Future flood risk assessments typically focus on changing hazard conditions as a result of climate change, where flood exposure is assumed to remain static or develop according to exogenous scenarios. However, this study presents a method to project future riverine flood risk in Europe by simulating population growth in floodplains, where households' settlement location decisions endogenously depend on environmental and institutional factors, including amenities associated with river proximity, riverine flood risk, and insurance against this risk. Our results show that population growth in European floodplains and, consequently, rising riverine flood risk are considerably higher when the dis-amenity caused by flood risk is offset by insurance. This outcome is particularly evident in countries where flood risk is covered collectively and notably less where premiums reflect the risk of individual households. This study finds that flood insurance policy design affects economic development in floodplains and, consequently, flood risk in Europe. In this study, soil moisture retrievals of the combined active–passive ESA Climate Change Initiative (CCI) soil moisture product are assimilated into the Noah-MP land surface model over Europe using a one-dimensional ensemble Kalman filter and an 18-yr study period. The performance of the data assimilation (DA) system is evaluated by comparing it with a model-only experiment (at in situ sites) and by assessing statistics of innovations and increments as DA diagnostics (over the entire domain). For both assessments, we explore the impact of three design choices, resulting in the following insights. 1) The magnitude of the assumed observation errors strongly affects the skill improvements evaluated against in situ stations and internal diagnostics. 2) Choosing between climatological or monthly cumulative distribution function matching as the observation bias correction method only has a marginal effect on the in situ skill of the DA system. However, the internal diagnostics suggest a more robust system parameterization if the observations are rescaled monthly. 3) The choice of atmospheric reanalysis dataset to force the land surface model affects the model-only skill and the DA skill improvements. The model-only skill is higher with input from the MERRA-2 than with input from the ERA5 reanalysis, resulting in larger DA skill improvements for the latter. Additionally, we show that the added value of the DA strongly depends on the quality of the satellite retrievals and land cover, with the most substantial soil moisture skill improvements occurring over croplands and skill degradation occurring over densely forested areas. This paper aims to improve understanding of how EU citizens' left-right political positions and ideological polarization on climate change affect their views on both agriculture and diet in the context of climate change policy. It uses the methods of survey research and quantitative analyses of the data (principal components and regression analysis). The work combines the Farm- and Fork-related branches of Eurobarometer 93.2 (2020) and focuses on citizens' responses to a more climate-friendly agriculture and their ideas about 'eating a healthy and sustainable diet'. The analysis revealed different degrees of citizen support for a more climate-friendly agriculture and climate-friendly dietary options (including meat reduction). Citizens' left-right political position correlated negatively with support for a more climate-friendly agriculture and support for climate-friendly dietary options, but only in the Northwestern European countries. In these countries, the expected positive correlations between level of education and pro-environmental variables were found, but these correlations were not observed among the right-leaning participants. However, the positive correlation between support for a more climate-friendly agriculture and support for climate-friendly dietary options was less strongly affected by left-right political positions. Hence, public opinion is moving in the direction of EU climate policy over time; however, citizens did not fully acknowledge the priority of meat reduction in this context. Political and ideological polarization has seriously interfered with attempts to promote a more climate-friendly agriculture (Farm) and changes in dietary thinking including meat reduction (Fork). To promote these changes, more work must be done on the role of cultural identities in relation to climate issues. Yet, EU citizens showed an increasing support for more climate-friendly agriculture, which correlated positively with support for climate-friendly dietary options across the left-right political spectrum. Science-based information regarding climate risks and/or loyalty to local farmers may play a role in shaping these opinions. The priority of meat reduction needs considerably more attention to achieve the EU's climate objectives. For citizens, both nutritional (health) and environmental (i.e. climate change, as well as species decline and farm animal welfare) reasons can be strong motivating factors to consider meat reduction. Although several studies have concluded that excess winter deaths are not a suitable indicator of cold-related health impacts, the investigation of temporal fluctuation in mortality across many European countries could provide an insight into the seasonal variation of deaths at different climatic conditions. We investigated the evolution over time of the Excess Winter Deaths Index (EWDI) and the Summer-to-Winter Deaths ratio (S/W) for the period 1960–2018 and the temporal fluctuation of the Heating and Cooling Degree Days indices for the period 1979–2020. We found a clear spatial pattern of EWDI with statistically significant decreasing trends in Mediterranean countries and increasing trends in Nordic countries. On the other hand, S/W index shown increasing trends in Mediterranean region and decreasing trends in Nordic countries. Statistical analysis of Heating Degree Days index showed significant decreasing trends for all European countries, probably due to the appearance of milder winters. Also, the values of Cooling Degree Days index exhibited a statistically significant upward trend for Mediterranean countries, mainly due to increased frequency of warmer summers, as a result of climate change. This study shows that the differences in seasonal variation of mortality between European countries are likely to disappear, as the climate gets warmer. A possible explanation for our findings is that climate change already brings milder winters and hotter summers to the Mediterranean countries, while in the Nordic countries global warming causes less severe winters and more pleasant summers as shown from Heating and Cooling Degree Days analysis. In addition to providing a basis to investigate potential effects of global warming on human mortality, the findings of this study are likely to be crucial for climate change policy and developing relevant adaptation strategies in Europe. The economic threat of climate change: A multilevel analysis of the relationship between working in a greenhouse gas intensive sector, economic insecurity and climate policy scepticism among the lower educated in Europe This research set out to determine to what extent the relationship between working in a greenhouse gas intensive sector and climate policy scepticism can be explained by economic insecurity, while also examining the contextual influence of national commitment to climate change mitigation. Focusing on the lower educated of 21 European countries (N = 10.060) and conducting two multilevel analyses, this research found that working in a greenhouse gas intensive sector leads to more climate policy scepticism. This substantiates the idea that values of climate change scepticism are more present in the social environment of more greenhouse gas intensive sectors. This relationship is, however, not substantially explained by economic insecurity. Finally, this research found that working in a greenhouse gas intensive sector does not lead to more economic insecurity and that this relationship is only partially and minimally influenced by an extensive national climate policy agenda. Robinia pseudoacacia is one of the most frequent non‐native species in Europe. It is a fast‐growing tree of high economic and cultural importance. On the other hand, it is an invasive species, causing changes in soil chemistry and light regime, and consequently altering the plant communities. Previously published models developed for the potential distribution of R. pseudoacacia concerned 2070, and were based mainly on data from Western and Central Europe; here we extended these findings and included additional data from Eastern Europe. To fill the gap in current knowledge of R. pseudoacacia distribution and improve the reliability of forecasts, we aimed to (i) determine the extent to which the outcome of range modeling will be affected by complementing R. pseudoacacia occurrence data with sites from Central, Southeastern, and Eastern Europe, (ii) identify and quantify the changes in the availability of climate niches for 2050 and 2070, and discuss their impacts on forest management and nature conservation. We showed that the majority of the range changes expected in 2070 will occur as early as 2050. In comparison to previous studies, we demonstrated a greater eastward shift of potential niches of this species and a greater decline of potential niches in Southern Europe. Consequently, future climatic conditions will likely favor the occurrence of R. pseudoacacia in Central and Northeastern Europe where this species is still absent or relatively rare. There, controlling the spread of R. pseudoacacia will require monitoring sources of invasion in the landscape and reducing the occurrence of this species. The expected effects of climate change will likely be observed 20 years earlier than previously forecasted. Hence we highlighted the urgent need for acceleration of policies aimed at climate change mitigation in Europe. Recent research and real-world processes suggest that effective climate change mitigation policies are not feasible without at least a certain degree of public support. Hence, we investigate the link between existing domestic energy policies and individual policy instrument preferences in 21 European countries. We assume a policy feedback perspective and, thus, start from the idea that the current domestic energy context influences what future policies are possible and preferred by citizens. High political trust and strong climate change attitudes are expected to strengthen this relationship. Our results do not lend support to a general link between existing policies and future policy preferences. However, we find evidence of a positive policy feedback in individuals with strong climate change attitudes and/or high levels of political trust, which, depending on each country's current energy policy, either hinders or facilitates the energy transition. Weighting of impacts is frequently applied to enable the prioritization of life cycle assessment (LCA) results