В настоящей статье автор рассматривает понятие и виды международных санкций. На основепредставленных дефиниций разных словарей выделяются следующие критерии санкций: 1) источник санкций — (как правило) вышестоящая (властная) инстанция; 2) наличие правонарушения;3) неблагоприятные последствия; 4) в рамках международного права — мера воздействия. Автор заключает, что в современный период понятие «санкции» получило широкое распространение средиученых различных областей наук. Вместе с тем когда речь заходит о действиях одного государства,следует понимать санкции как односторонние ограничительные меры, влекущие неблагоприятныепоследствия, а не как меры ответственности. Персонализация, таргетирование международных санкций обусловливают легкую юридизацию последних, которая, однако, вряд ли будет полной в отсутствие политической воли. Одновременно наблюдается многообразие видов международных санкций.

The article considers topical issues of functioning of the financial market in a globalized economy, approaches to determination of essence of the world financial market, classification of risks, inherent to the Russian financial market in terms of international sanctions. Analyzed the impact of the imposition of sanctions, the peculiarities of the stock market of the Moscow exchange in contrast to global exchanges. The analysis of risk factors in the financial market and ways to neutralize them.

The article analyzes the problem of sanctions in international law. Special attention is given to the absence of a uniform approach to the definition of the term "sanctions". Different practical interpretations of the term "sanctions" are given. The term "sanction" is considered in the context of domestic and international law. The necessity of development of the legal framework and practice of law enforcement is determined and proved.

The article shows the importance of the adoption of the UN Charter. The rules and principles of international law embodied in the Charter of the United Nations, form the basis of modern law and order, the preservation of peace and allow to overcome international conflicts. The United Nations is a multilateral international organization and the efficiency of its operations affect the consistency of the positions of the Member States, the degree of interaction in the UN Security Council. The credibility of the UN and its legitimacy, breadth of competence and representativeness allow staff to play an indispensable role in global politics, economic and humanitarian cooperation. In order to maintain the stability of the present world order is necessary to keep the preservation of the basic foundations of international law, the improvement of international legal categories in order to eliminate double standards in law enforcement. Cooperation in the framework of the UN is necessary in solving regional conflicts, countering new challenges and threats to international security. On this depends the effectiveness of the United Nations.
