phragmites shoots and four native halophytes were transplanted to small but dense field plots (~1,200 shoots m) comprising three community structure types ( Phragmites alone, Phragmites + 1 native species, and Phragmites + 4 native species). Interspecific competition significantly reduced Phragmites aboveground biomass, shoot length production, density, and survival by approximately 60%. Additionally, plots planted with greater native diversity contained Phragmites with the lowest growth and survival, potentially indicating diversity-enhanced resource competition. Competition consistently reduced the growth of Phragmites even under favorable conditions: lack of strong tidal flooding stresses as well as elevated nutrient pools. [ABSTRACT FROM AUTHOR]

We compiled salt marsh monitoring datasets from 36 complete or imminent restoration projects in the Gulf of Maine to assess regional monitoring and restoration practices. Data were organized by functional indicators and restoration project types (culvert replacement, excavation works, or ditch plugging) then pooled to generate mean values for indicators before restoration, after restoration, and at reference sites. Monitoring data were checked against the regional standards of a voluntary protocol for the Gulf of Maine. Data inventories showed that vegetation and salinity indicators were most frequently collected (89 and 78% of sites, respectively), whereas nekton, bird, and hydrologic measures were collected at only about half of the sites. Reference conditions were monitored at 72% of sites. Indicators were analyzed to see if project sites were degraded relative to reference areas and to detect ecological responses to restoration activities. Results showed that compared to reference areas, prerestoration sites had smaller tidal ranges, reduced salinity levels, greater cover of brackish plants species, and lower cover of halophyte plants. Following restoration, physical factors rebounded rapidly with increased flood and salinity levels after about one year, especially for culvert projects. Biological responses were less definitive and occurred over longer time frames. Plant communities trended toward recovered halophytes and reduced brackish species at 3+ years following restoration. Nekton and avian indicators were indistinguishable among reference, impacted, and restored areas. The protocol was successful in demonstrating restoration response for the region, but results were limited by regional inconsistencies in field practices and relatively few multiyear datasets. Abstract Assessing the response of salt marshes to tidal restoration relies on comparisons of ecosystem attributes between restored and reference marshes. Although this approach provides an objective basis for judging project success, inferences can be constrained if the high variability of natural marshes masks differences in sampled attributes between restored and reference sites. Furthermore, such assessments are usually focused on a small number of restoration projects in a local area, limiting the ability to address questions regarding the effectiveness of restoration within a broad region. We developed a hierarchical approach to evaluate the performance of tidal restorations at local and regional scales throughout the Gulf of Maine. The cornerstone of the approach is a standard protocol for monitoring restored and reference salt marshes throughout the region. The monitoring protocol was developed by consensus among nearly 50 restoration scientists and practitioners. The protocol is based on a suite of core structural measures that can be applied to any tidal restoration project. The protocol also includes additional functional measures for application to specific projects. Consistent use of the standard protocol to monitor local projects will enable pooling information for regional assessments. Ultimately, it will be possible to establish a range of reference conditions characterizing natural tidal wetlands in the region and to compare performance curves between populations of restored and reference marshes for assessing regional restoration effectiveness. Mesocosm experiments were conducted in the summer of 1996 to quantify the effect of bioturbation by Carcinus maenas (the introduced European green crab) on survival of transplanted Zostera marina (eelgrass). The research grew out of a successful 2.52 ha eelgrass transplant project in the Great Bay Estuary of New Hampshire. At several subtidal sites, green crabs were found to damage transplanted eelgrass by cutting the shoots to the extent that some sites demonstrated poor survival. In three separate experiments, eight replicate mesocosm tanks were transplanted with 36 shoots of eelgrass, and different crab densities were introduced into the tanks. The number of shoots damaged by crabs was significantly higher in tanks with moderate (4.0 crabs/m2 ), high (7.0 crabs/m2 ), or very high (15.0 crabs/m2 ) crab densities than in tanks with low (1.0 crabs/m2 ) crab densities. Up to 39% of viable shoots were lost within one week of exposure to green crab activities. The mesocosm results demonstrated that green crabs were not directly attracted to eelgrass but that they significantly decreased transplant survival through their activity. Field densities of green crabs were found to exceed the density at which most damage occurred in the experiments, suggesting that this introduced species can be a major determinant of eelgrass transplant survival. The results underscore the major influence that biological components of transplant sites can have on transplant survival, and the need for their consideration in the site selection process. Worldwide, seagrasses provide important habitats in coastal ecosystems, but seagrass meadows are often degraded or destroyed by cultural eutrophication. Presently, there are no available tools for early assessment of nutrient over-enrichment; direct measurements of water column nutrients are ineffective since the nutrients typical of early enrichment are rapidly taken up by plants within the ecosystem. We investigated whether, in a gradient of nutrient availability but prior to actual habitat loss, eelgrass (Zostera marina L.) plant morphology and tissue nutrients might reflect environmental nutrient availability. Eelgrass responses to nitrogen along estuarine gradients were assessed; two of these plant responses were combined to create an early indicator of nutrient over-enrichment. Eelgrass plant morphology and leaf tissue nitrogen (N) were measured along nutrient gradients in three New England estuaries: Great Bay Estuary (NH), Narragansett Bay (RI) and Waquoit Bay (MA). Eelgrass leaf N was significantly higher in up-estuary sampling stations than stations down-estuary, reflecting environmental nitrogen gradients. Leaf N content showed high variance, however, limiting its ability to discriminate the early stages of eutrophication. To find a stronger indicator, plant morphological characteristics such as number of leaves per shoot, blade width, and leaf and sheath length were examined, but they only weakly correlated with leaf tissue N. Area normalized leaf mass (mg dry weight cm−2), however, exhibited a strong and consistently negative relationship with leaf tissue N and a significant response to the estuarine nutrient gradients. We found the ratio of leaf N to leaf mass to be a more sensitive and consistent indicator of early eutrophication than either characteristic alone. International efforts to restore degraded ecosystems will continue to expand over the coming decades, yet the factors contributing to the effectiveness of long-term restoration across large areas remain largely unexplored. At large scales, outcomes are more complex and synergistic than the additive impacts of individual restoration projects. Here, we propose a cumulative-effects conceptual framework to inform restoration design and implementation and to comprehensively measure ecological outcomes. To evaluate and illustrate this approach, we reviewed long-term restoration in several large coastal and riverine areas across the US: the greater Florida Everglades; Gulf of Mexico coast; lower Columbia River and estuary; Puget Sound; San Francisco Bay and Sacramento-San Joaquin Delta; Missouri River; and northeastern coastal states. Evidence supported eight modes of cumulative effects of interacting restoration projects, which improved outcomes for species and ecosystems at landscape and regional scales. We conclude that cumulative effects, usually measured for ecosystem degradation, are also measurable for ecosystem restoration. The consideration of evidence-based cumulative effects will help managers of large-scale restoration capitalize on positive feedback and reduce countervailing effects.