for the support of decision making. Most Distance-to-Target (DtT) weighting approaches consider policy targets, whereas potential is seen in the weighting of environmental impacts on a more scientific basis. This study aims at the comparison of science-based (SB) to policy-based (PoB) DtT weighting approaches as well as the application in a comparative case study for the domestic footprint of the European Union. The developed approaches integrated SB targets from ten environmental impact categories into the DtT weighting method of the Ecological Scarcity Method in an effort to derive SB eco-factors. In addition to SB eco-factors based on existing weighting factors for Europe from the literature, weighting factors for the European Union were developed. The application of the eco-factors in the case study showed that the SB approach led to three times higher absolute weighting results in contrast to PoB results. SB weighting was dominated by the impact category climate change with the strictest weighting factors in all approaches considered and a share of 87–92%. For the remaining impact categories, common PoB weighting factors were generally stricter. PoB results showed a more balanced distribution, with shares of 64% for climate change, 10% for photochemical ozone formation, 7% for acidification, and 7% for terrestrial eutrophication. Science-based targets can not replace conventional PoB weighting approaches but should be integrated into the weighting step to provide a more comprehensive view of the environmental performance of product systems. The European Union has pioneered the adoption of binding greenhouse gas emissions reduction targets and measures to address the climate change challenge for more than a decade. Amongst them, the European Union Emissions Trading System plays a central role. This article addresses the evolution of European climate policies, from the first emission reduction targets that were assumed under the Kyoto Protocol to the recent adoption of the 2030 climate an energy framework. Due to its importance, special attention is paid to the European Union emissions trading system, an essential tool to meet these targets at regional level and a cornerstone of European climate policies, now working for more than ten years. Comparative policy studies face a number of methodological challenges where conceptualization of the object of comparison-policy output-is the most fundamental. On the basis of three common approaches of the study of policy output, we reconsider this widely applied concept and propose a refined measure as a function of both density (number of policy instruments) and intensity (content of policy instruments). We theoretically derive six policy-intensity measures (objectives, scope, integration, budget, implementation, and monitoring), which are used for weighting national policy instruments on an Index of Climate Policy Activity. The article presents an empirical application of this measurement approach. Focusing on national climate policy instruments in the energy production sector in Austria, Germany, and the United Kingdom, we investigate changes in the countries' policy portfolios from 1998 to 2010. The article demonstrates that our Index of Climate Policy Activity provides a reliable and valid measurement for national policy output that can be applied for comparative analyses of policy output. The practice of governing by action-driven conclusions is particularly evident in the field of climate and energy policy, in which a large number of substantial decisions, at a remarkable level of detail, are pre-set by the Council or the European Council, before they enter the formal decision-making process. The article discusses whether there are formal requirements for the adoption of Council conclusions and conclusions of the European Council, respectively. It also questions whether the practice of either body to channel a wide range of policy details through the adoption of conclusions by consensus is in line with the constitutional architecture of the Treaties. Why has Europe implemented a quite-proactive climate policy while the US has adopted a far less ambitious climate strategy? Does variation in security concerns or other factors better explain this difference in policy? Using a multi-method case study approach, the authors find that in the US, constructions of climate change as a security threat play an important role in developing public support. In Europe, leadership and opportunity discourses predominate. Abstract: In Europe, energy and climate policies started to take shape from the 1990s onwards culminating with the ambitious 20–20–20 climate goals and the Low-Carbon Europe roadmap 2050. The European Commission empower the importance of achieving the objective of the recast Directive on energy performance of buildings (EPBD) that new buildings built from 2021 onwards will have to be nearly zero-energy buildings. The general belief is that the energy performance optimization of buildings requires an integrated design approach and cross-disciplinary teamwork to optimize the building's energy use and quality of indoor environment while satisfying the occupants' needs. In this context, there is a substantial need for professionals such as architects and engineers specifically trained and educated in integrated design approach and trained to work in cross-disciplinary teams. To be able to push forward the development, it is essential that educational institutions foster professionals with such knowledge, skills and competences. An initiative toward this direction