The technique for investigating isomeric states of nuclei with a large values of energy value and total momentum created in the neutron capture reaction has been developed. The technique is based on the spectrometry of multiplicity, energy, and time of registration of instantaneous and delayed gamma cascades of isomer occupancy and decay, respectively. The technique was tested in measurements of the isomeric ratio of the 183W level with energy Eiz = 1.285 MeV with total moment 4,5 Jπiz = and lifetime Tiz = 8.2 μs in the neutron absorption reaction, which is equal to αiz = (4.7 ± 0.9)·10−3. At large values of the efficiency of registration of acts of settlement and decay of the isomer (0.6 - 0.8), the level of the corresponding background of the spectrometer is only 3.5·10−4 s−1 . At the countable load at the spectrometer input ~1.5·10³ s −1, the expected sensitivity of determining the isomeric ratio in measurements with the mono isotope of the sample is αiz ~(0.3 ± 1.0)·10−4 . In this paper, we study the existence of multiple nontrivial nonnegative weak solutions to a coupled system of elliptic PDEs. The existence of solutions in the Nehari manifold is proved. The Lusternik-Schnirelman category is used to prove the existence of at least cat(Ω)+1 number of solutions, where Ω is a bounded domain in which the problem is considered. [ABSTRACT FROM AUTHOR]

The method for determination of f-activity (spontaneous fission) of samples based on a combination of multiplicity spectrometry, measurement of radiation energy, and registration of time of long-range fission products is considered. У процесі дослідження доведено, що лише реалізація суддею своїх дискреційних повноважень щодо об’єднання кримінальних проваджень в одне провадження (відповідно до вимог статті 334 КПК України) є єдиною винятковою ситуацією, яка передбачає за відсутності обвинувального вироку суду в «першому кримінальному провадженні», який для правомірності кваліфікації за ознакою повторності повинен набути законної сили, застосування при кваліфікації дій обвинуваченого в «наступному кримінальному провадженні» такої кваліфікуючої ознаки, як «повторність». В іншому ж разі варто вести мову про порушення такої конституційної засади кримінального провадження, як презумпція невинуватості та забезпечення доведеності вини, якщо дії особи кваліфіковано за кваліфікуючою ознакою «повторно» без попередньої реалізації дискреційних повноважень судді щодо об’єднання кримінальних проваджень в одне провадження (відповідно до вимог статті 334 КПК України) або без постановлення обвинувального вироку в «першому провадженні».

Presently, different judicial divisions of the Criminal Cassation Court of the Supreme Court offer varying legal conclusions concerning the possibility to classify the actions of a person when sentencing based on the criterion of classification "repeated" varies. This conclusion follows from the analysis of the judicial Decree as of December 11, 2019 (Proceeding No. 51-4204 км 19, Сase No. 274/2956/17) of the Third judicial division of the Criminal Cassation Court, the Decree of the First judicial division of the Cassation Criminal Court as of July 10, 2018 (Proceeding No. 51-2475 км 18, Case No. 545/3663/16-к), and of the Decree as of February 27, 2019 (Proceeding No. 51-5205 км 18, Case No. 695/136/17) of the Second judicial division of the Criminal Cassation Court. Due to such a state of affairs, the already amalgamated division of the Criminal Cassation Court of the Supreme Court was making its own decision in Case No. 591/4366/18 (Proceeding No. 51-1122 кмо 20) on September 14, 2020. Yet, my opinion is that not all arguments and statements of facts provided in this decree can be agreed on without questions. In the process of the research, it was proved that the situation of the judge's practicing their discretion powers concerning merging criminal proceedings into one proceeding (according to the requirements of Article 334 of the Criminal Procedural Code of Ukraine) is the only exceptional situation that provides for, in absence of the court's guilty verdict in "the first criminal proceeding," which for the legal classification of the repeated offence must take a legal effect, using the criterion of classifying the actions of the accused as "repeated" in the "next criminal proceeding." The purpose of the article is a social and anthropological conceptualization of the nature of the phenomenon of public–person through the universal characteristics of the mass media of the modern information society. The methodology of the research is based on the generalization of theoretical studies of social anthropological philosophy in the field of public communications. Scientific novelty is in the allocation of a separate direction for the study of the phenomenon of public–person through the correlation with other philosophical concepts (publicity, mass society, public discourse) in a framework of social and anthropological concepts. Conclusion: a public– person as a communicative phenomenon of the modern information space creates separate forms of peculiar mass cult of personality – excessive self– expression, self–immolation, self–promotion. At the same time, the public– person is doomed to the immeasurable manifestation of its own individuality in the current conditions of «plurality». The mass society no longer aspires to colonize the private, but instead, it is private – in the human–self – applies to the public mass space, which is increasingly liberated from social functions by shifting them to the individual activity. Such behavior should be viewed as the will to search a personal identity, as self–expression or as a will to satisfy his or her own «ego», representation of «myself» as a product on the «market of personalities». In this study we make an attempt to examine the will-intellect relationship which plays a significant role in determining different aspects of A. Schopenhauer’s philosophy. These notions, will and intellect, don’t have a univocal meaning in the system of the German thinker. On the one hand, the will is considered to be the metaphysical substance, single, blind and incognizable, on the other hand, it is a phenomenon of the world of representation, will-to-live, the objectification of the primary will. Similarly, the notions of self-consciousness, reason and intellect seem to be rather complicated. They are the elements of cognition and, at the same time, the distinct phenomena of the objectivized world with their own particular functions. Contrary to the dominating rationalist tradition of the time, A. Schopenhauer postulates the primacy of the will over the intellect. According to his views, the will is the ultimate reality and the intellect only is a manifestation of this primary metaphysical will in the phenomenal world, the function of the physical brain. The establishing of will-intellect relationship changes on the different stages of the philosopher’s arguments. This fact allows the researchers to distinguish several patterns in the relationship between the will and the intellect. Such multiplicity seems to break the consistency of A. Schopenhauer’s philosophical system and is seen as paradoxical by some of his works researchers. A. Schopenhauer’s appreciation of philosophical ideas of the Orient, in particular Indian Upanishads, can give us the key to the possible understanding of the complicated doctrines of his philosophy. The ideas of ancient Indian philosopher Sankara may well serve this goal. These ideas were presented in his Advaita Vedanta and dealt with the ultimate reality, which exists beyond the human understanding, and the illusory world of representations; they reflect possibility of rational and intuitive cognition of the real and phenomenal worlds. The benefits of this study lie in better understanding of A. Schopenhauer’s profound ideas and the deep connections between his views and Indian philosophy.