is the EU-project of IDES-EDU: “Master and Post-Graduate education and training in multi-disciplinary teams”. The paper describes the necessity of more integrated and cross-disciplinary approaches to building design through state-of-the-art of the building sector and educational initiatives in the participating countries in the project, and through theory of design processes. The paper also communicates the results of newly developed cross-disciplinary education established by fifteen different educational institutions in Europe. Urban areas are pivotal to global adaptation and mitigation efforts. But how do cities actually perform in terms of climate change response? This study sheds light on the state of urban climate change adaptation and mitigation planning across Europe. Europe is an excellent test case given its advanced environmental policies and high urbanization. We performed a detailed analysis of 200 large and medium-sized cities across 11 European countries and analysed the cities' climate change adaptation and mitigation plans. We investigate the regional distribution of plans, adaptation and mitigation foci and the extent to which planned greenhouse gas (GHG) reductions contribute to national and international climate objectives. To our knowledge, it is the first study of its kind as it does not rely on self-assessment (questionnaires or social surveys). Our results show that 35 % of European cities studied have no dedicated mitigation plan and 72 % have no adaptation plan. No city has an adaptation plan without a mitigation plan. One quarter of the cities have both an adaptation and a mitigation plan and set quantitative GHG reduction targets, but those vary extensively in scope and ambition. Furthermore, we show that if the planned actions within cities are nationally representative the 11 countries investigated would achieve a 37 % reduction in GHG emissions by 2050, translating into a 27 % reduction in GHG emissions for the EU as a whole. However, the actions would often be insufficient to reach national targets and fall short of the 80 % reduction in GHG emissions recommended to avoid global mean temperature rising by 2 °C above pre-industrial levels. ABSTRACT Cities and municipalities are vital actors in addressing climate change. Because they are directly affected by the consequences of environmental transformations, cities are motivated to shape adaptation and mitigation. This paper looks at the possible mechanisms which cities can use to engage in climate change issues without decoupling themselves from the national or sub-national level and while remaining consistent with other local initiatives. The paper analyses the European approach towards transnational municipal networks (TMNs) and community collective efforts and assesses its possible application in other jurisdictions. We argue that while TMNs are the institutional foundation for a concerted effort in climate change within and between countries; they are also subject to provisions from national and regional governments, which might hamper their benefits. Based on a typology of TMNs and an analysis of the national contexts, the paper finds that those networks that target a specific region and are supported by government have the most benefits for climate change. • Spatial and socioeconomic predictors for climate change (CC) attitudes were examined. • Certain dimensions of CC attitudes are associated with regional population change. • All dimensions of CC attitudes show a strong educational gradient. • CC attitudes and efficacy are socioeconomically stratified and spatially determined. Climate change views have their socioeconomic foundations but also specific geographies. In merging these perspectives, this analysis uses ESS Round 8 data from 23 European countries to examine whether climate change scepticism and concern, pro-environmental personal norm and a willingness to engage in energy-saving behaviour exhibit, first, urban–rural and/or regional differences, and second, if these attitudes can be explained at individual level by socioeconomic position and wellbeing resources. We find that climate change scepticism and concern do exhibit urban–rural differences, where living in a country village is associated with greater climate scepticism and lower concern compared to living in a big city. Also, higher climate change concern and pro-environmental norms are associated with living in a region with constant population growth. These geographical differences are independent of individual-level socioeconomic attributes as well as one's political orientation. Additionally, the results show that both climate change attitudes and reporting energy-saving behaviour are strongly stratified by level of education and reveal that those in lower income deciles feel less pro-environmental norm but nonetheless report greater engagement with energy-saving behaviour. In sum, the results highlight that climate change mitigation is not a uniform project either spatially or within certain socioeconomic strata. Hence, our results suggest that socioeconomic disadvantage (belonging to the lowest education and income levels) and spatial marginalisation (living in more rural surroundings and declining regions) should be better acknowledged when reworking climate change and environmental policies in the EU. • A comprehensive review of heat-health action plans (HHAPs) and heat-health warning systems (HHWSs). • HHAPs are most often linked with national climate change policies. • A greater heterogeneity was marked for medium and longer-term measures across HHAPs. • The level of implementation of different core elements of HHAPs varies significantly. • Long-term urban planning interventions are least implemented across HHAPs. In recent decades, rising trend in the number of heat waves (HWs) has exacerbated the risk of heat-related mortality and morbidity. The frequent deadly HWs precipitated a multitude of national and sub-national heat-health prevention and research efforts. In 2008, the WHO Regional Office for Europe developed and published guidance on heat-health action plans (HHAPs). This provided a blueprint for countries to design heat-related prevention efforts. Since then, a large corpus of new evidences and implementation experiences has emerged around adaptive measures, alert systems and urban planning interventions. The present study conducts a systematic review to critically assess the advent and development of HHAPs with a special focus on its integration with urban planning policies. It reviews the concept of threshold, indicators for heat event determination and measurement of HWs to understand trigger setting mechanisms. The results show that implementation of core elements of HHAPs varies significantly in the areas of long-term urban planning, real-time surveillance, monitoring and evaluation. Moreover, low levels of inclusion of HHAPs with national policies hinder the overall potential of adaptation measures. To quantify changes in air pollution over Europe at the 2050 horizon, we designed a comprehensive modelling system that captures the external factors considered to be most relevant, and that relies on up-to-date and consistent sets of air pollution and climate policy scenarios. Global and regional climate as well as global chemistry simulations are based on the recent representative concentration pathways (RCP) produced for the Fifth Assessment Report (AR5) of the IPCC (Intergovernmental Panel on Climate Change) whereas regional air quality modelling is based on the updated emissions scenarios produced in the framework of the Global Energy Assessment. We explored two diverse scenarios: a reference scenario where climate policies are absent and a mitigation scenario which limits global temperature rise to within 2 °C by the end of this century. This first assessment of projected air quality and climate at the regional scale based on CMIP5 (5th Coupled Model Intercomparison Project) climate simulations is in line with the existing literature using CMIP3. The discrepancy between air quality simulations obtained with a climate model or with meteorological reanalyses is pointed out. Sensitivity simulations show that the main factor driving future air quality projections is air pollutant emissions, rather than climate change or intercontinental transport of pollution. Whereas the well documented "climate penalty" that weights upon ozone (increase of ozone pollution with global warming) over Europe is confirmed, other features appear less robust compared to the literature, such as the impact of climate on PM2.5. The quantitative disentangling of external factors shows that, while several published studies focused on the climate penalty bearing upon ozone, the contribution of the global ozone burden is somewhat overlooked in the literature. The article offers information regarding climate change skepticism in Europe. It says that Russian scientists oppose the anthropogenic global warming (AGW) hypothesis very openly. It mentions the book "Blue Planet in Green Shackles," by late Czech Republic President Václav Havel, which warns against the loss of personal freedom due to intrusive climate policies. The aim of this article is to give an overview and systematic characterization of different national approaches to developing strategies of climate change adaptation from a spatial planning or regional development perspective, respectively. Based on this analysis, recommendations are made for the implementation of the Territorial Agenda of the European Union. The central research hypotheses addressed in this article are: (1) climate change impacts in Europe are distributed differently in European regions which influence the design of national adaptation strategies (NASs) in Europe as well as the planning-related fields of action; (2) the legal framework and the political-administrative system significantly determine how national adaptation responses are designed and by which institutions they are implemented and (3) spatial planning has the potential to play an important role in climate change adaptation due to its integrative, cross-sectoral character. In order to discuss the hypotheses, a meta-evaluation of already existing assessments of climate adaptation strategies was carried out, as well as nine in-depth country studies (Finland, France, Germany, Greece, Hungary, Poland, Spain, The Netherlands and the UK). The results show that spatial planning is only given minor attention in the assessed analyses and national strategies and that it is rather a matter of political willingness and capacity building than particular instruments or a high climate change vulnerability if spatial planning, however, plays an important role in an NAS. Climate change adaptation strategies are emerging across Europe as societies attempt to adapt to the challenges of a changing environment. Social constructivist analyses of environmental policy - especially those emphasising 'framing' - can be very useful in teasing out the framings of policy problems such as adaptation. They can also shed light on the underlying assumptions that steer and guide public and environmental policy. Using the theoretical concept of framing to analyse adaptation policies across different scales of governance in four European countries - Sweden, Finland, the United Kingdom and Italy - and drawing on policy documents from those countries, as well as semi-structured interviews with practitioners, the development of adaptation policy processes and especially how adaptation has been defined within these processes are examined. Four major framings of adaptation are identified: 'planning', 'economic risk', 'vulnerability' and 'existing measures'. Although many of today's ecological, climatic and socio-economic problems seem unprecedented, similar events have occurred in the past. As such, historic periods of climatic and economic volatility can be used as a way of developing frameworks for analyzing today's predicament. Western Europe's “middle ages” (circa 11–14th century) may be one such case. By the 12th century, medieval Europe had shifted from the subsistence agrarian economy that emerged following the collapse of the Roman Empire to one where spatially dispersed trade in agricultural commodities helped support a complex society that devoted considerable resources to cultural works. This shift was facilitated by new institutional arrangements centred on monastic orders that provided access to both new agricultural and food processing technologies as well as trade routes. These institutional arrangements contributed to population growth and land clearing. All of these factors increased the wealth of society but also concentrated this wealth in a small number of communities that were dependent on an ever-increasing and exploited hinterland for resources. Ultimately, this created a tightly coupled continent-wide subsistence system that was vulnerable to the weather, economic and disease shocks of the 14th century when Europe's population declined by perhaps 50%. In exploring this history, the goal of this paper is to draw on a diverse theoretical body of literature (that includes resiliency theory, landscape ecology, political science and ecological economics) to develop a series of hypotheses about how large-scale complex civilizations can become vulnerable to climate change. Abstract: We derive a global social welfare function that is consistent with the burden sharing in the Kyoto Protocol and in one proposal for a post-Kyoto treaty. The Kyoto Protocol favored the EU, while the EU post-Kyoto proposal puts more weight on the wellbeing of other OECD countries at the expense of EU residents. Ignoring income differences, the EU proposal for a post-Kyoto treaty favors developing countries. The article examines Great Britain's policy toward Europe as of September 2008 and how it may develop in the period to 2020. It examines policy possibilities and proposals including conditional Europeanism and a commitment to the European Union (EU), a stalemate position that could lead to possible crisis, and the development of a more committed pro-Europeanism. The authors discuss the possible scenarios and how they might impact British and EU defense policy and foreign policy, as well as the EU climate change agenda and the Euro currency. The European Emissions Trading Scheme (ETS) limits CO2 emissions from covered sectors, especially electricity (accounting for about 56%). At €44 billion per annum. the ETS is the largest emissions trading system ever, 40 times larger than US programmes. The article demonstrates that fixing the quantity rather than the price of carbon reduces the price elasticity of demand for gas appreciably, amplifying the market power of gas suppliers, and amplifying the impact of gas price increases on the electricity price. This study examines how different efficacy constructs – self efficacy, personal outcome expectancy, collective efficacy, and collective outcome expectancy – independently influence willingness to engage in personal energy conservation behavior and support for policies to address climate change. Data from a representative, cross-sectional survey of 23 countries, European Social Survey Round 8, was analyzed to test the relationship. Overall, the results demonstrated that self efficacy, personal outcome expectancy, and collective outcome expectancy were all positively associated with both behavioral intention and policy support. Results regarding collective efficacy were unstable. The results demonstrate the importance of clearly distinguishing different constructs of efficacy beliefs from each other and suggest how climate change communication efforts may benefit from focusing on particular efficacy factors. • Distinguishes how four types of efficacy are associated with behavioral intention and policy support. • Collective efficacy does not have a robust relationship with behavioral intention or policy support. • Self efficacy has a positive association with behavioral intention and policy support. • Personal outcome expectancy has a positive association with behavioral intention and policy support. • Collective outcome expectancy has a positive association with behavioral intention and policy support. It says that Europe, as a global leader in greenhouse gas emission policy, is capable of addressing issues of food insecurity and natural resource preservation. It mentions the Joint Programming Initiative on Agriculture, Food Security and Climate Change (FACCE-JPI), joined by 21 European countries that will tackle with the said issues. It cites various factors to consider for the achievement of goals such as connecting to models of agro-ecology and socioeconomics.
